1 Fact sheet nummer 1 februari 2007 Creative industry and ICT in Helsinki and Amsterdam: a comparison Globalization and the shifting away from a production-based economy, force cities in Western Europe to look for new ways to stimulate economic growth. In Amsterdam as well as in Helsinki, politicians and policymakers embrace the concepts of creativity and knowledge as very important future sectors of the economy. However, these are vague and multi-interpretable notions, and so difficult to measure. Therefore, in 2001, the ICT sector in Amsterdam was defined as hardware, software, content, telecommunications and consultancy. 1 Creative industry was defined some years later. In 2002, The Rise of the Creative Class of Richard Florida was published. This book meant a revival of the ideas of Jane Jacobs who already saw the creative potential of cities in the sixties. One of the consequences of this revival was the definition of the creative industry as the arts, the media and entertainment industry as well as creative business services. 2 ICT and creative industry are not only closely related but they also overlap considerably. The overlap can be found in the content part of ICT, which is an important part of media and entertainment. In Amsterdam, this overlap consists of about 4,000 companies and 10,000 jobs. The total number of jobs and companies in the creative industry and ICT sector should be corrected for this overlap. This fact sheet analyses the size and development of the ICT sector and creative industry in Amsterdam and Helsinki. 3 These cities are comparable where it concerns size and composition of the economy (see table 1). In addition, both cities collected a unique set of similar data on ICT and the creative industry. We start this fact sheet with a general question. Where are these firms situated and why are they at the locations concerned? ICT and creative industry attracted by urban atmosphere Helsinki has a more central position in Finland compared to that of Amsterdam in the Netherlands. While 16% of all Finnish jobs can be found in Helsinki, Amsterdam accounts for 6.2% of all the jobs in the Netherlands. In both Amsterdam and Helsinki, a relative high number of jobs in ICT and the creative industry are located in the city. The city region also accounts for a share of the employment, but this part is relatively small. In Finland, for example, over 40% of the creative industry was located in Helsinki in The share of the creative industry in the total employment is 6.5% in the city itself, 4.3% in the region of Helsinki and 2.5% on the national level. ICT is more important for Helsinki, in terms of jobs, than the creative industry is. Almost 13% of all of the jobs in Helsinki are ICT-related. Nokia, Finland s most famous company, is only partly responsible for this. Only Nokia Research Center is located in Helsinki. Nokia has several establishments in Finland, with more than employees. Espoo, home of the head office of Nokia, hosts 25% of all Nokia employees. 4 In both Helsinki and Amsterdam, ICT is an important sector. In Helsinki, it accounts for almost 13% of the total number of jobs, which is twice as much as the share of jobs in the creative industry. As figure 2 shows, in Amsterdam, the ICT sector accounts for 9% of all of the jobs. This percentage is comparable to that of other important sectors, like finance, but higher than the creative industry (7%). In both cities, most jobs can be found in companies that produce software and content, the creative part of ICT. There are some concentrations in the region of Amsterdam as well, mostly concerning the media and entertainment companies. In both countries, there is a clear relation between an urban (capital) atmosphere and the location of the creative industry and parts of the ICT. This confirms current theories of Richard Florida and others that the sector is being attracted by soft location factors like tolerance, ethnic diversity, a lively (sub) cultural scene and attractive meeting places in the city. In spite of all the innovations that were made by the Internet and telecommunications, ( , mobile phones, webcams, conference calls, wifi, weblogs, skype), the need for face-to-face contact remained. In Amsterdam, we even see that related companies, like audio-visual and advertising companies, tend to cluster in the same areas. The hard factors, like rent-levels, accessibility and the availability of office space are important as well, but they might be less crucial than in other sectors of the economy. There seems to be a relation between the size of the company and its location. Smaller companies like content, software, creative business and arts prefer the central parts of the cities, while the bigger firms (hardware, media and entertainment) concentrate more in the outskirts or can be found in the vicinities of the cities. The rent-level and the accessibility of the location by car are related determinants, which appear to be more important for bigger firms. The arts sector in particular is attracted by the city-centre, as the concentrations of employment in this sector in Amsterdam show (see map 3). Soft location factors are most frequently present in this part of the city. In Amsterdam, the creative business services are located in the central parts of the city as well, although the level of concentration is lower compared to the arts sector. Map 4 shows that employment in the creative industry in Helsinki is also concentrated in the city centre, near the harbour.

As a consequence, the share of the ICT in the total number of jobs declined in Amsterdam from 10 to 9%, in Helsinki, where the decline started a year later, from 14 to 12.7%. The share of the creative industry is smaller than the share of ICT and it shrank less: from 7.3 in 1998 to 6.8% in 2004 in Amsterdam, and from 6.7% in 1998 to 6.5 in 2004 in Helsinki. While the number of creative jobs slightly decreased in both cities, the number of companies continued to grow as well. As a consequence, the average size of an establishment shrank. In 2004, the average size of a creative firm in Helsinki is 5.3 jobs, in Amsterdam 3.7 jobs. ICT and the creative industry were growth sectors in Between 1996 and 2004, the number of jobs in both ICT and the creative industry increased considerably, even more than the total economies of Amsterdam and Helsinki. This period consists of two parts. The growth occurred in the first part, During this period, the economy as a whole flourished, in both countries, and in the cities even more than on the national level. The number of companies and jobs in ICT and the creative industry increased even more than the average growth of the cities, which was already impressive. However, from 2001 on, the situation changed. The economy collapsed and stopped the increase in the number of jobs in ICT and the creative Figure 6 Average yearly growth of the creative industry in Amsterdam and Helsinki, As figure 5 shows, ICT-firms are bigger especially in Helsinki but also decreased in size as of The companies in telecommunications are by far the largest, both in Helsinki and in Amsterdam. In Amsterdam, these firms are concentrated in the outskirts. Decline in media and entertainment in Amsterdam Although the share of the creative industry in Helsinki and Amsterdam is about the same in terms of percentages, the increase of the three segments in both cities differs, as figure 6 shows. In Amsterdam, the growth of the arts sector in the period was higher than in Helsinki. On the other hand, the yearly growth of the media and entertainment sector was 3% in Helsinki, while it decreased in Amsterdam in the same period. These differences are related to the overall position of both cities. In the Netherlands, most radio and television activities are located in Hilversum, a city in the region of Amsterdam, whereas Helsinki is the major broadcasting city in Finland, with over 70% of all activities in this sector. The decline of the media and entertainment sector in Amsterdam is due to the downfall in the publishing sector. The turnover in newspapers, magazines and books is decreasing, partly because these products are substituted by the Internet. Since 2002, the media and entertainment sectors stopped growing in Helsinki as well, due to a decrease of jobs in publishing of newspapers and radio and television. The absolute number of jobs in the cities shows a different picture. In Amsterdam, the three

ICT is an enabling economy that improves processes, systems and services. The creative industry adds value to products, in such a way that these products are more likely to be sold, even at a higher price. 5 ICT and the creative industry proved to be impressive growth sectors in Amsterdam and Helsinki during Between 2002 en 2004, during the overall economic recession, the number of jobs in the creative industry stagnated while the number of jobs in ICT decreased. The economy collapsed, companies went bankrupt or survived at a lower level, sometimes partly in another country. segments of the creative industry are about the same size, whereas the media and entertainment sector is by far the biggest in Helsinki, both in relative as well as absolute terms. As a result, the arts sector is small in Helsinki. In Amsterdam, there are almost 10,000 jobs in arts, whereas the sector in Helsinki accounts for less than 4,000 jobs. In spite of the recent drawback, the ICT sector did grow with an average of 7% in Amsterdam and 6% in Helsinki, between 1996 and The number of jobs in software and hardware increased the most, in both cities. Growth sectors in nearby future? Both ICT and the creative industry are important sectors of the economy of Western Europe. Not Figure 8 Yearly growth of the ICT sector in Amsterdam and Helsinki, The question now is how both ICT and the creative industry in Amsterdam and Helsinki will react to the recovery of the economy, the first signs of which were observed in Helsinki s ICT sector is likely to remain competitive and well-placed in the global market and will be able to hold on to its share of the worldwide growth in demand. The information sector started to grow again since the second half of 2005, at a much higher level than the other branches. 5 In Amsterdam, the ICT sector is still in motion. The number of jobs in 2006 is increasing again, after a drawback in ICT services are likely to increase most, both in 2006 and However, it is not certain that all of the jobs that disappeared in the city since 2001 will return. Outsourcing and off-shoring became more common during the last decade, with call center activity as the most addressing example. Expectations are that, in the long run, the most creative part of ICT, like parts of content, software and telecommunications, will remain in the city. Amsterdam might lose jobs in the other segments of ICT. New opportunities might come about. At this moment, much is expected of the game industry, in which Dutch companies like Playlogic, Guerilla Games, Green Dino and Davilex operate. What happens in Amsterdam might happen in Helsinki too. As Helsinki s economy is more dependent on ICT than the Amsterdam economy is, this development might hit Helsinki harder. Fortunately, Helsinki seems well prepared for developments like these. Organisations like Culminatum are constantly seeking for new ways to innovate.

This is partly due to the specific character of this economic activity. The creative industry appears to be more linked to the urban fabric, since it needs the city and its inhabitants as a decor for the products produced. Since 2005, the number of creative jobs in Amsterdam started to grow again, on a very low scale. A very positive sign is the booming number of creative start-ups in 2005, which is presented in figure 9. Of every six start-ups, one was in a creative industry. Expectations are that both ICT and the creative industry will profit from the economic recovery, but it is unlikely that growth rates like those in will occur in the future.
