1 EL LAGO BUILDING DEPARTMENT PERMIT ISSUANCE PROCEDURES Nvember 26, 2002 PERMIT AUTHORIZATION El Lag rdinances require the issuance f building permits as a methd f enfrcing minimum cdes and standards fr all applicable cnstructin and remdeling within the city. BENEFITS FROM THE ISSUANCE OF BUILDING PERMITS Several direct and indirect benefits t the cmmunity are realized by the issuance and enfrcement f building cdes and standards. The mst bvius direct benefit t the cmmunity is maintaining an acceptable standard f health and safety fr the citizenry. An example f maintaining a health standard as it relates t cnstructin wuld be fr a builder r remdeler t use the prper type f slder fr cpper piping, nt the previusly apprved lead-based type. An example f maintaining a safety standard is t use the prper type f natural gas piping, which is nt galvanized steel water pipe. The first f the tw mst bvius indirect benefits f enfrcing building cdes is that prperty values are mre apt t be maintained. The secnd indirect benefit is the eliminatin f unscrupulus r marginally cmpetent cntractrs wh will be required t be cde cmpliant by the City s tw prfessinal inspectrs. The prfessinal designatin is the highest designatin fr an inspectr in the State. Technical advice frm the Building Official is always available fr thse citizens in the planning stage f cnstructin. WHEN PERMITS ARE REQUIRED Generally, building permits are required fr all new cnstructin and additins, remdeling, electrical rewiring, natural gas replacement, and all ther mdificatins r imprvements that can be perfrmed in an unsafe r unsanitary manner. N permits are required fr painting, replacement f nn-structural cmpnents, such as exterir trim bards, r the replacement f like kind and capacity f HVAC r plumbing cmpnents, r the replacement f existing fences using the exact lcatin and like materials, r the replacement f driveways r sidewalks using the exact ftprint, r any ther mdificatins that culd nt affect health and safety. 2 GENERAL NOTES Each cntractr r citizen wh is perfrming their wn wrk will cnfrm t all applicable cdes and city rdinances that apply t each type f cnstructin detailed belw, including easement restrictins. The inspectr shuld be cntacted fr a determinatin f hw many and what kind f inspectins will be required. A 24-hurs ntice fr an inspectin must be prvided t the inspectr by the persn wh was issued the building permit. CONSTRUCTION DESCRIPTIONS The fllwing is an alphabetical listing and a general descriptin f items that are typically questined. Als included are general statements abut the cnstructin. ADDITIONS GARAGE (permit required) Tw sets f cnstructin plans are required when applying fr permit. New garages are required t be at least 5 0 (including verhang) frm the side lt line. Recreatin rms built abve garages are permitted but garage must be at least 5 0 (including verhang) frm the side lt line. Garage apartments fr rent r lease are nt permitted. ADDITIONS HOUSE (permit required) Tw sets f cnstructin plans are required when applying fr permit. Pst tensined slabs are required t be wet stamped by a Prfessinal Engineer. New hmes are required t be at least 5 0 (including verhang) frm the side lt line. Single stry hmes are required t be ff the rear easement and at least 10 0 frm the rear lt line. The finished flr elevatin is a minimum f 15.7 feet. The builder is t prvide the Building Official a Certificate f Elevatin frm a licensed surveyr prir t the puring f the slab and fundatin. AIR CONDITIONING REPAIR OR EXACT REPLACEMENT (See HVAC Repair / Replacement) (permit nt required) Exact replacement means replacement f the exact size, shape, capacity, lcatin, et cetera. BASKETBALL GOALS (permit required, n fee) All permanently munted basketball gals must cnfrm t cde requirements that state that all structures are t be behind the building setback line, which is usually 25 0 n the frnt and 20 0 n the side f crner lts. Basketball gals that are nt permanently munted are nt required t be permitted, but must be remved frm within the building setback line while nt in use. BOAT DOCK REPAIR / REPLACEMENT (See Dck Repair / Replacement) - Permit required fr repairs r replacement except when minr (less that 51%) repairs are required, but all materials must be the exact size, shape, using the exact materials, in the exact lcatin, et cetera. BOAT HOUSES (permit required) Tw sets f cnstructin plans are required when applying fr permit. Accmpanying the plans will be authrizatin frm the Page 2 f 7
3 Crps f Engineers stating that the bat huse is permitted. All wd used in the cnstructin is required t be a minimum f 2 thick (nminally) and f a pressure treated nature t withstand the effects f a high misture envirnment. BOAT PIER REPAIR / REPLACEMENT (See Dck Repair / Replacement) Permit required fr repairs r replacement except when minr (less than 51%) repairs are required, but all materials must be the exact size, shape, using the exact materials, in the exact lcatin, et cetera. BULKHEAD REPAIR / REPLACEMENT (permit required) - Tw sets f cnstructin plans are required when applying fr permit. Accmpanying the plans will be authrizatin frm the Crps f Engineers stating that the bulkhead is permitted. All wd used in the cnstructin is required t be a minimum f 2 thick (nminally) and f a pressure treated nature t withstand the effects f a high misture envirnment. CERTIFICATES OF OCCUPANCY (Cmmercial nly) (permit required) A Certificate f Occupancy is required when a cmmercial establishment is pening a business within the El Lag city limits. The charge fr a Certificate f Occupancy is 1% f the cst f remdeling the business. Nt t be included in the building permit fee is machinery required fr the business. Tw sets f cnstructin plans are required when applying fr permit. During cnstructin, peridic inspectins are required. The Certificate f Occupancy is issued at the end f cnstructin. The business will nt be permitted t pen until a Certificate f Occupancy is issued. DECKS New (permit required) Tw sets f cnstructin plans are required when applying fr permit. The new deck must nt be placed n any easement. Extreme cautin must be exercised when digging the psthles t prevent damage t utility lines, especially pwer lines, which can cause death. Acceptance f the permit and an n-site inspectin are required befre any psthles are dug. DECKS Exact Replacement (permit nt required) Exact replacement means replacement f the exact size, shape, lcatin, using the same materials, et cetera. DOCK REPAIR / REPLACEMENT (permit required) Tw sets f cnstructin plans are required when applying fr permit. Accmpanying the plans will be authrizatin frm the Crps f Engineers stating that the dck is permitted. All wd used in the cnstructin is required t be a minimum f 2 thick (nminally) and f a pressure treated nature t withstand the effects f a high misture envirnment. Permit is nt required fr minr repairs (less than 51%), but all materials must be the exact size, shape, using the exact materials, in the exact lcatin, et cetera. DRIVEWAY REPAIR OR EXACT REPLACMENT (permit nt required) Exact replacement means replacement f the exact size, shape, lcatin, et cetera. ELECTRICAL REPAIRS (permit required) A building permit is required t replace the service panel, verhead drp, r undergrund service, et cetera. Extreme cautin must be exercised. Death can result. A licensed master electrician is required t apply fr the building permit. The City f El Lag recgnizes electrical licenses issued by any lcal city. Crdinating the service Page 3 f 7
4 panel change-ut with Reliant Energy and the electrician is recmmended prir t the wrk being started. ELECTRICAL Exact Fixture replacement (permit nt required) Exact replacement means replacement f the exact size, capacity, lcatin, et cetera. FENCES Exact Replacement (permit nt required) Exact replacement means replacement f the exact size, shape, height, materials, exact pst psitin, fence lcatin, et cetera. FENCES New r different (permit required) Tw sets f cnstructin plans are required when applying fr permit. The new fence must nt be placed within the building setback line. Extreme cautin must be exercised when digging the psthles t prevent damage t utility lines, especially pwer lines, which can cause death. Acceptance f the permit and an n-site inspectin are required befre any psthles are dug. GARAGE ADDITIONS (See Additins Garage) (permit required) GAS APPLIANCES (permit nt required in sme cases) If yu smell gas anywhere, inside r ut, cntact CenterPint Energy Entex immediately frm a different lcatin. The simple spark f a light switch can trigger an explsin. If the prblem is fund t be in yur prtin f the gas system, CenterPint Energy Entex persnnel will remve the gas meter, cap the gas line, and will nt re-set the meter until called by the Building Official. A building permit is nt required t install a natural gas appliance heater, stve, water heater, et cetera. if the gas appliance is f same size, type, et cetera. Hwever, a building permit is required if the meter has been remved, fr changes in lcatin, size, type f appliance, et cetera. The Building Official will inspect fr the prper materials, prper installatin, prper venting and witness the pressure test f the entire system. A licensed master plumber is required t apply fr the building permit. The hmewner shuld be advised that CenterPint Energy Entex will nt usually reinstall the gas meter during the weekend. Thursdays are usually the last day f the week t call CenterPint Energy Entex fr a meter replacement, which wuld be re-installed n Friday. GAS LINE REPAIRS (permit required) If yu smell gas anywhere, inside r ut, cntact CenterPint Energy Entex immediately frm a different lcatin. The simple spark f a light switch can trigger an explsin. OCCUPANCY PERMITS (See Certificates f Occupancy) (permit required fr cmmercial prperty nly) ON-SITE CONSULTATION (permit required) On-site cnsultatins are included in all f the permit fees stated in this listing. When nly an n-site cnsultatin is desired fr a situatin that is nt being permitted, a minimum fee f $10.00 is required, whether a citizen r cntractr. N fees are required fr telephne cnsultatin. PATIOS - Exact replacement (permit nt required) Exact replacement means replacement f the exact size, shape, materials, lcatins, et cetera. PATIOS New r different (permit required) Tw sets f cnstructin plans are required when applying fr permit. The new pati must nt be placed n any easement. Extreme cautin must be exercised when digging the grade beams t prevent damage t utility lines, especially pwer lines, which can cause death. Acceptance f the permit and an n-site inspectin are required befre any digging can begin. Cncrete patis are nt permitted ver natural gas lines, per applicable safety cdes. PIERS (See Slab / Fundatin Repairs) (permit nt required) A resident may purchase an On-site Cnsultatin permit fr $10.00, but it is nt required by the City. PLUMBING Exact fixture replacement (permit nt required) Exact replacement means replacement f the exact size, shape, capacity, lcatin, type f materials, et cetera. REINSPECTION FEE (permit required) One n-site reinspectin is included in all the permit fees stated in this listing. When a subsequent reinspectin is required, the persn issued the permit will be charged a fee f $10.00 fr a citizen r $40.00 fr a cntractr. The reinspectin fee will be cllected by the City secretary befre the reinspectin is perfrmed. A minimum f a 24-hur ntice is required t schedule an inspectin. REMODELING Structural, electrical, plumbing, r HVAC changes (permit required) A building permit is required fr all new cnstructin and additins, remdeling, electrical rewiring, structural change, egress change, natural gas replacement, and all ther mdificatins r imprvements that can be perfrmed in an unsafe r unsanitary manner. The lcatin, width, thickness, type f reinfrcement, et cetera, will be inspected fr cde cmpliance. SIDING REPLACEMENT (permit nt required) - A resident may purchase an On-site Cnsultatin permit fr $10.00, but it is nt required by the City. Cedar siding is nt allwed by Zning Ordinance, Cde 5.02 (5/23/96). SIGNS Cmmercial (permit required) With Lighting A building permit is required fr the installatin f any sign with lighting. The type and lcatin f electrical cnduit and circuitry, sign lcatin, height, size, type f fundatin, fundatin reinfrcement, et cetera, will be inspected fr cde cmpliance. Withut Lighting A building permit is required fr the installatin f any sign withut lighting. The sign lcatin, height, size, type f fundatin, fundatin reinfrcement, et cetera, will be inspected fr cde cmpliance. SIGNS Residential (permit nt required) Fr Sale / Plitical / Cnstructin Signs Acceptable fr n-site lcatin at the applicable prperty. The maximum size is six square feet. All garage sale r carprt sale signs are required t be lcated either n the prperty r in the designated places lcated at the entrances f the City. SLAB / FOUNDATION REPAIRS (permit nt required) A resident may purchase an On-site Cnsultatin permit fr $10.00, but it is nt required by the City. SPAS (permit required) In-grund Tw sets f cnstructin plans are required when applying fr permit. The spa lcatin, plumbing cnnectins, gas line cnnectins, electrical cnnectins, et cetera, will be inspected per applicable cdes and rdinances.
