The interested consultancy firms (as per list in 1) may obtain the documents from address given below up to on all working days within hrs and hrs. IST. The Bidder may contact this office for any clarification or quarries during this period 3. The Bid documents must be received not later than 15 hrs on at the address given below.. The interested Contractors/Firms will have to submit earnest 2.00% of total quotated amount in the shape of Bank Draft / Pay Order on any Nationalised Bank issued on or after the date of publication of this N.I.B. drawn in favour of Executive Engineer, Birbhum Division, P.W.D. during submission of Bid documents. 6. The total time period for completion of the work including submission of DPR in 6 copies to the Executive Engineer, PWD, Birbhum Division upto 30 (Thirty) Days from the date of commencement as to be mentioned in work order. 7. Public Works Department, Govt. of West Bengal will not be responsible for any delay, loss or nonreceipt of Financial Bid document sent by post/courier. Further, Public Works Department, Govt. of West Bengal shall not be responsible for any delay in receiving the Proposal and reserves the right to accept/reject any or all applications without assigning any reason thereof. 8. 5 SECTION - III Term of reference 1. Scope of Works The successful bidder will be expected to complete the works by the intended completion date specified above. 2. Qualification of the bidder : The bidder shall provide qualification information which shall include :- (a) Total monetary value of survey works performed for each year of the last 3 years : (b) (c) Report on his financial standing; and Details of any litigation, current or during the last 3 years in which the bidder is involved, the parties concerned and disputed amount in each case. 3. To qualify for award of the contract the bidder:- (a) should have satisfactorily completed as a prime contractor at least one similar work in the last three years; 4. Bid Price a) The contract shall be for the whole works as described in the Bill of quantities, and scope of work. Corrections, if any, shall be made by crossing out, initialling, dating and re writing. b) c) All duties, taxes and other levies payable by the contractor under the contract shall be included in the total price. d) The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account. e) The rates should be quoted in Indian Rupees only. 5. Submission of Quotations 5 Page

6 5.1 The bidder is advised to visit the site of works at his own expense and obtain all information that may be necessary for preparing the quotation. 5.2 Each bidder shall submit only one quotation. 5.3 The quotation submitted by the bidder shall comprise the following :- (a) Quotation in the format given in Section I, Section-II, Section-III, Section-IV. (b) Signed Bill of Quantities ; and (c) Qualification information form given in Section B duly completed. 5.4 The bidder shall seal the quotation in an envelope addressed to the Superintending Engineer, Western Circle No.I, P.W. Directorate, Court Compound, Burdwan (for and on behalf of Governor of West Bengal. The envelope will also bear the following identification :- Quotation for (Name of the Contract) Do not open before (time and date of quotation opening). 5.5 Quotations must be received in the office of the Superintending Engineer, Western Circle No.I, P.W. Directorate, Court Compound, Burdwan (for and on behalf of Governor of West Bengal) not later than the time and date given in the letter of invitation. If the specified date is declared a holiday, quotations shall be received upto the appointed time on the next working day. 5.6 Any quotation received by the Superintending Engineer, Western Circle No.I, P.W. Directorate, Court Compound, Burdwan (for and on behalf of Governor of West Bengal after the deadline for submission of quotations will be rejected and returned unopened to the bidder. 6. Opening of Quotations Quotations will be opened in the presence of bidders or their representatives who choose to attend on the date and time and at the place specified above 7. Evaluation of Quotations The Superintending Engineer, Western Circle No.I, P.W. Directorate will evaluate and compare the quotations determined to be substantially responsive i.e. which (a) meet the qualification criteria specified in clause 3 above; 6 Page

7 (b) (c) are properly signed ; and conform to the terms and conditions, specifications and procedures laid down in the scope of work without material deviations. 8. Award of contract The Superintending Engineer, Western Circle No.I, P.W. Directorate will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price and who meets the specified qualification criteria. 9. Notwithstanding the above, the Superintending Engineer, Western Circle No.I, P.W. Directorate reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. 10. Defect Liability Period: The Defect Liability Period for the work is three months from the date of submission of deliverables as per the scope of work. During the defect liability period, the contractor will be responsible for rectifying any defects & error in construction & deliverables free of cost to the Employer. 11. Purchase of all construction materials including cement and steel as per the specifications (ISI certification marked goods wherever available) shall be the responsibility of the contractor. 12. Completion time The works should be completed in 30 (Thirty Days) from the date of this Agreement. In exceptional circumstances, the time period stated in this clause may be extended in writing by mutual consent of both the parties. 13. Any willful delay on the part of the contractor in completing the construction within the stipulated period will render him liable to pay liquidated 0.05% of the contract amount per day which will be deducted from payments due to him. The department may cancel the contract and take recourse to such other action as deemed appropriate once the total amount of liquidated damages exceeds 2 % of the contract amount. 14. Duties and responsibilities of the department 14.1 The department shall be responsible for providing regular and frequent supervision and guidance to the contractor for carrying out the works as per specifications. 8 will include written guidelines and regular site visit of the authorized personnel of the first party, for checking quality of work and services to ensure that it is as per the norms and procedures laid down in the scope of work Possession of the site will be handed over to the contractor within three days of signing of the agreement The Engineer-in-charge or his representative shall hold meeting on requirement where the contractor or his representative at site will submit the latest information including progress report and difficulties if any, in the execution of the work. The whole team may jointly inspect the site on a particular day to take stock of activities The Engineer shall record his observations/instructions at the time of his site visit in a site register maintained by the contractor. The contractor will carry out the instructions and promptly rectify any deviations pointed out by the engineer. If the deviations are not rectified, within the time specified in the Engineer s notice, the the engineer nominated by it, may instruct stoppage or suspension of the construction. It shall thereupon be open to the engineer to have the deviations rectified at the cost of the second party. 15. Duties and responsibilities of the awarded contractor 15.1 The contractor shall : a) Abide by the instruction & information given in time to time by the Executive Engineer, PWD, Birbhum Division, Suri, Birbhum as the Engineer-in-charge of this work. b) take up the works and arrange for its completion within the time period stipulated above; c) employ suitable skilled persons and equipment to carry out the works ; d) regularly supervise and monitor the progress of work ; e) abide by the technical suggestions / direction of supervisory personnel including engineers etc. regarding topographical survey ; f) be responsible for bringing any discrepancy to the notice of the representative of the Executive Engineer, Birbhum Division, PWD and seek necessary clarification : g) ensure that the work is carried out in accordance with specifications, procedures laid down in the scope of work and within the total of the contract amount without any cost escalation ; h) keep the Engineer-in-charge or his representative informed about the progress of work ; i) be responsible for all security and watch and ward arrangements at site till completion of the assignment ; and j) maintain necessary insurance against loss of materials/cash, etc. or workman disability compensation claims of the personnel deployed on the works as well as other claims. 8 Page

9 f) Pay all duties, taxes and other levies payable by construction/survey agencies as per law under the contract (The Engineer-in-charge will effect deduction from bills in respect of such taxes as may be imposed under the law). 16. Variations / Extra Items The department shall not be entitled to additional payment for any discrepancy whatever it is for execution of work. 17. Securities The Performance Security shall be provided to the Executive Engineer, Birbhum Division, PWD no later than the date specified in the Letter of Acceptance and shall be issued in an amount and form and by a bank or surety acceptable to the E-IC. The Performance Security shall be valid until a date 28 days from the date of expiry of Defect Liability Period as specified in the case of a Bank Guarantee. 18. Termination 18.1 The department may terminate the Contract if the other party causes a fundamental breach of the Contract Fundamental breaches of Contract include, but shall not be limited to the following: (a) (b) the contractor stops work for 28 days and the stoppage has not been authorized by the Engineer; the Contractor has become bankrupt or goes into liquidation other than for a reconstruction or amalgamation; (c) the Engineer gives Notice that failure to correct a particular Defect is a fundamental breach of Contract and the Contractor fails to correct it within a reasonable period of time determined by the Engineer; (d) the Contractor does not maintain a security which is required; 9 Page 19.1 Notwithstanding the above, the department may terminate the Contract for convenience If the Contract is terminated the Contractor shall stop work immediately, make the Site safe and secure and leave the Site as soon as reasonably possible. 20. Payment upon Termination 20.1 If the Contract is terminated because of a fundamental breach of Contract by the Contractor, the Engineer shall issue a certificate for the value of the work done less advance payments received up to the date of the issue of the certificate, less other recoveries due in terms of the contract, less taxes due to be deducted at source as per applicable law If the Contract is terminated at the Employer s convenience, the Engineer shall issue a certificate for the value of the work done, the reasonable cost of removal of Equipment,

10 repatriation of the Contractor s personnel employed solely on the Works, and the Contractor s costs of protecting and securing the Works and less advance payments received up to the date of the certificate, less other recoveries due in terms of the contract and less taxes due to be deducted at source as per applicable law. 11 11 Page SECTION-IV Scope of Work 1) Topographical Survey of the Project Area The Topographical Survey of the project area shall be carried out as per the following specification. Walkover survey of Project area / River / Stream and finalise Area of Interest. It will be carried out after desk study data has been collated. The Data to be collected around the site & its vicinity in relation Once these surveys are complete, the results should be formally presented in a report which brings together the details of: site topography; geology; existing similar construction in up and down stream etc present land use and probable command areas. expected construction risks; and proposed survey methods. Observation shall be carried out for a minimum of 4 to 5 hours (observation in static mode and post processing) and the coordinates of primary control points shall be computed with respect to WGS-84 datum. In addition, in order to verify the accuracy of the coordinates, observations shall also be carried out with respect to SoI GTS stations or IGS Station and the coordinates shall be computed in terms of Everest Spheroid (Lat. & Long.). Thus there will be provision to have coordinates of each & every primary control point established both in terms of WGS-84 and Everest Spheroid datum. Establishment of Bench mark. in view of establishment of Height Control point,height control will be established based on the nearest Survey of India GTS Bench Marks after carrying out stability checks between GTS Benchmarks and it will be ascertained that the closing error is within allowable limits. Double tertiary levelling to be used for estabilishing the elevations of the controlling bench marks in the project area for all subsequent levelling. Double Tertiary (DT) leveling will be carried out from GTS Bench Marks to the site and connected to the Permanent Bench Marks (PBM), established at site, with constructed standard permanent structures made with RCC or hume pipes or at any convenient permanent structures. Double Tertiary (DT) level line will be routed along River/ Stream bunds and service roads to have least possible obstructions. DT leveling will be carried out by using Automatic Levels with high accuracy. Three wire readings will be taken and the mean of three readings will be in agreement with the center wire reading +/- 5mm. DT line route along with Primary Control Points and Auxiliary Control Point will be shown on the control survey report. Control Points will also be established by tie-lines and shown on the control point charts/index maps. Based on the above planimetric and height control

12 12 Page (X, Y, Z) work, it will be ensured that density of the control points will be at about 500m center to center. On completion of the establishment of control points, Control Survey Report will be prepared giving the list of the control points with descriptions. In addition, control chart depicting the control points on a suitable scale along with salient features of the area will also be submitted. Detailed Topographic survey shall be started after the control survey report is accepted by the Engineer-in-charge. Strip survey and plotting : Based on the control points established using DGPS/Total Station and height control by automatic level, longitudinal and cross-section surveys would be carried out capturing data of all topographical features using appropriate codes. In addition, levels will also be taken at all definable points such as ridges, valleys, depressions, River/Stream structures, etc., in order to bring out the true shape of the terrain. The survey should be carried out using latest survey techniques. Longitudinal and cross-section surveys using latest survey techniques. Development of Digital Terrain Model (DTM) of strip area. L- section and cross sections of River details of all existing structures with 20cm accuracy in elevation. Collection of Data for Longitudinal and Cross Sections of River: Data for longitudinal section and cross section shall be captured in 10m interval. The levels for X section shall be taken not more than at an interval of 30m for River / Stream,so as to have the levels of BL, bed width, berm, TBL, HFL, River Bank, Road and Ground Level as detailed in strip map table both sides 250m from River Center and to the prospective command areas. In addition, levels and other parametric details shall also be taken at all the salient points, upstream and downstream sides of the structures to enable to generate complete drawing of the structure. Details Hydrographic study required at Check Dam position, which will be finalized by Engineer-In charge after finishing the Walkover survey. Preparation of Contour map in 1m interval under AOI or Strip area including 25m by 25m grid value of the ground will be required at the period of submission the drawing. Details land use plan also be prepared for project area and per supplied land use pattern by authority. Details topography study / Survey will be executed on project area / strip area (200m both side of River / Stream ) 2) Digitization of Mouza Maps The digitization and geo referencing of all mouza maps within the project area shall be carried out as per the following specification. The mouza maps shall be supplied by the Department. The base for geo reference will be Google Earth. The accuracy of geo referencing shall be +- 2m or better. The Raster output should be in Geo TIFF and Imagine Image format as.shp,.kml and.dwg format. There will be two sets of data (Raster and Vector). One set will maintain GCS,WGS 1984 and another in UTM North 45 Zone, WGS 1984 The attribute field shall carry the Plot Number, Area of Plot, Mouza Number and JL Number. There will be three layers viz a) Plot boundary b) Water body c) Embankment. 3) Preparation of Detailed Project Report of all sub projects within the project area The Detailed Project Reports of all sub projects within the project area shall be prepared under the assistance and guidance of the Engineer-in-Charge as per the format attached in the Annexure-3 of the bid document. The design of the sub projects based on survey data shall be shared with the Agency by the Engineer-In Charge. Deliverables:
