Application Deadline Monthly Salary $7,611 - $9,129 Recruitment Type Friday, November 20, 2015 at 5:00pm PST Open to the Public, Full-Time Tentative Examination Date Oral Examination Week of December 7, 2015 Work Location The Position Examination will be held in Napa County Napa, California Napa County is an Equal Opportunity Employer An Assistant Manager of the QM Division will plan, organize, and direct quality management services that include developing, conducting and reporting program audits; collecting, analyzing, and reporting data; developing and implementing quality improvement efforts; researching best practices and evidence-based practices and participating in program evaluation. As a member of the division leadership team, the Assistant Manager will participate in division strategic planning, have an active role in division development, and manage day-to-day division operations. The Assistant Manager will have primary responsibility for quality management services for child welfare services, public assistance and vocational services, and comprehensive services for older adults. Additional program areas may, at the discretion of the QM Director, include mental health services, substance abuse services, public health, and agency administrative services. 1

2 Ideal Candidate The ideal candidate for this position is a highly professional and ethical individual with several years of managerial or supervisory experience and possesses the following: Collaborative management skills. The ability to represent the division to the agency and the community. Strong leadership skill and a demonstrated ability to lead with integrity and credibility. A proven track record of program planning, development, evaluation and project management. A demonstrated ability to create and maintain successful partnerships with community organizations and local government representatives. Knowledge and experience in strategic planning and quality management. Strong analytical, written and verbal communication skills. Sound decision making and the ability to identify and understand complex policy and apply logical thinking and quantitative methods of in pursuit of solutions to organizational problems. Knowledge and experience in developing and implementing policies and procedures. Minimum Qualifications While the following requirements outline the minimum qualifications, only applicants who demonstrate the best qualifications match for the job will be selected to continue in the recruitment process. Applicants must meet the minimum qualifications by the application deadline. To qualify for this classification, an individual must possess any combination of education and experience that would likely produce the required knowledge and abilities. A desirable combination is: Education/ Experience: Five years of increasingly responsible professional level program experience in a human services, public health, mental health, drug/alcohol, or social services program including three years of administrative and supervisory responsibility. AND A Bachelor s degree from an accredited college or university with major course work in social work, clinical or counseling psychology, nursing, or a related field. A Master s degree is desirable. Desirable Qualifications Licensure: Possession of one of the following valid licenses issued by the State of California is highly desirable: Physician; Licensed Psychologist; Licensed Clinical Social Worker; Licensed Marriage, Family and Child Therapist, or a Registered Nurse. 2

3 Additional Information A valid driver s license may be required at the time of appointment and employees may also be required to drive their own car, provide proof of car insurance, and a DMV clearance. The existing eligible list will be replaced upon completion of this examination. The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises. Knowledge and Abilities The following may be tested in the examination: Knowledge of: Operational characteristics, services, and activities of a quality management program. Principles and practices of program development and administration. Principles and practices of budget preparation and administration. Principles of supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, and regulations. Communication and conflict resolution principles and techniques. Alcohol, drug abuse, mental health, and welfare program components and service systems. Current developments in the field of health care administration. Principles and practices utilized in the design and development of databases Skill to: Assist in the management of a comprehensive quality management program. Oversee, direct, and coordinate the work of lower level staff. Select, supervise, train, and evaluate staff. Participate in the development and administration of division goals, objectives, and procedures. Prepare and administer large program budgets. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply federal, state, and local policies, laws, and regulations. 3

4 Promote and support the quality management initiative and operating system. Work collaboratively with program managers, supervisors, and staff in a manner that engages the full exchange of ideas and open discussions. Work with Agency programs in a supportive fashion assisting them in their efforts to effectively run and operate their programs. Respect the authority of the program managers who have program responsibility for the areas they manage. Develop, coordinate, and operate quality management support services. Assist in the development of various program monitoring matrices. Design databases for multiple users including to design queries, forms, and reports. Prepare clear and concise correspondence, audit reports, and other analytical documents. Prepare clear and concise administrative and financial reports. Operate a variety of office equipment including personal computers and related peripheral equipment and software applications. Work effectively under pressure, meet deadlines, and adjust to changing priorities. Communicate clearly and concisely, both orally and in writing. Ability to: Work primarily in a standard office setting with some travel to different sites and locations. Work extended hours including evenings and weekends. Stand or sit for prolonged periods of time. Stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull light to moderate amounts of weight. Use repetitive hand movement and fine coordination including using of a computer keyboard. Verbally communicate to exchange information. Establish and maintain effective working relationships with those contacted in the course of work.
