Sealed item rate quotations are invited for the above mentioned work, for an estimated cost of Rs.1,65,145/- (inclusive of all Taxes) from reputed firms/agencies/isp, who have carried out similar type of work of Providing Internet BW(1:1) leased line. Your offer should reach the O/o. Asst. GM (Electronics), Electronics Maintenance Division, Operational Offices, (2 nd Floor), AAI, Chennai Airport, Chennai, latest by 08/06/26 15:00Hrs, and Envelope- A (Technical Bid) will be opened first on the same day at 15:30Hrs, and envelop B (Financial Bid) of only those firms qualifying in the Technical bid, will be opened on the same day or at a later date. The Bidder (ISP) shall provide the proposed 2 Mbps or more internet B.W (1:1) strictly as under:- a) ISP will use their own last mile connection from their local POP to AAI site ISP will not be allowed to use the existing BSNL last mile line connection. b) It is preferred to have the last mile connectivity through OFC/wireless etc. The infrastructure required like wireless tower laying of OFC etc, shall be the responsibility of the agency. No extra cost will be paid by AAI on this account. 1. Bidder may visit the site for evaluation before submitting their offer on all working days except Saturdays, Sundays and Public Holidays, between 1100hrs and 1600 hrs, with prior permission of Engineer -in-charge, Electronics Department, AAI. GENERAL AND TECHNICAL SPECIFICATIONS: SCOPE OF WORK: a. Provision of Redundant Internet Bandwidth 2 Mbps or more, 1:1 clean (L.L) at ICMS server room, Cargo Complex, Chennai Airport, Chennai for one as per system design and Terms & Conditions.. b. Supply, installation of necessary hardware as required at site. c. Configuration of above as per System Design & AAI requirement....2

2 - 2 - SYSTEM DESIGN: At present AAI has one online ICMS database system with Oracle 10g database & application at Cargo Terminal, Chennai Airport, Chennai and EDI connectivity with customs own centralized network at Delhi through FTP server. In order to exchange data s between ICMS & Customs Network of Delhi, AAI has already installed one BSNL 512 Kbps (1:1) LL clean internet connection along with UTM Fire wall with all security services, Load balancer, router with two WAN ports and tested the same with Custom Server at New Delhi. The proposed internet 2 Mbps 1:1 (L.LI) B.W will be used as redundant and will be terminated on router, which will be connected to existing FTP server for data communication with ICES 1.5. The ISP (bidder) will provide the proposed 2Mbps internet B.W (1:1) strictly as under: a) ISP will use their own last mile connection from their local POP to AAI site. ISP will not be allowed to use the existing BSNL last mile line connection. b) It is preferred to have the last mile line connectivity through OFC, Wireless etc. PERIOD: The 2 Mbps LL (leased Line) internet BW is for a period of one TERMS AND CONDITIONS: A. Envelop- A (Eligibility bid) shall contain the following documents: 1. Self attested copy of, manent Account Number (PAN), 2. Valid Sales Tax Registration (VAT) 3. Work orders copy for similar type of work carried should be submitted as proof of experience. 4. Acceptance Letter shall submit in firm letter head with signature and seal As per Annexure-I (page - 5). All documents mentioned above shall be self attested and submitted in envelop- A. If Envelop- A do not contain any one / all documents mentioned above, the firm s quotation will be summarily rejected. B. Envelop- B (Price Bid only): Please read the Scope of work carefully before filling the price:-..3

3 - 3 - Price Bid as per schedule of quantity 1. Envelop B shall contain only Price bid as per schedule of quantity (page no.6) 2. %age of Taxes to be mentioned clearly. 3. All numerical figures shall be written clearly & avoid any overwriting/correction. 1. Offer Validity: 90 Days from the date of opening quotation. 2. AAI reserves the right to accept or reject any or all applications without assigning any reasons. AAI also reserves the right to call off NIQ process at any stage without assigning any reason. 3. EVALUATION: The evaluation of lowest tenderer will be done based on the rates quoted for the first only. 4. RENEWAL: Renewal of service may be extended for another, subject to satisfactory services, and approval of competent authority. The rates may be negotiated if required for renewal. General: a) The contractor shall carry out the work in accordance with the system design and specifications detailed herein. b) The work herein specified shall be performed by competent workman in a through professional manner. c) The contractor s officials working at cargo complex shall strictly follow the cargo discipline & rules. d) Cargo Complex entry passes for the contractor staff shall be recommended, contractor shall be fully responsible for obtaining the entry passes for his officials. After completion of work passes should be surrendered in the office of the Security officer, Cargo AAI/ Electronics Manager. e) All contractors staff shall behave in orderly manner and shall not indulge in any activity beyond the scope of contract. Any staff violating the clauses/cargo rules & discipline shall be removed by the contractor from duty on intimation with immediate effect. f) The contractor is fully responsible if any accident takes places with his staff deputed for the job g) The contractor shall confirm in writing the names of the service engineers and complete address with telephone number of their service centers. Any change in address, telephone number of the service centre shall be intimated in advance. Complaints shall be lodged at the service centre. 4

4 OTHER CONDITIONS: a) The firm shall provide 2 Mbps 1:1 clean (Leased Line) band width for one b) All the above shall be configured to comply the system design and requirements of AAI. c) The said internet connection shall be used with online system & operational round the clock (24 x 7). Firm shall carry out corrective maintenance during the breakdown, on call basis (without any extra charge) as & when required by AAI on all working days including The firm staff shall respond within one hour of complaint lodged in case of any emergency. Penalty shall be levied for the delay in rectification of faults for non availability of Internet connection as under. I) Non availability beyond Three hours from the time of complaint lodged penalty shall be of one charges for internet connection for every 3 hrs. II) However maximum penalty levied shall be limited to 10% of the ly charges for internet connection. However, decision of engineer in charge shall be final & binding in this regard. 3. PAYMENT TERMS: Payment will be made on quarterly basis on successful completion of each quarter and submission of invoice/bill after deduction of any penalty if any. I / We hereby unconditionally accept the tender conditions of AAI s tender document in its entirety for the above works. Any conditions submitted by us stands automatically withdrawn. 2. It is clarified that after unconditionally accepting the tender/niq conditions in its entirety, it is not permissible to put any remarks / conditions (except unconditional rebates on quoted rates if any) in the tender enclosed in envelope "I" & II" and the same has been followed in the present case. In case any provisions of this tender are found violated after opening envelope "A" & "B". I / we agree that the tender shall be rejected and AAI shall without prejudice to any other right or remedy be at liberty to forfeit the full said earnest money absolutely. 3. That, I /We declare that I/we have not paid and will not pay any bribe to any officer of AAI for awarding this contract at any stage during its execution or at the time of payment of bills, and further if any officer of AAI ask for bribe /gratification, I will immediately report it to the appropriate authority of AAI.
