5 Introduction to CS1 CS1 is a centralised service designed to help to meet today s and future capacity needs at congested European airports by exploiting available capacity. The EUROCONTROL challenges of growth 2013 study predicts that by 2035, 1.9 million flights will not be accommodated with the plans that the airports have reported. Any potential waste of capacity at coordinated airports needs to be prevented. One important means to improve the usage of the available capacity is supporting the consistency between flight plans and airport slots to prevent flights that do have an airport slot operating into coordinated airports. EUROCONTROL Centralised Services 5
6 Introduction to CS1 The service will be proposed for all 41 EUROCONTROL Member States. Currently 21 States have at least one coordinated airport. The role and responsibilities of Airport Coordinators remain unchanged. The responsibilities of Member States remain unchanged. Responsibility for the flight plan remains with the Airspace Users. 8 A cost efficient solution Benefits CS1 is a service to check the consistency of flight plans against airport slots on a centralised basis, informing the ATM stakeholders of mismatches and providing data for post-operations analysis. This will result in better exploitation of airport capacity and improved flight punctuality, helping to enhance predictability and consistency. EUROCONTROL Centralised Services 8
9 A cost efficient solution Costs Airport slot consistency will reduce the occurrences of no airport slot for flights departing or arriving at a coordinated airport, thereby increasing the predictability at those airports. An increased level of predictability of traffic in the air and on the ground will prevent over-demand and thus reduce delays and the associated delay costs. Building a central database for the whole of Europe is cheaper and therefore more cost efficient than building the infrastructure and operating it at a local level. EUROCONTROL Centralised Services 9

11 Components of the CS1 service Dynamic airport slot database Storage of the airport slot information for the matching process and providing slot information for statistics. Airport Slot Coordinators will feed the database with all relevant information on airport slots allocated. Airport Slot Coordinators will be required to enable their local systems to provide live updates on all changes. EUROCONTROL Centralised Services 11
12 Components of the CS1 service Matching service The matching software will receive flight plan data from the EUROCONTROL Integrated Initial Flight Plan Processing System (IFPS) and compare it with its airport slot database. The matching algorithm will provide a high level of matching accuracy. EUROCONTROL Centralised Services 12
13 Components of the CS1 service Alerting service Warning messages will be issued to the flight plan message originator and/or aircraft operator if no airport slot can be identified. No rejection of flight plans, unless a Member State specifically requests it and mandates EUROCONTROL accordingly. EUROCONTROL Centralised Services 13

15 Roles and responsibilities 41 EUROCONTROL Member States will have to ensure that: National Airport Slot Coordinators are connected to the FAS; BA/GA traffic is included in the slot allocation, where this is not the case; Inform EUROCONTROL NM if they wish to exercise their right to reject flight plans and mandate the NM accordingly. 16 Roles and responsibilities Airport Slot Coordinators will have to: Enable their local slot allocation systems to provide live information on any slot allocation and updates; Ensure that slot allocation performed during out-of-office hours will be input into their local systems immediately which will dynamically update the central database. 17 Roles and responsibilities Airspace Users will: Ensure that their operations centres are aware of the relevant allocated airport slots for flights to/from coordinated airports; Contact the Airport Coordinator in case of a warning message received and rectify the mismatch; Re-file flight plans once the mismatch is rectified, where needed. 18 Roles and responsibilities EUROCONTROL Network Manager (NM) will enable its systems to: Provide all required flight plan data for the matching process; Hold flight plans until the matching result is provided from the CS1 system; Reject flight plans in case a Member State wishes to exercise its right to do so. 21 CS1 Timeline Calls for Tenders were launched in November 2014 to those organisations that were accepted as a result of the CFI. EUROCONTROL expects to select the consortium to develop the demonstrator in autumn with the objective to have the demonstrator by the end of EUROCONTROL Centralised Services 21

23 Linking CS1 with other CSs CS1 will benefit from CS6-6 and CS6-7, as both of these services will cover the security aspect of the centralised services. CS1 may be interfaced with CS5 to allow the most up-to-date airspace data information to be used by CS1. CS1 may be supported by an appropriate infrastructure provided by CS8 (PENS). The CS1 solution will be based on web services and will rely on the SWIM interoperability standards to interconnect the service with its customers. EUROCONTROL Centralised Services 23
