1 Association of Boards of Certification Position Description Name: Department: Executive Title: FLSA: Exempt Date: December 2012 Reports To: Director of Operations PURPOSE OF POSITION Administers and coordinates activities of Member Services Team in support of policies, goals, and objectives established by the Chief Executive Officer, Director of Operations, Certification Commission, and the Board of Directors by performing the duties described below. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. Implements the development, production, and promotion of the organization's products and services. Specifically: Item Bank and Exam Development and Maintenance Maintains ABC s item banks in compliance with standard operating procedures and ANSI/ISO standards Coordinates Certification Commission for Environmental Personnel Exam Committees Assists with contracted psychometric activities and in ensuring the development of legally defensible, fair, valid, and reliable standardized certification exams in compliance with the ANSI/ISO standard Prepares item banks for paper-based, web-based, and computer-based administrations Ensures ABC item bank and exam security Maintains SOPs, guides, and manuals related to ABC s item banking, standardized exam development, and security procedures Testing & Testing Service Collaborates with team members to develop and implement exams for administration and scoring in paper-, web-, and computer-based formats Acts as backup for exam development, web-based administration, and exam scoring 1
2 Communicates with Testing Service Clients, prospective clients, and candidates regarding service and product offerings, exam preparation, and related topics Assists with preparation of Testing Service Proposals and follow-up Maintains and assists with development of Testing Database Prepares Testing Service Contracts for staff review and facilitates client execution Assists with development and implementation of communications and marketing strategies and materials to educate stakeholders and the public Collaborates with colleagues to develop and maintain SOPs for all testing and Testing Service processes, manages SOP repository, and audits compliance to SOPs Continuing Education Review Program (CERP) Facilitates the Continuing Education Review Program Committee Guides policy development and maintenance for the program Develops, implements, and maintains SOPs for program operations Manages CERP contract subject matter expert course reviewers and assignments Guides Trainers through program registration, course submission, and promotion of program participation Aids Members in accessing and utilizing course reviews Collaborates to improve and maintain CERP web pages and database Assists with development and implementation of communications and marketing strategies Assists in the preparation of Testing Service and Certification Program s short-term and longrange plans and budgets based on broad corporate goals and growth objectives. Administers, in collaboration with the Director of Operations and CEO, ABC s relationship with testing and certification service vendors. In partnership with the Director of Operations and CEO, implements programs that meet the Association s goals and objectives as directed by the ABC Board of Directors and Certification Commission. Creates an infrastructure and processes necessary to manage ABC s testing and member services activities in consultation with the Director of Operations. Develops and installs procedures and controls to promote communication and adequate information flow within department and to the organization as a whole. Establishes operating policies consistent with the Chief Executive Officer's broad policies and objectives and ensures their execution. Evaluates the results of overall operations regularly and systematically and reports these results to the Director of Operations. 2
3 Ensures that all organization activities and operations are carried out in compliance with local, state, and federal regulations and laws governing business operations. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. EDUCATION and/or EXPERIENCE Four year college degree preferred. Two to five years of association experience required along with experience in managing volunteers. Someone possessing knowledge in item banking and certification is also preferred. LANGUAGE ABILITY Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write detailed reports and correspondence. Ability to speak effectively before groups of customers or employees. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Understanding of statistical concepts, such as reliability and item discrimination, used in examination validation activities. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER SKILLS To perform this job successfully, an individual should have working knowledge of item banking, database, project management, spreadsheet, and word processing software. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
