2 Sait Paul I. Program Overview Sait Paul public schools erolls 40,228 studets. The studet demographics are 30 percet Africa America, 29 percet Asia, 25 percet Caucasia, 13 percet Latio ad 2 percet America Idia. I Sait Paul, 69 percet of studets qualify for the free or reduced luch program ad 43 percet are studets whose home laguage is ot Eglish. Sait Paul public schools are i a period of decliig erollmet. There are 6,000 fewer childre livig i Sait Paul sice 1999 ad charter schools are ow competig for public school erollmet. I 2002, Sait Paul bega a discussio aroud site-based budgetig because schools were lookig for more autoomy ad the district felt that better budget decisios could be made closer to the childre. It also became obvious that some schools were fuded at differet levels tha others for reasos that could ot be easily explaied. The goal of the site-based budgetig iitiative was to more equitably allocate resources to schools as a part of the ew school fudig formula. 1 For fiscal year 2009 the budget philosophy is that each school site s School Comprehesive Improvemet Pla (SCIP) will drive the school budget processes. Pricipals work with their site coucils to determie how best to use these fuds, which make up about 45 percet of their budget. The remaiig 55 percet of their budgets is composed of the cetrally fuded budgets for programs ad staff. This formula provides schools with a commo base allocatio for elemetary, juior high/ middle ad seior high schools ad more directly allocates categorical fuds to school sites. For fiscal year 2009, the schools receive $234,416,512 i total allocatios. The percetage received from each source is as follows: Geeral Reveue 58.6 percet Referedum Reveue 8.5 percet Compesatory 25.4 percet Educatio Reveue Itegratio Reveue 3.1 percet Title I Reveue 4.4 percet The geeral reveue allocatio for all schools i is a miimum of $4,900 per pupil at the elemetary level, $4,500 per pupil at the juior high level ad $4,000 per pupil at the high school level. I each case the school district has determied that this is the amout ecessary to support a viable school program. I additio to the geeral reveue, schools receive four other fudig streams i their lump-sum allocatio. Reveue from a local 2006 tax-supported referedum o a per-pupil basis, state compesatory reveue based o the umber of studets that qualify for the free or reduced luch program at each school, itegratio fuds provided by the state to create a iclusive eviromet for special educatio ad Title I federal dollars, which are distributed to schools based o the umber of studets who qualify for the free or reduced luch program. III. Autoomy I Sait Paul, pricipals have discretio over about 45 percet of their school-level budgets. I the 2009 fiscal year, out of a $516 millio operatig budget, 45 percet or $234 millio was allocated to schools, 27 percet or $137 millio was cetral office resources allocated directly to schools ad 28 percet or $144 millio was use to fud cetral office programs at the district level. Pricipals i Sait Paul public schools have discretio over hirig through a volutary trasfer process where teachers ca apply to ope positios every year ad the school pricipal ad the school site coucils coduct iterviews ad make the fial decisio about which teacher is hired at the school level. IV. School-Level Maagemet Support Leaders from Sait Paul Public School District, Mieapolis Public School District, Miesota Departmet of Educatio ad the Uiversity of Miesota have developed a coordiated iter-district partership for professioal developmet for pricipals called the Miesota Pricipals Academy. 2 The goals of the Academy are to icrease curret pricipals capacity to provide istructioal leadership that results i improved studet achievemet ad teacher istructio i high-eed schools ad to improve retetio of effective ad experieced pricipals i high-eed schools. School Choice Compoet Sait Paul Public School District has a straightforward choice-based erollmet process. For elemetary schools, parets go through a applicatio process where the parets list their top three school choices for kidergarte. There is some preferece give to studets who live withi a attedace area of each school. Sait Paul schools also iclude several citywide maget ad opeerollmet schools. The district has ope erollmet for middle ad high schools where studets list two choices o a applicatio. VII. Accoutability Sait Paul Public School District lauched a Shared Accoutability Framework i fall This framework is based o the followig uderlyig priciples: 1. The Shared Accoutability Framework is goal-orieted, ot compliacebased, although it recogizes legal ad cotractual requiremets. 2. The federal No Child Left Behid (NCLB) requiremets are importat, but ot eough. We have higher expectatios for studet achievemet as reflected i the district s strategic pla. 3. Sait Paul Public School District is committed to supportig all of our schools ad all of our departmets o behalf of all our studets. 4. All stakeholders play a role: the shared accoutability model has expectatios of both iteral ad exteral stakeholders. 5. The district will provide icetives, supports ad itervetios to assist schools ad departmets i their cotiuous improvemet beyod NCLB. 6. The Shared Accoutability Framework will be coheret, equitable ad trasparet for all stakeholders. The Shared Accoutability Framework seeks to itegrate the accoutability itervetios for Title I ad o- Title I schools. I additio, it expads accoutability beyod schools to all levels of the orgaizatio icludig cetral office departmets ad programs. Three major compoets work together to support the district s focus o studet achievemet ad gauge its effectiveess i meetig performace expectatios at all levels: All Schools Shared Accoutability Matrix - The district s etwork of icetives, supports ad itervetios that assists schools i esurig high achievemet stadards for all studets. The matrix applies to both Title I ad o-title I schools. As part of the Shared Accoutability Framework, the district has a trasparet data ceter at its Web site. The data ceter provides multiple district-level ad school-level reports. Each school receives a aual report card called the school accoutability summary. It icludes studet performace data for each subgroup of studets as well as tred data for each school. Each school is rated with a district performace category of excellig, meetig, progressig, static or decliig. I additio, teachers ad pricipals have access to itegrated studet data for research ad aalyses through olie data tools that allow them to access all studet iformatio i oe locatio. VIII. Performace Outcomes Overall Sait Paul public school studets made gais across the board o state-wide tests i Yet, the district still scores lower tha state averages ad struggles with large achievemet gaps betwee subgroups. 5 The 2008 overall readig proficiecy rate i all grades was 51.1 percet, a icrease of 3.3 percet from This compares to a state-wide readig proficiecy rate of 70.7 percet, a 2.5 percet icrease over last year. The 2008 overall math proficiecy rate was 44.7 percet, a icrease of 3.3 percet from last year. This compares to a state-wide math proficiecy rate of 60.4 percet, a 1.8 percet icrease from Overall, the graduatio rate improved from 2006 to The overall graduatio rate was up from 80.5 percet to 82.4 percet. The America Idia graduatio rate icreased by 10 percetage poits ad Latio, Caucasia, Africa America, ELL ad low-icome studets all saw icreases i this measure ragig from less tha oe to four percetage poits.
