1 REPORTS TO: HEALTH OFFICER SUPERVISES: PERSONAL HEALTH STAFF STATUS: SALARIED EXEMPT COMPENSATION: HN15 BARGAINING GROUP: NON BARGAINING POSITION SUMMARY Under the supervision of the Health Officer, plans, develops, administers, and evaluates personal and community health service programs which conform to the goals and objectives of the department and the regulations and standards of the Michigan Department of Community Health. Directs the nursing and support staff who provide clinic and educational services to clients within the county. Responsible for the administrative functions of the division including the development and administration of all program budgets. Plans, develops, administers, and evaluates personal and community health service programs in the areas of maternal/child health, adult services, disease prevention, and health promotion which conform to the goals and objectives of the department and meet minimum program requirements set by the Michigan Department of Community Health, Michigan Communicable Disease Rules, and the Michigan Public Health Code. 2. Works with the Health Officer to identify the need for new programs to serve the population and plans program content, staffing needs, budget, range of services to be provided, and the goals and objectives of such services. Recommends changes in divisional operations to implement new programs or change existing ones. 3. As manager participates in the interviewing and selection of employees and oversees personnel management functions including training, assigning functions, scheduling, reviewing and evaluating performance, and addressing employee relations issues. 2 4. Supervises staff to assure a high quality of professional service, maintain health standards, and monitor performance in relation to goals and objectives. Ensures adequate professional development and in service training for all staff. Oversees and participates in the continuing inservice education activities. 5. Provides division budgeting recommendations and participates in the planning and preparation of the division budget. Authorizes expenditures and monitors budget expenditures throughout the year to ensure expenditures are within budget limits. 6. Reviews, and approves for payment, invoices for division expenditures, time cards, and travel vouchers. 7. Directs the evaluation and maintenance of proper documentation for services rendered, as required by the Michigan Department of Community Health and other funding agencies. Reviews activity reports and health records prepared by nursing staff. Monitors and directs quality assurance and continuous quality improvement activities. 8. Ensures the development and implementation of policies, procedures and protocols for all personal and community health programs. Enforces compliance with program and agency policies. 9. Assesses community health care needs and resources and develops program plans accordingly. Contacts other health and social service agencies to achieve continuity of client care and promotion of public health. 10. Develops and writes grant requests and project proposals and seeks alternative sources of funding. Acts as grant administrator and maintains positive relationship with grantor agencies. Implements and collaborates with other agencies in approved projects. 11. Serves as liaison with various local, state, and federal agencies concerning public health nursing and personal and community health related matters. Regularly confers with other public health representatives to resolve problems of mutual concern and eliminates any duplication of efforts. 12. Represents the department to the public, speaking to community groups, explaining health matters, and encouraging support for programs. Responsible for public relations and resolution of complaints for the division. 13. Reviews the literature and attends conferences and seminars to keep current on new practices and methods in the public health field as well as standards and regulations. Page 2 of 5
3 14. Advises the Health Officer in the management of the fiscal and personnel operations of the Department. 15. Assists in the development of the Department s strategic plan in support of the Health Officer and the Health Services Committee. 16. Acts as an official representative of the Health Department as a member and/or advisor to various boards, committees, commissions and organizations as directed by the Health Officer. 17. Assumes statutory authority of the Health Officer as directed or in the absence of the Health Officer. 18. Manages contracts with services providers and vendors. 19. Manages Electronic Health Records (EHR) system. EMPLOYMENT QUALIFICATIONS Education: Possession of a Bachelor's Degree in Nursing, Science, or a related field. Master s Degree in Public Health, Public Administration, or related field is preferred. Experience: Five years of professional nursing experience, at least two of which shall have been in Public Health nursing, and at least two years in a supervisory capacity. Licenses: Possession of a current license to practice as a Registered Nurse in the State of Michigan. Possession of a valid Michigan driver s license. Page 4 of 5
