2 Welcome Message from the Premier Welcome to Fuelling the Future: Global Opportunities for LNG in B.C. This event marks a significant milestone in our goal of establishing B.C. as a premier location for liquefied natural gas production and export. Thank you for being part of it with us. British Columbia s natural gas sector is in a period of transition an unprecedented time of opportunity and growth. A great deal of that progress has taken place following the release of the BC Jobs Plan in 2011, which outlined our commitment to global competitiveness and new market access. We ve taken important steps forward, including policy changes to foster growth and to ensure power is available to support development. We are working closely with proponents who are already advancing their plans to build LNG infrastructure on B.C. s coastline. The advantages of an LNG industry in B.C. are clear. We have lower shipping costs thanks to our proximity to growing markets with a demand for energy resources. We also have a vast supply of natural gas to meet these demands. Our long history of safe, responsible natural gas development makes us a reliable place to invest and conduct business. In addition, a strong relationship with B.C. s First Nations continues to facilitate mutually beneficial partnerships. It all adds up to a very exciting time for British Columbia, and for Canada. We are on the verge of making our province a world-leader in natural gas production and supply. Welcome to B.C. s first international LNG conference and to the next step forward. British Columbia is positioned well to supply the demand for natural gas to global markets and geographically poised to supply Asian markets. Global proponents with LNG experience are now engaging with First Nations and communities as they pursue their development interests. To profile BC s competitive advantage, the Ministry of Energy, Mines and Natural Gas has organized the Fuelling the Future: Global Opportunities for LNG in BC conference, February 25th and 26th, 2013 in Vancouver Canada. The conference will highlight the expertise international LNG proponents bring to BC, explain how this energy sector industry is developing in the province and provide a domestic and international economic perspective on BC s emerging LNG industry. The conference will highlight provincial priorities, including the BC Jobs Plan, skills training and development, the significance of business opportunities and the opportunity to develop strong working relationships with First Nations and communities along BC s coast. 4 Speaker Biographies Premier Christy Clark Christy Clark was sworn in as British Columbia s 35th Premier on March 14, One of her first accomplishments was the creation of Canada Starts Here: The BC Jobs Plan a living plan for creating long-term jobs and investment. Through the BC Jobs Plan, Premier Clark has shown a relentless focus on creating jobs, ensuring government controls spending and making smart investments to make life more affordable for families. In February 2012, the provincial government released a natural gas strategy and a complementary strategy that focuses on developing our province s crucial new Liquefied Natural Gas sector. The LNG strategy is a significant component of the Plan. It presents an opportunity for B.C. to continue to grow its economy, and maintain its competitiveness as a stable, safe harbour for investment while developing a cleaner source of energy for the world. It will also maintain affordable energy rates for families and commercial industry. The BC Jobs Plan represents Christy Clark s dedication to public service and vision for British Columbia. First elected to the legislature in 1996, she was re-elected in 2001 and served as Deputy Premier and Minister of Education. She took a break from government in 2005 to spend more time with her family and then worked in the media, including as a columnist and commentator and host of the Christy Clark Show on CKNW. In 2011, she got back into politics to stand up for B.C. and make a difference for B.C. families. Minister Joe Oliver Joe Oliver was elected to the House of Commons for the first time in May He was appointed Minister of Natural Resources on May 18, Prior to his election to Parliament, Mr. Oliver had a career in the investment banking industry. He began his investment banking career at Merrill Lynch, and served in senior positions at other investment dealers and as Executive Director of the Ontario Securities Commission. He was then appointed President and Chief Executive Officer of the Investment Dealers Association of Canada. He also played a prominent role as Chair of the Advisory Committee of the International Council of Securities Associations and as Chair of the Consultative Committee of the International Association of Securities Commissions. A graduate of the Directors Education Program at the Rotman School of Management, he was also a member of the Canadian Institute of Chartered Business Valuators and sat on the board of the Canadian Securities Institute Research Foundation. Mr. Oliver is an active member of his community and volunteers for various charities in Canada and abroad. He served as Chair of the Prostate Cancer Research Foundation of Canada for four years, and as a member of the Board of Mount Sinai Hospital. Mr. Oliver obtained both his Bachelor of Arts and Bachelor of Civil Law at McGill University. He was called to the Quebec Bar and later graduated with an MBA from the Harvard Graduate School of Business.
5 Jim Prentice The Honourable Jim Prentice is Senior Executive Vice President and Vice Chairman of CIBC, which he joined in In this role, he is responsible for expanding CIBC s relationships with corporate clients worldwide and providing leadership on strategic initiatives to enhance CIBC s position in the market. In addition to serving as the Member of Parliament for Calgary Centre North from 2004 to 2010, Mr. Prentice served variously as the Minister of Industry, Minister of the Environment, Minister of Indian Affairs and Northern Development and Minister responsible for major pipeline projects. While serving as the Minister of Industry, Mr. Prentice modernized the Investment Canada Act and implemented guidelines governing investments in Canada by foreign State Owned Enterprises. Mr. Prentice served as Canada s principal intermediary with the Obama Administration on energy and environment matters, as well as Canada s negotiator for climate change negotiations, which culminated in the Copenhagen Accord of He also harmonized carbon emission policies for the Canadian and American transportation network and established the national policy that will phase out dated coal burning plants in Canada. Adam Sieminski Adam Sieminski is the administrator of the US Energy Information Administration (EIA), the statistical and analytical agency within the US Department of Energy and the nation s premier source of energy information. There, Mr. Sieminski is responsible for collecting, analyzing, and disseminating energy information to promote sound policy-making, efficient markets, and public understanding of energy and its interaction with the economy and the environment. EIA provides a wide range of information and data products covering energy production, stocks, demand, imports, exports, and prices. Prior to joining EIA, Mr. Sieminski served as a senior director for energy and environment on the National Security Council, as well as the chief energy economist for Deutsche Bank, where his role included forecasting energy market trends and writing on a variety of topics involving energy economics, climate change, geopolitics, and commodity prices. He has also served as president of the National Association of Petroleum Investment Analysts, and, in 2006, helped author the National Petroleum Council s Global Oil and Gas Study: The Hard Truths for the US Secretary of Energy.
