1 GENERIC ROLE DESCRIPTION TITLE: GRADE: REFERENCE: LOCATION: CREW COMMANDER CREW MANAGER WHOLETIME OPERATIONAL NORTHERN IRELAND FIRE & RESCUE SERVICE This Generic Role Description reflects the tasks, responsibilities and accountabilities associated with the role of Crew Commander. To meet the changing needs and circumstances of the Organisation, specific post Descriptions will be developed and will be subject to programmed review, for example, as each new vacancy is advertised. Such reviews will be carried out with the Representative Body.
2 SECTION I THE ROLE OF THE CREW COMMANDER The primary role of the Crew Commander is to assist the Watch Commander to plan, co-ordinate and support NIFRS service delivery within the Station Area. The postholder will carry out this role through the performance of key tasks and responsibilities as specified in the job description. KEY TASKS OF THE JOB 1.1 Lead and support people to resolve operational incidents. Plan action to meet the needs of the incident To attend operational incidents in accordance with NIFRS Incident Command Policy, to carry out specific duties such as: Incident Commander, Command Support, Functional or Safety Officer. Implement action to meet planned objectives Formulate and communicate plans clearly, concisely and with relevant degree of priority to a range of people. Deploy appropriate resources to meet both initial and changing demands of operational incidents. To resolve incidents relevant to the incident type by assuming command or providing support to the Incident Commander. Close down the operational phase of incidents Ensure that all operational incidents are closed and all action is taken to ensure that the incident is resolved or brought to a point at which handover to another agency can take place. An effective handover must take place. Debrief people following incidents Conduct debriefs of both individuals and groups, including measurement and feedback of performance against agreed specified standards relevant to work roles. Ensure risk critical issues are addressed, recognise and support successful actions and communicate clearly, concisely and constructively with a range of people. 1.2 Inform and educate your community to improve awareness of safety. Promote safety matters to inform your community Assist the Watch Commander to co-ordinate safety matters allocated to the Watch including responding to direct requests for safety information, home safety inspections, leaflet drops, house to house visits, Station visits, chip pan and first-aid firefighting demonstrations. 3 Facilitate learning through demonstration and instruction Assist learning and promote understanding of safety matters through demonstration of fire safety, first-aid firefighting, calling emergency Services and awareness raising of the role of the Fire & Rescue Service in the community. 1.3 Contribute to fire safety solutions to minimise risks to your community. Inspect premises to minimise risks to people, property and the environment Conduct fire safety and SOP 12 inspections, both individually and with Watch/Station members. This will include confirming arrangements with contacts and conducting the inspection to set criteria. Report on issues arising at inspection Prepare and produce written and verbal reports on fire safety audits. Your reports will be in the agreed format and produced to a specified deadline. 1.4 Lead the work of teams and individuals. Plan the work of teams and individuals Plan the work for your Watch / Team on a daily and weekly basis allocating tasks and duties and setting objectives in accordance with the continuation training programme and Service work routine. Assess the work of teams and individuals Assess individuals and teams against their prescribed standards of performance in the completion of the tasks you have allocated. Provide feedback to teams and individuals on their work Give feedback proactively and on request to your Watch / Team and to individuals. This includes you taking opportunities during normal work activity, during debriefs and during performance reviews to provide constructive feedback to improve performance. 1.5 Maintain activities to meet requirements. Maintain work activities to meet requirements You must manage your day-to-day work activities to ensure that deadlines and work objectives are consistently met. This includes ensuring that you agree objectives on a daily and weekly basis and monitor progress, resolving any problems that arise. Maintain healthy, safe and productive working conditions Ensure all health, safety and security measures are consistently maintained in the workplace. This includes ensuring that working conditions conform to the Service legal requirements and that breaches in Health & Safety are resolved and actioned. 4 Make recommendations for improvements to work activities Encourage and support suggestions for improvement to working practices, systems and to personal and organisational performance. This includes written and verbal recommendations to relevant people throughout the Service. 1.6 Take responsibility for effective performance. Take responsibility for personal performance Through proactive involvement in taking responsibility for your performance, including ensuring your own health and fitness for work is in line with the Service Occupational Health Policy. Establish and maintain effective working relationships and promote fairness at work and equal opportunities for people Through commitment to, and involvement in developing and maintaining effective working relationships with colleagues, team members, staff representatives, line managers and external contacts. Ensuring equality of opportunity in all matters through adhering to NIFRS equality policies. Develop your own skills to improve your performance Through personal involvement in and commitment to continually improving your performance through self-assessment and proactive action to resolve your development needs. It includes your involvement in debriefs and performance reviews and use of your Personal Development Record. 1.7 Support the development of teams and individuals. Contribute to the identification of development needs Take part in the active identification of training and development needs for individuals on your Watch and for the Watch as a whole through accurately assessing gaps in workplace performance. Contribute to planning the development of teams and individuals By preparing effective and efficient plans to meet identified gaps in performance for individuals and teams. Contribute to development activities You shall participate in the development of individuals and of your Watch as a whole, including suggestions for ideas and means to meet identified needs including coaching and operational development as well as one to one feedback and support. Contribute to the assessment of people against development objectives By your participation in the accurate assessment of improvements in performance resulting in development activities, and providing feedback on your evaluation of the effectiveness of training and development activities. 5 1.8 Investigate and report on events to inform future practice. Gather information to support the investigation of an event You must collect information from a range of sources which is relevant to and supports the investigation of an event; this may include written, verbal and/or statistical information from internal and external sources. Report the findings and conclusions of an investigation Preparation and presentation of your findings and conclusions, based on the collection and analysis of information you have gathered. SECTION 2 KEY RESPONSIBILITIES OF THE ROLE Attend operational incidents, take command and / or assume a functional role within the ICS structure. To maintain operational competence for the role through full participation in operational training, the operational familiarisation process, exercises and other ICS development opportunity. To carry out all duties commensurate with your role in a competent and effective manner to the highest standards of care and quality. To be available to attend for duty in line with Service requirements and to respond immediately and safely to emergency incidents. To maintain Service Delivery there will be occasions when you shall be required to undertake the duties of a higher role; and, on a voluntary basis, be recalled to duty to assist with a serious incident. To promote, uphold and implement all Service policies, plans and procedures including, for example, Attendance Management and those relating to legal requirements such as Equality, Health & Safety, Data Protection, Freedom of Information, etc. To acquire and maintain all skills as determined by Area and Service requirements by undertaking any training deemed appropriate and deliver training to other NIFRS personnel or external agencies when required. The level of competence for the skills base will be measured in accordance with the relevant National Occupational Standards and Role Maps. To maintain a level of fitness for work to carry out all duties of your role in line with the Service s Occupational Health Policy. Subject to existing agreements, to serve in any other post at the same role within the Service. To assist in the development and implementation of a Station/Unit Business Plan to reflect the requirements of the District and Area/Department Business Plan.
