1 JOB DESCRIPTION AMNESTY INTERNATIONAL - INTERNATIONAL SECRETARIAT JOB TITLE Deputy Program Director, Global Campaigns PROGRAMME Campaigns Programme LOCATION London JOB PURPOSE Provide strategic direction, operational leadership, research and policy development and multi-disciplinary coordination across different stakeholders inside and outside the organization on AI s global campaigns. TEAM PURPOSE To develop, coordinate, programme and lead on delivery of AI s global campaigns; to coordinate and deliver campaign work on behalf of individuals at risk/human rights defenders where relevant to global campaigns; to increase campaign effectiveness across the IS and the AI movement. AIIS PURPOSE The International Secretariat, which operates from a number of sites around the world, gathers and communicates accurate and action-oriented human rights information globally. We campaign for meaningful human rights change; enable effective human rights activism and work to persuade governments and other actors to uphold universal human rights standards. We provide strategic leadership, support and advice to the Amnesty International movement globally, fostering Amnesty International s contribution, presence and public accountability throughout the world. WORKING RELATIONSHIPS Reporting to Campaigns Programme Director Posts this job manages A campaign team of 5 staff, including campaign, communication, policy and legal staff and volunteers as necessary. Other key relationships Senior Director for Campaign and Communications, Other Senior Directors; Directors and Deputy Directors; Regional programme staff, policy, legal and thematic teams, AI section & structure staff, in particular campaigns and communications staff and external partner organisations

2 USEFUL INFORMATION This Deputy Program Director Global Campaigns post focuses on strategic development and operational delivery of AI s global campaign/s. These are campaigns defined and drawn from AI s strategic priorities. The Deputy Program Director will lead on developing the campaign and ensuring effective participation of AI sections, structures and partners in the campaign, both in the global North and the South. MAIN RESPONSIBILITIES Develop and promote Global Campaign strategies and oversee implementation of activities to campaign s objectives and priorities in accordance with the campaign s budget and the IS operational plan in order to have effective campaigns that meet AI Strategic Goals; Provide leadership to all those directly supporting Global Campaign s development and delivery across the IS, including the day to day management of a dedicated global campaigns team, to ensure the team is effectively managed; Provide necessary leadership to ensure that Global Campaigns is underpinned by legal analysis, necessary policies and organisational positioning; Review, approve and advise on documents and other campaigning materials to ensure the quality of the Global Campaign team s output; Communicate effectively with all key stakeholders within and outside the AI movement about the vision, direction and milestones of global campaigns making mutual expectations clear and achievable. Provide overall leadership on the development and implementation of innovative research in the Global Campaigns team as well as integration of research projects in regional teams; Share responsibility for the management of the Campaigns Program and the International Secretariat, also by participating in the development of strategic and operational plans of the IS, contributing to the corporate management issues and to effective management-staff communication; Ensure that the global campaigns leads to, and is supported by, the formation of appropriate and effective partnerships with other international and local NGOs and social movements;

3 Ensure that methods are in place for evaluation of methodological effectiveness and impact of global campaigns; and generate, institutionalize and disseminate the results and recommendations for organizational learning; Contribute as relevant global campaign s perspective and priorities to the formulation and development of integrated thematic, regional and country actions and strategies and incorporate in the campaign the thematic, regional and country perspectives as appropriate for the campaign development and delivery; Expand global campaigns take up in more countries of the global South, including by increasing take up by AI sections in the global North of issues of concern to the global South so that campaigns develop a proper global participation; Provide overall leadership, coordination and facilitation in campaigning and activist mobilization techniques both in the global North and the South for global campaigns; Undertake public representation responsibilities on behalf of AI as needed and agreed. WHAT DOES SUCCESS LOOK LIKE IN THIS JOB? Global Campaigns have clear strategies, including on newer areas of work strategically prioritized within AIs overall strategic goals; Key stakeholders within and across the AI movement are able to contribute to the development of strategies and plans; Global campaigns have clear operational plans and budgets which are understood in the IS and by sections, structure and partners; Necessary policies are developed and organizational positioning done by AI to support the core components of global campaign themes and issues; Global campaigns embed strong research components and produce high quality research to support actions Strong interest is shown in the global campaigns by sections and structures in both global North and the South, with a focus on getting more buy-in and participation from the global South; Global Campaigns lead to a wide range of partnership both in the global North and the South; The campaign implementation is monitored well and impact and learning are captured and disseminated well; Global campaigns inform the development of regional, thematic and other relevant strategies in the IS and the movement and vice versa;

4 The campaign is able to bring about changes in the government policies and practices; The Deputy Director Global Campaigns makes important contribution to the overall management of the IS; AI s brand recognition is enhanced as a serious organization engaged on the rights of individuals in relation to human rights issues relating to national security counter terrorism and terrorism. SKILLS AND EXPERIENCE Knowledge of international human rights framework; Substantial experience developing and delivering campaign strategies at international levels; excellent understanding of strategic campaign methodologies, power/political analysis and other campaign development tools; Proven demonstrable and successful experience of effective project management, including preparing operational plans, with clearly set milestones and achievable targets, involving various stakeholders in the centralized hub and across various regions of the world; Proven experience of managing staff and managing a budget; Ability to precisely communicate inside the organization as well as at high level external meetings, media work and campaign occasions; Experience of research management and research for advocacy purposes, including field research, and of producing high quality action-oriented reports; Deep understanding of the activist mobilization methods, tools and techniques, both online and offline, across different parts of the world, including the Global South; Ability to use participatory approaches and methodologies when working with AI staff and others; Understanding and experience of complex partnership management involving multi-layered stakeholders coming from different parts of the world, including NGOs and social movements; Understanding and experiences of monitoring of implementation, campaign evaluation, impact assessment and learning; Strong strategic thinking capacity; Excellent public speaking, writing and editing skills in English, fluency in other languages highly desirable; Excellent political judgment skills in politically complex analyses and situations;

5 Understanding and experience of working in a multi-cultural environment and delivering the campaign across different cultures. Understanding of NGO corporate management issues in a complex setting and ability to contribute to the management of a large organization; Understanding of voluntary commitment and of organizational needs of a membership organisation and the implications of this for developing and implementing campaigns.
