7 Annual Report 2013 THE ISTITUTO IDROGRAFICO DELLA MARINA The Istituto Idrogra co, within the Italian Navy, is the Italian Hydrographic Of ce, in charge of all the of cial nautical documentation published in Italy. IIM s mission is to support and contribute to the safety of navigation and to the national defence, as well as to promote the study of all sea-related matters and the protection of the marine environment. In order to accomplish its mission, the Istituto Idrogra co della Marina carries out the following activities: - hydro-oceanographic research and survey; - production and updating of of cial nautical documentation; - training, for military and civilian personnel. In 2013, the whole production cycle of nautical publications, from the processing of the data collected by the survey vessels to the building and updating of paper charts and ENCs, was carried out by the IIM military and civilian staff, amounting to just over 200 people. H y d r o - oceanographic surveys were organized in accordance with the National Charting Plan and with the guidelines from the Italian Navy Chief of Staff, based on speci c requirements by the Department of the Defence and on the nautical documentation required. Regular surveys of the Italian coasts and seas are performed over 550,000 square kilometres of sea waters and more than 7,800 kilometres of coastline using Italian Navy vessels and IIM teams. 7

IIM nautical documentation currently consists of three chart portfolios (paper, digital and kits) and a number of publications, including Sailing Directions, List of Lights and Signals, Tide Tables, and Radio Signals. Updates are regularly communicated through Notices to Mariners, issued fortnightly. NtMs can also be downloaded free of charge from the IIM page in A display of the surveys in Livorno 8

13 Research and Survey Annual Report SURVEYS BY IIM In 2013 hydrographic, geodetic and topographic surveys were carried out in Savona, the Tuscan Archipelago, Piombino, Taranto, Ancona and Venice. Surveys in Venice were most demanding. The data IIM had were outdated and it was absolutely necessary to proceed to new surveys, as a number of works had been carried out since their collection, mainly to protect the city against high tides (MOSE). Two survey units were used, equipped with multi-beam echo sounders, for a thorough mapping of the sea oor and an accurate assessment of the bathymetry, and state-of-the-art geodetic equipment was employed to collect data relevant to the coastline. Hydrographers and topographers were forced to work in shifts, because the IIM is currently understaffed and the few scientists and technicians currently employed need to carry out more jobs at a time in order to complete the assigned tasks. The Istituto di Studi Militari Marittimi of Venice provided logistic support to IIM teams during their two-month stay at Malamocco. The Arsenal in Venice 13

21 Research and Survey Annual Report RESEARCH AND HYDROGRAPHY In March 2013 the Magnaghi carried out hydrographic surveys in the port of La Spezia, collecting data to be used for the updating of nautical documentation as well as for a research project on sea currents in collaboration with CNR. In May, on her way to Sicily, the Magnaghi surveyed the Gulf of Pozzuoli together with INGV (Istituto Nazionale di Geo sica e Vulcanologia), monitoring the volcanic activity in the area. The name of this seismic campaign was RICAMAR State-of-the-art equipment was used, e.g. the Sirio ROV, to record underwater images and to collect samples from the gases emitted by the fumaroles, and an improved Side Scan Sonar, available for the operations thanks to Oceanix. By means of this SSS, acoustic images of the archaeological area and of the fumaroles were recorded. Bathymetric, magnetometric and stratigraphic surveys of the seabed, as well as an assessment of the chemical-physical features of the water are crucial for the monitoring of volcanic activity. 22 Annual Report 2013 Research and Survey In June, the Magnaghi took part in the PANAREA-13 campaign, carried out with the CNR-ISMAR (Istituto di Scienze Marine del Consiglio Nazionale delle Ricerche) and the ISPRA (Istituto Superiore per la Ricerca e la Prevenzione Ambientale), Milazzo. The IIM provided personnel and equipment. The purpose of the campaign was to map the sea oor and the rocky area east of Panarea, to assess the chemical-physical features of the water and to carry out magnetometric and bathymetric surveys. Preparing the equipment An area of approximately 2500 km2 in the Strait of Sicily, between Pantelleria and Malta, was surveyed in order to obtain data for the updating of nautical documentation. Sampling Panarea and the surrounding islands are considered inactive, although fumaroles still steam occasionally. The collected data, compared with those collected in previous campaigns (e.g. Aretusa 2012), are essential to accurately assess the evolution of volcanic activity in the area. 23 Research and Survey Annual Report 2013 Surveys were carried out in the Augusta area, within the project BIODIVALUE (Biodiversity and Sustainable Development in the Strait of Sicily), in collaboration with the ISPRA (Istituto Superiore per la Protezione e la Ricerca Ambientale) and the ARPA (Agenzia Regionale per la Protezione Ambientale). As a member of the CONAGEM (Collaborazione e COordinamento NAzionale per la GEo sica Marina), the IIM provided full support to the operation. The purpose of the BIODIVALUE project is to study the impact of marine traf c in the Strait of Sicily. It includes, among others, a study of the sediments in ports with a high turnover of vessels, e.g. Augusta and La Valletta (Malta). BRUV positioning and recovery of the camera with suitable bait and then recorded to study the sh population at different depths and in different environments (e.g. rocks, sand, or seagrass). Samples of the seabed in the port area were collected, to be later analyzed in the ISPRA laboratories. Sediment and water in port areas are analyzed to nd out if they contain marine substances and organisms from activities related to maritime trade. According to research studies carried out by ISPRA, the impact of marine traf c can be remarkable in terms of biodiversity, pollution and habitat variations. In late July, researchers from the IIM and the IS- PRA carried out survey and study activities in the area off the port of Milazzo. Among other things, they tested the BRUV system (Baited Remote Underwater Video), a device equipped with a lightsource and a camera. 24 Annual Report 2013 Research and Survey In September, hydro-oceanographic surveys the Tuscan Archipelago were carried out in, with particolar attention to the shallows in Meloria, an area of 40 km 2 3 miles off Livorno. It is a most important area, from a hystorical, archaeological and naturalistic point of view. The morphology of the area is quite varied a rocky seabed, surrounded by sand and muddy bottoms. The hollows in the rocky seabed are a very good habitat for sh, while sand and muddy bottoms are a good habitat for seagrass, especially Posidonia. This is most important, as this seagrass releases oxygen and provides for a natural defence against the erosion caused by waves. In view of the high number of sailing boats and yachts in the area, it is important to acquire updated data on the seabed regularly, in order to accurately locate the dangerous areas and guarantee safety of navigation. In early October, the Magnaghi worked with a team from the University of Siena at the project called PLASTIC BUSTERS, to monitor the amount of plastic in the waters of the Pelagos sanctuary, a marine sanctuary extending from France, Cote d Azur and Corsica, to Italy, Tuscany, through Monaco. According to this project, a suitably staffed and equipped vessel must sail in the Mediterranean Sea looking for any plastic pollution, in order to map it and study its impact on sea animals. The overall aim of the project is to nd a way to reduce the quantity of dangerous waste in our seas. A rst analysis of collected samples 24
25 Research and Survey Annual Report 2013 The Magnaghi was the plastic buster for the Pelagos sanctuary. The purpose of the Plastic busters project is to nd a common strategy to ght pollution by plastic in the Mediterranean Sea, which is particularly serious due to the characteristics of this particular sea. Pollution levels were assessed by studying contamination levels in plankton, which was sampled in various areas by AMP. Chemical and physical pro les of water were also measured and analysed. In October, scientists from the IIM and the Centro Ricerche Ambiente Marino di S. Teresa (ENEA) on board the Magnaghi surveyed the sea off the Cinque Terre to locate deep-water coral banks, which have been de ned by the European Union as vulnerable habitats. Multi-beam echo sounders and side scan sonars were used to locate and map the coral banks, at depths ranging from 0 and 700 m, in an area of approximately 15 km 2 off Monterosso al Mare, the westernmost of the Cinque Terre. 26 Annual Report 2013 Research and Survey EXPERIMENTATION In the course of the surveys along the coasts of the Aeolian Islands, and in particular around Panarea, RTK DGPS/GNSS corrections were used onboard the MBN1190 instead of the subscription system. The corrections were downloaded in real time from the Net via a PC and transmitted through serial connection directly to the Seapath0 system, speci cally designed to merge inertial and positioning data to sea oor mapping systems. The test was successful. The EM02 echo sounder was experimentally used in dual head mode, allowing for a survey coverage up to 8-10 times the water depth, accounting for a swath almost twice as wide. The catamaran sailed off to Venice in the summer, after a long stop at the Arsenal in La Spezia for maintenance works. The hydro-oceanographic equipment on board the vessel was substantially updated: in particular, a new high resolution echo sounder Kongsberg EM 2040 was tted, for surveys in shallow waters. Before leaving for Venice, the Aretusa carried out surveys in the Bonassola area, in collaboration with the DLTM (Distretto Ligure per le Tecnologie del Mare), collecting data for the EMSO, a European project aimed at creating a deep marine observatory. 28
29 Research and Survey Annual Report 2013 After the surveys in the Venice lagoon, the Aretusa moved to Trieste to carry out geophysical surveys and map the sea oor in the gulf, together with the OGS (Istituto Nazionale di Oceanogra a e di Geo sica Sperimentale) within the project TRECORALA (TREzze e CORalligeno dell ALto Adriatico per la valorizzazione e gestione sostenibile nel Golfo di Trieste - Rocky outcrops and coralligenous formations in the northern Adriatic: enhancement and sustainable management in the Gulf of Trieste) within a project of cooperation between Italy and Slovenia ( ). A doppler current meter and multibeam echosounder were used to monitor the rocky outcrops along the coast of the gulf, which are a unique habitat for marine life, allowing for biodiversity in an area where the seabed is usually muddy or sandy. In October, the Aretusa went back to Venice to carry out more hydrographic surveys. During the stop in Venice, the ship was visited by the people attending the GEBCO Meeting (GEneral Bathymetric Chart of the Oceans), at the ISMAR-CNR (Istituto di Scienze Marine Consiglio Nazionale delle Ricerche), in the Italian Navy Arsenal. GEBCO is a project under the IOC (Intergovernamental Oceanographic Commission) and the IHO (International Hydrographic Organization), aiming at improving the general knowledge of oceans through the contribution of organizations and institutions studying the sea throughout the world. Naturally, the IIM supports GEBCO and takes part in a number of its working groups. After Venice, the Aretusa moved to Chioggia, where the surveys scheduled for 2013 were completed. 29

32 Annual Report 2013 Research and Survey The Galatea carried out surveys mainly in Sardinia, in particular in the area of the Bocche di Bonifacio, one of the most delicate and strategic straits in the Mediterranean Sea. It is a very windy area, both in summer and in winter, and the characteristics of the sea oor and the coast make it a very dif cult area to survey. Notwithstanding this, the Galatea carried out thorough hydro-topographic surveys, taking advantage of the favourable weather conditions. Thanks to her state-of-the-art equipment, the Galatea carried out bathymetric surveys in the area, where there are a number of archaeological sites from Roman times. In late September, the Galatea surveyed the waters off the Ligurian coast between Sanremo and Imperia. The weather being particularly favourable, bathymetric data were ef ciently collected and, after a rst real-time validation, were sent to the IIM for further processing. On the way back to La Spezia, the Galatea took part in the 22nd edition of the historic parade I chiostri del tempo di Colombo, October 11 14, in Genoa. Sponsored by Regione Liguria, Provincia di Genova and Comune di Genova, the event was dedicated to Christopher Columbus and the discovery of America. The Galatea, moored in the Old Harbour, was the last stop of the parade and was visited by many participants. Technicians from the Galatea and Prof Scaradozzi from the Università Politecnica delle Marche, part in the Archeomar project In July, the Galatea took part in the ArcheoMar project, in collaboration with the Ministry of Heritage and Cultural Activity, to create a register of underwater archaeological heritage, whose purpose is to document and protect submerged antiquities. 33 Research and Survey Annual Report THE LEONARDO In 2013, the Leonardo mapped the sea oor around the Isle of Capraia. The Leonardo has a number of laboratories onboard and is equipped with cranes, winches and a bow A frame for loading and unloading AUVs (Autonomous Underwater Vehicles), ROVs (Remotely Operated Vehicles) and other equipment necessary for underwater activities. Being a low-noise, low-impact vessel, the Leonardo is particularly suitable for operations in sea sanctuaries and marine protected areas. 33
34 Annual Report 2013 Research and Survey According to an agreement between the NATO and the Italian Navy, the Leonardo can be used by the Italian Navy for research purposes for a few months a year. In 2013, it was used to survey the Tuscan Archipelago to map the sea oor and identify those areas which are dangerous to navigation. The data collected were used to update nautical documentation. 34
35 Annual report PRODUCTION 2.1 CHARTS During 2013, the IIM continued to work towards a standardization of all production processes through the creation of one cartographic database for all products, in order to improve data management ef ciency. Through a database oriented approach, production will be streamlined, avoiding duplication of efforts and reducing waste. The complex system which is being implemented, consisting of different software applications, will allow for the creation, the management and the updating of a Hydrographic Production Database in line with the international standards. The system consists of a server hosting the database and a number of clients working as a network and handling information in such a way that any modi cations carried out on the server are immediately available to all the users. In this way, only one source of information will be used for all the nautical documentation and all data will be digitally coded according to international standards. 35

37 Production Annual report 2013 SPECIAL CHARTS In 2013 the Special Chart Section continued working at the MGCP (Multinational Geospatial Co-production Program), whose main purpose is to create and manage a high-resolution vector geospatial database covering the most sensitive areas of the planet. The section provided geospatial support for the Stromboli emergency in January and for NATO operation Brilliant Mariner 2013 in September, when a team from IIM operated on board the Cavour, the Italian Navy aircraft carrier. 46 Annual report 2013 Training The IIM Director, Rear Admiral Andrea Liaci, gave the two lieutenants the IDO, the hydrographer s special pin. Military hydrographers receive the IDO The Master Course provides sophisticated technical skills necessary to train experts in the eld of marine geomatics, quali ed to carry out high responsibility tasks and keep up with the rapid evolution of the new technologies. The course is open to Navy of cers from Italy and abroad, and to graduates in technical and scienti c disciplines. Among the subjects taught, management of the coasts and shorelines, maritime infrastructures, geology, geophysics and environmental matters. The duration of the course is 14 months, including training at sea. Upon completion of the course, and after two years of documented operational work, students can obtain the Category A hydrographer quili cation, rati ed by the International Hydrographic Organization. 46
47 Training Annual Report 2013 Training course in Hydrography for Navy of cers in the Ruoli Speciali Category B In May, the course which has started in November 2012 was completed. Ensign Valerio Dello Iacono, part of the crew of survey vessel Ammiraglio MAGNAGHI, sat his nal exam. In September 2013, the class B certi cate was given for the rst time to an of cer from the Ruoli Speciali. Lieutenant Luigi Carnevale, who had attended the course in 2008/2009, was the rst of- cer from the Ruoli Speciali to complete the new IIM course, in accordance with the International standards set forth in the 32nd International Advisor Board meeting, held in Genoa in IIM director, rear admiral Andrea Liaci, and Lieutenant Luigi Carnevale Category B hydrographers can operate on board survey vessels, collecting and assessing hydrographic and oceanographic data, in topographic survey teams, collecting geodetic and topographic data, or at the IIM, processing and validating the collected data to compile and update nautical documentation. The course duration is seven months, including training at sea. Upon completion of the course, students can obtain the internationally recognized Category B hydrographer quali cation. 47
