2 NATIONAL INSTITUTE OF TECHNOLOGY NAGALAND Chumukedima, Dimapur NOTICE INVITING TENDER FOR ESTABLISHMENT OF VIDEO CONFERENCING FACILITY No. 0159/NIT-N/CSE/09-05/2015 Date: National Institute of Technology Nagaland is one of the newly established Institutes by MHRD under the NIT Act 2007 to impart technical education and to promote research activities in the North East region. All Faculty of the Institute are continuously striving for bringing excellence in the teaching-learning process as well as in the research activities. At present, it is proposed to establish video conferencing facility at NIT Nagaland. Tenders are invited for the design, supply, installation, testing and commissioning of video conferencing system with advanced IP Based AV solutions to make point to point and multi point video conferencing, to conduct board meetings, to deliver lectures, to conduct training, to organize interviews, addressing and presentation and to organize interactive session, seminars etc. Sealed Quotations under two cover system (1. Technical, 2. Financial) are invited from the reputed Organizations / Industries for the Supply and Installation of the Equipments for the Establishment of Video Conferencing Facility at NIT Nagaland as per the specifications, terms and conditions given in the Annexure, so as to reach the Office of the Director on or before the scheduled date and time. Detailed tender document consisting of the set of terms and conditions has to be obtained in person from the Office of the Associate Dean (Academic) by paying the Tender Document Fee of Rs. 3,000/- (Rupees Three Thousand only) by way of Demand Draft only in favour of "The Director, NIT Nagaland" payable at Chumukedima, Dimapur, which is non-refundable. 2

3 The bidder shall be required to deposit the Earnest Money (EMD) for an amount of Rs. 2,00,000/- (Rupees Two Lakh only) by the way of Demand Draft, which is refundable. The Demand Draft shall be drawn in favour of The Director, NIT Nagaland payable at Chumukedima, Dimapur. The Demand Draft for Earnest Money Deposit and the original receipt of the Tender Document Fee must be enclosed in the envelope containing the technical bid. The tender documents shall be submitted in a sealed envelope bearing the following reference on the top left corner: 0159/NIT-N/CSE/09-05/2015, latest by October 20 th, 2015 at 2.00 p.m. and addressed to: The Director National Institute of Technology Nagaland Chumukedima, Dimapur Nagaland Bid(s) received beyond the due date and time of submission will be rejected. No tender document will be entertained by / FAX. The Institute shall not be responsible for any postal delay about non-receipt / non-delivery of the tender documents. The bidders are invited to attend the pre-bid meeting scheduled on at a.m. at NIT Nagaland, Chumukedima, Dimapur Technical bid(s) will be opened on at p.m. in the Conference Hall, Administrative Block of the Institute in the presence of the bidder(s) or their authorized representative(s) who are present at the scheduled time. The demonstration is scheduled on at a.m. The Financial bid(s) of the technically qualified bidder(s) is expected to be opened on at a.m. 3

4 In the event of the due date of receipt and opening of the tender being declared as holiday for the Institute, then due date of receipt / opening of the tender will be the next working day at the same time. The tender documents duly signed and stamped on each page shall be submitted in original with the Technical bid as a proof to confirm the acceptance of the entire terms and conditions of tender. Any amendment and / or addition made to the tender documents are not permissible after opening of the tender. Incomplete tenders will be rejected. The Institute reserves the right to reject any or all tenders, wholly or partly or close the tender at any stage prior to award of contract without assigning any reason whatsoever. The complete requirements specified in the tender document should be quoted by a single vendor. Partially quoted tender documents will not be acceptable. A single solution provider is required to complete the establishment of the Video Conferencing facility. Any kind of Consortium is not allowed. Qualification Criteria for Bidders for Establishment of Video Conferencing Facility 1. The bidder(s) should have been in the field of IT / ITES / AV Solution Provider / Telecom product sales, installation, operation and maintenance for at least 10 years. 2. The bidder(s) should having experience of installation or supply / commissioning of I.T. infrastructure solutions which includes Campus Networking, Video Conferencing, Conference Room setup on turnkey basis preferably at 3 (three) Central / State Government Educational / Research Institutes or Institute of National Repute / any Organization of National Repute. 4

5 3. The bidder should produce back up documents like purchase orders, work completion certificates for the above mentioned work. 4. The bidder(s) should have on-going Support / Maintenance Contract with posting of Resident Support Engineers in at least three large Organisations / reputed Educational Institutes under Central / State Government having a large campus with I.T. infrastructure. Copy of such work orders or AMC contracts should be submitted. 5. The Bidders(s) must submit the OEM Authorization (MAF) Certificate from each of the OEM, whose products are being proposed as per the format given in the Tender Document. 6. The Bidder(s) must submit the letter from OEM of the products proposed assuring the availability and supply of spares for at least next 3 years for the materials to be supplied. 7. Average Annual Turn Over for the last 3 years should be at least Rs.400 lakhs. 8. The bidder should produce the Certificate of incorporation of the organization. 9. The bidder should produce Audited statement of accounts for the last 3 years. The Bidder(s) shall produce documentary evidence on the above said items as proof of meeting the above qualifying requirements. 5

6 SCOPE OF WORK Project: Establishment of Video Conferencing facility at NIT Nagaland. The primary aim is to organize live video lectures from the remotely located reputed institution like IITs, NITs, IISC and IISERs. Especially it is proposed to give opportunity for the students to attend live NPTEL lectures. Further it is proposed to have Video Conferencing and Audio Visual solutions to make point to point and multi point video conferencing, to conduct board meetings, to deliver lectures, to conduct training, to organize interviews, addressing and presentation and to organize interactive sessions, seminars within the Institute or from the Institutions located remotely. This video conferencing facility is capable of providing live demonstration of experiments using video laboratories organized by the industries. Skill development programs can also be arranged on-line through this facility. PRESENTATION AND DEMONSTRATION The Bidder(s), who submit the technical bid with all the mentioned enclosures and meet the eligibility criteria, will be called for a detailed presentation and demonstration. Presentation consists of the following modules: The date of presentation and demonstration shall be on at a.m. at NIT Nagaland. 1. The Bidder(s) can explain the way they are going to follow for setting up the entire system including Video Conferencing and Visual equipments with the help of Schematic diagram. 2. The Bidder(s) should give a complete integrated demo using all the equipments required. Those who cannot give / arrange such a demonstration will be rejected. 6

7 3. The Bidders(s) can present (with photographs) the similar kind of installation they handled. They can also present their experience in Video Conferencing and Audio Video integration. 4. The Bidder(s) can present additional features available in their system which is not mentioned in the tender document. Detailed tender document consisting of the complete set of terms and conditions, Instructions to Bidders, Summary Sheets, Annexures, Technical specification of Control System setup, Video Switching & Distribution setup, Recording & Streaming setup, Wireless Presentation setup, Lighting Controller setup etc., screening and selection procedure has to be obtained in person from the Office of the Associate Dean (Academic) by paying the Tender Document Fee of Rs. 3,000/- (Rupees Three Thousand only) by way of Demand Draft only, Which is nonrefundable. The Bidders are recommended to visit the campus to discuss about the complete setup and to procure the tender document before the pre-bid meeting.
