8 Impetus for Change What we had: Lengthy residential programs Little pre-course work Limited customising Version control problems Difficulty maintaining information currency Too few courses for the demand Leading to a lack of accessibility High associated costs

9 Impetus for Change Cont.. What we wanted: Customised learning Learner centred Increase accessibility Improve efficiency Reduce time off-the-job Reduce costs (without reducing outcomes) Our learners wanted: Just enough - Just in time - Just for me

10 The Answer Various options were considered: Run more courses, uni-style theatrette lectures, video conferencing, paper based distance learning and online learning among others. The decision was to move to a flexible delivery approach, using online learning as a major component.

Strong existing IT infrastructure Existing culture supports IT usage Ability to make dynamic changes to content Ability to reach the entire membership efficiently Blended learning to ensure the minimum knowledge level of learners- enabling us to maximise the benefits of high cost f-2-f programs. Streamlined &increased reporting ability for compliance training

12 The Platform Finding the right delivery method for your organisation is the key, AFP chose Lotus LearningSpace Versions offered ease of development for subject experts, with no special IT skills upgraded to V5.01 Still utilise Notes templates for development (with some use of Flash/Dreamweaver) Increased content re-useability options Standards compliant (AICC & SCORM ready) Greater reporting capabilities, which are customisable Customisable security (access control)- can be created for each user/user group

13 Implementation Change management: Management support (realistic expectations) Myth management, linkage to corporate goals & positive outcomes Buy-in & acceptance by College staff Myths again, exposure to e-learning, benefits (WIFM) Membership- new & old For the new, it was just part of a new environment For the existing members we have worked to sell the benefits and myth management

14 Lessons Learnt The value of identifying your business needs prior to commencing Ensure you have your IT Departments support Explore the benefits of utilising Consultant/s expertise with installation and maintenance (including courseware development) AFP have benefited from the expertise of IBM business partner Corporate Learning Systems Emotional resilience- accept criticism (it will be there), be flexible, utilise & create opportunities to promote the benefits to stakeholders, keep an open mind

15 Return on Expectations Over 250 investigators trained in Ecrime Reducing a two week face-to-face course to two days (1 month to complete the online component) Using only two instructors (who travel to the learners for the two day workshop) Saving time and money A decrease in call-outs of the Computer Team for low level enquiries Positive learner feedback Improved learner monitoring, compared to hard copy distance learning = better tutor management & involvement in the learning journey

16 Return on Expectations The release of whole organisation programs. Making learning part of what we do, not a stand alone event. New legislation Career development Computer applications programs These programs are set to auto-enrol learners, so no-one misses an opportunity Tracking and reports have exceeded stakeholder expectations. Assessment latency report is assisting in continuous improvement of assessment

17 The Future Until now we have focused on establishment. A period of change management. start small, do it well let it become established and progress at a rate that allows for adjustments and modifications (.P.F. The Future: Looking to explore the benefits of moving to IBM LMS Virtual Classroom Anonymous access A more complete LMS - e-learning & non e-learning events Direct communication between AFPOLL and the HR system (SAP) allowing greater access to statistical information that is difficult to identify at present but important to the organisation. 1.P.F.
