Canada is barely acknwledging an enrmus prblem that will sn be impssible t ignre. Where t huse ur senirs. The prblem is big because we are getting better at keeping senirs alive lnger. BC s public system has n plicy fr husing cuples tgether s after 60 years f marriage, a cuple wuld be split up in the public system. Buildings in Victria, fr a cuple, ne f whm has dementia - Sunrise, Parkwd Curt, Berwick Huse, Amica n Beacn Hill cst apprximately $3,000 per mnth ($56,000 per year). This prblem desn t affect nly the super-wealthy. Any senir cuple, with a high-needs individual in the mix, wh wuld like t stay tgether have limited ptins. An elderly cuple can sell their huse, say fr $600,000, and live at the Maisn Victria as lng as they make sure t die in abut 4 years, befre they run ut f mney. The gd news fr Maisn Victria is that this is prbably clse t statistically crrect. Gvernments need a cmplete re-think f where we are ging frm here. One f the letters f supprt, talks abut Dr. Atul Gawande s bk, which in my pinin, advcates fr a rather mre radical apprach t senirs living than what is described in this prject. He is talking abut farms, gardening, chickens, greenspace, pets allwed where the nursing staff help in their care - lifestyle enhancement rather than just upscale dining and Butchart Gardens turs. Gawande is talking abut quality f life and what we d with this extra quantity f life ur dctrs can nw bestw upn us. I knw this is a bigger prblem than ne City Cuncil can slve. But please cnsider what yu are taking away frm ur neighburhd and the depth f the prblem that will nt be slved by the additin f ne Maisn Victria fr the wealthy r a $,000,000 dnatin t the Victria Husing Reserve Fund. It is unfrtunate that this applicatin has cme frward prir t the Jubilee Neighburhd Plan being updated and prir t the establishment f a Senirs' Task Frce, as then there wuld be current infrmatin n which my neighburhd culd base its decisin making. I find it difficult t pint ut the negative aspects f this prpsal, as it is almst like attacking "Mm and apple pie". Hwever, it is fr a building ver 67 feet in height and thus des nt prtect the single family hmes in the area...ntably Ashgrve Street. Our cmmunity is hping that the displaced medical clinic and Life Labs will find hmes nearby. The prperty at 2002 Richmnd Rad frmerly hused a grcery stre, cffee shp, barber shp, etc. which assisted in fstering a sense f cmmunity. Currently, this has all been lst. The current Jubilee Neighburhd Plan states "recgnize the significant impact f the Ryal Jubilee Hspital n the surrunding neighburhd". This is perhaps nt a land issue when cnsidering this develpment, but the hspital campus frms a large prtin f ur neighburhd and leads t extra traffic frm staff, patients, visitrs, deliveries, etc. I am aware f many f the prblems facing senirs...persnally and as a caregiver fr my parents and in-laws fr clse t 20 years. It is a very cmplex prblem and there are nt any easy slutins. This prpsal will meets the needs f senirs with incmes that make these rentals affrdable...the unknwn is when the price range becme unaffrdable t many Victria residents. Hwever, I wish t fcus n the scial dimensins f this prject. My parents currently live in an Amica care hme in Victria and receive cnsistently high quality f care. The prspect f this kind f quality care being made available t mre senirs in Victria is welcme. Unlike many lder care hmes, the prpsed care hme is specifically designed t eventually prvide the full range f care ranging frm independent living, assisted care as well as secure care fr senirs challenged by dementia which is in critically shrt supply in Victria. Cnsequently, cuples with differing needs can cntinue live tgether. Imprtantly, this als enables ur senirs t age in place withut the need t mve as their needs increase. As demand utstrips supply, and land values escalate, market rental rates fr all types f husing are increasingly ut f reach fr peple. This is creating a majr scial prblem acrss mst large Canadian urban centres. I strngly supprt gvernment plicies that increase the supply f rental husing. Ensuring grwth f supply f rental units fr senirs, bth public (subsidized) and private (market), is an imprtant part f addressing this issue. This will als pen up mre spaces fr senirs currently clgging up beds in hspitals at great cst as they wait fr placement in a mre apprpriate cmmunity facility. Given the grwing demand f ur aging ppulatin we need mre rental units fr senirs. I urge cuncil t supprt this rezning and develpment permit applicatin. Apprpriate measures fr develpers are summarized in the Bwker Creek Develper s Guide. Please direct Staff t ask the applicant: "Hw will the gals f the Bwker Creek Blueprint be incrprated int this prpsal? My ed questin t the applicant have gne unanswered. As indicated in the applicant's letter dated May 7, 208, the fllwing sustainability features are being explred with this applicatin (emphasis mine): phtvltaic panels, slar-read systems and passive slar systems green rf applicatins mechanical and electrical efficiencies building envelpe systems and thermal perfrmance strm water retentin indigenus, lw-water landscaping decreased cnstructin waste Please nte the applicant will merely explre sustainability features, but makes n cmmitment t them in their prpsal. Frm the list quted abve, the items mst relevant t Victria s cmmitment t the Bwker Creek watershed may be strm water retentin and indigenus lw-water landscaping. Further, the applicant's Reply t Cmments include: I dn t knw why waste water retentin was included in the cmment, as I understand waste water means sewage. Hwever, the develper says permeable paving is a falling hazard. I wuld like t knw what is meant by this. If they mean tripping hazard, this is the first I ve heard f such a claim. I suppse when installed crrectly, permeable paving is as safe as any ther walkway surface.
