5 Port of Turku a European port enterprise The Port of Turku is an important link in the key transport networks of Finland, the Baltic Sea, and the whole of Europe. Regular liner routes to key Baltic Sea ports and good road connections serve both the needs of Finnish business world and the transit traffic to Russia. The position of the Port of Turku in the Baltic Sea transports is further strengthened by its inclusion in the TEN-T core network that forms the logistical backbone of the EU. The second biggest passenger port in Finland, the Port of Turku continues to make major investments in the development of passenger traffic. As the stock of vessels is being renewed, the terminal facilities in the passenger harbour have been expanded, traffic arrangements in the port area have been enhanced, and quay structures have been renovated to suit larger vessels. With a view to the future we have entered into a preliminary agreement on building an LNG terminal in the Pansio harbour, and the goal is to start distribution of environmentally sound fuel to new generation vessels by the end of information Year 2013 means major changes in the Port s own operations. As a result of the incorporation that was implemented at the beginning of the year we will focus even more on developing the Port s infrastructure and general operations. The Port s services to vessel traffic are complemented by our partners modern terminal and warehousing services, and logistical value added services. As the centre for Scandinavian transports in Finland the Port of Turku plays an important role in the transport chains of both Finnish export industries and imports. The Port s definite strengths are frequent scheduled ship routes, and good road connections to the Helsinki metropolitan area, the west coast and further hinterland. The Port of Turku is also part of the E18 development corridor that reaches all the way to St Petersburg and forms the EU s most important route to Russia. 9 Passenger harbour information The Port of Turku is the leading passenger harbour for Scandinavian traffic and number two in Finland measured by the total number of passengers. Passenger traffic comprises frequent ferry connections between Finland and Sweden as well as cruise traffic in the Baltic Sea. The routes to Sweden are operated by two shipping companies, Tallink Silja and Viking Line, using modern passenger ferries. There are four daily departures from Turku, two in the morning and two in the evening. There is a separate quay at the mouth of the River Aura reserved for cruise liners visiting Turku within a short distance from the sights and services at the heart of the city. 10 Linnanaukko The Linnanaukko area serves unitised cargo transports as well as lo-lo and bulk transports. With good road connections, the area also houses the biggest privately owned lorry terminals in the port. The railway to the Port supports traffic and enables combining sea transports with rail transports. The Linnanaukko area offers the possibility for transfer loading of railway carriages. There is also a loading area specially designed for transfer loading of long goods which allows for loading pieces as long as 120 metres. 11 West Harbour The West Harbour is designed to serve ro-ro transports and the container transports. The two container terminals and four lightweight halls in the area allow for handling of cargo whatever the weather. 12 Free Zone Company and the Ovako area Turku Free Zone Company is located in the immediate vicinity of the port s ro-ro berths. Nearly 30 hectares of guarded field areas especially serve the imports of cars and agricultural machines. The warehouses in the area offer 30,000 m 2 indoor storage space, part of which is temperature-regulated and suited to storage of foods. There are also various cargo handling services available. The Ovako area is one of the largest and most modern logistics clusters in Finland. The total floor area of the of the biggest distribution and warehousing terminals in the area is around 72,000 m 2. The Ovako area is also the location of specialised logistics services for different branches of industry, large lorry terminals, and companies operating in the metal industry. 13 information Pansio Harbour Designed for unitised cargo, the ro-ro harbour offers excellent premises for project loads besides the spacious facilities for cargo handling. The area has two 5,000 m 2 warehouses right next to the berth and more than 140,000 m 2 of asphalted field space. The large field areas make the Pansio Harbour ideally suited to car imports and exports as well as the needs of the local shipyards and other heavy industry. Logistics warehouses with a total floor area of 50,000 m 2 are being planned for the area. 15 Viking Grace respects nature information Maritime traffic on the Baltic Sea entered a new era with M/S Viking Grace. Viking Line s new passenger vessel started operating on the route between Turku and Stockholm in January 2013 and is the most environmentally friendly large passenger vessel in the world. The fuel used by the new ferry is liquefied natural gas (LNG), which decreases its emissions considerably. LNG is in practice completely sulphur-free, it causes no particle emissions, and the nitric oxide emissions are around 90% lower compared with fuel oil used in current engines. Carbon dioxide emissions that accelerate the greenhouse effect are over a quarter lower with LNG. The hull design of M/S Viking Grace also contributes to environmentally sound operating. The hydrodynamic hull with extremely low resistance reduces the generation of waves and decreases fuel consumption. As a combined effect of these factors, M/S Viking Grace takes the delicate nature of the Archipelago and the Baltic Sea into account even better than before. In addition to protecting the archipelago, M/S Viking Grace makes the unique archipelago scenery part of the cruise experience. The topmost decks of the ship form a public space, and the large glass walls provide a magnificent view to the sea. 17 Suikkilantie renovation will improve smooth flow of traffic information Due for completion in autumn 2013, the renovation of Suikkilantie road will provide a smoother and safer connection to and from the Port of Turku for heavy vehicles. As a result of the construction project, Suikkilantie road will have four lanes on the almost 3 kilometre stretch between Pansiontie road and highway 8. The road will also be slightly realigned, and the arrangements for bridges and ramps will be improved. Once the road has been completed, the traffic to and from the Port will be guided via Suikkilantie to highway 8, the Turku ring road and further to highways 9 and 10, and E18 motorway. The reform will eliminate many current problems which have bothered heavy vehicles in particular. A smoother and easier to anticipate flow of traffic will be important for the people who use the Port. The road utilises environmentally sound solutions and will also reduce the environmental load of transports. Diverting the traffic to and from the Port outside the grid plan area will reduce noise, dust and emissions. There will be large and advanced noise barriers where the road passes residential areas. The improvement of Suikkilantie road is part of a larger project for the development of the main road network in the Turku region. The projects that support the Port s connections include, for example, the improvement of highway 8 between Turku and Pori, and widening of the Turku ring road to four lanes. 13 Handbook 2013

19 Big projects in the Pansio Harbour information The Pansio Harbour has been split into the operational harbour area and logistics area. The former transfer loading hall employed by train ferry operations has been converted into a distribution warehouse and leased to Schenker Cargo Oy. With a floor area of 8,500 square metres, the warehouse has 13 loading platforms, and railway tracks go into the building. The plan is to build a total of around 45,000 square metres of new logistics premises on a schedule according to the customers needs. The major project would increase the Port s current logistics operations by more than one third. The goal is to have the first phase completed within a couple of years. There are currently ship connections from Pansio Harbour to Germany. The route between Turku and Travemünde is operated by Finnlines Plc which offers three weekly departures from Turku. In 2011, the other ship on the route was replaced by the newly completed M/S Finnbreeze, and capacity has been further increased for The Port has initiated a change of town plan in the Pansio liquid bulk area to create prerequisites for building an LNG tank in the area. Moreover, new storage possibilities for different types of products are being developed for existing tanks. The existing tanks and pipelines allow for inexpensive storage of products in the area. 15 Handbook 2013

21 Passenger harbour ready for increase in capacity information The renewal of the passenger ferries operating between Turku and Stockholm has been preceded by major changes in the passenger harbour. Viking Line s terminal was expanded and the Port also prepared for the increase in passenger volumes by enhancing the traffic arrangements in the terminal area and elsewhere in the passenger harbour. The goal of the changes is to make it easier for the passengers and vehicles to embark the ship and ensure smooth operation of the vessel in the port. The most significant new features in Viking Line s terminal include doubling the number of skyways from two to four. To make moving easier, all skyways are equipped with fast moving walkways that lead to the entrances on two decks of the new vessel. In addition to the new M/S Viking Grace, the route between Turku and Stockholm has been operated since February 2013 by Tallink Silja s M/S Baltic Princess. The vessel that replaced M/S Silja Europa is the sister ship of M/S Silja Galaxy, and its newer technology enhances the daily operating on the route and reduces the environmental impacts. The renewal of the fleet will also increase car traffic in the port. In addition to the new exit from Viking Line s field area, there are new traffic arrangements at the crossings of Linnankatu street. A roundabout has been built at the crossing of Linnankatu and 2. Poikkikatu, and traffic lights have been installed at the crossing of Linnankatu and Vallihaudankatu. The new arrangements aim at smoother and safer traffic in the entire port area. 17 Handbook 2013

23 Port s crane services upgraded The Port of Turku received an important boost to its competitiveness when a new harbour crane was introduced in summer The big investment allows for further improving of service and competitiveness regarding cargo transports in the Port of Turku. The crane can be equipped with a hook, grab, bag lifter with automatic release, or pallet grippers. It is suited to many different jobs, such as transfer loading on the field. With a five cubic metre grab the goods can be loaded efficiently directly to a truck if required. information The new crane has such a large capacity that the loading speed is in a different league than that of the wire crane. Due to the jib structure the operator can see exactly where to put the cargo. In addition, separating and unloading of different types of cargo can be done more efficiently with the new crane. The crane represents the top expertise of Mantsinen Group from Eastern Finland. Equipped with new technology, the crane is also environmentally sound, as it recovers the energy generated when the load is lowered. Thanks to the recovery, annual fuel savings amount to as much as 20,000 litres, which will considerably reduce CO 2 and other emissions. 19 Handbook 2013

25 Safety level is maintained with regular drills information The Port of Turku arranges annually a number of drills with different authorities. Depending on the type of the drill, in addition to the Port, they involve personnel of rescue and fire department, police and customs, the Finnish Transport Safety Agency Trafi, the Finnish Border Guard, and the Defence Forces. Most of the safety drills are statutory and are related to the requirements of the International Ship and Port Facility Security Code (ISPS). The purpose of the code is to increase maritime safety in ports and aboard vessels, which requires smooth cooperation between the authorities. ISPS drills are implemented statutorily at three month intervals and one major drill once every 18 months. All parties operating in the port structure, including vessels, take part in these drills. Concrete examples from 2012 include the drills arranged aboard passenger ferries sailing on the route between Turku and Stockholm. On Silja Europa, the drill focused on actions in case of an explosion aboard followed by a fire. The key content involved extinguishing the fire and evacuating the passengers via the passenger terminal, which is one of the most challenging tasks in a real situation. The drills at Viking Line also touched on topical issues, such as the effect of the new vessel and terminal and field reform on safety aspects. 21 Handbook 2013
26 Environmental work focuses on reducing emissions The Port of Turku is already preparing for the tightening emission limits in the Baltic Sea region. In May 2012, the Port of Turku and Gasum signed a letter of intent on building an import terminal for liquefied natural gas (LNG) in Pansio. The goal is to start distribution of LNG from the Turku terminal by the end of The Port also participates in the Baltic Ports Organization s LNG in Baltic Sea Ports project. LNG is in practice completely sulphurfree, it causes no particle emissions and its nitric oxide emissions are 90% lower compared with heavy fuel oil used in current engines. The carbon dioxide emissions which accelerate the greenhouse effect are also more than a quarter smaller. In addition to the state of the Baltic Sea, the clean liquefied natural gas has a positive effect on the immediate environment of the Port. Alternative disposal locations for dredging sediment have been studied together with the Port of Naantali. The long-term project has been spread over several years; in 2013 the studies will concentrate on currents. The proposal on the new disposal location will be made by At present the sediments from dredging in the inner harbour are mostly clean. The elevation of the noise barrier in the Pansio harbour responds to the Port s noise abatement requirements. The 190 metres long barrier will be elevated to a height of 5 metres, and it reduces the noise impact from operations in the field area in the direction of Ruissalo. 22 Handbook 2013

31 Change of company form improves dynamics information Year 2013 is an important milestone in the history of the Port of Turku. After careful preparation the City of Turku will transfer the business operations of its municipal enterprise to a new port enterprise. The enterprise owned by the City started operations on 1 January The starting point of incorporation is to allow the new organisation to focus on the Port s core business and to improve the productivity and competitiveness of operations. The Port s operations will be based on developing the infrastructure required by port and logistics operations, and marketing of the port together with the other players operating in the area. For the Port s customers and partners the reform means more flexible co-operation and faster decision-making. In practice that will show as quick reactions to the customers changing needs and as active influencing on the development of the Port s operating environment. The administration of the new port enterprise will move in spring 2013 to the new Auriga Port Center to be opened in the inner harbour. The new offices are in the former Linnankiinteistö building where the major renovation and conversion project has proceeded on schedule. The new Auriga Port Center will focus on seafaring, port operations and transports, with the goal to strengthen the synergy between different seafaring players and create efficient service and operating systems to benefit customers and partners. 27 Handbook 2013

33 Scandinavian traffic supported the Port of Turku in 2012 annual report Scandinavian traffic has always been the main product of the Port of Turku. The attraction of the passenger traffic between Turku and Stockholm and the cargo flow have remained at a high level also at economically unstable times. The service supply on the route has been considerably developed by the Port and its partners, and investments will continue. Passenger traffic In 2012, a total of 3.4 million passengers passed through the Port, down by 2.7% on the previous year. At the same time, however, the Port was preparing for increase in the passenger volume following the introduction of new vessels on the route. The Port s traffic arrangements were enhanced, parking areas were expanded, and quay structures and terminals were renovated to meet the requirements set by larger vessels. The work was completed on schedule well ahead of the arrival of the new vessels in Turku. Viking Line s new Viking Grace started operating in mid-january of the current year. A couple of weeks later, Tallink Silja s Baltic Princess had its first departure from Turku. The passenger harbour will be developed further in the coming years in accordance with the partial general town plan for Linnakaupunki district. The goal is to secure a high standard of services also in the future to the passengers and the shipping companies that use the port. 29 Handbook 2013
34 Cargo transports The global economic situation affected the volume of cargo transports in the Port of Turku in As Finland s foreign trade slowed down, the cargo volumes carried through the Port also decreased compared with The total volume stood at 2.5 million tonnes, down 8.6 per cent on the previous year. The cargo on the route between Turku and Stockholm mainly comprises of lorry transports which increased in 2012, unlike other cargo transports. The new vessels increased the lorry capacity on the Turku Stockholm route by a total of 590 lane metres, which allows for increase in lorry transports through the Port in the future. The competitiveness of the Port of Turku in the Baltic Sea cargo transports is strengthened by its inclusion in the TEN-T core network that forms the logistical backbone of the EU, as a link to the east west transverse route formed by the E18 motorway. Real estate leasing The third leg of the operations of the Port of Turku is formed by leasing of premises. Investments in logistics construction in recent years have proved successful, which is indicated by the high utilisation rate of the premises. The main emphasis of real estate construction is moving to the Pansio Harbour. The goal of developing of the logistics area is to considerably increase the Port s logistics premises on a schedule based on the customers needs. Negotiations on cooperation in new building have proceeded favourably and decisions are expected in the near future. One of the key investments realised in 2012 is the expansion of the Turku fashion logistics centre of DHL Supply Chain. The 6,000 square metre expansion was implemented by building a new storey above the current production facilities. Development projects In addition to the Pansio Harbour, one of the most important development projects of the Port of Turku is the building of the LNG terminal to serve the Baltic Sea vessel traffic and the local industry. The change of the land use plan required by the terminal to be built together with Gasum has proceeded, and the goal is to start the distribution of LNG by the end of Handbook 2013
