You will be contributing to a number of our projects in this area and playing an active role in the current policy debates. About IEEP The Institute for European Environmental Policy (IEEP) is an independent and influential policy studies institute, based in central London and Brussels. We undertake research and consultancy work on the development, implementation and evaluation of environmental and environment-related policies in Europe. IEEP s work is directly relevant to current policy debates and staff work closely with the EU institutions, national and regional government departments in various parts of Europe, agencies, parliamentarians, NGOs and academics. Much of IEEP s project work involves teams of partners from a variety of countries and staff travel frequently within Europe. Our project portfolio varies from year to year but we maintain a commitment to being at the cutting edge of thinking about the integration of the environment into EU policies, including sectoral policies such as the Common Agricultural Policy (CAP) and to promoting a thorough understanding of environmental issues and needs among policy makers and other relevant organisations in Europe. 2 The Post We have a vacancy for an experienced policy analyst, with solid research, analytical, organisational and communication skills, to work on policy research related to the CAP and other policies affecting sustainable land use, as well as manage a large 14-partner three year EU-wide research study. The ideal candidate will be an ambitious, energetic individual, keen to play a key role in a motivated and successful team, playing a key role in managing our new Horizon 2020 research project PEGASUS (Public Ecosystem Goods And Services from land management: Unlocking the Synergies) and conducting research and analysis to support a range of projects and advisory work in the field of agriculture and forestry policy. We are looking for an excellent project manager, with an interest and relevant expertise in the Common Agricultural Policy and other policies that influence the sustainable use of rural land, both agriculture and forestry. An economics background would be desirable. It will be a stimulating and demanding job requiring considerable policy knowledge, analytical capacity and project management skills, equipping you to engage in and help to shape current policy debates. It offers both intellectual challenge and a significant opportunity to make a real difference in influencing the way land is managed in the future. The successful candidate will join the Agriculture and Land Management Programme, a cohesive and supportive team, committed to the professional development of all of its members. You will enter an intellectually challenging and fast-paced environment, where there are significant opportunities for learning and making a difference. All candidates should be able to work under pressure and meet firm deadlines. The post will involve some travel, typically short trips within Europe. IEEP has an excellent reputation as a leading authority on policies relating to sustainable land use, particularly the Common Agricultural Policy. Land Use, Land Use Change and Forestry (LULUCF) and the issue of land as an environmental resource, including how to encourage greater delivery of public goods and ecosystem services from rural land, are increasingly important thematic areas of focus within the Institute. Through our programme of work we aim to inform and influence the development of policies with implications for the sustainable use of land. We are currently involved in work reviewing how Member States are choosing to implement the 2013 reform of the Common Agricultural Policy (CAP), focusing on the likely environmental implications of Pillar 1 implementation choices and how to improve implementation of Rural Development Programmes. We are also looking at how best the LULUCF sector might be accounted for under the 2030 climate framework as well as the most effective and efficient measures that can be used in the land based sectors to reduce greenhouse gas emissions. From March 2015 we will lead a major new EU research project considering how to improve the delivery of ecosystem services from rural land. The projects we work on vary considerably in size and subject matter, and are for a range of sponsors and clients, including different parts of the European Commission, such as DG

3 Agriculture, DG Environment, DG Climate Action, DG Research, the European Parliament, national government departments, the UK countryside agencies and NGOs. The scope of the work is broad - covering the key environmental issues of the day - and is of a strategic nature. This is a permanent post (subject to a one year probationary period) and ideally will be based in our London office. The post will report to Kaley Hart, Head of the Agriculture and Land Management Programme. Responsibilities Particular aspects of the job include: Coordinating and leading the day to day management of our new three year Horizon 2020 research project, PEGASUS, involving 14 partners from across the EU, including responsibility for leading and carrying out a number of research tasks (likely to be about two-thirds of the role); Contributing to other policy research projects relating to the sustainable management of agricultural and forest land in the EU; Responsibility for the ongoing management and future development of our CAP2020 website, which provides a platform for debate and analysis on the future of the CAP; Successfully developing, leading and winning bids for new research and project work in key areas of the team s interest/competence; Making well-judged contributions to EU policy debate in the agriculture and sustainable land management field; Preparing, writing and editing substantive research reports and shorter briefing materials, often to tight deadlines; Providing policy advice to the UK statutory agencies and others; Representing IEEP and promoting key policy messages through speaking at national and European level conferences and events; and Maintaining good relations with a variety of external institutions and clients in the policy making/influencing arena; Maintaining an up to date and detailed knowledge of agricultural, rural development and related (e.g. biodiversity, climate, water) policies at a European level and a broad overview of how these are implemented within the UK and other Member States. Person Specification The ideal candidate will have the following skills and attributes. Essential: A relevant degree (ideally post-graduate) or equivalent qualification in one of the following, or related, subject areas: agricultural, environmental or rural economics; agriculture; environmental policy; or social sciences; Established expertise and a proven track record of working in a research environment in the field of sustainable land use policy, including the CAP, with at least four years of relevant experience and a corresponding list of project achievements, and publications; A broad knowledge of the literature and policy dialogue surrounding environmental and climate aspects of the CAP and land use policy more generally as well as a good

4 understanding of the basic principles of economics and their relevance to agricultural policy; Proven competence in leading EU or national research projects, with an ability to plan and manage projects, tasks and budgets effectively and accurately; A good understanding of the relative merits of different research methods and techniques when undertaking research and the enthusiasm to develop new skills and learn new areas of policy; Flexibility and desire to work in a fast paced policy field requiring the ability to work to meet tight deadlines; Experience of making successful bids for significant project or programme initiatives; Demonstrated good communication skills, in particular excellent written and spoken English, the ability to present information in a clear, concise and accessible style. The ability, where necessary and appropriate, to represent IEEP externally with confidence; The enthusiasm and adaptability to work across a range of subjects as part of a team, and ability to communicate effectively and authoritatively with professional staff in other organisations; A good understanding of EU policy processes and institutions; A high degree of computer literacy and familiarity with Microsoft Office applications. Desirable: A background in economics; Experience in managing a website; Experience in staff management; Knowledge and proficiency (written and spoken) in one or more European languages, other than English German or a southern European language would be advantageous. All team members are expected to play a role in ensuring that IEEP maintains its reputation as one of the leading authorities on sustainable land use in Europe. Remuneration On appointment, the gross annual salary will depend on qualifications and experience, and may range between 28,000 and 30,000.
