2 KARNATAKA POWER CORPORATION LIMITED (A Government of Karnataka Enterprise) CHIEF ENGINEER (THERMAL DESIGNS), BANGALORE NOTICE INVITING TENDER Brief bid notification (TWO COVER SYSTEM) (through e-procurement Portal Only) No: TD/YCCPP/652 dated: Sub: Engineering Consultancy and Owner s engineer services for 1x350 MW gas fired combined cycle power plant with 109FB configuration at Yelahanka, Karnataka. 1.0 The Chief Engineer (Thermal Design) invites bids from the qualified bidders for the work of Engineering Consultancy and Owner s engineer services for 1x350 MW gas fired combined cycle power plant with 109FB configuration at Yelahanka, Karnataka Pre-qualification criteria & bid documents may be downloaded from Government of Karnataka e-procurement website under login for contractors. The tender can be downloaded in the e-procurement portal from Only interested Contractors who wish to participate should remit on line transaction fee for tender after registering in the portal. The transaction fee is non-refundable. 3.0 Earnest Money Deposit (EMD): 3.01 The e-payment shall be made for Rs.3,30,000/- (Rupees Three Lakh Thirty Thousand Only) (direct debit, credit card & National Electronic Fund Transfer (NEFT) or Over The Counter (OTC) only through AXIS bank in favour of KARNATAKA POWER CORPORATION LIMITED. Only on receipt of full EMD of Rs.3,30,000/- (Rupees Three Lakh Thirty Thousand Only) along with technical bid, Price bid will be opened and considered for evaluation The EMD furnished by unsuccessful bidders will be returned, only after the award of contract and entering in to agreement with the successful bidder. For the successful bidder, the EMD will be returned, only after he enters into contract agreement and furnishes the contract performance guarantee (Security Deposit) in an acceptable form No interest is payable to the bidders for the Earnest Money Deposit. 4.0 Bids (both Cover-1 & 2) must be electronically submitted (online through internet) within the date and time published in e-procurement portal. 4 7.0 Eligibility Criteria: 7.01 The intending bidder shall satisfy the pre-qualification requirements as stipulated below: (i) The Bidder must be in the field of providing consultancy and should have successfully carried out similar consultancy works for at least one unit of 350MW and above Gas fired CCPP in India and which is operating satisfactorily for not less than two consecutive years, prior to the date of notification of this tender in the preceding five financial years. The Tenderer shall furnish copy of satisfactory performance report issued by competent authority with reference to the previous similar work done by the contractor of value not less than Rs.1.76 Crores The work should have been executed by themselves and not through their sub-contractors. The bidders who are not directly awarded the contract and worked as sub-contractors to other contractors are not eligible to participate in the bid. (ii) The bidder should have an average annual turnover of Rs.4.40 crores in at least two years during last five financial years as on date of submission of bid. and should furnish annual turnover report/ turn over certificate/ profit & loss statement duly signed by Chartered Accountant. (iii) The intending bidder shall not have been subject to forfeiture of EMD/foreclosure/termination of their Contract in KPCL/ Government or any other utility or have not been blacklisted for participating in tender by KPCL/ or Government or any other utility in India during the past five years The intending bidder shall produce the following documentary evidence to satisfy the minimum qualification specified above, the fulfillment of which is prerequisite for opening of Cover-2 containing price bid:- i. Furnish at least 1 No. Work completion certificate on letter head with Corporate identification number (along with connected work orders) signed by an officer of the rank of Chief Engineer/Competent Authority, for satisfactorily completed the work of Engineering Consultancy and Owner s engineer services for 1x350 MW or above gas fired combined cycle power plant of value not less than Rs.1.76 Crores during the preceding five years.[from to ] ii. Furnish Copies of annual report/audited balance sheet for the preceding 5 (Five) financial years [i.e., from to ] duly certified by a Chartered accountant (Profit and Loss report). iii. Furnish an undertaking in the form of notarized affidavit declaring that they have not been subject to forfeiture of EMD/foreclosure/ termination of their Contract in KPCL/ Government or any other utility or have not been blacklisted for participating in tender by KPCL/ Government or any other utility in India during the past five years (Declaration by the bidder shall be duly countersigned by the Notary and uploaded in the e-portal). 8.0 Tenderer shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka. 9.0 The tender is of two cover system. COVER-I (Technical Bid) a) Documents to meet the qualification criteria specified in NIT b) Declaration I: Declaration by the bidder that he has studied the site conditions, labour conditions and read the bid documents and related matters carefully and diligently and that he has submitted the bid having studied, understood and accepted the full implications of the bid document and bidder s offer has no conditions contravening the commercial conditions of the bid as per the format. At any circumstance, the rate quoted by the bidder will not be varied for any alleged misconception concerning the work. c) Declaration II: Declaration regarding EMD, performance Guarantee, Completion period etc. d) Declaration III: The notarized declaration by the bidder that none of his contracts have been subject to forfeiture of EMD/foreclosure/termination of their Contract in KPCL/Government or any other utility and blacklisted for participating in tender by KPCL or Government or any other utility in India during the past five years. e) Declaration IV: The bidder shall sign and upload scanned copy of the details of service tax applicable duly filled as per format enclosed. f) Form of Bid (ANNEXURE A) duly signed as per format enclosed g) The bidder shall upload scanned copies of following documents:- a. Income tax PAN No. b. VAT registration certificate c. Independent PF code d. Service tax Registration certificate e. Labour certificate h) Upload duly filled and signed copies of all the schedules as per the format enclosed. B. COVER-II (Price Bid) a) Price schedule only (Price Bid) through online. Upload signed and scanned copy of price schedule strictly as per the enclosed format Bids submitted within the scheduled date and time shall only be eligible for further processing of the bids. Any bid submitted after the date and time specified shall be rejected even if it is accepted by the e-portal. Date and time stamp of the e-portal system shall be final in deciding the time of submission of bid. Decision of the Corporation in this regard shall be final and acceptable to all the bidders The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification Rates shall be quoted in price schedule in the e-procurement portal only in the space provided for uploading FINANCIAL BID DOCUMENTS 13.0 Price bid of tenderers who have furnished all the documents to meet the qualification criteria, technically and commercially responsive will only be opened. 6 14.0 The tender shall be valid for 180 days from the date of opening of Cover-1 of the bid Completion period shall be 40 months from the date of issue of Notice to Proceed of works KPCL reserves the right to verify any information/documents furnished by the bidder under the circumstances so warrant. In case the information or the documents furnished are found to be incorrect/false or invalid then the EMD furnished by such bidder shall be forfeited Corporation reserves the Right to reject any or all the tenders without assigning any reasons Any other information required may be obtained from the office of the undersigned during office hours Bidders who have not obtained the user ID and Password for participating in e- procurement in KARNATAKA POWER CORPORATION LIMITED may now obtain the same from the website ( Corrigendum/modification/corrections, if any, will be published in the website only.
