1 Panel Services Australian Public Service Commission The Australian Public Service Commission (the Commission) plays a central role within the Australian Public Service (APS) in assisting to build the capability of APS agencies and their staff. It does this by investing in activities that support agencies improve their operational systems, knowledge, and governance, and most importantly, the professional development of their people. The Commission has invested significant resources in developing panel arrangements that support an agency s procurement of goods and services that enhance both organisational and individual capability. Through the Commission s Panel Services, agencies are supported to source solutions from the best suppliers at value for money prices that meet their capability development needs. Purchasing through Panel Services aggregates government demand creating economies of scale and minimises the need for duplication of panels across the sector thereby saving substantially on procurement costs. Simplifying the procurement process through a panel arrangement where many contractual issues have already been resolved enable agencies to purchase with confidence with reduced risk. The Commission has delivered panel services now for over 13 years during which time it has developed sound industry knowledge which it wishes to share with other agencies. Through a partnership with agencies and private sector suppliers, the Commission seeks to extract maximum benefit for an agency s spend on capability development. Our Vision Our vision is to provide high quality and valued panel services that: support your agency s capability development needs through a clearly defined service offer and efficient business processes are cost effective and represent value for money to users create effective outcomes for agencies The Panels The Commission Panels provide your agency with a one stop shop for procurement of capability development services. Panel Services can help identify your business requirements through tailored solutions in areas such as learning and development, research and business services, organisational development, and elearning and recruitment solutions. Panel Services currently manage the following panels: Learning and Development Panel Business Services Panel Research Services Panel elearning Support Services and Solutions Executive Search and Recruitment panel Page 1 of 12

2 The panel structure The Learning and Development Panel is structured around six (6) Capability Elements which focus on foundational and core APS-wide leadership and learning and development areas for government employees. Within each Capability Element are a number of related Skill Components that have been identified as being important generic skill sets for the APS. The Capability Elements and their respective Skill Components are the training delivery part of this panel focusing on individual capability development. Additional to the training delivery areas are two (2) Service Areas for suppliers to deliver coaching and/or organisational learning needs analysis services which focus on individual or group professional development via other delivery methods. The Business Services Panel focuses on organisational capability development and is structured across five different business categories with defined service areas under three of the five categories. These services enable agencies to draw upon independent and specialised expertise to solve complex business problems and enhance organisational functioning. The Research Services Panel enables agencies to engage specialist suppliers to conduct both qualitative and quantitative research to inform agencies about matters pertaining to their internal functioning, service delivery, and performance. When analysed, this intelligence can guide agencies in its strategic planning and policy development. The elearning Support Services and Solutions Panel enables agencies to engage suppliers who can provide tailored and comprehensive solutions to their elearning development needs. The range of services can range from the development of content through to its technical implementation and delivery in electronic format. The Executive Search and Recruitment Panel continues to provide agencies with the capacity to identify talent for specialist positions and support for all their recruitment needs. The panel suppliers The panels consist of suppliers which can range from sole traders through to large commercial organisations including universities and registered training organisations. The panel suppliers were selected through a competitive open tender with an evaluation that focused on identifying quality service delivery at value for money prices. In co-operation with agencies, Panel Services will be seeking to collate and share ongoing evaluation data on supplier performance to ensure that the best suppliers continue to be identified to deliver goods and services to the APS. 4 Learning and Development Panel The Learning and Development Panel is structured around six (6) broad Capability Elements for the delivery of training, including design, development and evaluation of training programs and two (2) service areas. 6 Business Services Panel The Business Services Panel consists of specialised suppliers that can assist in identifying an organisation's immediate and long-term objectives and formulating and monitoring specific strategies to achieve them. Services assist agencies to improve performance through analysis of existing business problems, development of future plans and identifying best practices. Services assist agencies to develop and establish more effective and efficient ways of performing their business tasks. 8 elearning Support Services and Solutions Panel The elearning and Support Services and Solutions Panel can assist agencies with simple, one-off projects or complex ongoing implementations through all stages of the elearning cycle: identifying requirements consultancy content development and accreditation content deployment and implementation learning management systems hosting solutions training on product management ongoing technical support ongoing evaluation and maintenance. The elearning and Support Services and Solutions Panel focuses on four related service areas: Service Area 1: Consultancy Service Area 2: Content development and design Service Area 3: Content deployment and learning management systems Service Area 4: Product and technical training and support services Service Area 1: Consultancy Elearning consultants are capable of providing accurate advice based on up-to-date information, trends and contemporary industry directions and global elearning perspectives. Panel Suppliers possess skills and experience in: workshop facilitation stakeholder management project management risk management provision of advice on a broad range of matters relating to elearning, which may include: o systems o content o learning design o architectural design o learning management o emerging trends and practices o technical and accessibility standards adherence and benefits o monitoring and evaluation Page 8 of 12

9 Service Area 2: Content development and design Panel Suppliers have an understanding of: government business, APS Values and the Code of Conduct the Commission s Integrated Leadership System (ILS) the need to provide equitable access to cater for users with special needs adult learning principles in an elearning context standards relating to shareable resources (e.g. Dublin Core Metadata Element Set, AGLS Metadata Standard) developing or customising content aligned to competencies (e.g. in the Public Sector Training Package) developing or customising content within a standards-based environment (e.g. W3C, SCORM technical standards for elearning software products, and Australian Government Accessibility requirements WCAG 2.0). Services: learning design content and assessment development graphic design providing content off-the-shelf products tailoring off-the-shelf products to meet public service and/or agency requirements providing hosted content development tools Service Area 3: Content deployment and learning management systems Panel Suppliers possess the skills and experience to ensure content is deployed with consideration to elearning and web standards, the need to accommodate users with special needs and remote-area users. Deployment services: Panel Suppliers have the capacity to identify and provide deployment solutions that: incorporate technical support arrangements to resolve infrastructure and related information technology issues are robust and resilient provide disaster recovery mechanisms ensure security of agency-related information from unauthorised access or modification offer high availability and performance offer value for money Infrastructure services Panel Suppliers provide: in-agency implementations - where there is a wide variety of agency requirements extending from centralised to distributed processing environments hosted implementations - provide options for agencies who don t wish to install and maintain elearning solutions within their own information technology environment Page 9 of 12

10 Service Area 4: Product and technical training and support services Panel Suppliers provide users (agencies) with training on the use of solutions to maximise the learning experience. Panel Suppliers have the ability and capacity to identify, design and provide product and infrastructure training solutions and services. User training solutions Design and/or provide user training solutions which may include: o manuals o online facilitated sessions o pre-recorded self-paced resources o classroom-based training o one-on-one training o distance and remote learning Technical training Where in-agency solutions are deployed, Panel Suppliers provide comprehensive technical (infrastructure) training for information technology staff. Content development and management training Suppliers can provide training in: o instructional design to maximise learning o content development, editing and management training o software training o operations management training - administrator training and learning support services o train-the-trainer instruction o compliance and accessibility training Help desk services Suppliers can provide training in: o user support for system access, functionality and content use o agency support for infrastructure and content management Page 10 of 12

11 Research Services Panel Panel Suppliers have the ability and capacity to deliver all research-related service areas with a focus on: public sector governance public sector reform public sector administration public sector organisational development, health and performance public sector workforce capability learning and development (L&D) issues, human resources (HR) issues, workplace relations (WR ) issues public sector organisational demographics public sector stakeholder opinion effective government service delivery cross-government collaboration (both nationally and internationally). Suppliers provide all of the following Research services: public sector research project scoping, design and implementation quantitative data collection methods and implementation, including survey design and conducting surveys qualitative data collection methods and implementation, including the design and conduct of focus groups, structured interviews, and other qualitative data collection methods collection and analysis of secondary data including administrative data and other consolidated data (e.g., Australian Bureau of Statistics (ABS) data) developing methods and implementing accurate and reliable collation and analysis of research data modelling and forecasting preparation of research reports including the presentation of statistical and other data alternative methods of presenting research results with a particular focus on the visual presentation of research results Page 11 of 12

12 Executive Search and Recruitment Services Panel The Executive Search and/or Recruitment suppliers are familiar with the requirements related to employment in the APS and other levels of Government. Suppliers may provide any or all of the following professional Executive Search and/or Recruitment services including: Planning, Timeframes and Position Analysis; including project planning and timeframes, position capability requirements and preparation of relevant documents including position requirements, job descriptions and other relevant information for prospective candidates; Advertising in accordance with the Department of Finance Non-Campaign Recruitment Advertising Policy; including advertising and marketing approach and strategies and development of appropriate advertising documentation/text Provide advice to Selection Committees to shortlist and/or Identify Candidates; including assessment of applications, ranking of candidates for interview, identification of appropriate candidates in the market place locally and/or internationally, use of databases or other appropriate candidate sourcing tools Provide advice to Selection Committees to undertake the panel interview processes including Assessment Services (eg Psychometric Testing) and: i. preparation of interview questions ii. panel establishment; and iii. assessment tools (if applicable) Reference Checks, including conducting reference checks on candidates and document findings Assist the Selection Committee to prepare reports on Candidate Selection; including preparation of candidate selection report and recommendations to the satisfaction of the relevant SES selection advisory committee Assist the Selection Committee to provide Candidate feedback; including the provision of feedback to unsuccessful candidates.
