1 POSITION DESCRIPTION POSITION TITLE: CONSULTANT OPHTHALMOLOGIST DEPARTMENT/SERVICE: OPHTHALMOLOGY REPORTS TO: CLINICAL DIRECTOR, SURGICAL SERVICES BUSINESS/SERVICE MANAGER, APPROVED: Manager Date ACCEPTED: Employee Date ROLE SUMMARY This position works principally within the departments or services specified above, however all employees at the Whanganui District Health Board and MidCentral District Health Board may be required to undertake duties in other areas of the organisation which promote the efficient and effective operation of the DHBs which reasonably fall within the general parameters of this position. PURPOSE OF THE POSITION DIRECT REPORTS Nil To provide a high standard of clinical practice and clinical expertise in assessment, investigation, diagnosis and treatment of ophthalmological patients, contributing to the provision of efficient and effective ophthalmologist surgical services to the community and region served by the Whanganui District Health Board. To deliver clinical care to patients requiring ophthalmologist surgical treatment/ service. To provide acute care for ophthalmologist surgical services. To provide training/education to Registrars and Resident Medical Officers. 1

3 Key Accountabilities (Key areas of focus) Delivery of clinical care to patients requiring ophthalmologist treatment/service KEY PERFORMANCE INDICATORS Tasks (How it is achieved) Clinical Maintains a high standard of professional care in accordance with the NZMA Code of Ethics (Appendix 1), statutory and regulatory requirements and Whanganui DHB policies and any subsequent amendments hereto. Conducts outpatient clinics, ward rounds and operating sessions (if appropriate) in accordance with the schedule attached. Uses the time for operating sessions, clinics, ward rounds and administration efficiently and effectively towards achieving the goals of the annual business plan. Will ensure minimum hospital stay compatible with a high standard of ophthalmologist care. (The average length of hospital stay will be comparable to the average stay at comparable institutions after adjustment for age and case mix). Where possible, investigation and treatment procedures will be carried out within Whanganui District Health board. The surgeon will be present and ready to commence theatre work at the official starting time for the list. 4 Provision of acute specialist care for surgical care Patient information and informed consent Health promotion and disease prevention Staff and patient relations In-service education of Registrars and Resident Medical Officers Participates in the roster providing 24-hour cover for the Ophthalmalogical Services. When 'on call' is available to consult with the house surgeon / registrar by telephone or will respond to requests to be called back to assist. All general surgical patients admitted acutely will be seen by the consultant immediately if required and as soon as necessary in all cases. Gives patients a full and clear explanation of all procedures and treatments. Obtains informed consent for all patients in accordance with Whanganui District Health Board's policy for undertaking any operation, test or procedure. Advises patients about the advantages of healthy lifestyles and specific measures that may prevent recurrences of ill health. Participates in health promotion awareness campaigns relevant to his / her specialty and Whanganui District Health Boards goals. Responds to and fulfils the needs of community groups requiring information concerning the specialist's area of expertise and interest. Maintains effective interpersonal relationships with multidisciplinary staff, patients and relatives / whanau. Handles problems and complaints sensitively. Non-Clinical Provides clinical supervision and teaching for Resident Medical Officers, on a regular basis. Meets the needs of Resident Medical Officers in assisting them to reach their training and examination requirements and development of clinical competence. Reports and discharge letters are completed and dispatched immediately, following the discharge of every patient. Utilises appropriately annual entitlement of Continuing Medical Education leave. Projects are approved by Whanganui District Health Board s Ethics Committees, ethical guidelines are followed and research is published. Carries out reviews of drugs, equipment and methods of clinical management as time permits. Attends and participates in regular departmental audit / peer review activities, including morbidity / mortality reports. Has positive interaction with patients at all times. 7 IDEAL PERSON PROFILE QUALIFICATIONS, SKILLS AND EXPERIENCE Essential MbChB or equivalent Registered with the Medical Council of New Zealand FRACS or equivalent qualification Higher qualification in a relevant specialty Previous employment in a similar position PHYSICAL ATTRIBUTES Under the Human Rights Act 1993 discrimination based on disability is unlawful. Ability to wear face masks and rubber gloves for protection against infectious disease. Absence of a health condition which could increase appointee's susceptibility if exposed to infections more frequently than usual. Skin condition should allow frequent contact with water, soap/disinfectant soap, chemicals and latex rubber. Skin should not be fissured, scaly, cracked on hands, forearms, face or neck. The appointee must not have infection or colonisation with MRSA. The appointee must not have a health condition that will put others at risk. Manual dexterity sufficient to operate a variety of specialised equipment used within wards/departments at Wanganui Hospital as required, including syringes and use of clerical items including personal computers. A high degree of physical capacity is required as the work is physically demanding, involving standing, walking, sitting, stretching, twisting bending and lifting/moving weights up to and above 15 kilograms frequently. (Stature extremes may increase hazard of shared activities). A high degree of mental concentration is required. Ability to move about and undertake necessary duties (sometimes in restricted spaces) in wards / departments / community settings within Whanganui District Health Board. Visual ability sufficient to read, write/record, operate equipment, safely administer medications, monitor equipment and patient status enabling accurate performance of essential job duties. Successful interviewees will need to know their "Hepatitis B" status 7
