[I] Lifting lugs: 2Nos Special technical terms and condition [1] The pipes should be lined using cast basalt in the form of cylinders only. Pipes lined with cast basalt tiles are not acceptable. [2] M S Casing pipe should be either ERW/Spiral welded pipe. Fabricated M S Pipes is not acceptable. [3] Party has submit the Mechanical and chemical test results for M S Casing from manufacture/government approved laboratory as per IS 2062 [4] Party shall have to offer Hydraulic pressure testing of M S Casing [12 kg/cm2] prior to basalt lining. Testing pressure shall be indicated in the offer. [5] a)party shall have to submit quality approval plan[qap] for approval on receipt of purchase order. b) Sizes (diameter, thickness, length of each pipe), quantity & weight per meter of the offered Pipes are to be furnished. [6] Party has to approve relevant drawing for pipes, coupling, follower, gasket etc. prior to manufacture. [7]a) Party shall have to offer inspection to GSECL for witness physical properties of cast basalt lines. The manufacture should offer for testing facilities for witness all the Physical properties of cast basalt lines during inspection. Submission of only test certificate for verification purpose without actual witnessing by GSECL inspector is not acceptable. b) Cast Basalt liners shall be tested for Chemical & Mechanical properties. c) Basalt liners shall be examined visually for detection of Cracks & defects. d) Level difference between two cast basalt liners shall be minimum. 2

3 e) The Hydraulic pressure testing at shop for M S ERW pipe shall be as per IS: 3589 with no leakages. f)the material inspection, testing & certificates in accordance with IS: 3589 shall be furnished in soft copy & 4 sets of hard copies before inspection of the Pipes at manufacturer s works. These pipes will be inspected and tested as per IS-3589 by GSECL representatives at manufacturer s works. [8] Guarantee & Performance Guarantee : Party shall have to give performance guarantee for boiler running hrs from the date of commissioning or 10 years from the date of receipt at site whichever is earlier. For the same bidders will have to submit performance guarantee in the form of bank guarantee for 10% of contract value for the total 120 months complying to following. If the product fails prior to 50% of guaranteed life, it shall have to be replaced free of cost. If product fails after 50% but before 100% of guaranteed life, pro rata rebate shall be given by bidder. [9] Party shall have to submit their own drawing along with QAP for approval prior to supply of materials. [10] Drawings attached herewith are for reference purpose only, However party has to submit their own Drawing along with QAP for approval prior to supply of material [11] Over all L-1 for pipes along with couplings will be considered for proper fitment of component,each other [12] General terms & condition prescribed by the GSECL for the supply of materials will be also be applicable. [13] Party shall have to supply pipe length in 5.3 Meter. [14] Pre-Qualification Criteria of bidder: The bid is open for participation to those bidders who satisfy the following requirements:- a)the average annual turnover of the bidder,during last three(3) financial years i.e; , , should not be less than Rs Lacs b)the bidder should have manufactured & supplied cast basalt lined pipes directly to PSU / Joint venture of PSU / GOVT. Department / Quasi-Govt. department / Public limited company,during last seven years ending with bid opening date with following executed value (s) of contracts. during last seven years ending with Dec 2012, with following executed value(s) of contracts. Single order of value not less than lakhs or Two orders each of value not less than lakhs or Three orders each of value not less than lakhs 3

4 c) Bidder should have manufactured, supplied, minimum 2500 meters of cast basalt lined MSERW pipes for ash handling plant of thermal power stations for ash slurry conveying and these pipes should be in successful operation in India for a period of at least two (2) years in the preceding 5years as on the date for submission of bid. d) Bidder should have assembly/ testing facilities in India and same shall be indicated in the offer. e) Bidder shall provide documentary evidence in support of his claim for having experience in manufacture, supply, and, testing of Cast Basalt lined MS ERW Pipes for Ash Handling Plants which are in operation as on the date of submission of bid. The GSECL would prefer the offers from manufacturers directly. All the manufacturers should quote for those items, which are actually manufactured at their plants. This should be strictly adhered. f) The party shall have to submit all necessary valid documents regarding regular supply of subjected items to GEB /GSECL/SEBS /NTPC /PUBLIC UNDERTAKING OR BHEL, basic infrastructure facility available at their works, firm/company registration, technical trained personnel, details of machineries, last 05 years turn over, profits details etc. along with techno-commercial bid to access technical/ financial capability of the party. The party should have an annual turnover of 2.54crore or above during last three years to show the capability and financial stability of the company for that the party shall have to submit the copy of last three years financial turnover duly approved by chartered Accountant having more than Rs.2.54 crore per year. (g) The party shall have to submit valid documentary proof regarding successfully supply of same items within last five years in single order to access technical & financial capability of the party [15] Submission of bid documents shall not be construe that the bidders are considered qualified. Pre-qualifications as per QUALIFYING REQUIREMENTS will be reviewed at the time of bid evaluation. [16] Notwithstanding anything stated above GSECL reserves the right to assess the capability and capacity of the bidder to perform the contract, should the circumstances warrant such assessment in overall interest of GSECL at any Stage, whatsoever it may be. [17] The price offered will be considered as inclusive for all contractual obligations including submission of drawings, documents, etc in required number of hard and soft copies as per enquiry specification etc. No price preference shall be given on any account for deviations in the commercial terms and conditions viz. Payment Terms, Delivery period, Performance Bank Guarantee etc. All tenders will be evaluated on firm price end cost basis, but without loading Sales Tax. Please note that any 4

5 additional conditions / deviations, if any, found in the Commercial terms & conditions (except reference under clause no.38 of this tender document), then the Price Bids of such tenderers will not be opened and no further correspondences in the matter will be allowed. GSECL reserves all the rights to accept or to reject any or all Tenders without assigning any reason. 18.Inspection: Inspection shall be carried out by GSECL.Vendor to give minimum of 30 days notice for inspection along with internal test certificates. In case the items are not found ready after the inspection call, then the expenses incurred by GSECL for travel, stay etc shall be recovered from the suppliers/vendors bill. 19. Rejection of Offer : GSECL reserves the right to reject the offer, in case the bidders' past performance in any of the GSECL 's previous contracts is not found satisfactory. 20. Offers not complied with tender requirement shall be liable for rejection. 21. Price bids of technically and commercially qualified vendors only shall be opened for evaluation and finalization of tender. 22. Conditional tender will not be accepted. Withdrawal of any condition by you unilaterally before or after opening of tender will not be permitted. 23. Once the offer Submitted by the Bidder before due date of submission, the Bidder will not be allowed to submit revised/ additional/modified offer after opening of bid. Any alterations/ modification to the bids received after opening of offer shall not be considered unless carried for by the Corporation in negotiation 24. The Bidder must quote the rates for all the items individually as stated in schedule A.However for the evaluation purpose overall L1 along with couplings is to be considered for the placement of order. Rate of schedule A is considered for the evaluation for the lowest party. Incase of any deviation the tender will be liable for rejection. 25.The Supplied spares shall suit exactly and also shall be Interchangeable with the existing system. Supplier has to submit certificate along with supply regarding exact suitability and interchangeability of above spares with our existing system along with the supply. 27.Party shall guarantee the spares supplied for the retro-fitment and interchangeable with our existing system of ash plant STPS 28.The drawings attached herewith are given for estimate and reference purpose only. The party is requested to visit site office to know the exact requirement and to 5

6 access technical know-how and work involvement before submitting your technical bid. Party shall have to submit the drawing along with all technical specification and material specification along with the technical bid. The successful bidder shall have to prepare the manufacturing drawing and submit the same to the user department for verification of dimension and clearance. Any deviation in the dimensions and clearance will be corrected by user department and furnished back to the successful bidder. if any problem is observed in fitment at site due to deviation in dimensions or manufacturing flaws party shall arrange to get them corrected on intimation without causing any delay in his quoted rates. 29. Bidder shall have to submit latest order copy (single order copy) of similar items supplied to other Organisation / Govt. Organisation / GSECL / PSU/power generating company along with your offer. 30.The bidder shall have to submit detailed Quality Plan for manufacturing for approval from concerned TPS of GSECL and all manufacturing shall be done as per the approved QP. 31.The bidder shall have to furnish six sets of complete drawings along with material composition of above spares, Test to be carried out, quality plan for manufacturing manual bound in durable files. I/We agree to supply the article noted above at the rates herein tendered by me/us subject to the condition of tender and supply above given at the tender inquiry which I/We have carefully read and which I/We have thoroughly understood and to which I/We agree. I /We hereby agree to keep this offer open for 120 days after the returnable date of the tender and shall bound by communication of acceptance dispatched within the prescribed time.
