POSITION INFORMATION Under general direction, plans, organizes, evaluates, and manages the Sheriff's Communication Center (SCC) including personnel, programs, funding, equipment, systems, software, and activities; directs procurement, programming and maintenance of the regional hosted telephone system, simulcast radio system, voice logging recorder, computer aided dispatch (CAD) system and all interfaces (such as GIS, CLETS/Wants/Warrants, mobile data computers, automatic vehicle location system, 9-1-1), dispatch resource files and databases; performs administrative duties to ensure effective operations of the SCC; and performs related duties as assigned. Distinguishing Characteristics: The incumbent is responsible for overseeing the operations of the SCC and the off-site satellite emergency communications center; developing and monitoring the SCC budget; identifying changes and emerging trends in technology, public safety communications, emergency services, legislation and funding; creating new policies and procedures; maintaining standards for all SCC personnel; providing leadership and supervision for sworn and professional staff; ensuring that the SCC has well-trained and sufficient staff to provide effective regional dispatching services; interacting and negotiating with the State Branch, wireless service providers, telephone companies and other equipment/ system providers; providing professional presentations and documentation. PAYROLL TITLE: Sheriff's Senior Manager II EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification. BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the

2 department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher. AGENCY/DEPARTMENT: Sheriff's Office/Communication Center Sheriff's Senior Manager II is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level. The eligible list established from this recruitment will be used to fill this position only. There is currently one (1) Regular vacancy within the Sheriff's Office. TENTATIVE SCHEDULE: OPENING DATE: March 6, 2014 CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs. Examples Of Duties: Duties may include but are not limited to the following: Directs the activities of a 24-hour emergency communications center which provides law enforcement services to 350,000 residents in the unincorporated areas of Ventura County and five contract cities; Procures, directs and oversees hardware, software and systems needs of the SCC, including upgrades and maintenance; Prepares and monitors the SCC budget; Plans, organizes, and supervises/manages the activities of the SCC; Provides oversight of the SCC training program; Develops new policies and procedures; Interprets policies, procedures, new legislation, and case law relating to public sector dispatching; Ensures SCC compliance with local, state and federal regulations; Represents the Sheriff's Office in contact with other governmental agencies, departments, and the public; Prepares and presents formal presentations and training as needed; Designs operational systems, coordinates regional dispatching services with other agencies, and ensures effective performance of dispatching services; Prepares reports, compiles and analyzes financial and statistical data, identifies SCC needs and workload indicators and identifies methods for more effective SCC operations; Manages the hosted regional system and collaborates with participating agencies;

3 Participates and represents the Sheriff s Office in cell sector routing decisions to determine final destination of wireless calls; Manages funds allotted by the State Branch; Oversees quality assurance program; Collects and reviews data to conduct analysis; Monitors legislation that impacts and public safety answering points and provides analysis and input; and Performs other related duties as required. TYPICAL QUALIFICATIONS These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING, and EXPERIENCE: Considerable public safety dispatch supervisory experience which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can also be obtained by six (6) years of experience as a public safety dispatcher which has included a minimum of three (3) years supervising and training in a complex public safety dispatch center. Experience must have included utilizing and troubleshooting Computer-Aided Dispatch systems, VESTA, and computerized telephone systems. NECESSARY SPECIAL REQUIREMENTS: Must possess POST Basic Dispatcher Certificate Must obtain and maintain a valid California driver license DESIRED: NENA Emergency Number Professional Certificate POST Supervisor Certificate POST Civilian Management Certificate POST Intermediate & Advanced Dispatcher Certificate APCO Registered Public Safety Leader Knowledge, Skills, and Abilities: Thorough to working knowledge of the principles and practices of public safety communications management; budget preparation and monitoring; Federal, State, and local laws and regulations pertaining to public safety communications; emergency services in Ventura County; policies and procedures pertaining to law enforcement call taking, dispatching, training, supervision and management; terminology and codes; computer operating systems and software related to public safety communications; Warren Act and applicability to operations and funding; Ventura County coordinator duties; FCC regulations; map reading; and computer operating systems and software related to public safety communications. Thorough to working ability to identify SCC needs and implement more effective policies

4 and procedures; schedule and organize work of subordinate staff; select, monitor, evaluate, and discipline subordinate staff; simultaneously perform multiple tasks; obtain information from distressed individuals; remain calm in demanding and emergency situations; evaluate and prioritize situations and exercise good judgment at all times, including in emergency situations; interpret and apply laws, regulations, and policies governing public safety communications operations; establish and maintain effective working relationships with co-workers, public safety personnel; representatives from other governmental departments and agencies, vendors, contractors, consultants, sworn personnel, and members of the general public; prepare and present professional public presentations; prepare professional written reports; and gather data and arrive at valid conclusions. Thoroughly skilled in use and oversight of voice logging recorder, including CAD screen shots and record duplication; use and oversight of regional hosted telephone system; and use and knowledge of computer aided dispatch (CAD) system. NOTE: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questionnaire. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
