1 HEW 7 Position Title Technical Manager (Biochemistry) Reports to Technical Services Team Leader Organisational Unit Position Statement/Purpose Organisational Context and Relationships Location/Campus Professional Services The overall purpose of the Technical Manager (Biochemistry) is to manage and coordinate the College s Biochemistry, Molecular Biology and Radiation laboratories, assist with the management of the College s Animal Facility and to share the management of day-to-day duties of Technical Officer s providing Professional Services to the College of Sport & Exercise Science The position involves the provision of effective, efficient and safe laboratory services to students and staff in order to achieve high quality learning and research experiences and outcomes. Within the University the position: works closely with academic staff and students within the College of Sport and Exercise Science and related disciplines, as well as other professional staff within the Colleges. also works closely with other Technical Managers, Technical Officers and the Technical Services Team Leader is managed by the Technical Services Team Leader supervises Senior Technical Officers, Technical Officers and Technicians. Outside the University the position liaises with external stakeholders such as company contractors and representatives. The position is currently located at the Footscray Park Campus of the University. The position and incumbent may be relocated to any other existing or future University work locations where it conducts its operations. Position Number (To be entered by People and Culture) 1
2 POSITION DESCRIPTION Typical Activities/Indicative Tasks Manage the Exercise Biochemistry, Molecular Biology and Radiation Laboratories within the College of Sport and Exercise Science. This role may also require input into the management of Technicians servicing laboratories outside the College of Sport and Exercise Science. Identify, assess, prioritise and manage risks to the health and safety of staff, students, visitors and contractors to the environment arising from the operation of the area under their responsibility, and ensure that a safe system of work is developed and followed through appropriate training, supervision and monitoring in line with the OHS Plan. In consultation with relevant stakeholders, develop, review and manage Occupational Health and Safety (OH&S) and Biosafety policies specific to Exercise Biochemistry, Molecular Biology and Radiation Laboratories. In consultation with all relevant stakeholders, develop and manage risk assessments and risk management procedures of all general laboratory activities and effectively manage the risk process. Review, develop and implement inductions and training procedures of Exercise Biochemistry, Molecular Biology & Radiation Laboratory Induction Manuals. Conduct regular induction training for staff and students specific to each laboratory space and equipment used. Accurately risk assesses activities and develops Standard Operating Procedures for activities undertaken in each laboratory space. Attainment and management of laboratory-specific licensing requirements (eg holding S4 prescription drugs; hazardous chemicals; or radioactive materials); development and implementation of associated policies. Effectively liaise and engage with other University departments, other Technical Managers and Institutional Biosafety Committee in the attainment and management of appropriate (internal and external) Laboratory Accreditation according to Australian Containment Standards. Maintain all Laboratory Procedures Manuals, Safe Operating Procedures, computerised inventories and laboratory quality procedures relevant to the specific laboratories that are managed by the position. In consultation with Finance staff and College Business Managers, manage laboratory budgets and placement of equipment and consumables orders as well as sourcing equipment required for research and teaching. Ensure maintenance of policies and process for ongoing general laboratory activities and equipment such as: Fume Hoods, Biosafety cabinets, autoclave, centrifuges, -80ºC and -20ºC freezers; use of Personal Protective Equipment (PPE); transportation of chemicals and biological samples; and disposal of biological, chemical and glass waste. Supervise laboratory technical staff shared between Exercise Physiology and Exercise Biochemistry/Molecular Biology/Radiation. Scope of the Role The development and maintenance of laboratory quality control procedures, to ensure ongoing quality and validity for research, teaching, and consultancies. Regular interaction with academic and technical staff, including in policy development and implementation. Management of laboratory practices, ensuring proper liaison between academic and technical staff 2
3 POSITION DESCRIPTION for the efficient usage of laboratory space and equipment. To assist with the day to day running of the College s Animal Facility including in policy development/review, provision of technical assistance, user inductions where appropriate and assisting with meeting Physical Containment Standards. Requires specialist knowledge/qualifications/experience in Biochemistry, Molecular Biology and Radiation and in the provision of specialist advice and leadership in the area of policy and procedure management, Occupational Health and Safety and risk management. Development and/or implementation of processes to ensure the Biochemistry and Molecular Biology Laboratories meet University internal accreditation for Physical Containment Two Standards according to relevant Australian Standards. Provision of high level organisational and administrative leadership including resource development, documenting procedures, and development of a communication strategy for the implementation of new OHS plans, Risk Management policies and procedures. Communication, consultation and collaboration with Academic and Technical staff within the Colleges, and Professional Services to meet operational requirements. Liaise effectively and works collaboratively with the Institutional Biosafety Committee, Office for Research, OHS and Professional Services staff to gather information, keep informed, contribute to the requirements of the organisational unit and to ensure consistency of advice and solutions to facilitate usage of the laboratory facilities and equipment. Level of Supervision Operates under broad direction from the Technical Services Team Leader and may be required to manage other administrative, technical and/or professional staff. Judgement, Independence and Problem Solving Requires a depth of expertise developed through extensive relevant experience and application. Planning and decision making requires consideration of the integration or impact of a range of University OHS and Biosafety policies and requirements. Compliance with the requirements of external regulatory bodies. Required to achieve objectives while operating within a framework of University policy, either as a member of a team or independently. Significant initiative and/or judgement is required in the area of Biochemistry, Molecular Biology, Radiation and Animal handling. Review of current practice and delivery to ensure ongoing relevance and achieve continuous improvement/excellence in the area of Biochemistry, Molecular Biology, Radiation and Animal handling. High degree of independent decision making as well as collaborative decision making in consultation with others. Works independently, prioritises work demands to respond to emerging requirements. Responsibilities Responsible for the coordination and organisation of a research laboratory through the management of daily, weekly, monthly checklists, audits, inventories and equipment maintenance. 3
4 POSITION DESCRIPTION Responsible for supervision of technical support staff to ensure expedient and professional technical services to both students and staff of the University. In collaboration with relevant University units, is responsible for the management and ongoing implementation of OH&S policies, biosafety policies and laboratory procedure policies, budget management, ordering and management of different user groups. Responsible for ensuring compliance of all laboratories to internal and external legislation. Ensure all facilities and equipment are well-maintained, with appropriate quality assurance for teaching, research and consultancy activities. Responsible for oversight of budget- monitoring and reporting on allocated funds for their area of expertise and placing orders for purchase of equipment, chemicals or consumables as required, with the budgetary framework and purchasing guidelines established for the position, including responsibility for the use of a University credit card. Responsible for achievement of position objectives, within agreed time frames and within agreed budget and must comply with all University governance and relevant legislative requirements, Share VU commitment to Equity and Diversity, Health and Safety, VU Values and Behaviours and display these in the way they go about their work. Professional and Organisational Knowledge Demonstrate extensive knowledge and expertise in a Biochemistry and/or Molecular Biology Laboratory. Develop and implement policies, procedures and systems in the area of Biochemistry and/or Molecular Biology and which may impact on other areas of the institution s operations. Familiar with Federal and State government legislation and policies related to the tertiary education sector and its impact in the operations and management of a Biochemistry and/or Molecular Biology Laboratory. Knowledge of University operations, governance and decision making processes, including quality assurance policies and procedures and other relevant legislative requirements. Interpersonal Skills Highly developed written, oral communication and interpersonal skills including negotiation, influencing and problem solving skills. High level organisational skills. Demonstrated capacity to work positively, effectively and collaboratively with a range of people at different levels within the University. Work with and contribute positively to the larger team/work unit. High levels of integrity, commitment and judgement, including the ability to deal with complex issues with sensitivity and confidentiality. Ability to work independently and prioritise work demands. 4
5 Qualifications and/or Equivalence I. A degree with 4 years subsequent relevant experience, or II. Extensive experience and management expertise in technical or administrative fields, or III. An equivalent combination of relevant experience and/or education/training. SELECTION CRITERIA Essential: 1. Knowledge or Training Equivalent to: A degree with 4 years subsequent relevant experience; or extensive experience and management expertise in technical or administrative fields; or an equivalent combination of relevant experience and/or education/training. 2. Demonstrated experience in the development, review and implementation of Occupational Health and Safety Policies and Procedures, including risk management specific to Biochemistry, Molecular Biology and Radiation laboratories. 3. Experience in a Biochemistry and/or Molecular Biology Laboratory, including detailed knowledge of Biosafety principles and Physical Containment 2 Legislation and accreditation. 4. Demonstrated experience in the development and implementation of Standard Operating Procedures for activities and equipment relevant to the disciplines of Biochemistry and/or Molecular Biology. 5. Demonstrated ability to lead and manage a small team and operate as an effective team member. 6. Excellent interpersonal, communication (oral and written), conflict management and report writing skills, and the ability to interact effectively with staff from different levels as well as external agencies; as well as demonstrating initiative and problem solving abilities. 7. Demonstrated ability to develop, review and maintain laboratory specific reports and manuals as well as develop and implement induction procedures. 8. Demonstrated capacity to work on multiple projects simultaneously, maintain confidentiality and deliver results determined by critical dates in an organisational environment. 9. Ability to work independently, to prioritise work demands and to respond to urgent requests when required. 5

Demonstrated capacity to understand and comply with employer policy and practices in all aspects of work and conduct, including OHS and Anti-Discrimination responsibilities and complete/attend relevant training. 11. Previous experience in a tertiary education institution research laboratory. 2. Knowledge of two or more of; cell culture, HPLC, western blotting, QPCR and/or immunohistochemistry techniques and knowledge in animal handling and radiation safety would be an advantage. 3.
