2 1. Introduction In response to growing demand from our members and the wider school sector for enhanced national recognition, we have introduced a new NASBM Fellowship scheme for our most experienced and qualified school business management professionals. Our objectives are: To formally recognise and raise awareness of excellent practice and expertise within the profession; To encourage the profession to aspire to excellence and higher standards of practice; To improve the practice of school business management by encouraging ongoing participation in professional development. This guidance explains the benefits of, and application process for, becoming a NASBM Fellow. 2. Benefits of becoming a NASBM Fellow By making an application to become a NASBM Fellow, you are applying to be recognised by your professional body as a proficient 1 school business management professional, committed to the highest levels of professional and ethical practice. If successful, you will become part of a diverse network of like-minded people who want to drive forward the standards of and build the reputation of the school business management profession. You will be working alongside NASBM and our stakeholders to ensure that school leaders and governors fully recognise the contribution school business management professionals make to school improvement and development. Being recognised as a NASBM Fellow demonstrates that you are a leader within the profession, have achieved a high level of professional expertise and are committed to developing your knowledge and skills to meet the ever-changing demands of the education sector. You are also showing your commitment to upholding the very highest ethical standards. NASBM will maintain a public register of our Fellows on our website and NASBM Fellows can use the designation FNASBM after their name and on printed material. NASBM Fellows will also receive: A NASBM Certificate An invitation to the next NASBM annual awards ceremony An invitation to an annual dedicated professional development event for NASBM Fellows An invitation to have your achievements showcased in The Voice, NASBM s member magazine. 3. Eligibility NASBM encourages applications from school business management professionals working in all school settings who meet our requirements and comply with our Code of Practice. You do not need to be a NASBM member already to apply but if you are accepted as a NASBM Fellow, you will become a NASBM member. 1 We are using the following definition of proficient: Having an advanced degree of competence in a vocation, profession, or branch of learning. 2

3 NASBM Trustees, Associate Practitioners and Associate Trainers are all eligible to apply. Please note that guidance does not apply to existing NASBM Fellows, who were recognised through the previous scheme. 4. Requirements To be recognised as a NASBM Fellow, you must: 1. Have at least three years recent experience working at a senior level in a school business management professional role. 2. Hold a qualification at Level 6 2 or above in school business management or in a subject which supports your professional practice in at least one of the following areas of school business management: a. Leading Support Services b. Finance c. Procurement d. Infrastructure e. HR f. Marketing 3. Demonstrate significant experience and evidence of impact in two of the key areas listed below. One of these areas must be Leading Support Services. a. Leading Support Services b. Finance c. Procurement d. Infrastructure e. HR f. Marketing 4. Provide evidence of ongoing commitment to continuing professional development (CPD). 5. Provide evidence of leadership within your school and system leadership within the school business management profession. 6. Demonstrate the highest standards of professional conduct. Additional guidance on how to meet these requirements is included in Appendix 1 and 2, starting on page 6. Application process To demonstrate that you meet our requirements, you need to complete the Application Form and submit with it: a copy of your job description your career summary or CV a copy of your qualification certificate(s) a personal development plan any additional evidence you wish to provide in support of your application. NASBM has also produced an example of an application, along with FAQs. Visit the NASBM website for these: You must also provide contact details for two professional referees who can confirm the accuracy of your application and endorse it, one of whom should be your current employer. 6. Fees An assessment fee of 35 is charged to cover the costs associated with the review of applications. You will be invoiced for this fee when you apply to become a NASBM Fellow. Thereafter, if you are new to NASBM, the annual membership fee for NASBM Fellows in is: 165 for secondary school business management professionals 115 for primary school business management professionals. If you are an existing NASBM member, your annual membership fee will increase to the rate described above, the next time your membership is renewed. Information about the benefits of NASBM membership and our Terms & Conditions is available on our website: Please note that NASBM membership fees are reviewed annually and may be increased. 7. Procedure for assessing applications The first two application windows are: 1 November March April 30 August Applications will be checked by NASBM staff to ensure that the correct information has been provided and that the assessment fee has been paid. All complete applications will then be subject to review by a panel made up of the NASBM Executive Director, existing NASBM Fellows and sector stakeholders. The panel will meet after the application window closing dates, in late April and late September/early October Successful applications If your application is successful, you will be notified by letter and receive a NASBM Fellowship Certificate, within 30 days of the panel meeting. Applications and supporting evidence can be returned to applicants if requested; otherwise NASBM will retain all applications for 12 months after the panel meeting. Thereafter all applications will be disposed of. 4

5 Unsuccessful applications If your application is not successful, you can request feedback and may be invited to join NASBM at another appropriate membership grade, if you are not already a member. Appeals process You can appeal against an unsuccessful application, which will involve a referral to an independent panel, who will make a decision within 30 working days of receipt of the appeal. 8. Maintaining recognition as a NASBM Fellow NASBM Fellows are required to confirm on a three-yearly basis that they continue to meet our requirements and our Code of Ethics. This will be demonstrated by returning a declaration form to NASBM. A renewal fee of will be charged for this service. Recognition as a NASBM Fellow will be revoked, subject to appeal, in the event of a Fellow being found to be complicit in proven malpractice 3 or disqualified as a trustee or governor. 9. 6 Appendix 1 Eligibility Criteria Additional guidance Criteria 1. Have at least three years recent experience working at a senior level in a school business management professional role. 2. Hold a qualification at Level 6 5 or above in school business management or in a subject which supports your professional practice in at least one of the following areas of school business management: Additional guidance Applicants should have been a member of a school 4 leadership team for at least the last three academic years. It does not have to be the same school for all three academic years. There are no restrictions on job titles but applicants must include a copy of their current (and, where appropriate, previous) job description(s) with their application, with evidence of their date(s) of appointment. Applicants should also provide a summary of their career history or attach an up-to-date CV to their application. Applicants must attach copies of their qualification certificate(s) to their application. Applicants must explain how achievement of the qualification(s) is relevant to their role as a school business management professional. There is no time limit for the achievement of the qualification(s). a. Financial management and efficiency b. Income generation and marketing c. Procurement d. Human resource management e. Estate management and health & safety f. Capital build and project management g. Administration, data management and ICT h. Understanding the education context 3. Demonstrate significant experience and evidence of impact in two of the key areas listed below: a. Financial management and efficiency b. Income generation and marketing c. Procurement d. Human resource management Applicants must be able to demonstrate that they have contributed significantly, taking a leadership role, to school development and improvement through the activity they have undertaken in two of the key areas. The activity must have been undertaken within the last three academic years. It does not have to be the same school for all three academic years. Applicants must be able to evidence their personal contribution to any activity undertaken. 4 School is used throughout the guidance as an umbrella term covering: maintained schools, free schools, single academy trusts, multi-academy trusts, federations or other collaborative structures 5 An explanation of qualification levels is provided here: 6

School curriculum Provide evidence of ongoing commitment to continuing professional development (CPD) 5. Provide evidence of leadership within and support for the school business management profession. Applicants must also evidence how the activity undertaken has significantly improved outcomes for learners and/or the school or wider community. In addition to completing the relevant section on the application form, applicants should provide supporting evidence. This evidence 7 might include: testimonials, extracts from minutes of governor meetings, school development plans, appraisal documents, financial reports, pupil achievement data, or school selfassessment reports. Applicants must submit a personal development plan, reflecting on their own learning, performance and achievements and setting out their plans for professional growth. There is no prescribed format for this personal development plan. Applicants must also be able to demonstrate that they have regularly participated in CPD over at least the last three academic years to maintain and further develop their skills. Eligible CPD can include: continuing education (part time, full time, distance learning) leading to qualifications; attending seminars, courses or workshops, including online courses and webinars; attending networking events; attending conferences and exhibitions; in-school training ; coaching/mentoring; preparation/presentation of papers or workshops for conferences, meetings or publications; work shadowing, secondments, or onthe-job training; private study (e.g. reading school business management-related books or journals). Applicants must be able to describe two examples, illustrating how their CPD has enabled them to carry out their role more effectively. Evidence provided in support of the application might include: appraisal documents, copies of qualification certificates, attendance certificates and course outlines. Guidance on CPD recording and personal development plans is available on the CIPD website: This might include establishing and/or taking a leadership role within local school business manager groups, contributing to the professional development of other school business management professionals, or establishing other collaborative arrangements. Evidence provided in support of the application might include: testimonials, appraisal documents, extracts 6 School curriculum is used to encompass all aspects of curriculum design and delivery, teaching and learning and assessment. Whilst school business management professionals are not teachers, their work will impact on the curriculum offered to pupils and their experience of teaching, learning and assessment. 7 We recognise that evidence presented may be adapted or redacted to protect confidentiality. 7

8 6. Demonstrate the highest standards of professional conduct. from minutes of meetings, programmes or training materials. Applicants must confirm that they will comply with our Code of Ethics, published in Appendix 2. Applicants must declare if they are working in schools which have received an EFA malpractice investigation or a qualified audit report. This will not disqualify applicants but would lead to further investigation by NASBM. Applicants must confirm that they have not been disqualified as a trustee or governor nor have been found complicit in any proven malpractice 8. Recognition as a NASBM Fellow will be revoked, subject to appeal, in the event of a Fellow being disqualified or found to be complicit in proven malpractice. 8 We are using the following definition of malpractice: illegal, or unethical professional conduct or neglect of professional duty, which in the opinion of NASBM, or any review panel established by them, brings the profession or NASBM into disrepute 8

9 Appendix 2 NASBM Code of Ethics NASBM Fellows are committed to demonstrating the highest standards of personal and professional conduct, to providing professional leadership in their schools and communities, and to maintaining their professional competence. In all activities, NASBM Fellows shall: 1. Fulfil their professional responsibilities with honesty, integrity and objectivity, working within the limits of their professional competence 2. Comply with all statutory regulations and provisions 3. Pursue the good stewardship of all school resources and refrain from using their position for personal gain 4. Not tolerate the failure of others to act in an ethical manner and pursue appropriate measures to correct such failures 5. Make the wellbeing and improvement of the life chances of pupils a basic principle in all decision making and actions 6. Have proper and professional regard for the ethos, policies and practices of the school in which they work 7. Treat pupils, parents/pupil carers and staff members with dignity, building relationships rooted in mutual respect, and at all times observe proper boundaries appropriate to their professional position 8. Have regard for the need to safeguard pupils wellbeing, in accordance with statutory provisions 9. Maintain the confidentiality of data and information 10. Maintain professional competence and seek to improve the effectiveness of their role through continuing professional development 11. Actively support local and national networking groups aimed at improving school business management, and encourage colleagues to do likewise 12. Never behave in a way that brings into question the integrity of the school business management profession. 9
