SUB-COUNTY ADMINISTRATOR, KANDUYI SUB COUNTY, JOB GROUP Q (1 POST) The Sub-County Administrator shall be responsible for the coordination, management and supervision of the general administrative functions in the Sub-County Unit, and will be answerable to the Chief Officer, Public Administration. Duties will include:- a) The development of policies and plans b) Coordinating developmental activities to empower the community c) The provision and maintenance of infrastructure and facilities of Public Service d) Exercise any function and powers delegated by the County Public Service Board under Section 86 of the County e) Governments Act 2012 f) Facilitation and coordination of citizen participation in the development of policies and delivery of services g) Coordinating the management and supervision of the general administrative functions h) Ensure effective service delivery and i) Ensuring compliance with the National Values and Principles of good governance as outlined in Article 10 and 232 of the constitution of Kenya ; Requirements a) Be a Kenyan citizen b) Be a holder of a bachelor s degree from a university recognized in Kenya c) Have a working experience of not less than 10 years three (3) years of which at Job Group P or its equivalent d) Have attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized Institution e) Have qualifications and experience in administration or management f) Satisfied the requirements of Chapter Six of the constitution 1
2 g) Demonstrate understanding and commitment to the Values and Principles as outlined in Articles 10 and 232 of the constitution of Kenya h) Be computer literate Terms of Service: - Permanent 2. DEPUTY DIRECTOR JG Q INSPECTORATE (1 POST) 3. DEPUTY DIRECTOR JG Q ENFORCEMENT (1 POST) Requirements for Appointment a) Be a Kenyan citizen. b) Have Minimum relevant work experience of at least twelve (12) years, three (3) years of which at the level of Chief Inspector or in a comparable and relevant position. c) Have a degree in Social Sciences or equivalent and relevant qualification from a recognized institution; d) Have a Masters Degree in Social Science or its equivalent and relevant qualification from a recognized Institution. e) Have attended a strategic leadership Development course lasting not less than six weeks from Kenya school of Government or from any other recognized institution and f) Have demonstrated managerial, administrative, and professional competence in work performance; and g) Meet the requirements of Chapter six of the Constitution of Kenya 2010 An officer at this level will be responsible to the County Director of Inspectorate and Enforcement for the following duties and responsibilities: a) Implement the sectional work plans and routinely make brief on progress; b) Supervise compliance of the national and county enforcement laws; c) Over-see discipline in the Section; d) Over-see welfare matters of other enforcement/ Inspectorate officers; e) In charge of transport in liaison with Transport Officer; and f) Assign briefs to the in charge of the sub-counties Terms of Service: Permanent and Pensionable 4. ENFORCEMENT CADET OFFICERS JG J (5 POSTS) a) Be a Kenyan citizen. b) Be aged 35 years and below c) Have a degree in Social Sciences or equivalent and relevant qualification from a recognized institution. 2
3 a) Enforce the County Laws b) Carry out investigation and prosecute the offenders in the court of law c) Be in charge of various Sub County Units; and d) Any other duties as may be assigned by the supervisor Terms of Service: Permanent and Pensionable 5. ENFORCEMENT OFFICER JG D (150 POSTS) a) Be a Kenyan citizen. b) Be a holder of Kenya Certificate of Secondary Education, minimum mean Grade D (PLAIN). c) Meet the physical and medical fitness test similar to that applicable to recruitment of Kenya Police, and d) Be in possession of a certificate of Good Conduct from the Kenya Police. a) Enforcing of the County Laws. b) Guarding County property and Installations. c) Control of Public nuisance and d) Any other duties as may be assigned by the supervisor. Terms of Service: Permanent and Pensionable 6. ASST. DIRECTOR GENERAL ADMINISTRATION JOB GROUP P (1 POST). b) Have at least a minimum relevant work experience of ten (10) years in Administration three (3) years of which as Principal Administrative Officer JG N or in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a Bachelors Degree in Social Sciences or any other relevant and equivalent qualification from a recognized institution. d) Have a Masters Degree in Social Science or its equivalent and relevant qualification from a recognized Institution. e) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution; f) Have demonstrated managerial, administrative, and professional competence in work performance; g) Have clearance from HELB and h) Meet requirement of chapter six of the constitution of Kenya
4 a) Assist to ensure all government attractive programmes are coordinated and implemented effectively in all departments and sub-counties. b) Assist to ensure that intergovernmental administrative issues are handled effectively and promptly. c) Liaison and or management of the disaster management taskforce activities. d) Facilitate training and staff development functions for staff in the department and e) Analyze effectiveness of policies, rules and regulations in the county. Terms of Service: Permanent 7. ASST. DIRECTOR CIVIC EDUCATION JOB GROUP P (1 POST) a) Must be a Kenyan Citizen b) Have at least a minimum relevant work experience of ten (10) years in Civic Education three (3) years of which as Principal Officer Civic Education JG N OR in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a Bachelors Degree in Social Sciences, Education, Communication or any other relevant and equivalent qualification from a recognized institution. d) Have a Masters Degree in Social Sciences, Education, Communication or its equivalent and relevant qualification from a recognized Institution. e) Demonstrated Managerial administrative and professional competence in work performance f) Have clearance from HELB and g) Meet the requirements of chapter six of the constitution of Kenya 2010 a) Planning and coordinating civic Education Programmes in conjunction with the devolved units b) Managing, executing and controlling the Civic Education activities. c) Preparation of the Civic Education work plans for approval by the Chief Officer responsible for Public Administration d) Developing and implementing an annual civic Education strategy for the county e) Provision of detailed reports of civic education activities f) Management of all matters pertaining to Public Education and Advocacy. 8. SENIOR ADMNISTRATIVE OFFICER I (TRANSPORT) -JOB GROUP L (2 POSTS) a) Must be a Kenyan Citizen. b) Have at least a minimum relevant work experience of six (6) years in Administration three (3) years of which as Administrative Officer I JG K or in a relevant and equivalent position either in the Public Service or Private Sector. 4
5 c) Have a Bachelors Degree in Social Sciences or any other relevant and equivalent qualification from a recognized institution. d) Demonstrated managerial, administrative, and professional competence in work performance; e) Meet requirement of chapter six of the constitution of Kenya 2010 and f) Be in possession of clearance Certificate from HELB a) Handle day to day transport and logistical matters on behalf of management. b) Supervise staff in lower cadres in the department for effective work performance. c) Prepare required departmental reports and summit them promptly and d) Maintain an inventory of departmental assets as per policy. Terms of Service: Permanent 9. VILLAGE ADMINISTRATOR JOB GROUP J (135 POSTS) b) Have experience in Administration. c) Be in possession of Kenya Certificate of Secondary Education minimum mean grade of C- (Minus) or its equivalent. d) Have a minimum qualification of a Diploma in Administration or its relevant and equivalent qualification and e) Meet requirement of Chapter six (6) of the Constitution of Kenya 2010 An officer at this level will be responsible to the relevant Ward Administrator for the following duties and responsibilities: a) Ensuring and coordinating the participation of the village unit in governance b) Assisting the village unit to develop the administrative capacity for the effective exercise of the functions and powers and participation in governance at the local level and c) The exercise of any functions and powers delegated by the County Public Service Board under section 86. ASSISTANT DIRECTOR HUMAN RESOURCE MANAGEMENT JG P (4 POSTS) b) Have at least a minimum relevant work experience of ten (10) years in Human Resource Management, three (3) years of which as Principal Human Resource Management Officer JG N OR in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a degree in Human Resource Management or Post graduate Diploma in Human Resource Management OR any other relevant and equivalent qualification from recognized Institution d) Have a Masters Degree in social Sciences or any other relevant and equivalent qualification from recognized Institution e) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution; f) Shown merit and ability as reflected in work performance and results g) Have clearance from HELB and h) Meet requirements of Chapter six of the Constitution of Kenya 2010 a) Provide guidance on and oversight of the implementation of HRM Policies, rules and regulations for County departments. b) Supervise staff in the unit for effective work performance c) In liaison with Director HR, initiative issues relating to collective bargaining d) Support formulation of policy and oversight of occupational safety and health for the County. e) Support the Management of the integrated pay roll and personnel Database system in the County and f) Assist in budgeting of HRM functions 6

PRINCIPAL HUMAN RESOURCE MANAGEMENT JG N (4 POSTS) b) Have at least a minimum relevant work experience of ten (10) years in Human Resource Management, three (3) years of which as Chief Human Resource Management Officer JG M or in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a degree in social Sciences or any other relevant and equivalent qualification from recognized Institution d) Have a Higher Diploma in Human Resource Management e) Have clearance from HELB and f) Meet requirements of Chapter six of the Constitution of Kenya 2010 a) Supervise and co-ordinate activities of payroll staff. b) Manage performance, training and development of payroll staff c) Formulate, review and improve payroll policies and procedures in alignment with existing laws. d) Ensure all payroll information and records are maintained in accordance with statutory reporting and filing requirements e) Ensure the payroll is processed promptly and in accordance with the Public Service Regulations and rules. f) Prepare budget for various sections and g) Provide guidance and oversight in the implementation of HRM Policies, rules and regulations for County departments. 3. CHIEF HUMAN RESOURCE OFFICER JG M (4 POSTS) b) Have at least a minimum relevant work experience of eight (8) years in Human Resource Management, three (3) years of which as Senior Human Resource Management Officer JG L or in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a degree in social Sciences or any other relevant and equivalent qualification from recognized Institution d) Have a Higher Diploma in Human Resource Management e) Have clearance from HELB and f) Meet requirements of Chapter six of the Constitution of Kenya 2010 a) Provide guidance and oversight in the implementation of HRM Policies, rules and regulations b) Supervise staff in the unit for effective work performance 7
8 c) Implement HR Services in areas of recruitment, induction, promotion, job placement, leave scheduling and benefit management d) Coordinate training and staff development initiatives and e) Provide input into the budget making for department 4. HUMAN RESOURCE OFFICER I JG K (5 POSTS) b) Have at least a minimum relevant work experience of six (6) years in Human Resource Management, three (3) years of which as Human Resource Management Officer II or in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a degree in social Sciences or any other relevant and equivalent qualification from recognized Institution d) Shown merit and ability as reflected in work performance and results e) Have clearance from HELB and f) Meet requirements of Chapter six of the Constitution of Kenya 2010 a) Supervision of officers working under him/her b) Implement established performance management system. c) Implement best practice policy on HR matters in compliance with labour laws and applicable county laws and policies. d) Assist in ensuring maintenance of good industrial relations among employees, Organization and trade unions and e) Support to foster a good working environment for employees. 5. HUMAN RESOURCE ASSISTANT III JG H (5 POSTS) b) Have Kenya Certificate of Secondary Education (KCSE) mean grade C or its approved equivalent and c) Have a Diploma in Human Resource Management or its equivalent and relevant qualification from a recognized Institution. a) Assist in the implementation of best practice policy on HR matters in compliance with labour laws and applicable County rules, regulations and procedures. b) Supervise Clerical Officers and other supportive staff c) Assist in the implementation of established performance management system 8
9 d) Assist in monitoring and implementation and success of new and changed policies and e) Support implementation of existing rules and policies to staff welfare in order to suitably address staff welfare requirement. 6. CHIEF RECORD MANAGEMENT OFFICER JG M (1 POST) b) Have at least a minimum relevant work experience of eight (8) years in Record Management, three (3) years of which as Senior Record Management Officer or in a relevant and equivalent position either in the Public Service or Private Sector. c) Have a degree in Information Science/Record Management or any other relevant and equivalent qualification from recognized Institution d) Have clearance from HELB e) Meet the requirements of Chapter six of the Constitution of Kenya 2010 f) Shown merit and ability as reflected in work performance and results a) Supervise and provide guidance to staff working under him/her. b) Implement records management initiative and service in the various departments c) Resolve problems with information management by effective use of software and other information. d) Respond to internal and or external information enquiries and e) Standardize information sources from various County departments. 7. CLERICAL OFFICER II, JG F (5 POSTS) a) Have Kenya Certificate of Secondary Education (KCSE) mean grade C- or its approved equivalent and b) Computer certificate from a recognized institution Duties and responsibilities a) Establish and maintain/manage file movement system register. b) Open new files as continuum of filled up file c) Storage and maintenance of files and personnel records d) Ensure correct filing and classification of correspondence in subject files. e) Receive, dispatch of mails including maintenance of related subject. SYSTEM ADMINISTRATORS JG H (3 POSTS) b) Have Kenya Certificate of Secondary Education (KCSE) mean grade C or its approved equivalent. c) Diploma in information Management systems or its equivalent and relevant qualification from a recognized Institution Duties and responsibilities a) Support LANs, WANs, network segments, Internet, and intranet systems. b) Maintain system efficiency. c) Ensure design of system allows all components to work properly together. d) Troubleshoot problems reported by users. e) Make recommendations for future upgrades. f) Maintain network and system security. g) Analyze and isolate issues and h) Monitor networks to ensure security and availability to specific users. WEB DESIGNERS JG H (2 POSTS) b) Have Kenya Certificate of Secondary Education (KCSE) mean grade C or its approved equivalent and c) Diploma in information Management systems or its equivalent and relevant qualification from a recognized Institution a) Creates designs and prepares layouts for a variety of web-based projects including website, e-commerce site and multimedia; b) Develops and maintains intuitive, user-friendly and technically efficient web pages; c) Updates site content and structure in coordination with other key departments; d) Enhances user interface and e) Troubleshoots website operation, tracks site usage statistics and monitors performance; Terms of service: Permanent and Pensionable 10
