3 Introduction The second part of the report The Potential of Business Services Development focuses on five locations in the north of Poland: Tricity, Szczecin, the Bydgoszcz- Toruń agglomeration, Białystok and Olsztyn. This study presents various aspects of the office real estate market as well as the human resources potential of each city/region. In terms of existing and planned supply, the largest and fastest growing office market in this part of the country is the Tricity agglomeration. The office space available in Gdansk, Gdynia and Sopot accounts for 43, m 2 and by the end of 215 it will increase by 6, m 2. The second largest market Szczecin offers 111, m 2, over 6% of which has been delivered in the past three years. Bydgoszcz, Toruń, Olsztyn and Białystok are smaller scale markets (4-5, m 2 ), offering mainly B/B+ office space. Due to the slow growth in supply, these cities have a limited availability of vacant space, which is mostly divided into small and medium-sized units. However, it should be mentioned that these markets are becoming increasingly important on the Polish office map, particularly in the business services sector. The increase in interest among tenants is reflected in developers investment plans. Currently, there are 9, m 2 in the development pipeline in these four markets. 4 Tricity Tricity is the largest office market in the north of Poland. Nearly 7% of the existing supply is located in Gdańsk, which remains the main business centre of the agglomeration. In H1 215, as much as 3, m 2 of office space was delivered to the market. By the end of 215, the office stock will grow by 6, m 2. In H2 215, the vacancy rate for the entire agglomeration will trend upward. This concerns in particular the Gdańsk market, which will record the highest growth in new stock. Due to a wide variety of rental options and growing competition among developers, companies will be able to negotiate favourable financial conditions (for both new agreements and renegotiations of existing contracts). 5 Szczecin In the past three years, Szczecin has registered a record increase in office resources. From 212 to H1 215, developers completed projects with a total area of 68, m 2, which constitutes over 6% of the existing supply. Currently, 2, m 2 is under construction, of which 7,5 m 2 will be completed this year. With the delivery of new office space, Szczecin has become an interesting alternative to the major regional markets and the city has recorded an increase in tenant activity. Since the beginning of 214, the vacancy rate has showed a downward trend. Currently, around 17% of existing supply remains vacant, which translates into 19, m 2 of space. We expect that in H2 215, the vacancy rate will remain at similar level. Bydgoszcz office resources amounted to 52,6 m 2, while in Toruń the figure, stands at 43,1 m 2. Both cities, due to the relatively small scale of the office markets, offer a limited amount of vacant space. The widest offer is aimed at tenants looking for small and medium-sized units. Bydgoszcz is the definite leader in terms of investment plans as projects under development total nearly 6, m 2. These include Arkada Business Park (two buildings of 11,2 m 2 each), the second building within the Scanpark Business Center complex (8,-14, m 2, depending on tenants requirements), F262 (1, m 2 ), Immobile K3 (5,8 m 2 ) and Business Park Teta (4, m 2 ). 7 Białystok Białystok offers nearly 4, m 2 of office space that meets B/B+ class standards. Existing office buildings are located mostly in the central part of the city, near the main communication routes such as Legionowa, Branickiego, Lipowa and Sienkiewicza streets. The market is dominated by office buildings below 4, m 2 GLA built by local developers. Due to the small scale of the existing schemes, the majority of available offices are small and medium-size units. In response to the needs of local tenants, in addition to leasing, developers also offer sale of individual office units. Although the vacancy rate in Białystok is at a level of 13%, the amount of vacant space is only 5,1 m 2. The size of available units varies from 5 to 2 m 2. The average rents ranged from 8.5 to 1.5/m 2 / month; in case of certain units rental rates may exceed 12/m 2 /month. 8 Olsztyn The supply of modern office space in Olsztyn totals 4,4 m 2. Most of the existing supply consists of B/B+ class properties, while A-class buildings make up only a small part. More than half of the existing supply is aggregated in two investments Cezal Business Center (13, m 2 ) and Europa Center (8, m 2 ). In 214, Olsztyn recorded a relatively high growth in supply with 13,4 m 2 being delivered to the market. The largest buildings completed during the period were Business Centre (4,1 m 2 ) and Copernicus Park (2,5 m 2 ). The rapid growth in supply produced an increase in the vacancy rate. Currently, 12, m 2 remains vacant, of which three quarters is available in properties completed last year. Similar to other smaller markets, property owners offer both the lease and sale of commercialised units. The development pipeline accounts for 7, m 2 planned for delivery within the Centaurus office building (Euro Style). Construction of the scheme will start in the second half of 215, and its completion is scheduled for 217. 9 Experts view SZCZECIN The advantage of Szczecin and its surrounding area is its rapid development. Companies operating here can count on the support of the local authorities, institutions and professional consulting companies. Szczecin, like no other city, is a popular among Nordic companies. It has production, logistics, renewable energy, BPO and shared services centres that offer opportunities for the local young, educated workforce. Each business sector specifically focuses on a different economic ecosystem. I think that it is worth mentioning here some general, key aspects, leveraging the economic attractiveness of the region and Szczecin in particular. First of all is the city s convenient geo-location and developed infrastructure (sea port, airport and highway network). Focusing on my sector, IT, support is available from the Szczecin authorities or local organisations such as klaster IT, which are involved in the development of new business venues and gathering competent staff from the local and external labour markets. Additionally, regional universities are open to cooperation with business, which has a significant impact on building the competences required in IT and improving our capabilities to grow. BIAŁYSTOK Białystok, due to its location and development prospects, is considered to be the centre of East-West dialogue and an attractive city for business. 10 Experts view GDAŃSK Pomerania is considered to be a unique place in Poland because we have everything here: the sea, beaches, forests and parks. The amazing scenery of these places creates a wonderful climate that is appreciated by local residents. Besides the benefits of nature, Tricity offers many opportunities for self-fulfillment and career development. International corporations choose Tricity due to its location, infrastructure (airport) and access to qualified labour. In the Tricity there is always a lot to do. Numerous concerts, festivals and sports events mean that no one here is bored. Jeppesen, a Boeing company, is experiencing a significant expansion of its business in Poland, which translates into strong employment growth in the Gdańsk branch. We are intensively searching for employees for our most important departments. We are looking for unique competences that are not always common in the northern region, which is why we have expanded the search for the best candidates to the south of the country. After accepting a job, the only issue is moving here. Why is it not difficult for us to convince people to move for example from Kraków to Gdańsk? Simply because Tricity is the best place to live in Poland! BYDGOSZCZ Bydgoszcz is practically in the centre of Poland: it has its own airport and rail and road infrastructure, but its main assets are its people! They are open-minded, communicative and looking for new challenges. This is not the only potential of Bydgoszcz; there is an economic zone, cinema, theatre, opera house and a beautiful park. 11 Experts view TORUŃ Special Economic Zones (SEZ) are an instrument designed to increase the investment attractiveness of the region, contribute to economic growth and decrease unemployment. SEZs are associated with large international corporations; however, very often it is innovative small and medium-sized enterprises that decide to invest in SEZs. The Pomeranian Special Economic Zone Ltd. (PSEZ) manages investment sites with a total area of 1,859 hectares in four regions, of which 732 ha are located in the kujawsko-pomorskie region. Investors are attracted to this region by the young and well-educated labour force and competitive labour costs. The availability of staff at all levels, the high level of skills of potential employees and excellent investment locations in the PSEZ encourage foreign and Polish companies to invest in the kujawsko-pomorskie region. Toruń not only has a beautiful Old Town, listed on the UNESCO World Heritage List, but it is also a thriving city. Toruń is home to large logistics centres and warehouses, and there are as many as nine universities in the city. 12 Green Certification In April 214, the total number of projects in Poland granted BREEAM and LEED certificates accounted for 94 office buildings. During the next 12 months the number grew by over 76%. According to information published by BRE (Building Research Establishment) and GBCI (Green Building Certification Institute), there are already 166 certified developments in Poland. BREEAM and LEED remain the most popular certificates on the Polish market. Owners and developers usually choose the BREEAM certification. Only every fourth certified office building is LEED certified. Both systems include variations of their programs dedicated to existing buildings and newly designed ones. Due to the growing supply of office space, older buildings are increasingly more likely to apply for certificates in order to optimise their operating efficiency and to obtain an independent confirmation of good practices applied in the building management. In such a way the building is better positioned on the commercial property market.
