7 I t r o d u c t i o This documet, developed by Maitoba Educatio ad Advaced Learig (the departmet), outlies cosideratios, procedures, ad resources to assist school admiistrators i makig decisios about the educatioal credetials ad appropriate placemet of studets who trasfer to the Maitoba school system from aother jurisdictio withi or outside Caada, from a o-fuded idepedet school i Maitoba, or from home schoolig. Pricipals of schools are resposible for makig placemet decisios, as well as for determiig whether o-maitoba course completios should receive Maitoba Seior Years credit(s). This authority is set out i the Educatio Admiistratio Miscellaeous Provisios Regulatio 468/88 R made uder The Educatio Admiistratio Act. The departmet allows course credits completed i o-maitoba schools by studets who are registerig i Maitoba schools to be evaluated ad accepted as Seior Years credits. Oce accepted, these credits ca be used to meet Maitoba high school graduatio requiremets. No-Maitoba credits refer to courses that are either developed or approved by the departmet. The course codes to be used i recordig these credits are idetified i this documet, based o the curret Subject Table Hadbook: Studet Records System ad Professioal School Persoel System (Maitoba Educatio). A distict code is used for each compulsory subject area. Oe code applies to all optioal courses. No distictio is made betwee i-provice ad out-of-provice learig. No-Maitoba credits may have bee completed i a school from out-of-provice, i a o-fuded idepedet school i Maitoba, or i home schoolig. Studets eterig Maitoba s public school system as residet pupils* or as iteratioal studets should have their pre-existig Grades 9 to 12 course completios evaluated to determie whether Maitoba credit(s) ca be grated. Thereafter, they should be placed i courses that will allow them to obtai the Maitoba high school diploma ad achieve their educatioal ad career goals. Occasioally, studets of high school age with iterrupted schoolig may arrive with a educatioal backgroud that amouts to less tha expected for their age. Suggestios o the placemet of these studets are provided i this documet. * Residet pupils are etitled to a educatio i Maitoba public schools. 8 S t u d e t - P l a c e m e t C o s i d e r a t i o s Whe determiig a studet s placemet withi the Maitoba school system, the school pricipal should take ito accout the followig cosideratios: 1. Resposibility for determiig the studet s placemet at a grade that is appropriate to the age ad skill level of the studet lies with the school. 2. The procedures ad criteria used i the evaluatio of o-maitoba course credits should be clear, cosistet, ad reliable. 3. The approach to evaluatig o-maitoba course credits should take ito accout the diversity of educatioal systems i other jurisdictios ad the studet s age ad skill level. Special cosideratio must be give to the studet s previous learig opportuities, which may have bee limited by difficulty accessig educatio, disrupted schoolig, war, or other factors. 4. The same basic evaluatio methodology should apply to all studets, ad results should be recorded to esure cosistecy, fairess, ad equity (see poit 8, page 5). Evaluatio of o-maitoba course credits should take past practice ito accout. Over time, this record may help the school develop clear, cosistet, ad reliable procedures ad criteria. 5. Studets ad their parets* should have adequate access to the results of the evaluatio of o-maitoba course credits. A local (school or divisioal) appeal process should be i place. 6. It is recogized that school admiistrators require a margi of flexibility i makig studetplacemet decisios. 7. The Maitoba high school diploma is ot to be issued solely o the basis of the evaluatio of o-maitoba course credits. Residet pupils i Grade 12 with the right to atted school i Maitoba must successfully complete at least oe (1) Maitoba course credit (equivalet to 110 hours of istructio) i a Maitoba school before beig awarded the Maitoba high school diploma. * I this documet, the term parets refers to both parets ad guardias ad is used with the recogitio that i some cases oly oe paret may be ivolved i a child s educatio. 2 Evaluatig No-Maitoba Course Completios for Seior Years Credits

9 P r o c e d u r e s f o r E v a l u a t i g N o - M a i t o b a C o u r s e C r e d i t s a d T r a s c r i p t s Whe a Seior Years studet trasfers to a Maitoba school from aother jurisdictio withi or outside Caada, from a o-fuded idepedet school i Maitoba, or from home schoolig, the school pricipal should use the followig procedures for evaluatig the studet s educatioal credetials i order to place the studet i a appropriate educatioal settig. 1. Establish the validity of the documetatio preseted. The studet s trascript should, other tha i exceptioal circumstaces, be a official origial documet or a certified copy of the origial. Geerally, trascripts are issued by govermet departmets/ miistries of educatio. It may be ecessary to meet with the studet ad his or her paret to gather iformatio. Traslatio may be ecessary. If possible, the studet should submit a true ad exact traslatio of the documetatio. Where it is impossible or impractical for the studet to provide traslated documetatio, traslatio with the help of school or commuity resources is a optio (see poit 11, page 9). 2. To determie the studet s placemet, attempt to situate the documetatio withi the framework of the educatio system from which it is issued. If it is impossible to evaluate all or most of the studet s credits or if the studet lacks certai credetials or trascripts, the school will wat to determie at what miimum grade it ca place the studet ad the move forward o a credit-by-credit basis. A follow-up evaluatio of this iitial placemet should be udertake to cofirm the appropriateess of the placemet. 3. For Seior Years studets, make efforts to equate the o-maitoba course credits with similar courses offered i the Maitoba school system. If ecessary, apply a variety of criteria to determie the studet s type ad level of educatioal programmig: Duratio: What was the ormal full-time duratio of the school day? school year? Was it a credit system? How may hours were required per credit? Cotet: What courses were studied? Were there compulsory versus optioal courses? Ca two or more courses be bleded to meet Maitoba requiremets for a sigle course credit? Type ad quality: I what type of programmig was the studet erolled? Was it vocatioal? academic? advaced? Ca the quality of the programmig be determied? Level of achievemet: How was achievemet recorded? Was it recorded by letter grades? by achievemet level? 10 4. A immediate ad iformal evaluatio of the studet s skill level may be ecessary before the studet s trascript ad records arrive. However, schools must be aware of provisios withi the Appropriate Educatioal Programmig Regulatio 155/2005 made uder The Public Schools Act that require a school board to esure that a pupil [who is eligible to be erolled] is ot deied educatioal programmig... for more tha 14 days after the pupil seeks to be erolled i a school withi the divisio or district, regardless of whether that school has received the pupil s pupil file (7[1]). 5. Course codes idetified i the Subject Table Hadbook will allow school admiistrators to reflect the studet stadig properly at the time of admissio. The codes will also help schools complete the graduatio requiremets charts o the provicial report card. No-Maitoba credits are to be recorded with the appropriate codes idetified i the followig chart. Schools should use the desigatio S for Stadig to report credits grated. Note that the modified (M) programmig ad the Eglish as a additioal laguage (E) programmig course desigatios are ot icluded i this chart. Whe evaluatig o-maitoba credits, determiatio of a modified course or a Eglish as a additioal laguage course is ot required. Future adaptatios ad/or modificatios ca still be made with the developmet of a idividual educatio pla (IEP). 11 7. Prepare a IEP for the studet, if ecessary. Cosider questios such as the followig: What kids of educatioal support(s) ad programmig will the studet eed to succeed? What prior schoolig did the studet have? What are the studet s career aspiratios? Will the studet choose to work or study after graduatio? What type of educatio ad traiig will the studet pursue? What type of work will the studet pursue? A IEP is especially importat for studets with limited Eglish or Frech laguage skills, sigificat iterrupted schoolig, or special eeds. Refer to the departmet s website for resources ad iformatio o developig ad implemetig IEPs. 8. Prepare ad record a evaluatio statemet, both for the school s records ad for the studet s cumulative file. This record should iclude a evaluatio report ad copies of all documetatio cotributig to the evaluatio of o-maitoba course credits. If the decisio resultig from the evaluatio is ot accepted by the studet/paret, a formal appeal process should be available to the studet. This appeal process should begi at the school ad progress to the school divisio. The fial decisio is the resposibility of the school board. 12 P l a c e m e t o f S t u d e t s w i t h I t e r r u p t e d S c h o o l i g For studets who arrive with a backgroud of iterrupted schoolig, cosider ot oly their educatioal eeds (as discussed o page 2), but also a age-appropriate grade placemet. Make this determiatio o the basis of each studet s circumstaces. Age-appropriate placemet may be acceptable i oe case ad ot i aother. The itet is to offer the foudatioal schoolig that will help each studet succeed i ad beyod high school. Some studets may beefit from beig placed i a lower grade, allowig for more schoolig to address their educatioal eeds. Sice gratig credits does ot replace formal schoolig, a geeral rule of thumb is to place arrivig Seior Years studets i Grade 9 as a iitial placemet. Prepare a IEP for the studet based o a iterview (with the studet, parets, ad so o), portfolios, ad a assessmet i laguage, literacy, ad other subject areas. Cosideratio may be give to the studet s previous complemetary educatio, iformal educatio, ad stregths ad skills. Course credits may be grated followig a evaluatio of the studet s abilities. It is recogized that the school admiistratio, havig spoke with the studet ad paret, ad gathered ad studied all available ad pertiet iformatio, is i the best positio to make the decisio regardig course credits. A combiatio of approaches should help cofirm the studet s appropriate grade placemet. 13 F r e q u e t l y A s k e d Q u e s t i o s School admiistrators ecouter various situatios ad questios about gratig credits for courses that are ot completed at their school ad about the availability of resources for evaluatig o-maitoba credetials. Aswers to some frequetly asked questios are provided below. 1. How should the school report o-maitoba credits? The o-maitoba course codes allow the recordig of o-maitoba credits for oe-half credit ad oe credit courses. Credits should be reported usig the desigatio S for Stadig. For further iformatio, refer to the curret Subject Table Hadbook. 2. What if the studet appears ready to or wishes to pursue post-secodary educatio ad traiig or work? Studets who require a Grade 12 equivalecy ad who ited to proceed to postsecodary educatio ad traiig or work should be directed to post-secodary educatio programs, or referred to Recogizig Prior Learig (RPL) (Maitoba Advaced Educatio ad Literacy) or to Prior Learig Assessmet Recogitio (PLAR) for Job Seekers (Maitoba Competitiveess, Traiig ad Trade). 3. Util what age does a idividual have the right to atted school? Studets have the right to atted school util they receive a Maitoba high school diploma or util the last school day of Jue i the caledar year i which they become 21 years of age, whichever comes first. 4. If a studet was a residet pupil i Grade 9, 10, or 11, but ot i Grade 12, ca the studet be issued a Maitoba high school diploma? No. The studet must be a residet pupil i Grade 12 to be eligible for a Maitoba high school diploma. 5. How should the Challege for Credit Optio be used whe placig the studet is difficult? The departmet recogizes that, i exceptioal circumstaces, studets may already have acquired the kowledge, skills, ad attitudes of the learig outcomes of a particular course. The Challege for Credit Optio provides a process for studets to demostrate that they have achieved the learig outcomes idetified i the Maitoba curriculum for a directly related course. Further iformatio about this optio is provided i Icreasig Choice ad Flexibility: Chages to Seior Years Graduatio Requiremets (Maitoba Educatio, Traiig ad Youth). 14 6. Ca arrivig studets be credited for demostrated skills i laguages other tha Eglish ad Frech? The Special Laguage Credit Optio provides for the recogitio of Maitoba s liguistic diversity. Seior Years studets proficiet i laguages other tha Eglish or Frech are eligible for Special Laguage credits, which would be grated i additio to the o-maitoba credits. For further iformatio, refer to Special Laguage Credit Optio (Maitoba Educatio ad Advaced Learig). 7. How do I kow whether I should be usig the o-maitoba credits, the Challege for Credit Optio, or the Special Laguage Credit Optio? All three of the above optios are desiged for studets who wat to receive credit for learig they experieced outside the Maitoba educatio system (i aother jurisdictio outside the provice, i a o-fuded idepedet school i Maitoba, or i home schoolig). Whe a studet arrives i a Maitoba Seior Years school, the school admiistrator should meet with the studet ad his or her paret to discuss the various optios. Oe major differece betwee o-maitoba credits ad the Challege for Credit Optio is the way i which studet achievemet is to be reported. No-Maitoba credits will be reported o the provicial report card ad the trascript usig the desigatio S for Stadig. No mark is to be give for these credits. The Challege for Credit Optio could have credits recorded o the report card ad the trascript with a percetage grade. The percetage grade or the desigatio S for Stadig o the trascript may have implicatios for post-secodary acceptace. The Special Laguage Credit Optio is aother way for studets to receive credits for courses take outside the Maitoba educatio system. It is desiged to ackowledge a studet s proficiecy with laguages other tha Eglish or Frech. Depedig o the studet s situatio, the school admiistrator may choose to grat the credits based o exteral credetials, i which case the desigatio S for Stadig would be reported, or based o a examiatio, i which case a percetage grade may be reported. 8. What are the school s obligatios i terms of a timely placemet? The Appropriate Educatioal Programmig Regulatio 155/2005 made uder The Public Schools Act directs that all studets i Maitoba, particularly those with special eeds, are etitled to receive appropriate educatioal programmig that fosters studet participatio i both the academic ad social life of the school. Sectio 7(1) of the regulatio states: A school board must esure that a pupil [trasferrig ito a school] is ot deied educatioal programmig i the followig circumstaces: (a) for more tha 14 days after the pupil seeks to be erolled i a school withi the divisio or district, regardless of whether that school has received the pupil s pupil file; (b) pedig (i) (ii) the coduct of ay assessmet, or the preparatio of a idividual educatio pla for the pupil. 8 Evaluatig No-Maitoba Course Completios for Seior Years Credits

The Coucil of Miisters of Educatio, Caada (CMEC) offers iformatio i its Studet Trasfer Guide to assist receivig schools i placig secodary studets who have recetly moved from oe provice or territory to aother, i a maer that will esure that their educatio is as cotiuous as possible.
