Nowdays, the city is home to many new infrastructures (Pentele Bridge, direct highway link between Budapest and Dunaújváros) so transport development is a relevant issue. 3 RELEVANCE OF THE GOOD PRACTICE TO YOUR REGIONAL OPERATIONAL PROGRAMME Please identify what aspects of the good practice you consider could be transferred into your Regional Action Plan. 1 Mobility centres the continuous public information is essential to the quality improvement. The mobility centres are not to give information only but also to collect information. 2 Making Cycle Centres The current infrastructure is not suitable for promoting cycling. There are just a few cycle paths, there is no possibility to use alternative bicycles beside the own cycles. With the help of the cycle centres the need for such environment-friendly transport mode can be enhanced. 3 Developing P+R systems with enough capacity. Currently the harmonization of the different transport modes is not secured. 4 PT advisory for schools, campaigns for raising consciousness of PT 5 PT advisory for disabled and elderly population - the inactive population back to the public transport (parallel with the modification of tariffs) can generate significant surplus receipts 6 Mobility info points, utilizing the existing urban info points. Mobility advices and public transportation information primarily at the already existing information points and offices 7 Implementation of unified ticketing and tariff systems. Harmonization of the rates and ticketing system of the main PT service providers. 8 Cooperation among local transport companies and industrial parks. Harmonization of the PT services and capacity to the working hours and shifts, especially in industrial zones. Securing the accessibility and inner transportation of industrial parks in order to reduce single car using. Due to the reduction, the areas of parking lots can be redeveloped. 9 Giving Information about the Integrated Community Transport 10 Survey on the mobility demand made by industrial parks and main employers. 11 Optimization of public transport routes and networks 12 Promoting public transport and environment-friendly transport modes (walking, cycling) 13 Making e.g. the pedestrian crossings more safe for children 14 Developing the Local Transport Plan that would make a more active role for the settlements. Furthermore it would refer to the principle of subsidiarity. CRITICAL SUCCESS FACTORS IDENTIFIED: OUTLINE The CSF is the basis of the PIMMS TRANSFER methodology. It s what might make it possible to transfer a good practice from your host to your region. Examples: strong leadership, favourable physical circumstances, European funding What s the CSF? Why might it work for you? 1 Establishing transport operator companies The only PT organizing company in Hungary is in Budapest, in the other cities the PT operators are responsible for establishing a schedule which is later approved by the local municipality. This practice should be changed. 2 EU funding The current support system doesn t give sufficient resource for the transport companies, e.g. the Author sec@pimms-capital.eu Page 3

4 vehicle procurement is not supported at all. 3 Mindset Public awareness doesn t reach the critical level, people use their car rather than PT only because it s more comfortable. Due to the many advantages of single transport, the public transport is more and more pushed into the background. 4 Financing PT companies are usually underfinanced, the whole system is not sustainable in Hungary. 3 Geographical conditions Most of the Hungarian settlements are smaller than Frankfurt, therefore the establishment of competence centres could cost less. 5 Main employers, industrial parks They are dominant in the economy of the region 6 Open-mindness of public institutions for the transport management information Disseminating the actual problems and information about ongoing investments 7 Teaching environment awareness 5 8 Local Transport Plan Plans and decisions made on local level give the best overview about the needs and ideas that could be summarize also at regional level 9 Involvement of so called Tourinform offices Without significant investments could the mobility centres be implemented in Hungary 10 Flexible working hours, telework Balance between job and private life PROBLEMS What problems or factors can interfere with the transfer of this good practice? Problem Why? 1 Time The traffiq office was established in 2001, therefore they had 10 years to reach this level of development 2 Financing Much more resource is needed in order to develop and implement developments 3 Professional background The operation and transport are separated in Frankfurt. Currently in Hungary only one company (Centre for Budapest Transport) deals with traffic management solely. 4 The community transport companies make the cooperation more difficult They forefront their own information services 5 The traffic of city centres is low The main employers usually are at the outskirts therefore the demand for mobility management centres are questionable in the centres. Other kind of information also has to be emphasized. 6 The traffic management information should be transfer into the educational system The government is intended to transfer transport information into the education. It s to be feared that the schools are waiting for this conception to be done in order to avoid the parallel teaching of transport Author sec@pimms-capital.eu Page 4

5 7 Technical condition of current vehicles Old vehicles, slow and/or no development 8 Lack of modality Minimal cooperation 9 Development of single transport Usually the single transport is cheaper than the public transport. The whole tariff system should be changed. 10 The lack of long-term concept and political support Any innovative idea can break down in the lack of support 11 Resistance of some transport sectors, lack of cooperation Some transport operator company take only their own interest into consideration. 12 Deficiencies in infrastructure and vehicles The demands can t be met due to the quantitative and qualitative deficiencies NEXT STEPS Please plan what you will now do to move from Export Visit to Import Workshop to draft Regional Action Plan.
