1 Bennett Memorial Diocesan School Tenax Schools Trust Bishop Chavasse School INVITATION TO TENDER FOR PROJECT MANAGEMENT SERVICES Background The Department for Education has approved an application from our academy trust, based at Bennett Memorial Diocesan School, to open a brand new primary free school in September 2017 and we are seeking to appoint a project manager to support and co-ordinate our work in this preopening phase. The site for the school has now been acquired and so to support the Trust through the next stages of the development of the project we anticipate the project manager will need to be available from September 2016, or possibly earlier. The school will open initially in temporary accommodation, and it is anticipated the permanent building will be completed by summer The school will be a two form entry Church of England primary school for children aged 4 to 11. The school will have a total capacity when full for 420 pupils. The school will open in temporary accommodation, most probably on the permanent site. The new school will be based on the approach and standards of Bennett, its founder school, and will have a distinctive Christian ethos. It will aim for academic excellence, a traditional curriculum with subject specific teaching, and particularly strong enrichment opportunities for the development of pupils character and values. It will draw 75% of its intake from the wider Tonbridge community, irrespective of faith allegiance. The school will be a part of the Tenax Schools Trust, the multiacademy trust founded by Bennett. Working with parents, meeting and anticipating their needs is a core element of our strategy and our project manager will need to support us in developing this aspect. The new school s sponsor Bennett is an Church of England secondary school situated in Tunbridge Wells. It is graded Outstanding by Ofsted, and is a National Teaching School. Bennett founded the Tenax Schools Trust, a multi-academy trust consisting of academies in the Tonbridge, Tunbridge Wells and Crowborough areas of the Dioceses of Rochester and Chichester. The Trust, and Bennett in particular, have range of staff and resources as you would expect from a large secondary school. Support Needed The project manager will provide leadership and guidance to support the group. This will include, but is not limited to the following areas: Project co-ordination including ensuring that project plans are produced, maintained and developed to enable the school to open in September 2017
2 Liaison with the Department for Education / EFA to identify timescales and other requirements for their on-going approval of the project Securing arrangements to ensure the group and our partners can comply with these requirements Relationship management and communications within the group, with our community and with other partners and organisations we will be working with Specialist advice whilst we have some knowledge within our group, a key role for the project manager will be to help us address what we know we need and to identify and address those things we don t know we need. This is likely to include working with other specialists we engage to provide support in the pre-opening phase with our education plan, the recruitment of a principal designate and other key staff, procurement and business management along with potential suppliers of services that will continue after opening such as legal, human resources and ICT Marketing strategy ensuring that appropriate arrangements are put in place to create sufficient demand for places to make sure the school has sustainable numbers on opening Financial sustainability supporting the group in delivering best value and careful monitoring and planning of budgets This list is not exhaustive and is likely to develop as we move towards opening in September 2017, and building completion in summer As we appoint our Principal designate and other key staff it is likely that they will take over some of the work as part of their duties. It is however essential that the project manager co-ordinates the work and monitors and manages progress and is able to identify potential problems with delivery and required remedial action. The project manager will be accountable to the Trust Finance Director and CEO for delivery. Tender Process At this stage we are seeking to identify a preferred provider of project management services. We will then enter into more detailed discussions over the exact nature and extent of the support available to supplement what we will provide from within our group before finalising contractual arrangements. We recognise that the support we need will vary and develop as the project progresses and we will therefore be looking to accommodate a degree of flexibility into the contractual arrangements. We do however need to have a basis for our best value considerations in selecting a preferred provider. To accommodate this and assuming the project remains on schedule, we are asking potential partners to identify a monthly fee for a retainer to provide the core project management needed along with a daily and hourly rate for additional work. This assumes that the core project management work will provide for up to 30 hours per month until early 2017 and then reduce to 20 hours per month as we expect to have other staff able to pick up some responsibilities at this stage. Please bear in mind that this is only an estimate of the core work and, depending on the demands of the project and the availability and involvement of volunteers and other providers, we expect that there may well be a need to supplement this work with additional time. We will be seeking to be assured that our project management service provides: Proven experience in providing the support we have identified above
3 Capacity to work flexibly and enhance the work of our group Good value for money Whilst paper application processes provide useful background and some key facts and figures, we want to be confident that the project manager we work with fits with the personalities and values within our group. The first stage in the selection process involves a short paper-based application form which will help us learn more about you and your services and meet some of the due diligence requirements. From this we will decide which applicants to invite for a meeting with us before nominating the preferred provider with whom we will enter into more detailed discussions. If after reviewing your application we want to invite you for a further discussion we expect this to be during June or early July 2016 in Tunbridge Wells. Our success criteria Our success criteria will include the following: Meeting all DfE and EFA, legal/financial and governance requirements Leading for the Trust on all aspects of community consultation, engagement, planning, trouble-shooting Opening the school on schedule Recruitment of a full cohort of pupils and staff to the school on opening, in collaboration with the headteacher when appointed and Trust leadership Common problems anticipated and pre-empted Workable solutions to problems promptly identified Value for money for project management Value for money for the project overall Application Process Bids should be submitted by to dottridge@tenaxschoolstrust.co.uk. 5 5. Proposed Charges An anticipated structure for charging is set out below. However we would ask you to state clearly in your proposal any proposed modifications to this structure, based on your experience; state how you propose to link fees to delivery at specified project milestones, and what you believe these should be; and state clearly what the daily and overall costs would be for project management. Prices quoted should be exclusive of VAT. Proposed fee structure Monthly retainer fee for up to 30 hours work per month Monthly retainer fee for up to 20 hours work per month Daily rate for additional work (assume 8 hours per day) Hourly rate for additional work Any other charges that might apply (e.g. travel costs) Terms and Conditions It is anticipated that the service will be operated under the service terms provided to us by the DfE.
