2 International negotiations on climate change Annual negotiations under the UNFCCC (United Nations Framework Convention on Climate Change) since the Earth Summit of Rio de Janeiro (June 1992) Every year, the COP (Conférence des Parties) gathers all the 195 countries (+ the EU) that have ratified the convention to review: the achievements of the different action plans decided (targets per country) Intended Nationally Determined Contributions (INDCs) Negotiate and adopt the future framework on states commitment against climate change Financial funds/means to achieve the goals/ commitments+ Agenda of solutions December 2015 I 2

3 International negotiations on climate change In 1992, the Convention s members recognized that industrialized countries are primarily responsible and commits them to combating climate change, setting as its ultimate objective the stabilization of atmospheric greenhouse gas (GHG) concentrations at a level that does not endanger the global climate system; In 1997, at Kyoto (COP 3), agreement concluded was to demand to the 37 developed countries to cut down their GHG emissions by 5% between (base 1990); In 2015, aim of the negotiation is enable an agreement, that focus on: Equally mitigation of climate change (i.e. reduce the greenhouse gas emissions in order to limit global warming to below C as of 2100) ( EUROPE best in class and France amongst the best in Europe but we live in a common world: negociaition between key parties are key ) December 2015 I 3

4 Beyond the states commitments, business & civil society is asked to be involved COP 21 is gathering all initiatives from private sector at the same time; Agenda des solutions (Agenda of solutions) to be decided at Paris (i.e. solutions to contribute to CO2 emissions reductions); Civil society are willing to contribute: or other public actors (cities, local government, etc.), NGOs, etc. Involve industry as a key partner to find common solution for a carbon neutral and a competitive industry December 2015 I 4
