1 Invitation to Submit a Proposal to Sponsor a New 210 place Primary Free School New School Building, Smith s Farm, Great Dunmow Opening Date: September 2018 School Specification Document for Potential Sponsors Essex County Council (ECC) is inviting expressions of interest to sponsor a new 210 place (1 form of entry (fe)) primary Free School (with an on-site 26-place pre-school provision which is not part of this specification) from September 2018 in new buildings on a site on the Smith s Farm development in Great Dunmow, Essex. (Smith s Farm Development, school site outlined in orange) The Vision for Essex reaffirms the County Council s commitment to increase educational achievement and enhance skills as a priority. We have high aspirations for the children of Essex, and are committed to maximising educational opportunities in order that each Essex child may achieve their full potential. We work proactively with our partners to increase provision through the development of good school organisation solutions (in accordance with our place planning strategy) to
2 improve the quality of the school system, increase diversity and deliver good and outstanding outcomes for the children of Essex. For that reason we wish to hear from providers who can exhibit their passion and ability to deliver those aspirations for children in Great Dunmow, demonstrating how their education plan will provide high quality primary school places, in particular for children with special educational needs and additional needs. Background Pupil numbers in the Dunmow area (area including Great Dunmow, Great Easton and surrounds) have been rising over recent years, due to the development of new housing in the area as well as a rising birth rate. The latest Reception place forecast for the Dunmow area shows: Academic Year 16/17 17/18 18/19 19/20 20/21 21/22 22/23 Reception Places Available Predicted Reception Places Required Surplus/Deficit of Reception Places Summer 2014/15 forecast long term forecast This forecast information indicates that the deficit of Reception places is permanent from 2017/18, and that a permanent 1fe solution is required to meet forecast demand for places until 2021/22. The current deficit of places is generated by high demand in Great Dunmow (as opposed to Great Easton) as a result of new housing. Analysis of existing primary schools in Great Dunmow indicates that none could accommodate a 1fe expansion, due to restrictions and constraints on those school sites. Early Years sufficiency information demonstrates a need for additional Early Years provision. These data show that there are 10 childcare providers in the Great Dunmow South and Great Dunmow North wards. However, two of these are out of school and holiday clubs, four are child-minders with currently no vacancies and of the one day nursery and three pre-schools there are only six vacancies for two year olds and six vacancies for three and four year olds. which does not satisfy present and future need. There are a number of significant housing developments ongoing and planned in Great Dunmow. Education sites have been secured through S106 agreements, one of these being located on the Smith s Farm development. The County Council will procure the project management and construction of the new building in order to achieve the EFA deadlines, through a design and build contract. A capital budget has been approved for the building project of around 6.3m, within which the new free school and Early Years facility will be delivered.
3 The proposed opening date for the new Free School is September 2018; it will cater for 210 primary-aged pupils offering mainstream primary provision for children aged 4-11 years (Reception through to Yr. 6), admitting both boys and girls. It is proposed to open with a Reception intake of 30 from September 2018, and anticipated that the school would then grow on a phased basis through future reception intakes of 30 pupils. Funding There will be a start-up allowance for 96,000 for a new school for costs associated with employing a Headteacher, a Deputy, Business/ Finance Manager and Site Manager before the Free School opens. This allowance includes advertising, travel and training costs. The Academy Sponsor is able to spend the funding as they see fit for the new Free School. In addition, an Academy Trust that is sponsoring new provision for the first time may apply for an additional one off fund of 25,000 for project management and marketing costs. A furniture and equipment budget will also be allocated to the new sponsor. The Department for Education (DfE) will provide a one-off payment of 25,000 to the successful proposer for the legal costs associated with establishing a new Free School. Upon opening, the Free School will be funded by the EFA on the same basis as other Academies and Free Schools in the Local Authority area. The school will be funded on estimated numbers for the duration of growth at the relevant AWPU value. Funding from the growth fund would be the AWPU value of the agreed increased number. For example, in the first year the Free School will be funded for 30 pupils in accordance with the normal funding formula. Essex County Council will review funding levels with the school annually throughout the period of growth. Application and Decision-Making Processes Organisations interested in sponsoring the new provision should notify the County Council by ing school.organisation@essex.gov.uk as soon as possible. This alerts the council to your interest in sponsoring the new provision. Potential sponsors should complete the Application Form (which can be accessed via the link below) and forward this to ECC together with any supporting documents by 15 April 2016.
4 Essex/School-Organisation-Planning/Pages/New-schools-expression-of-interest-.aspx New proposers will need to be assessed by the DfE through the normal sponsor approval route and will therefore need to make a separate application to the DfE to become a sponsor. Contact with the DfE should be made at the outset and before submitting a formal proposal to the Local Authority. To apply to become an approved sponsor please follow the link below: In line with DfE guidance set out in The Free School presumption - Departmental advice for local authorities and new school proposers applications will need to demonstrate: The capacity and quality of the proposer; The capability and capacity of the proposer to deliver the project on time, to secure best value for money, and to maintain financial viability; The extent to which proposals demonstrate the proposer s capability to promote high standards, and to innovate to drive system change. In addition the County Council will also be evaluating proposals against the following criteria: the capacity to establish a new school on the basis of high expectations and high performance to continue to drive up standards and excellence within the primary school system, in particular for children with special educational needs and additional needs; evidence of how the new school will address the local need for additional primary places in Dunmow and will add diversity to the current local offer; a strong desire and vision to work closely with other education providers in the locality to promote partnership working and community cohesion; evidence from existing sponsors of a proven track record of school improvement or sustained high standards and how the proposed governance model will drive and support high standards. The County Council will evaluate all proposals received. We may invite potential sponsors to a meeting to discuss their proposals more thoroughly with a panel that may include the Cabinet Member for Education and Lifelong Learning and officers from the Local Authority. Any meetings with potential sponsors are expected to be held in early May At the end of the process all applications received, along with the County Council s recommendation on its preferred provider(s) will be passed to the Secretary of State, who will then determine the successful applicant.
