5 Chairma Kasemeyer, ad members of the subcommittee o Educatio ad Ecoomic Developmet, thak you for providig me the opportuity today to update you o Towso Uiversity s progress over the past year ad to discuss our goals ad challeges for FY Over the past five years as Towso Uiversity s Presidet, I have come to the legislative sessio each year eager to share the woderful strides we have made toward accomplishig the goals ad objectives laid out i our Towso Uiversity 2010 strategic pla. As 2010 emerges o the horizo, ow is a better time tha ever to talk about the 2010 visio ad how it fits ito the State s eeds. Marylad s Metropolita Uiversity First, thaks must go out to those who have worked tirelessly to support higher educatio i Marylad. By creatig the Higher Educatio Ivestmet Fud durig the special sessio to supplemet the geeral fud appropriatio, the Goveror ad Geeral Assembly have made it clear that they uderstad the State s future success is reliat o a well-educated workforce. As Marylad s Metropolita Uiversity, Towso cotiues to help a broad crosssectio of society map their future ad give them the tools to be cofidet ad successful citizes. Towso Uiversity maitais a active role i the Coalitio of Urba ad Metropolita Uiversities (CUMU) of which we were a foudig member. I 2006 the orgaizatio s headquarters were relocated to our campus, ad I was elected Presidet. I October 2007 Towso Uiversity was proud to host the aual coferece i Baltimore with a commuity egagemet theme. Several major teets of metropolita uiversities were highlighted, icludig: Givig studets practical, real-life experieces as part of their educatio Ledig expertise to help solve commuity problems while practicig ad teachig good citizeship Actively buildig parterships to achieve goals As you ca see, the CUMU philosophy is very much i syc with our resposibilities beyod the campus. We will cotiue to embrace our missio of offerig a affordable, accessible, ad quality educatio to Marylad s citizes. Page 3

6 Towso Uiversity 2010: Mappig the Future Towso Uiversity 2010 is a powerful documet. Whe the uiversity first laid out the 23 goals ad 86 actio items i 2003 we did ot fully realize how quickly 2010 would approach. It is ow 2008 ad we are oly two years away from reachig our objectives. Whe I look back over the past five years I am pleased with all that has bee accomplished. The pla provides a framework to address five major themes that are essetial to the growth ad success of Towso Uiversity s academic, studet experiece ad commuity partership programs: Erollmet Maagemet, Growth, ad Mix Parterships Philosophy Studet Experiece ad Success Resources for Success Tellig ad Sellig the Story The pla guides our decisios regardig academic programs, staff ad fiacial resources, capital projects, ad other major campus iitiatives. For the past two years I have issued a report card to measure our success ad grade our efforts toward accomplishig each of the themes. This year s report card will be released shortly, ad though there is still much to be accomplished I am proud to say we are makig excellet strides. The followig provides a status report o some of our major accomplishmets. Erollmet Maagemet, Growth ad Mix As the State s desigated growth campus, we cotiue to grow to serve Marylad s citizes. I FY 2007 the State fuded erollmet growth at Towso for 300 additioal studets, however due to cotiuig demad ad our commitmet to serve more studets, Towso grew by 748 FTE studets i fall The growth made the fall 2007 class the largest yet, swellig our total erollmet to almost 20,000 studets. We are committed to educatig these studets who will become our State s urses, teachers, artists, scietists ad busiess professioals. Our ackowledgemet as oe of the Best i U.S. News & World Report ad the Priceto Review reiforces that our commitmet to our studets is meaigful, with 68 percet of freshme desigatig Towso as their first-choice istitutio. Towso Uiversity 2010: Mappig the Future Towso Uiversity will pursue selected directios i support of our missio ad visio for the future. 7 Creative Approaches to Growth To address erollmet growth Towso Uiversity is presetig for approval to the Board of Regets a pilot trimester program that will eable Towso to maximize existig resources ad icrease erollmets over a etire caledar year. As proposed uder the USM Efficiecy ad Effectiveess iitiative, it will eable us to absorb studet growth ad reduce time-to-degree by drawig o two already available resources durig the summer moths uused time ad uused facilities. The pilot trimester will focus o icreasig istructioal capacity i areas of high workforce eeds, icludig health professios, STEM disciplies, educatio, ad homelad security. Trimester To address erollmet growth TU is presetig for approval to the Board of Regets a pilot trimester program for the summer moths. The trimester program will: Respod to the BOR Efficiecy ad Effectiveess Iitiative Address critical workforce eeds Expad erollmet Reduce time to degree Expad course optios for studets Improve utilizatio of classrooms ad labs Decrease demads o facilities, icludig residece halls ad parkig The followig high-demad program areas have bee idetified for iclusio i the pilot trimester: Health Professios STEM Iformatio Techology Educatio Homelad Security I additio, we have expaded our physical locatios ad olie offerigs. Towso Uiversity has a growig role i Harford Couty with the expasio of may of our program offerigs to Harford Commuity College (HCC) ad the HEAT Ceter. The Base Realigmet ad Closure (BRAC) Act has catalyzed this eed, ad we are respodig. We cotiue to be the largest producer of teachers ad the secod largest producer of urses i Marylad, ad our expasio ito Harford Couty will bolster shortages i these areas. With more tha 20 program articulatio agreemets ow fialized allowig studets to ear Towso bachelor s ad master s degrees o the HCC campus, the Iterstate 95 commute will o loger be a barrier to studets who wat to ear a TU degree. Facilitatig a Diverse ad Iclusive Commuity of Learers While our goal is to eroll 25,000 studets by 2013, a major priority of this pla is to esure a diverse mix of idividuals. Our outreach programs with regioal public schools cotiue to grow stroger ad cotribute positively to this goal. Towso Uiversity s Top Te Percet Program attracts Baltimore City ad Baltimore Couty high school seiors who rak i the top te percet of their public schools. The program is ow i its third year ad has over 368 studets erolled most of whom are miorities from urba high schools. To esure studet success we have created a partership with Baltimore City Commuity College ad the Commuity College of Baltimore Couty to offer ecessary preparatory courses for may of these studets ad provide a seamless trasitio to a four-year degree. 8 Erollmet Maagemet, Growth ad Mix Towso s overall miority populatio is curretly 18.2 percet of the total udergraduate erollmet. Closig the miority achievemet gap at Towso became a reality last year. From 2002 to 2007 Towso reduced the graduatio gap for miority studets from 10.8 percet to 1 percet. The six-year graduatio rate for all miorities is 63.4 percet, above our peer performace average of 43 percet. Our Africa America graduates are a importat part of our future. The regio is becomig more diverse, ad Baltimore City s residetial populatio is majority Africa America. Our percetage of Africa America udergraduates is 10.9 percet, which is above our peer average of 8.3 percet. The six-year graduatio rate for Africa America studets is ow equal to all races. The secod year retetio rate is equally impressive with 85.2 percet of the Africa America studets compared to 82 percet of all races remaiig for their secod year. Graduatio Rates for Udergraduate Studets The percetage of Africa America studets erolled i our graduate programs is 13.5 percet, which is more tha double our peer average of 6.0 percet. I Towso Uiversity s 2007 graduatig class, 8.5 percet of the master s degrees were awarded to Africa America studets. More importat tha the umber of studets are the outcomes. Towso Uiversity is providig a campus eviromet ad support structure that eables all of our studets to be successful ot oly durig their time at the uiversity but also after they graduate. Sice 2006 we have bee employig our campuswide Reflective Process for Diversity. The process egages every level of employee i every divisio o campus ad members of studet leadership groups i selfreflectio o diversity with the ultimate goal of facilitatig a diverse ad iclusive commuity of learers. At this time the Reflective Process has reached just uder 600 employees. We aticipate that we will have reached our remaiig faculty ad staff by sprig Through this iitiative, we are cotiuig to shift our culture by icreasig awareess ad commitmet to diversity campus-wide. 9 Fiacial Aid Towso Uiversity s excellece as a public uiversity meas little uless we are accessible. Because of our commitmet to accessibility ad affordability, Towso Uiversity has established strog scholarship ad fiacial aid programs. We cotiue to grow the istitutioal fiacial aid pool, which icludes merit, eed-based ad missio-related aid. I FY 2008 Towso Uiversity budgeted 18.2 percet of the uiversity s udergraduate tuitio ad fee reveue, or $18,172,842, i support of istitutioal aid. This is a icrease of $3,209,789 over the previous fiscal year s spedig. From FY Istitutioal Fiacial Aid (Except Athletics) 2004 to FY 2008 Towso Uiversity icreased spedig for eed-based aid by more tha $5 millio, or 161 percet. I FY 2009 we pla to cotiue to icrease the fiacial aid pool i order to keep up with projected erollmet growth. They cotiue to help us serve as Marylad s Metropolita Uiversity by makig direct ties to etities at the local, regioal ad global levels. Usig the parterships philosophy, we will cotiue to evolve as a workforce egie for the State ad expad our outreach efforts to promote ecoomic developmet ad address social issues withi the State. A uiversity of our size ad locatio has civic ad social resposibilities that reach beyod the limits of our campus. We are stewards of our commuity, ad several iitiatives demostrate our commitmet to this philosophy. Cherry Hill Learig Zoe Iitiative The Cherry Hill Learig Zoe Iitiative is a partership amog the Baltimore City Public School System, Baltimore City govermet, Towso Uiversity, ad Cherry Hill s grassroots orgaizatios. The partership builds upo the stregths of the Cherry Hill commuity to meet its eeds ad urture its potetial i areas related to commuity, ecoomic, ad educatioal developmet. We are workig with parets, civic leaders, small busiesses, clergy ad may others to help make Cherry Hill a commuity where childre wat to go to school ad wat to excel ad succeed. Towso Uiversity is also ivolved i maagig several schools i the city uder the Uiversity Partership Schools iitiative. This iitiative was formalized by the State Board of Educatio i May, allowig the four elemetary/middle schools i Cherry Hill ad the eighborig Morrell Park Elemetary/Middle School to be maaged i partership with Towso Uiversity. I additio, the uiversity held a readig cliic i Cherry Hill over the summer ad is curretly developig a program that will teach high school studets resume writig ad iterviewig skills. We cotiue to brig studets ad their parets o campus to further ehace their readig skills, exposig them to the academic eviromet at a early age. Towso Uiversity s College of Educatio has bee atioally recogized for creatig more tha 120 Professioal Developmet Schools. Curretly, Patapsco Elemetary School is beig prepared as a Professioal Developmet School for Early Childhood educators begiig i sprig Ultimately, all Uiversity Partership Schools will be merged ito a Professioal Developmet School Page 8

11 etwork, whereby teachers across grade levels will be prepared for careers as urba educators. Our goal is to prepare every preschooler for kidergarte, every elemetary-aged studet for middle ad high school, ad every high school studet for college or the workforce. STEM Programs May of the jobs related to the iflux of people expected from BRAC are related to Sciece, Techology, Egieerig ad Math (STEM). The eed for better preparatio i this area begiig at the K-12 level is well-documeted. Buildig o our Professioal Developmet School etwork, Towso is parterig with those same schools to build a STEM pipelie. This year a former NASA astroaut joied the Towso Uiversity team. Usig his egieerig kowledge ad teachig experiece, he is spearheadig the uiversity s Willard Hackerma Academy of Mathematics ad Sciece, which brigs more emphasis to early STEM iitiatives. The academy recetly lauched a ew Saturday morig series that features presetatios, performaces ad demostratios desiged for studets to lear about moder discoveries i mathematics ad sciece. The Academy has also partered with the Marylad Sciece Ceter to provide outreach activities i space sciece. CareFirst Nursig Grats Towso Uiversity cotiues to address the shortage of urses i the regio by expadig our programs to satellite locatios ad egagig i grat programs like CareFirst BlueCross BlueShield s Project RN, which was lauched last fall. The program aims to icrease faculty at ursig schools by preparig ad supportig urses completig their master s degrees with a commitmet to teach i the Marylad, Virgiia or D.C. area. CareFirst is committig $1 millio to provide aual grats of $40,000 each for 12 master s ursig studets over two years. Priority is give to schools that have demostrated their commitmet to icreasig full- or part-time ursig educators. Page 9

12 Parterships Philosophy MBA Program Towso Uiversity s College of Busiess ad Ecoomics has grow to be the largest udergraduate busiess school i the State ad the largest of our six colleges. Sice its iceptio, the UB/ Towso MBA program has show outstadig program results. I fall 2007, 391 studets were erolled, a 123 percet icrease over The program is servig the eeds of ew graduates, career chagers ad seasoed professioals while addressig State efficiecy ad effectiveess madates. Two ew uique tracks for the MBA sports maagemet ad busiess security are offered oly through the UB/Towso MBA program. I February 2008 oe of the UB/Towso MBA studets was amed a Youg Leader Uder 30 o the Rise by Eboy magazie. The feature hoors professioals age 30 ad uder who are makig a differece i the corporate world, govermet or through etrepreeurship, while also helpig others i the commuity. The studet credits his experiece i the UB/Towso MBA program as helpig him ear the hoor. I probably would ot have bee give this award if it had ot bee for the UB/ Towso MBA program, he said. Beig a part of the MBA is where my passio has bee cultivated. Both campuses have also helped me develop my busiess. Research ad Iovatio We are proud of several recet partership developmets that will ehace the lives of idividuals with disabilities. I Jauary, Natioal Public Radio, Harris Corporatio ad Towso Uiversity faculty i cojuctio with WTMD radio statio aouced a ew iitiative to make radio more accessible to the hudreds of millios of hearig ad visually impaired people aroud the world. The iitiative will leverage cuttig-edge HD Radio techology to eable hearig-impaired people to see live radio cotet o specially equipped receivers by applyig televisio closedcaptioig processes to radio broadcasts. The techology will also provide audio cues ad voice prompts for those visually impaired ad blid UB/Towso MBA Statistics Residecy The program serves the eed of Marylad residets. 13 The College of Health Professios will establish the Ceter for Adults with Autism Spectrum Disorders (ASD), which will offer ad evaluate model programs for addressig the eeds of adults (primarily youg adults) with ASD ad their families. I additio to these services the ceter will support ogoig educatio for a variety of professioals who serve this populatio ad provide outreach to a variety of etities. Resources for Success As you ca see, Towso Uiversity is doig may excitig thigs i the commuity, but we ever forget the real reaso we are here to educate ad graduate studets. We also kow that istitutioal ad studet growth is oly possible with parallel growth i resources. Erollmet icreases impact fiscal, persoel ad studet support decisios. As we move forward toward 2010, Towso Uiversity will cotiue to focus o developig recruitmet ad retetio efforts for faculty ad staff, implemetig the campus Master Pla, ad ehacig the campus ifrastructure i support of our studets. Outside Support This past year we reached approximately $20 millio i grats ad cotracts, a 10 percet icrease over the previous year. As of Jauary we have raised more tha half of our Capital Campaig goal of $50 millio. Our alumi doatios icreased by 16 percet over last year, raisig early $1.7 millio for the uiversity. Teure-Track Faculty I the past four years we have added 129 additioal et teure-track faculty positios to hadle the erollmet growth, ad we curretly have 630 core faculty positios. I additio to more teured ad teure-track faculty, we ow have 118 full-time lecturers. We are committed to remaiig competitive related to salary stadards for faculty. We are curretly i the 75th percetile, a improvemet over 2003 whe we were i the 68th percetile. Our goal is to be i the 80th percetile, ad we are makig steady progress. Page 11

14 Resources for Success Physical Growth o Campus I terms of campus space, erollmet growth has certaily bee challegig but we are facig these challeges head-o. A 670-bed residece hall desiged for freshme ad sophomore studets will ope i August 2008, ad plas are uderway for aother 600-bed facility to ope i August A diig ad studet services facility to support these ew residece halls is also plaed for Phase I costructio of the uiversity s ew College of Liberal Arts Buildig is uderway. Whe complete, the buildig will cosolidate the liberal arts departmets ito oe locatio o campus. Through the uiversity s Foudatio, Towso is also ow leasig offices at 7400 York Road, which will allow core campus space to be made available for faculty offices ad other uits cetral to the uiversity s academic missio. Expadig the Campus Ifrastructure to Meet Today s Needs To accommodate the uiversity s growig ursig program major reovatios occurred i Burdick Hall this year, icludig a ew Nursig Skills Lab, a Digital Media Classroom for outreach to the USM Hagerstow locatio, ad ew faculty offices. Stephes Hall was also reovated for the expasio of our Hoors College, icludig techology-ehaced semiar rooms, studet study space, ad faculty offices. I respose to the tragic evets at Virgiia Tech last year, the uiversity is bolsterig its safety resources. I May 2007 the uiversity implemeted a text message otificatio system for emergecies. More tha 6,000 campus users have siged up for the service to date. We are also i the process of acquirig a exterior sire ad expadig our iteral system to allow for public address capabilities durig emergecies. West Village Housig Page 12

15 Sustaiability Facts Studet Experiece ad Success The overall studet experiece is critical to studet success, ad Towso Uiversity has made large strides i studet ivolvemet. Over the past year we icreased studet attedace i the followig areas: Fie arts evets 17% Greek life recruitmet 30% Family Weeked 40% Athletics evets 27% From 2006 to 2007, Towso Uiversity icreased its recyclables by 63%. I 2007, Towso Uiversity recycled more tha 3,900 tos of material 395 pouds per studet. Towso Uiversity s campus is home to early 400 recyclig bis. Sice 2001 more tha 15 acres of high-priority forest areas o campus have bee placed ito perpetual coservatio easemets for preservatio. Gree buildig features, such as passive solar heatig, day lightig, ad high-performace HVAC systems, have bee implemeted ito campus buildigs. Our Divisio of Studet Affairs is placig more emphasis o civic egagemet. All studets are ecouraged to participate i the uiversity commuity with programs like our New York Times luch discussio series. Studets must also participate i at least oe service-learig opportuity off-campus. We are cotiuig to icrease iterships, ad ecouragig studets to exted civic egagemet beyod their time at Towso Uiversity. This year we lauched the Natioal Graduatio Pledge i which seiors commit to be evirometally ad socially resposible after graduatig. Sustaiability ad Evirometal Awareess Studets, faculty ad staff members have take a active role i attractig ad hostig a umber of gree programs o campus, ragig from recyclig competitios to campus ad commuity clea-ups. These programs have helped foster a awareess of gree iitiatives o campus ad eabled the uiversity to icrease its recyclig ad eergy coservatio rates. Last year s RecycleMaia program eabled us to recycle 13,445 pouds of paper from Jauary 2007 to April 2007 aloe. As a sigatory of the Presidet s Climate Commitmet, we are also workig toward classifyig all ewly costructed buildigs uder LEED (Leadership i Eergy ad Evirometal Desig) certificatio. Page 13

16 Tellig ad Sellig the Story As you ca see, Towso Uiversity has much to be proud of, ad we are makig it a top priority to share our successes. We have bee a positive force i the commuity for 142 years, but we are oly recetly drawig the appropriate attetio to our positive impact i the commuity ad the high quality of our academic programs ad faculty research. Our Thikig Outside radio ad televisio campaig has helped us to reach a wider audiece ad more effectively commuicate our commitmet to research-based learig with practical applicatios that exted beyod our campus borders. Our tellig ad sellig is payig off. People are listeig ad cogratulatig us for our accomplishmets. We have come a log way sice we started out with 11 studets, three faculty members, ad a small reted buildig. We ow have close to 20,000 studets, more tha 3,000 faculty ad staff members, ad 44 academic ad admiistrative buildigs spread over 328 acres i a metropolita regio abudat with opportuity. We look forward to cotiuig to share with you how Towso Uiversity is a leader i the commuity, State ad regio. Eactig the 2010 Visio ad Beyod We are makig woderful progress, but realize there is still much to be doe i brigig Towso Uiversity 2010 to reality. I just a few years 2010 will have come ad goe, ad Towso will be aalyzig our visio ad makig appropriate chages for the ext phase. 17 Rebalace the Fudig Mix Access to a quality, affordable educatio for Marylad s citizes is the goal of the Goveror, the legislature, the Uiversity System of Marylad ad Towso Uiversity. At this poit, the erollmet fudig iitiative put i place by the Goveror ad Uiversity System of Marylad ad supported by the Geeral Assembly allows Towso Uiversity to successfully fulfill the eeds of the State as the lead growth campus of traditioal age studets. While our commitmet to growth is strog, we must cotiue our advocacy for a more balaced fudig mix for our studets. Curretly Towso Uiversity receives the lowest studet support i the State. At $5,662 per FTE i State geeral fuds for FY 2009, Towso Uiversity studets bare the greater cost of their educatio with tuitio ad fees at $7,234. Our desire is to deliver quality, affordable ad accessible educatio, ad rebalacig the fudig mix would allow us to rely less o tuitio ad fees to operate. FY08 Reveue Sources Page 15

18 Additioal Operatioal Support As aforemetioed, Towso exceeded our target erollmet i FY 2008, ad we are plaig ad budgeted to grow by aother 500 FTE i FY We are rapidly approachig our goal of 25,000 studets by This major growth spurt requires immediate attetio. Our growth has created a domio effect: More studets require more faculty ad staff ad expaded services to support them; more faculty ad staff icreases madatory costs for items like health isurace ad cost of livig adjustmets; more people o campus require additioal physical space to accommodate more classrooms ad offices; with additioal space comes a eed for more operatioal support to keep up with additioal utilities, housekeepig ad maiteace. To maitai the quality of our academic programs ad Towso s reputatio for small ad iteractive classrooms, 25 more teure-track faculty members are eeded this year. We are also aticipatig the eed to hire ew support staff i the health ceter, the couselig ceter, disability support, huma resources, the bursar s office, judicial affairs, ad campus life. The success of our studets is of the utmost importace, ad each studet who sets foot o our campus deserves a quality educatio, icludig professioal support for importat areas like health ad career issues. Towso Uiversity s studets, faculty ad staff are fully egaged i makig Towso Uiversity 2010 a reality. Our parterships have eabled us to have a positive impact o may costituecies, helpig us to advace our missio as Marylad s Metropolita Uiversity.
