1 POSITION TITLE: Senior P&C Systems Officer POSITION NUMBER: DEPARTMENT: LOCATION/CAMPUS: Business Services, People and Culture (P&C) Footscray Park CLASSIFICATION: HEW 7 APPROVED BY: Gordon Selby / / People and Culture USE ONLY: Updated on: 27/3/15 OVERALL PURPOSE This purpose of the Senior P&C Systems Officer position is to project manage the development of functionality of the Alesco HR system, and other HR systems (including the SPDP online tool), as well as provide for effective maintenance and periodical upgrades of these systems. The role is also responsible for complex reporting of HR data and for meeting statutory and legislative reporting requirements. PEOPLE AND CULTURE - P&C BUSINESS SERVICES People and Culture (P&C) is responsible for all aspects of human resource management within the University. P&C Business Services is an administrative and operational division within the People and Culture Portfolio and has the following areas of responsibility: Employee benefits advice and administration Employment terms and conditions advice and administration Recruitment services Position evaluation and senior level remuneration services Page 2 of 6

3 Payroll & entitlement administration HR Systems Workforce data reporting and analysis P&C query management P&C Administrative Services The position demands adherence to the principles of confidentiality, privacy, financial accountability and works collaboratively with all other People and Culture staff. Internally, the position interacts with a range of individual staff across the University to carry out the duties of the position. The People and Culture, Business Services operations and this position are located at the Footscray Park campus of the University though this position maybe relocated to any other existing or future University work location An Organisational Chart is attached MAJOR CHALLENGES / FREEDOM TO ACT The Senior P&C Systems Officer reports to and receives broad direction from the Manager P&C Systems and will have the capacity to work with independence within University policies and guidelines. In developing and providing systems functionality and solutions the Senior P&C Systems Officer will have the ability to adapt and modify HR procedures and techniques that fit within policy, guidelines and legislation. The major challenges facing the role are: Develop functionality of the HR Alesco system, and other HR systems, in an environment of significant demand on HR systems solutions and simultaneously ensuring data integrity, effective maintenance and periodical upgrade of the system. Provide complex reporting of HR data in regard to statutory and ad-hoc requirements and at the same time continue to develop systematic management reporting functionality to improve useability and support to University managers and to reduce ad-hoc report demands. Provide technical support of strategies that integrate HR data with other University systems through interface developments. MAJOR DUTIES, PERFORMED AND FREQUENCY Page 3 of 6

4 In performing the following duties the incumbent is required to comply with quality assurance policies and procedures, and other relevant legislative requirements applicable to the University. The major duties performed and their frequency are: 1. In collaboration with the Manager, P&C Systems lead and project manage the development of specific functional aspects of HR systems, activities may include; liaising with key stakeholder groups regarding requirements; working with software vendors to build system functionality; testing systems; designing, mapping, documenting and communicating process changes; and, preparation of training material and conducting training. (ongoing) 2. Provide complex reporting of HR data in regard to statutory, ad-hoc and periodical reporting as well as develop management reporting functionality to support University managers (ongoing) 3. Ensure HR systems requirements are met and requests are assessed and carried out, where appropriate. (ongoing) 4. Liaison with software vendors and internal stakeholders (eg. IT Services) to rectify system problems and facilitate development of solution fixes. (as required) 5. Provide advice to P&C management on system development and maintenance. (as required) 6. Provide technical support and advice in regard to requests for interface development of HR systems with other internal systems. (as required) 7. Undertake tasks to ensure HR systems are periodically upgraded to new versions. (as required) 8. Provide HR systems support to P&C staff regarding required system code changes. (as required) 9. May contribute to P&C policy, procedure and process development. (as required) 10. Adhere to and cooperate with all OHS policies and procedures of the University. (ongoing) KEY SELECTION CRITERIA Page 4 of 6

5 Essential: 1. Knowledge or Training equivalent to: a degree with at least 4 years subsequent relevant experience; or extensive experience and management expertise in technical or administrative fields; or an equivalent combination of relevant experience and/or education/training. 2. Demonstrated experience in the development, maintenance and upgrading of business information systems. 3. Well-developed skills in analysing system problems and proven success in developing effective solutions. 4. Significant experience in managing and/or participating in IT projects that meet timeline and budgetary requirements. 5. Advanced knowledge of report writing functionality within business information systems. 6. Advanced level knowledge of and experience with PC based software packages, particularly Microsoft Office applications. 7. Well-developed organisation skills and ability to exercise independent judgment in relation to daily activity. 8. Well-developed written, verbal and interpersonal communication skills and the ability to communicate effectively with staff at all levels. 9. Awareness of OHS responsibilities and willingness to attend OHS training as required. 10.
