1 Information Paper 1 Airport CDM Trial & Implementation Status Report Submitted by the Agency SUMMARY This information paper summarises the status of Airport CDM Trial s and Implementation. The TF is requested to: RECOMMENDATION 1) Review the content of this information report 2) Raise any questions with either EUROCONTROL staff and / or Representatives from the airports concerned
2 1. BARCELONA Trial / Implementation Airports The functional acceptance with the CDM TOOL running in Madrid is making progress. The servers are now installed in Barcelona. They will run under 24 h maintenance, allowing full operational trials with the partners. Nevertheless a technical and functional acceptance is required following the system installation and this should be completed by end of April. The improved CDM TOOL will be delivered to the CDM partners at the airport and an operational trial shall start in May In parallel the development of operational procedures and their approval will continue. The promotion of the CDM project amongst all airport users is in preparation and shall start with a presentation to local AOC and will follow later with workshops to CDM partners such as catering, cleaning and refueling companies. Training and workshops with the partners' employees are also planned in order to bring awareness of CDM concepts. 2. BRUSSELS BIAC and Belgocontrol defined the improvement of information sharing between ATC and airport databases as a key objective of the Brussels CDM Project. EUROCONTROL supports this initiative with a CDM data analysis. The TOBT procedure is officially operational and was published in the Belgian AIP in January Consequently, rules are now strictly applied. KPIs are being defined to monitor the efficiency of the procedure. Efforts have been made to improve the procedure in terms of workload and flexibility for the aircraft operators / ground handlers. A TOBT Manual is being prepared to explain and promote the procedure to the airport community. The de-icing procedures of the various handlers are being harmonized and the TOBT procedure should include de-icing for the next winter season. Technical discussions have been initiated between BIAC, Belgocontrol and CFMU for Brussels airport to participate in the FUM & DPI trials. 3. STOCKHOLM A preliminary study for Arlanda CDM has been prepared by LFV. The document has been reviewed and is now finalised. It will be presented to the steering board during March in order to get a decision on implementation. The implementation foreseen is very ambitious. It includes improvements in the following areas: log information (timestamps and sources of updates), ELDT (accuracy improvement by using AMAN information), Variable Taxi Time, EIBT
3 procedure, turn round procedure, de-icing procedure, alarms, runway information and collaborative management of flights updates (FUM and DPI implementation). The major risk factor at this stage is whether the ATC organisations (TWR, ATCC) can accept the AMAN as an operational system to be updated by their operators. This question must be resolved before the investment can be approved because it is required for the CDM solution proposed. Ongoing implementation (CTOT) The users experienced some problems with the configuration of their display system, but the implementation of CTOT in the airport data base has been completed. Cost Benefit Analysis The Cost Benefice Analysis report has been completed and presented to the CDM partners. 4. LONDON HEATHROW The sharing of EAT (Expected Approach Time) data is planned for August 05. This will provide the amount of delay expected in the holds to be added to the estimated landing time, additionally variable taxi in times (VTT) are also planned to be introduced during Q3. The implementation of the EAT and VTT will provide a more accurate estimated in block time (EIBT). The provision of instant and accurate landing, in block, off block and take off times is being investigated through a tool called TMERS that uses A-SMGCS data. The first meeting to discuss improvements to the departure information was held in March with follow up meetings planned in April and May. A study has also commenced on defining the requirements for a replacement Staff Information System which will need to be able to support CDM procedures. 5. LISBON After restarting the project in October 2004, the project was re-planned as follows: PHASE 1 - Drawing of the specifications document for the Platform with partners cooperation. PHASE 2 - Preparation and signature of a MOU (Memorandum of Understanding) among all partners PHASE 3 - Technical and application developments PHASE 4 - Change Management PHASE 5 - Post implementation, measurement and follow-up CURRENT STATUS Phases 1, 2 and 3 are running simultaneously.
4 A document of specifications based on the Milestones Approach was started in October and is currently being updated. At the same time an evolutionary prototype of the HMI (Human Machine Interface) was developed in order to help the definition of the specifications. The calculations for TOBT, TSAT, alarms, etc have already been incorporated, to be fine-tuned with the cooperation of all partners A Memorandum of Understanding was distributed to all partners after the Steering Committee gave the green light to the CDM Project in Lisbon Airport. The document is being finalised with partners comments and corrections Within this period, many meetings were held with partners sub-groups, two main Working Group meetings took place with the presence of EUROCONTROL representatives, the last one with a CFMU representative to give awareness on FUM/DPI messages and to answer to some questions based on a TOBT discussion paper done locally. Phase 4 corresponds to the promotion of the project amongst target users and is also ongoing: 6. MUNICH Started last November with a presentation to local AOC and will follow later with workshops to stakeholders such as catering, cleaning and refueling companies. A CDM Lisboa Website was launched, as a common working area to all partners, and is part of this phase. Training and workshops within the partners' staff are also planned in order to bring awareness on CDM concepts. A CDM Memorandum of Understanding is in the hands of the legal departments and is expected to be signed by end of March 05. The MUC Airport CDM project is also expected to be approved by management by end of March 05. A draft project plan has been presented and will be published when the project has approval.
5 7. MILAN MALPENSA CDM project has shown remarkable progress in the recent months and is running at full speed, with all airport partners supporting it. A CDM tool is operational, accessible by all airport partners via intranet and has been validated and fine-tuned through several TOBT trials. The tool has been developed according to the Eurocontrol documentation inhouse by the airport operator, in close collaboration with ANSP and GH. It incorporates VTT and is considered a valuable tool by all airport partners. Next steps: following evaluation of the outcome of the recent trials, perform a data-analysis to demonstrate benefits and prepare for implementation. 8. ZURICH A CDM project was launched in Jan2005, aiming to complete a CDM Inventory and present recommendations. The CDM culture is well established in Zurich and the airport operator is using an advanced tool (darts). Next steps: following 2 visits prepare draft report and present it to all airport partners. 9. ATHENS A CDM tool has been operational since spring 2004, accessible via intranet but has not been validated through trials. The tool has been developed in-house, according to the EUROCONTROL documentation, by the airport operator in preparation for the Athens 2004 Olympic Games. It sends (via ) the alarms generated by the tool to the OCCs of AOs participating in an initial trial. Next steps: expand trial with AOs, analyse data recorded during the Olympics, aiming to demonstrate the predictability benefits, incorporate VTTC. 10. BUDAPEST A CDM study was completed in NOV2004, with a presentation of a draft report to all airport partners. The draft report includes a CDM Inventory and recommendations on how to incorporate CDM functionalities in the future AODB. Next steps will be decided by the local airport partners.
