2 DENMARK ANGOLA ECONOMIC BUSINESS FORUM The Royal Danish Embassy and the Confederation of Danish Industry are pleased to invite Danish companies within the energy and water sector to join a business delegation to Angola from September WHY? Angola entered the new millennium with impressive growth rates, largely due to the abundance of natural resources, in particular oil. However, the sharp reduction in global oil prices has emphasised the needs for Angola to diversify its economy, develop its own production capacity, establish the necessary infrastructure and create sustainable economic growth. For this reason, the Government has decided to focus on growing the green economy thus creating potential for Danish companies. Denmark is among the world leaders within the fields of renewable energy, energy efficiency, water and environment. Denmark is home to experience, know how and innovative solutions that can prove useful, effective and cost efficient in meeting specific Angolan needs. Furthermore, Danish companies have a track record of providing products and services that make the energy and water sectors more efficient and profitable, at home and abroad. SECTORS TARGETED The export promotion will focus on opportunities in these priority sectors: ENERGY Generation, transmission, energy efficiency and renewable energy (wind, thermal, biomass, solar and waste to energy) WATER & ENVIRONMENT Generation, distribution, water management, water technologies. A number of Danish companies are already active in Angola. Nevertheless, there is an untapped potential for increased commercial activity. 4 energy and water sector Angola s power infrastructure was damaged substantially during the civil war ( ). The Angolan government has made notable improvements to the power sector, and the electricity capacity has more than doubled since the end of the war. However, the latest estimate from the International Energy Agency indicates that only 30% of Angolans have access to electricity, leaving 15 million people without access. Some of the problems plaguing the electricity sector include insufficient power generation, limited revenue collection (more than 80% of users are not metered), high costs for power generation and distribution (diesel used for generation is completely subsidized by the government), and the lack of highly skilled workers to manage the electricity sector. Angola s long civil war also had consequences in the water and sanitation sector. As a result, there is a need to rebuild damaged or decrepit infrastructure, establish an appropriate institutional framework, update policies and approaches, upgrade professional and technical skills, ensure transparent and equitable service delivery, strengthen planning and performance monitoring, and bolster coordination across all levels, stakeholders, and regions. In 2012, Angola generated more than 5.5 million kwh of power from hydro and fossil fuel sources. More than 70% was generated at the country s hydroelectric facilities. In fact, several analysis suggests that the country s potential hydroelectric generating capacity is at least 10 times the currently installed capacity. In past years, one of the focus areas of the government has been to increase electricity supply through renewable energy. In addition to passing legislation, a number of bioenergy projects have been established. Furthermore, the government also wants to increase the amount of energy produced from wind, thermal and solar sources. The Angolan government has formulated a Masterplan for the energy and water sectors, referred to as 2025, and specific National Plans for Water, Hydro and Renewables. The Angolan government plans to invest $23 billion in the energy and water sectors by 2017 together with private investment, in an effort to improve the country s transmission and distribution networks, and to help bring electricity and water to the country s remote rural regions, where the electrification rate is only 6%. At the Economic Business Forum, participants will be introduced to relevant policies and plans for investment in the sectors. There will be an opportunity to engage directly with key stakeholders from Government, parastatals and industry on concrete projects within; hydropower; offgrid solutions; water management and efficiency and renewable energy with the largest focus on biomass, wind and thermal energy. 7 General Conditions for Participation in Export Promotion Events under the Auspices of the Confederation of Danish Industry (DI) 1. Basis of the agreement/contract The contractual basis for participation in a collective export promotion event under the auspices of DI is comprised by: 1) a binding registration form filled in and signed by a duly authorized representative of the company, and 2) these present general conditions for participation. 2. Conditions for participation The extent and conditions of participation as well as the services to be provided by DI are laid out in the presentation material sent, which includes a description of the practical implementation of the export promotion event. By signing the binding registration form, participating companies give their approval of the presentation material sent and of the prices, conditions and provisions described therein. DI is under obligation to supply the services described in the presentation material. The participating companies are obligated to comply with the conditions for planning and implementing the export promotion event described in the material, including meeting the deadlines given for sending in material etc. to DI. DI provision of services is conditional on not being delayed or prevented by force majeure, including but not limited to war, lockout, strikes, civil commotion, natural disasters or other circumstances beyond the control of DI. If an export promotion event is cancelled due to any above mentioned circumstances, the companies registered are under an obligation to pay their share of costs already defrayed during preparation, insofar as these costs cannot be covered by co-financing via export promotion funds. 3. Financial conditions By returning the binding registration form, the company commits itself to paying the cost indicated for participating in the export promotion event. DI s cost calculations (see material sent) are based on a minimum number of participants. Should this minimum number of participants not register, DI reserves the right to cancel the event or send out revised material containing new prices, which will form the basis for the possible implementation of the promotion with a reduced number of participants. DI reserve the right to adjust the prices given to follow changes in exchange rates, in the event of increases in rental for the premises, and in the event of higher prices due to common decisions about changing and expanding the event relative to the original material sent out. 4. Invoicing Unless otherwise agreed, invoices will be issued as follows: 1) 100% on account with binding registration, 2) final invoice when the event is over and after all costs, such as any extra services agreed upon, are included. In the event that DI s terms of payment are not met, DI reserve the right to consider the agreement repudiated in accordance with section Co-financing In the event that co-financing can be expected via general export promotion funds, participating companies are obligated to provide the necessary documentation and other information relevant to co-financing of the export promotion event. 6. Cancelling the agreement Registering for an export promotion event is binding once the registration form has been filled in and sent to DI. Thus DI has a claim on the price agreed regardless of whether the company subsequently cancels or reduces its participation. 7. Transport and insurance Participating companies are requested to buy their own necessary insurance for their own employees and own goods, exhibition and information materials, covering damage incurred in transit or during the event. 8. Venue In the event of any dispute or controversy between the parties regarding the interpretation or construction of the conditions for participation or an alleged breach of contract by either party to this agreement, such dispute or controversy shall be settled by arbitration.
