2 Who I am and why I was asked here? -I work for DTV Consultants from home in Helsinki. Dutch firm of 50 people, covering all mobility fields. I mostly work in EU projects on sustainable mobility. One of the main ones at the moment is VeloCitta: a large EU project on how to improve existing BS systems. I am the coordinator. Febr Febr. 2017

5 POLIS European city network related to transport & mobility Bike Sharing Working Group for POLIS members Meet at least twice a year; approx. 25 members Advanced & starting cites No Finnish cities yet A second important source when looking at bike sharing from a EU context is POLIS, one of the main EU city networks specifically for mobility. Its bike sharing working group convenes a few times a year, is peer-to-peer, informal and discrete (because closed). POLIS has about 70 members, the WG has around 25. It goes from very specific issues like Edinburg wants to know how to make a BS tender document and Berlin wants to discuss redistribution problem or pricing with a peer advanced/large city to more strategic issues. They talk about how to embed BS in general cycling policy and bring BS to the European and national agendas etc. There s a fee of between depending on the size of the city.

6 Velocitta is a 3 year EU project which lasts until Febr We have cities with a system that is up and running, but could be doing better (partner cities on map). On the one hand focus on campaigns for specifc target groups (students, commuters, minority groups etc), on other hand on operational improvements (develop app, integration BS pass with PT pass or student card, payment methods, etc) and on political involvement. What could be of use for anyone interested in BS is the Workspace with BS library, contacts, fact sheets etc; Campaign plans & evaluations; Webinars with e.g. Operators introducing new technologies, e-bikes and BS etc; Peer-to-peer advice and the 1st EU Bike Sharing Conference.

8 European funding If we re talking about bike sharing and car pooling in an EU context, the financial element is of course relevant. There is much European funding available for sustainable mobility. Programmes such as the ones mentioned on this page have (occasional) funding available for shared mobility, promotion of cycling or related topics that could cover bike sharing. The new H2020 call opens this Autumn (topic 4.1 mentions the aim to increase cycling and also mobility as a service is mentioned), LIFE is related to air quality and emission reductions, URBACT is for integrated solutions to common urban challenges (of which BS can be one) What anyone interested in such funding should do is get help of people with experience in these type of calls and have a wide EU network, in order to find a good consortium. Cities can always outsource project management & reporting to an external firm, if you think you don t have time/manpower. EU portal on Sustainable Urban Development:

9 Example case: Budapest Bike (MOL Bubi ) 1150 bikes at 98 docking stations, launched in Sept Over 1 million rents. In the development stage of Budapest s new bike sharing system (which took 6 years of feasibility research and public procurement), the municipality needed to redefine public cycling as a public transport mode to be able to obtain EU funding from the European Regional Development Fund. The total investment was 3.5 meur.eu co-funding added up to 85% of total initial costs. It shows that sometimes you have to be a bit creative in order to get some financial support from the EU! Current operation costs: 50% from sponsor MOL, 8-10% from revenues, 40% city funding. Budapest has a branding sponsor: MOL, which is the biggest oil and gas company in Hungary. The modal shift from car to BS / cycling was very high, in large part because they could advertise the BS system at all MOL gas stations and that way even reach the most determined car driver.

10 Car pooling example from the Netherlands: Toogethr(the Airbnb-for-the-road ): -App was initially developed to provide daily commuters to and from the Amsterdam financial district with the tools to commute together. - Positioning carpooling as a viable day-to-day travel option. -Numbers of users increased, but willingness to pay was low. -Taken over early 2015 by Calendar42, whose vision it is to eliminate the need for planning (open travel information). -Gives automatic travel advice, based on profile /preferences of the user, incl. carpooling, public transport and regular car use (
