Department also intends to give one Key Telephone System of Samsung make with eight digital instruments under buy back. 2. nterested firms are hereby requested to furnish their proposal/ rates through two bid systems i.e. Technical Bid (Annexure-Al and A2) and Financial Bid (Annexure-B) 3. Firms interested to quote should be authorized distributor/dealer of Original Equipment Manufacturer (OEM). 4. 2 Bhawan, New Delhi. The Tenderers who desire to be present at the time of opening of Technical bid may be present at that time. The EMD shall be submitted alongwith "Technical Bid". Date and time for opening of Financial Bids of the eligible firms would be intimated later on 5. The terms and conditions on which the work will be awarded to the successful tenderer are as follows: i) The firm should indicate details of warranty as per the standard norm of OEM. The firm shall also ensure early rectification of problems, f any on the same day during the F.O.C warranty period. i) The tenderer or his representative shall have to visit GA Section (Room No. 27 C) to carry out the order on immediate basis. n case, the firm fails to carry out the assigned iob within the stipulated period, a penalty of Rs. soo/ per day shall be levied, which shall be deducted from the payment due. iii) iv) The bidders are required to quote comprehensive rates and shall arrange for all material The rates quoted should be inclusive of all the charges. The firms are required to prove their competence for undertaking the job in question and shall, therefore, furnish their standing and goodwill through a certificate/documentary proof of having served 3 different Ministries/ Departments with their complete addresses and telephone numbers. v) The firm shall indicate PAN/ TAN etc. List of present contracts in Govt. Department may also be enclosed with the quotation. vi) vii) viii) ix) The firms black listed by any Govt. /State Govt. office will not be eligible to participate in this tender. Earnest Money The tender/quotation must be accompanied by an EMD of Rs. 20,Ooo/(Rupees Twenty Thousand Only) in the form of Bank Draft/ Banker cheque in favour of DDO (Cash), Department of Commerce, which should be valid for the period of three months beyond the final bid validity period. EMD will be forfeited in case successful tenderer fails to abide by the terms and conditions or refuses to undertake the contract. The tender document must be filled n neatly and clearly. ncomplete or conditional tenders will not be entertained; Tenderer will not be allowed to withdraw his offer. EMD shall be forfeited, if the tenderer fails to honour the contract; x) The rates must be written in figure as well as in words. Erasing and overwriting in the rates quoted will make the tender void. 3 xi) xii) xiii) xiv) xv) xvi) Canvassing in any form is strictly prohibited and tender of the tenderer who resort to such activities will be summarily rejected. The Department reserves the right to reject any or all the bids in full or in part or not to award the contract to the lowest bidder without assigning any reason thereof and giving any compensation. The decision of the Department in this regard shall be final and binding on all; The lowest quoted bidder (L-) shall be chosen on the basis of total bid price received; No advance payment shall be made. All the bills submitted by the successful tenderer would accompany with the work vouchers duly signed by the concerned officers/officials. Payment shall be made on receipt of pre receipted bills (in triplicate) subject to the conditions that the payment will be released only after satisfactory completion of work. Preference shall be given to the Micro and Small Enterprises registered with District ndustries Centres or Khadi and Village ndustries Commission or Khadi and Village ndustries Board or Colr Board or National Small ndustries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises. The Micro and Small Enterprises quoting price within price band of % shall also be allowed to supply a portion of requirement by bringing down their price to L price in a situation where Ll price is from someone other than a Micro and Small Enterprise. The tender is subject to the provision of Rule 160(li) of General Financial Rules, 2005 which enables a bidder to question the bidding conditions, bidding process andl or rejection of its bid.
