1 BUREAU OF INDIAN STANDARDS TENDER NOTICE Ref:WRO/Admn/09/07/01/ Sealed tenders are invited under two-bid system from eligible firms/companies for Pest Control Services for its office building located at Bureau of Indian Standards, Manakalaya, E-9, Behind Marol Telephone Exchange, Andheri (East), Mumbai. The tender document can be downloaded from and The closing date and time of receipt of bids is (Friday) upto 14:30 hrs and the technical bids shall be opened on the same day at 15:00 hrs. 2 TENDER NOTICE Bureau of Indian Standards invites sealed bids, under two bid system (Technical bid and Financial bid) for Pest Control Services for its office building,(manakalaya) located at E-9, Behind Marol Telephone Exchange, Andheri (East), Mumbai, from eligible bidders as per the details given below:. 1. Eligibility As per Annexure I 2. Proposed validity of the contract: Three Years. 3. Availability of Tender Documents: Place: Administration Department, Manakalaya, Mumbai during office hours and BIS website Period: to (upto 14:30 hrs) 4. Pre-bid Conference: - 5. Opening of Bids: Technical Bids shall be opened at 15:00 hrs on Method/manner for Submission of Bids: An envelope super-scribing Tender for Pest Control Services at BIS Mumbai having two envelopes containing Technical Bid and Financial Bid must bear the name and address of the party and shall be addressed to Deputy Director (Administration & Finance), Bureau of Indian Standards,, Manakalya, E-9 MIDC, Marol, Andheri East, Mumbai Earnest Money Deposit: Rs. 3, Performance Security Deposit: 10% of the total annual value of the award of contract. 9. Validity of Bids: 90 days from opening of technical bid. 10. The Bureau reserves the right to reject any or all the bids without assigning any reason. (T.D. 3 ANNEXURE- I GENERAL TERMS & CONDITIONS 1. Contractors are advised to inspect the premises and check the magnitude of pest infestation as also the nature and extent of pest attack so as to make arrangement is obtaining for satisfactory treatment before submitting the quotation. 2. Any doubt about the scope of work should be got cleared from the undersigned before quoting the rates for the same. 3. The Financial Bid (Annexure III) shall be exclusive of any service tax, education cess and secondary and higher education cess or any other applicable taxes. The taxes as may be levied by the Government from time to time shall be charged by the contractor in addition to the rates quoted in the bid by the contractor. 4. EMD of Rs. 3000/- in the form of demand draft in favour of Bureau of Indian Standards payable at Mumbai shall be enclosed with the quotation. The quotations received without EMD shall be summarily rejected % of total annual work order/contract value towards Security Deposit shall be paid by the successful bidder. 6. The chemicals used in all the treatments should conform to the stipulations of the relevant latest Indian Standards. 7. Contractor has to submit the copy of valid licence issued by State/Central Govt. for carrying out the Pest control business. 8. Contractor shall also submit copies of certificate of Registration from Service Tax, PAN/TIN Registration NO. 9. Income Tax Return for last financial year i.e of owner/firm may also be submitted. 10. Rate quoted shall be on annual basis. However, payment will be made on quarterly basis after reviewing the performance of the firm and on the basis of receipt of bill/demand letter. 11. The information such as method of treatment proposed, chemicals proposed to be used, concentration and the rate of application of the chemicals used shall be furnished along with the quotation. 12. Providing Pest Control Service for eradication of all types of pests like flies, cockroaches, mosquitoes, silverfish, rodents beetles, red and white ants (termites) etc. at the

4 above mentioned premises. The service must be guaranteed to keep the premises free of above mentioned pests. 13. If at any time during the contract period, the treatment is found ineffective, the contractor shall be required to repeat the treatment to make it effective at his own cost. 14. If laying baits is resorted to for eradication of rodents, inspection of baits traps and disposal of trapped rodents must be carried out regularly. 15. The mode of the Pest Control shall be as stated in Annexure II. The frequency of treatment shall be as required for different treatments but in no case less than one per month (except Gel Treatment for Canteen). 16. The Contractors are requested to visit the premises to familiarize themselves with the scope of work before quoting the rates. No claim on account of unfamiliarity or variation of area of premises etc. will be entertained. 17. Special care must be taken to prevent hazard due to use of toxic insecticides. All chemicals used must be safe for human and livestock. DDT and other chlorinated products must not be used. 18. Intimation proposing the date/time of treatment must be sent in advance. Any change in the proposed date if desired will be intimated to the contractor and the contractor shall have to adjust his work schedule accordingly. 19. Payment will be made during the contract period on quarterly basis on submission of bills with the certificate for satisfactory completion of service. 20. Canteen, kitchen, storeroom and lunch room area must be treated with extra care. All fixtures/fittings and electrical gadgets including refrigerator, cooler etc. must be checked regularly to ensure disinfestations. 21. If during the contract period, the performance is not found satisfactory, the contract will be terminated with one month s notice from either side The contractor shall deposit the Performance Security of the amount equal to 10% of the total value of work order immediately after issue of work order in the form of Demand Draft form any scheduled Bank. 23. The period of Contract shall be for three years from the date of acceptance of work order. However, the contract will be reviewed quarterly and extended every year subject to satisfactory performance of the contractor and on the mutual consent of both the parties. 24. WRO, BIS will deduct Income Tax at source under Section 194-C Income Tax act as applicable from the tenderer/bidder s bill at the prevailing rates of such sum as income tax on the income comprised therein.

5 25. Penalties:- SR. NATURE OF ERRORS NO. 01 For not attending the complaint 02 For causing damage to the B I S / public property 3 For Breach of any of the conditions of the contract PENALTY Rs. 100/- per day per default. Three times the market value of the damaged property or Rs.5000/- whichever is higher per default. The decision of BIS, WRO for fixing the market rate Minimum penalty of Rs. 5000/- per default and/or termination of contract and/or forfeiture of performance security as the case may be 26. The tenderer/bidder should have the experience of similar works at least for t w o years. 27. Resolution of Board meeting authorizing the person to sign tender document (if applicable) should be furnished. 28. The contract can be terminated by the BIS, WRO with one month notice, if during the tenure of the contract the performance is not found to be satisfactory and in this regard the decision of the Bureau will be final and binding on the Agency. 29. Failure by the service provider to comply with any statutory requirements during period of contract shall result in termination of the contract and subsequent qualification for participation in any future tender. Pesticides/Insecticides which are to be used should be as approved by WHO and Central Insecticide Board. 30. In any case Service not found satisfactory or not upto the mark the P e r fo r m a n c e D e p o s i t s h a l l b e f o r f e i t e d. 31. Prices should be quoted on a firm & fixed price basis. Request for enhancement of contracted rates shall not be considered under any circumstances. Tenders with variable prices or seeking provision for enhancement of prices/contracted rates shall be rejected straight away without any consideration. 33. All pages and pasted slips should be signed by the Bidder and no page shall be added or removed from the set of Bid Document. Duly signed Bid document is to be returned as a token of its acceptance 34. JURISIDICTION OF COURT : The courts of M u m b a i shall have the exclusive jurisdiction to try all disputes, if any, arising out of the agreement/work order for Pest Control Services between the parties.

6 ANNEXURE II MODE OF TREATMENT (A) (B) Termites 1. Injecting termiticide into affected portions of the wood work. 2. Wood work in contact with machinery for example, door frames, cabinets, cupboards etc. shall be treated by drilling and injecting termiticide at the points of contacts. 3. Through Drilling holes at the junctions of the walls and the floor and pumping chemicals through these holes, wherever necessary. The drilled holes are effectively sealed thereafter. 4. The application of blanket spray and dusting wherever necessary General Infestation Services for cockroaches, bedbugs, silver fish, mosquitoes 1. Insecticides which are specially formulated for knock-down affect are sprayed all over the premises on those areas where the pest problem is anticipated. (C) Rodent Control 1. Rats can be controlled by using rodent balls placing at areas frequented by rats. This is also controlled by using ultrasound techniques. (D) Woodborer beetles control 1. All infected structures are treated with the chemical emulsion so as to the reach the core of wood. This is followed by spraying chemical emulsion all over the infected structures in order to eliminate the problem (E) a year. Gel Treatment for Canteen: Periodicity for this treatment in Canteen shall be thrice
