3 Since 13th December 2013 Before this date, only isolated efforts was conduced Advisory Committee on Operational Helicopter Safety (HST-México) A group including the national helicopter industry and the mexican federal government, which together are designed to take actions to mitigate accidents and incidents in the operation of rotorcraft, by means of: Analyze Implement Evaluate 3

5 Main goals of this team are based on the IHST objectives in order to reduce the accident rates on helicopters. Mission: Establish a supportive atmosphere between Helicopter Industry and the Aeronautics Authorities, to promote and develop best practices for safety, using the tools of risk management, analysis of accidents / incidents and exchange of experiences with the international community. Vision: Generate a helicopter community in Mexico with a rate of zero accidents. 5

7 Working Groups First Task and Results: Specific internet site implementation under Mexican Government Transport official page. Establishment of clear Goals and Operational commitments to reduce helicopter operational risks. Improve take-off and landing pathways for helicopters in the Mexico City International Airport. To make a global survey of current level of operators SMS implementation. (Survey performed and promotion of SMS on-going). Studies to have all helicopters in Mexico equipped with an ADS-B (Automatic Dependent Surveillance Broadcast). Where an Airbus Helicopter was the first government helicopter modified on December 2015 (Test in progress). First time an helicopters accident rate analysis in Mexico (presented in 2014, available at Mexican DGAC internet site). Sub-group to work on Safety for offshore operations. (In progress). To review current Mexican regulations in terms of Safety in order to adapt them to new international requirements. (In progress). Since 2013, the HST Mexico performs promotional activities in national and international seminars. 7

Accident Investigation area (qualified investigator, crisis management, authorities support network, etc) Dedicated resources to spread and support efforts on Safety in order to promote and animate task as: HST local teams Safety Seminars Educational promotions (general and specific training courses, including ab-initio formation) Safety Networks SMS implementation Safety Road Shows events Aviation Safety communications Risk Mapping Accidents investigations support and statistics (only for AH) Technology implementation (EGPWS, TCAS, CVFDR, Cut-cables) +30 Countries In AHMSA, The IHST challenge is ours!

11 SAFETY ROAD SHOW (SRS) Aimed at aviation authorities, owners, operators, maintenance centers, pilots, mechanics, administrative, etc. The main Objective is to develop a high safety culture with our customers The Latin American Safety Road Show concept is now transported from AH around the globe, we had more than 60 Safety Events World Wide with customers in 2015 The SRS subjects are focused on: Local Aviation Authorities presentation and Inclusion of their comments or local rules. Statistics of accidents and incidents. Introduction to Aviation Safety. Introduction to SMS (Safety Management System). 49 SRS seminars in LATAM in the last 5 years 12 Countries persons 7 hours per session Safety Culture, Business vs. Safety Airbus Helicopters solutions to improve safety IHST / EHEST information and promotion Work shop with the company or organization to help them to establish its own Road Map

12 CONTINUOUS AIRWORTHINESS MANAGEMENT ORGANIZATION (CAMO) Specific software tool of Airbus Helicopters, ensuring the airworthiness of helicopters customer by managing all the required maintenance activities. Specific and customized reports Alerts before a non airworthiness situation Accurate and reliable log book status (flying hours, cycles, defects, etc.) Advanced steering of maintenance operations (scheduling of programmed maintenance operations and management of unscheduled maintenance operations) Etc.

15 Our experience in AHMSA shows that with an dedicated and committed team, it is possible to do something to improve safety. Yes, It is possible to have a better safe use of helicopters, but still a long way to improve, nevertheless, with the support of all the industry, authorities and operators, we can do it, and the IHST is one good way. Regarding the HST MEXICO: As an new organization is in place inside the Mexican Aviation Authority, it is planned a meeting at mid March to re-activate the work groups in charge to boost the initiatives in progress of this team. Keep boosting Safety Road Shows in the LATAM region, looking for animate local authorities to implement their own Helicopter Safety Teams, SMS culture, Statistics culture, Educational principles, IHST promotion, etc. Some actions can be a big impact promoting safety, just one example: For LATAM area, develop and translate in Spanish language more information from the IHST and EHEST, in order to be more useful on this countries. 15
