Carrying out welder s performance qualification test (if required). h. Shifting of the Free-Issue Materials (FIMs) within the facility. i. Any other materials or service required for executing the work described. j. Waste materials like structural materials, pipes, fittings, etc. shall be disposed of at an identified place after completion of the described work. k. The bidder should provide the following details along with quotation to evaluate their capability to execute the contract as per IPRC s requirements. Manpower strength of the firm Availability of a qualified supervisor No. of TIG welding machine sets, Arc welding machine sets, Gas cutting sets and grinding machine sets available with the firm Mobilization capability of radiography sources Previous experience in executing similar piping contracts with ISRO centres as well as outside agencies Procurement capability of standard DP materials, filler wires, argon gas, Gaseous argon with addition of % nitrogen, etc. with minimum lead time Vehicles owned for easy execution of contract The bidder shall quote the unit prices as per the format given in Table-1 and also provide the details for techno-commercial evaluation as per the format given in Table SCOPE OF SERVICES BY IPRC For the execution of the work, IPRC shall provide the following services free of charge: a. Furnishing of pipeline isometric drawings for fabrication. b. Provision of material handling equipments such as crane, fork lift, pallet truck, etc for erection of equipments. c. Supply of Free Issue Materials such as pipes, pipe fittings (elbows, tees, couplings, flanges, reducers, etc), flow components (manual valves, EP valves, burst discs, filters, regulators, etc), fasteners, gaskets, paints, etc. d. Supply of electricity. e. Supply of water f. Supply of Gaseous Nitrogen at the required pressure for pneumatic pressure test. g. Inspection of works. Specification for Minor Piping Works

5 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 3 of WORK SITE CONDITIONS 4.1 SITE ESTABLISHMENT The contractor shall arrange, if required, for their own building for housing their men, machines and materials. The contractor shall be responsible for the secure custody of their own materials and IPRC shall not be liable for any loss or damage to the contractor s properties. 4.2 ELECTRICITY Electricity shall be provided by IPRC to the contractor, free of charge, at a fixed main point in the facility. The contractor shall arrange for their own power Distribution Board (PDB) with Switch-Cum-Fuse Unit (SFU) and 100 m long cable. The contractor shall arrange for the cabling from the PDB to the contractor s equipments. Prior to commencing the work during each visit in each facility, the contractor shall apply in the prescribed form to obtain safety and work permits from IPRC. The PDB and temporary cabling shall comply with IPRC s safety regulations. 4.3 WATER Water shall be provided by IPRC, free of charge, at a fixed tap point in the facility. The contractor shall arrange for 100 m long hose for distribution. 4.4 MESSING AND ACCOMODATION The contractor shall make their own arrangement for transportation, messing, accommodation, medical treatment, other logistic facilities and insurance coverage for their men and materials. 4.5 REPORTING The Engineer In-Charge of the particular facility for which work order is issued shall be responsible for the execution of works. The labourers deployed by the contractor shall be regular, obedient & punctual. They shall not abstain themselves without permission. The hours of work on the site shall be decided by the IPRC and the contractor shall strictly adhere to it. Normal working time will be 8 hours (9 AM to 5 PM) on all working days (Monday to Friday). If situation warrants, the contractor shall stay back even after office hours and on holidays, for which the contractor shall obtain prior permission from competent authority. 4.6 WORKING AND SAFETY REGULATIONS The contractor shall execute the works only during the presence of IPRC s supervisor. The IPRC shall not be responsible for any injury or loss to the contractor s personnel caused at IPRC site. The contractor shall be responsible for any loss or damage to IPRC s property due to the negligence of contractor s personnel. The contractor shall strictly comply with the general safety and security norms & regulations stipulated by IPRC as well as specific instructions given then & there in this regard by IPRC. 6 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 4 of CUSTODY OF IPRC S MATERIALS It is the responsibility of the contractor to ensure safe custody of the materials free-issued by IPRC and utilized for the work / returned to IPRC on completion of the work. In case any damage is caused to IPRC s materials, the contractor shall be liable to pay the price of the damaged materials to IPRC. However, following fabrication losses shall be permitted: Material Salvageable losses Unaccountable Pipes 3 % 0.75 % Pipe Fittings 0 % 0 % Fasteners 0 % 0.5 % 5.0 INSPECTION AND QUALTITY CONTROL The work shall be subjected to inspection by IPRC. The Engineer In-charge of the facility, in which the work order is executed, shall, at his/ her discretion, perform inspection on his/ her own or arrange for inspection by a representative of System Reliability Group (SRG) of IPRC. 5.1 SCOPE OF INSPECTION a. Witnessing of welder s performance qualification test to be performed by the contractor. In case the welder already possesses valid performance qualification test certificate, the same shall be submitted for review. b. Performance of fit-up check of the tack welded pipeline assemblies. c. Witnessing of Dye Penetrant Test (DPT) to be performed by contractor. d. Review of radio-graphic films of the butt welded joints, if demanded, at the discretion of the Engineer in charge of the facility. e. Witnessing of hydraulic/pneumatic pressure test, if demanded, at the discretion of the Engineer in charge of the facility. In case the radio-graphic test is performed by IPRC, the work executed by the contractor shall be so sound as to be qualified by these tests. If any defect is revealed during these tests, it shall be the responsibility of the contractor to rectify the defect or re-execute the work. 6.0 WELDING PROCEDURE SPECIFICATION The contractor shall employ the welding procedure to be specified by IPRC. 6.1 WELDER S PERFORMANCE QUALIFICATION If the welder employed by the contractor possesses a valid performance qualification certificate, the same shall be submitted to IPRC for review. If welder is not qualified, they shall undergo performance qualification in compliance with Section IX of ASME, which is to be arranged by the contractor. The pipes required for the test coupon and radiographic test for the purpose of welder s performance qualification shall be arranged by IPRC. 7.0 DESCRIPTION OF WORK: The description of work to be performed by the contractor is given in the following paragraphs: Specification for Minor Piping Works

7 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 5 of ERECTION OF EQUIPMENTS (WORK ITEM 1) The unit prices to be agreed upon under this heading shall be per kilo gram (kg) of the equipment erected. Truck for transportation, crane or fork lift for material handling, along with operators, shall be provided by IPRC free of charge. The scope of work to be done by the contractor shall be as follows: a. The equipments may be handed over to the contractor at any place in Mahendragiri campus. Provision of labourers for loading the equipment on truck, transportation to and unloading at the work site with the aid of IPRC s truck and crane/fork lift shall be done by contractor. b. Positioning of the equipments on the foundation. c. Checking for the level of the equipments by using U-tube water level, spirit level, etc and correcting level differences, if any, by using shims of required thickness. Installation of flow components 25 kg shall also be treated as erection of equipments under this work item. 7.2 WELDING AND DP TESTING (WORK ITEMS 2 TO 25 ) The unit prices to be agreed upon under this heading except work items 5(a) & 5(b) shall be per inch-diameter (in-dia) Joint for pipes made of different materials and the following groups of schedules: Sch 5/5S, 10/10S, 40/40S Sch 80/80S Sch 160 Sch XXS For butt welding of tubes [work item 5(a) & 5(b)], the unit prices to be agreed upon under this heading shall be per Joint. The scope of work for weld joints shall include all operations associated with making each joint including cleaning, marking-out, cutting, profiling/ beveling, grinding, aligning, fitting-up, placement of wind shields, weather protection and final welding, together with final cleaning of welds and DPT. The grade of the welding electrodes and filler wires shall be got approved IPRC before commencing the welding works. DPT shall be carried out for the root and final passes of the welding in the presence of IPRC s inspector. Welding rods, filler wires, Argon purging gas, Gaseous argon with addition of % nitrogen and chemicals required for DPT such as Acetone, cleaner, dye, developer, etc shall be supplied by contractor and be included under this heading STAINLESS STEEL BUTT WELDING AND DPT (WORK ITEMS 2 TO 5) The welding shall be carried out by Gas Tungsten Arc Welding (GTAW/TIG) process with Argon gas shielding outside and purging inside the pipe. The following welding is typical, but not limited to the work covered under this heading. a. Pipe to butt weld fittings and flow components. b. Butt weld fittings to butt weld fittings and components. c. Pipe to pipe. Specification for Minor Piping Works

8 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 6 of STAINLESS STEEL SOCKET WELDING AND DPT (WORK ITEMS 6(a) TO 9(b)) The welding shall be performed by GTAW process with Argon gas shielding on the outside surface of the pipe. This welding involves, but not limited to, welding of straight pipe to socket weld fittings and valves. Branch, fillet and stub welding shall also be paid for at the unit prices to be agreed upon under this heading STAINLESS STEEL MITRE WELDING AND DPT (WORK ITEMS 10 TO 13) This work shall involve all the operations including bevel cutting of pipes to the required number & angle and welding the bevel-cut pieces to form a bend. The number of bevel cuttings required shall be as per ASME B The unit prices to be agreed upon under this heading shall be per inch-diameter joint of each weld joint. When two or more weldments are required to make a mitre bend, the payment shall be made separately for each of the weld joints at the specified unit prices. The welding shall be performed by GTAW process with Argon gas shielding outside and purging inside the pipe a DUPLEX STAINLESS STEEL BUTT WELDING AND DPT [WORK ITEMS 13(a) TO 13(d)] The welding shall be carried out by Gas Tungsten Arc Welding (GTAW/TIG) process with gaseous argon with addition of % nitrogen as shielding outside and purging inside the pipe. In case of welding very thick DSS pipe-lines, welding up to initial 15mm thickness shall be performed by GTAW and remaining thickness by Shielded Metal Arc Welding (SMAW) with Gaseous argon/ Gaseous argon-nitrogen ( %) mixture as shielding outside and purging inside the pipe. The following welding is typical, but not limited to the work covered under this heading. a. Pipe to butt weld fittings and flow components. b. Butt weld fittings to butt weld fittings and components. c. Pipe to pipe b DUPLEX STAINLESS STEEL SOCKET WELDING AND DPT [WORK ITEMS 13(e) TO 13(h)] The welding shall be performed by GTAW process with gaseous argon with addition of % nitrogen as shielding on the outside surface of the pipe. This welding involves, but not limited to, welding of straight pipe to socket weld fittings and valves. Branch, fillet and stub welding shall also be paid for at the unit prices to be agreed upon under this heading c DUPLEX STAINLESS STEEL MITRE WELDING AND DPT [WORK ITEMS 13(i) TO 13(l)] This work shall involve all the operations including bevel cutting of pipes to the required number & angle and welding the bevel-cut pieces to form a bend. 9 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 7 of CARBON/ MILD STEEL BUTT WELDING AND DPT (WORK ITEMS 14 TO17) The welding shall be carried out by Shielded Metal Arc Welding (SMAW). The following welding is typical, but not limited to the work covered by this item: a. Pipe to butt weld fittings and flow components. b. Butt weld fittings to butt weld fittings and flow components. c. Pipe to pipe CARBON/ MILD STEEL SOCKET WELDING AND DPT (WORK ITEMS 18 TO 21) The welding shall be performed by SMAW process. The welding involves, but not limited to, welding of straight pipe to socket weld fittings and flow components. Branch, fillet and stub welding shall also be paid for at the unit prices to be agreed upon under this heading CARBON/ MILD STEEL MITRE WELDING AND DPT (WORK ITEMS 22 TO 25) The method of making the mitre joints shall be the same as that give in 7.2.3, except that the welding is performed by SMAW process without purging. 7.3 RADIO-GRAPHIC TEST (WORK ITEMS 26 TO 35) The discretion as to whether to insist on radio-graphic test or not shall remain with the Engineer in charge of the facility, depending to the criticality of application. If the fabricated pipeline segment is removable, the same shall be transported to and radiographed at IPRC s laboratory by IPRC, in which case no charge shall be payable to the contractor. The discretion as to whether the fabricated pipeline segment is removable for transportation or not shall remain with the Engineer in charge of the facility. While carrying out piping work in a facility, after completion of all the butt welded joints, the radio-graphic equipment along with accessories and operators shall be mobilized to the work site. The charge towards mobilization, from outside IPRC [work items 26 & 31] with proof of document and within IPRC facilities [work items 26(a) & 31(a)] shall be paid as a lump-sum per visit. The mobilization charge per visit shall be paid separately for radio-graphy with X-ray and gamma ray at the lump-sum prices to be agreed upon at work items 26 & 26(a) and 31 & 31(a) of Annexure-I respectively. However, there shall be no upper or lower limit on the number of joints to be radio-graphed per visit. Apart from mobilization charges, the unit prices for radio-graphic test except work items 26(b), 26(c), 29(a), 31(b), 31(c) & 34(a) shall be paid per inch-diameter joint for pipes of following groups of schedules but irrespective of the material: Sch 5/5S, 10/10S, 40/40S Sch 80/80S Sch 160 Sch XXS For radio-graphic test of tubes [work item 26(b) & 31(b)] the unit prices to be agreed upon under this heading shall be per Joint. The unit prices for radio-graphic test shall be paid separately for radio graphy with X-ray and gamma ray at work items 26(b) to 30 and 31(b) to 35 of Annexure-I respectively. The scope of work by the contractor shall cover all operations and arrangements such as supply of X-ray equipment/ gamma ray source, penetrameters, scaffoldings, screens, films, facilities for developing the films, etc required for performing radio-graphic test. In all radio-graphic films, 2-2T sensitivity level shall be Specification for Minor Piping Works

10 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 8 of 13 maintained. The unit prices to be agreed upon shall include supply of good quality film and developing charge for film. The developed film, after review and acceptance by IPRC s inspector, shall be handed over to IPRC along with the joint identification number marked on the films X-RAY RADIO-GRAPHY (WORK ITEMS 26 TO 30) In general, it is preferred to carry out radio-graphic test with X-ray GAMMA RAY RADIO-GRAPHY (WORK ITEMS 31 TO 35) In joints, which are inaccessible to X-ray equipment, radio-graphic test with gamma ray may be resorted to. The discretion as to the choice of option between X-ray and gamma ray radio-graphy shall remain with the Engineer-In-charge of the facility. 7.4 PRESSURE TEST (WORK ITEMS 36 AND 37) The unit prices to be agreed upon under this heading shall be per inch-metre (in-m) length of the pipeline tested. After welding, DPT and radio-graphic test, if any, the pipeline assembly shall be subject to pressure test to the pressure as specified in the pipeline isometric drawings. The test methodology and acceptance criteria shall be as per ASME B The pressure test may be done by either hydraulic or pneumatic medium. The discretion as to the choice of option between hydraulic and pneumatic pressure test shall remain with the Engineer-in-charge of the facility HYDRAULIC PRESSURE TEST (WORK ITEM 36) Water at atmospheric pressure shall be supplied by IPRC, free of charge, at one tap point in the work site. The contractor s scope of responsibility under this heading shall be as follows: To arrange for low pressure flexible hose from IPRC s tap point to the hydraulic pressure test pump, measuring a maximum of 100 m length. To arrange for hydraulic pressure test pump and high pressure flexible hose from hydraulic test pump to the pipeline assembly, along with valve, temporary closure, adaptor, calibrated pressure gauge, etc to handle pressures as high as 70Mpa. To operate the hydraulic pressure test pump and maintain the test pressure in the pipeline assembly during inspection PNEUMATIC PRESSURE TEST (WORK ITEM 37) Gaseous Nitrogen/Air at the required pressure shall be supplied by IPRC, free of charge. The contractor s scope of responsibility under this heading shall be to arrange for high pressure flexible hose (10 m long) to connect from IPRC s gas supply source to the pipeline assembly along with valve, temporary closure adaptor, calibrated pressure gauge, etc to handle pressures as high as 50Mpa. For handling high pressure gases, the contractor shall comply with the safety regulations stipulated by IPRC. 7.5 CHEMICAL CLEANING (WORK ITEMS 38) The unit prices to be agreed upon under this heading shall be per inch-metre of the pipeline cleaned. The unit prices shall include the cost of all chemicals, wire brushes, Specification for Minor Piping Works

11 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 9 of 13 pumps, blowers, etc. The chemical cleaning may be done at the discretion of the Engineer in charge of the facility and as per the directions given. a. Mechanical cleaning: All the metallic surfaces with scales and newly welded surfaces shall be cleaned by scrubbing with stainless steel metallic wire brush. The loose scales and powders obtained from mechanical cleaning shall be removed by blowing, sucking or washing with water. b. Pickling: This is done to remove rusts and scales. This is done by cleaning with water, followed by pickling with a solution containing Hydro-fluoric acid (HF) and Nitric acid (HNO3). The composition of the pickling solution and duration shall be specified by IPRC. Mostly, the composition is as follows: HF : 5 % (by mass) HNO3 : 15 to 20% Water : Remainder c. Passivation: Passivation is done with a solution of the following composition: HNO3 : 25% (by volume) Water : 75 % Duration : 2 hours (minimum) This is followed by rinsing with water and ensuring the neutrality with litmus paper which will be cleared by IPRC. 7.6 INSTALLATION OF PIPELINES (WORK ITEM 39) The unit prices to be agreed upon under this heading shall be per inch-metre length of the pipeline installed, irrespective of schedule number and material. The scope of work covered under this heading shall include all the work required for proper installation of all types of carbon/ mild steel and stainless steel pipelines, including all fittings like flanges, tees, elbows etc and installation of all flow components like valves, filters, flowmeters etc and instruments like pressure gauges, etc. The end connections of the flow components may be threaded or flanged or welded. The work shall involve connecting pairs of flanges like the flange between the pipeline and a flanged valve by tightening the fasteners and screwing in threaded fitting like pressure gauges to a mating fitting like a threaded valve. However, the weld joints shall be paid for separately under the heading Welding and DPT vide Paragraph 7.2. There shall be no limitation on the number of flanged or threaded connections per inch-metre length of the pipeline installed. The work shall include shifting, handling, rigging, scaffolding, lifting, plumbing and alignment of pipes and fittings in their respective positions and to their respective supports. The pipelines shall be securely anchored to the supports with suitable U-Clamps. The supply of U- clamps and nuts shall also be included under this item. Pipelines are to be routed over hilly terrain yard, paved yard, structures and inside buildings & trenches. Making pathway for access to such areas, removal of bushes along the routing and movement of the welding equipment & cablings to such areas shall be under the contractor s scope and the unit prices to be agreed upon under this heading shall be the actual length in inch-metres of straight pipe including all fittings, pipe supports and flow components actually installed as required. Payment for the work done under this heading shall be made only after the pipeline is properly located and permanently supported in its final position in the field. 12 SPECIFICATION FOR MINOR PIPING WORKS ANNEXURE-I Page 10 of PUF-INSULATION (WORK ITEM 40) After installation, some pipeline assemblies may require insulation with Poly Urethane Foam (PUF). The price to be agreed upon under this heading shall be per squared metre (m 2 ) area of the finished insulated surface. The basis of measurement shall be as per IS For ready reference, the following excerpt from IS is reproduced as follows (but not complete): All measurements for insulation of piping shall be taken over the finished insulated surface in metres, corrected to nearest centimeter, along the centre line of piping, through all fittings, insulated or otherwise, such as valves, flanges, elbows, bends, tees and reducers. Insulation of valves, flanges or other fitting shall be measured through such valves, flanges or other fittings as above and, in addition, extra measurements shall be allowed as follows: a. For each insulated valve and venturi, including flanges and body, 1.50 linear metres of piping of the connected line size upto 300 mm line size and 2.00 linear metres for larger sizes. b. For each pair of insulated flanges, including orifice plate and flanges, 0.8 linear metres of piping of the connected line size. c. For insulated bends, elbows and tees, twice the actual length of such fittings of concerned connected line size as measured along their centre line. In case of insulated welded tees, twice the diameter over insulation of each of the two pipes forming the tee is to be added to the overall length. d. Insulated reducers connecting two different diameters of pipes shall be reckoned as equivalent piping of larger diameter for purpose of measurement of insulation. Though pre-moulded PUF sections can be used for straight pipeline segments, in order to insulate irregular-profiled surfaces like flow components, in-situ moulding may be required. The unit price to be agreed upon shall take into account both the modes of insulation. The scope of work shall include surface preparation, arranging, bonding and binding of insulation material and cladding by hemming and seaming with Aluminum sheet. The unit price to be agreed upon shall include the cost of PUF, bonding material, binding wire/ mesh, vapour barrier, Aluminum sheet (24 SWG), etc. The thickness of PUF insulation shall be 75 mm. 7.8 PAINTING (WORK ITEMS 41, TO 44(b) ) The unit prices to be agreed upon under this heading shall be per squared metre (m 2 ) of the surface area painted. The work involves. a. Painting of equipments, gas cylinders, tanks, structures, etc. b. Painting of all carbon steel pipes and structural works. c. Colour coding of stainless steel pipes of specified width at specified intervals. The scope of work under this heading shall include surface preparation, supply of primers, paints, painting brushes, spray gun, thinners, etc and painting. For work items 42(b) and 44(b) alone, the paint shall be free-issued by IPRC and unutilized paint shall be returned to IPRC on completion of the work. Some of the surfaces shall be initially provided with 2 coats of red-oxide primer. These surfaces shall be finally painted with 2 coats of synthetic Specification for Minor Piping Works

Some of the surfaces, which are already painted, shall be painted with 1 coat of synthetic enamel paint alone. The colour scheme shall be provided during the execution of work. The payment shall be made separately for painting with brush and for painting with spray gun at the unit prices to be agreed upon at the work items 41 to 44(b) of Annexure-I respectively. 7.9 DISMANTLING OF PIPELINE ASSEMBLIES (WORK ITEM 45) Due to changes brought by the Engineer-in-charge of the facility, it may be required to dismantle pipeline assemblies installed either by the same contractor by some other contractor. The work shall involve cutting the specified segment of the pipeline assembly, removing U-clamps from supports and shifting to the store of the work site. The work shall also include removal of cladding and PUF insulation in case of insulated pipelines. The unit prices to be agreed upon under this heading shall be per inch-metre length of the segment of the pipeline assembly dismantled RETRIVAL OF PRE-WELDED FITTINGS AND FLOW COMPONENTS (WORK ITEM 46) This work may be a continuation of the works defined in point 7.9. The work shall involve removing the weldment by grinding between the pipes, fittings and flow components from the dismantled segment of the pipeline assembly and retrieving the fittings and flow components to re-usable state. The unit prices to be agreed upon under this heading shall be per inch-diameter joint of the pre-welded fittings and components retrieved, but irrespective of the schedule number FABRICATION OF STRUCTURAL WORKS (WORK ITEM 47) The unit prices to be agreed upon under this heading shall be per kilo gram of fabricated structure to cover the cost towards fabrication only. The work under this heading shall cover fabrication, assembly and installation of all types and size of structures like pipe supports, chequered plates and any other type structures as may be required by IPRC. The raw materials required for fabrication may be either free-issued by IPRC or to be supplied by the contractor. In case of supply of raw materials, it shall be paid for separately under the heading Supply of structural materials vide Point Handling, fabrication, cutting, drilling, welding, assembly, installation and adjustment of the structures according to the requirements at specified locations are also included in the scope of work. There shall be no limitation to the number of welds or drillings to be carried out per kilogram of the structural works. The payment shall be made based on the weight of the fabricated structure. The weight shall be calculated based on geometry of the structure and density of the steel used SUPPLY OF STRUCTURAL MATERIALS (WORK ITEM 48) The unit prices to be agreed upon under this heading shall be per kilogram of the fabricated structure to cover the cost towards supply of raw materials only such as angles, channels, I-beams, chequered plates, etc. The price for fabrication shall be separately paid for under the heading fabrication of structural works vide point However, the quantity of structural materials supplied shall be reckoned by the weight of Specification for Minor Piping Works

It is to be noted that, the amount towards supply of structural materials should be claimed along with supporting documents viz. relevant delivery challan for the materials purchased, gate pass entry details of IPRC Mahendragiri, etc DISMANTLING OF STRUCTURAL MATERIALS (WORK ITEM 49) Due to changes brought by the Engineer in-charge of the facility, it may be required to dismantle all types and sizes of structures like pipe supports, chequered plates and any other types of structures as may be required by IPRC, installed either by the same contractor or by some other contractor. The unit prices to be agreed upon under this heading shall be per kilogram of dismantled structure MINOR CIVIL WORKS (WORK ITEMS 50 TO 52) The unit prices to be agreed upon under this heading shall be per cubic meters (m 3 ), separately for plain Cement Concrete (PCC), Re-inforced Cement Concrete (RCC) and Brick masonry provided, as specified at work items 50, 51 and 52 respectively. The typical works under this heading include the following: a. Provision of foundation and pedestals for equipments, as required by IPRC. b. Grouting of pipe supports or other structural works. c. Breaking and making holes across the wall for laying pipelines. d. Excavation and leveling of ground, wherever required, for laying the pipelines and providing pipe supports. e. Two coats of white washing of the concrete surfaces after plastering. The scope of work shall include supply of torr-steel re-inforcement rods, binding wires, cement, sand gravels, etc and masonry work. The composition of concrete shall be as follows: PCC - Cement: Sand: Gravel = 1:4:8 RCC - Cement: Sand: Gravel = 1:2:4 Brick masonry - Cement: Sand = 1: DISMANTLING OF CONCRETE STRUCTURE (WORK ITEMS 53 to 55) Due to changes brought in the Engineer in charge of the facility, it may be required to dismantle concrete structure viz plain cement concrete (PCC), Re-inforced cement concrete (RCC) and Brick masonry installed either by the same contractor or by some other contractor. The work shall involve removing of specified segment of the concrete structure and disposing of the removed waste to the identified place. The work shall include the supply of chemicals required for DP testing such as Acetone, cleaner, dye, developer, etc. and carrying out the DP testing of the weld joint LETTERING ON FLOW COMPONENTS / EQUIPMENTS (WORK ITEM 57 TO 59) The lettering on flow components / equipments for referring the tag number, equipment number, specifications. etc. have to be done on a rectangular / square background patch of size 10mm wider (on all sides) than the size of the letters. One coat of enamel paint for background patch and one coat of enamel paint for lettering have to be done with a professional artist only. The unit price to be agreed upon is per letter and is categorized into 3 categories depending on the height of letters as follows. Letter height less than or equal to ( ) 40 mm Letter height more than (>) 40 mm and less than or equal to ( ) 100 mm. Letter height more (>) 100 mm 7.14 PIPE BENDING (WORK ITEM 60) The bending of pipe segments using pipe bending machine shall be paid for at unit prices to be agreed upon per inch diameter. 16 TERMS & CONDITIONS ANNEXURE-II Page 1 of 3 1. Validity Period of Rate contract: The Rate contract shall be valid for a period of TWO YEARS from the date of award of rate contract. Contract Manager shall direct to do work as and when required. All the work orders issued till the last day of the rate contract shall be accepted. However, IPRC reserves the right to terminate the rate contract at any time during the currency by giving one month s notice. The unit prices to be agreed upon shall be firm and fixed till completion of entire validity period of rate contract. 2. Terms of Payment: After completing all the works awarded in a work order at a particular facility in IPRC, the payment shall be made to the contractor to the extent of 100% of the value of the portion of the work executed in the subject work order on pro-rata basis at the prices corresponding to each work item to be agreed upon as per Table -1 given in Annexure III of the rate contract. The contractor shall raise a Running Account Bill (RAB). The number of RABs per month shall be restricted to only one. The RAB certified by Engineer-in-charge (user) of the particular facility and approved by competent authority of the user group concerned shall be submitted to the Contract Manager, who, in turn, shall forward the same to Accounts officer, IPRC for payment. The RAB shall be accompanied by the following documents: a. Work Order issued by Contract Manager b. Reconciliation statement of Free Issue Materials (FIMs) 3. Quantity variations in the work order: The total quantity of works executed with respect to a particular Work Order is permitted to vary to the maximum of 10% of the total value (irrespective of variation in individual work item) of that particular Work Order. However, if any additional work arises beyond 10% over the total price specified in the Work Order during the time of execution, the same shall be notified to the Contract Manager to make suitable amendment to the work order with the approval of competent authority. 4. Price ceiling of Rate Contract: The cumulative price payable to the contractor shall not exceed the total price of the rate contract. 5. Income Tax as applicable will be deducted from your bills. PAN no. to be indicated in your bills for making payment. Service Tax Registration Number shall be furnished for claiming service Tax if any. Terms & Conditions

Bio data of contractor s personnel deputed shall be submitted to the Contract Manager immediately on receipt of the Rate contract who will in turn forward to the Senior Administrative officer for issuing entry pass. 7. For the entry and exit of the contractor s men and materials, the contractor shall strictly comply with IPRC established security procedures. 8. The working personnel shall adhere to all security & safety requirements of IPRC, labour rules & statutory requirements. 9. Minimum wages and other labour related statutory conditions as per the respective Acts shall be followed by the contractor. 10. Insurance coverage for contractor s personnel: The contractor shall obtain Group Insurance (for the personnel deployed for the work) valid during validity period of the rate contract from any Nationalized Insurance company at contractor s cost and proof shall be submitted before commencement of work. 11. The work shall not be sub-contracted without written permission from IPRC. 12. Parallel/ Adhoc Contract: IPRC reserves the right to conclude parallel/ adhoc contract(s) for similar works simultaneously during the validity period of the rate contract with one or more contractors. 13. Fall Clause: Service charges quoted by the contractor shall in no event exceed the lowest charges at which work of identical description is carried out by the contractor to any other party during the validity period of this rate contract. If, at any time during the validity period of the rate contract, the contractor reduces the service charges of such reduction to the undersigned and the charges payable under this rate contract for the servicing done after the date of coming into force of such reduction shall stand correspondingly be reduced. 14. General: Contractor shall take adequate precaution and necessary action to prevent any loss or damage to the materials handed over to them. In case any damage is caused to IPRC s materials, the contractor shall be liable to compensate IPRC for the loss. The extent of damage and compensation to be paid thereof shall be worked out by IPRC and same shall be final and binding on contractor. Terms & Conditions

18 TERMS & CONDITIONS ANNEXURE-II Page 3 of Arbitration: All disputes, differences, claims and demands arising under or pursuant to this agreement shall be referred to Arbitration of sole Arbitrator to be appointed by Director, IPRC. Arbitration shall be held in Thiruvanthapuram and shall be subject to and governed by the provisions of the Arbitration and Concilation Act 1996 and any statutory modification or re-enactment thereof. 16. Security Deposit: On acceptance of the Rate contract, the contractor shall submit Security Deposit for an amount equivalent to 10% of the Rate Contract value in the form of Account Payee Demand Draft (or) Fixed Deposit receipt from a commercial Bank (or) Bank Guarantee from a Commercial Bank in favour of Accounts Officer, IPRC Mahendragiri and should remain valid for a period of 60 days beyond the date of completion of the Rate Contract. The Security Deposit shall be submitted within one month from the date of award of rate contract. The Security Deposit shall be returned to the contractor only upon successful completion of all the contractual obligations or shall be adjusted/ forfeited against non-fulfillment, if any, of the contractual obligations. 17.
