Job Description SUMMARY As a member of VEC s Senior Leadership Team, the Safety and Security Manager is primarily responsible for overall management of safety and security (including cyber security). The position requires research, planning, development and implementation of programs and procedures necessary to meet VEC s security, safety, and facility needs. The Safety and Security Manager must lead VEC s efforts to create a positive and engaged safety and security culture while ensuring that all managers, supervisors, and employees assume their responsibility for enforcement of safety and security policies, procedures and practices. The VEC Manager of Safety and Security is responsible for providing high quality leadership and communication for the company. S/he is responsible for work planning, facility planning and maintenance, budget development and administration, and general oversight of work to be implemented safely and securely in accordance with prudent utility practices, applicable Federal, State and local laws, and all policies promulgated by the VEC Board of Directors. This position will coordinate and assist in a variety of safety, security, compliance and risk prevention matters; represent VEC before regulatory bodies as necessary; and provide recommendations for effective risk prevention as needed to support VEC s strategic plan, OSHA s Voluntary Protection Program (VPP) initiatives, Department of Energy and White House cyber security initiatives and VEC s business needs. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. 1) Enforces development and recommends an annual work plan and budget necessary for achieving the purposes of the position. 2) Leads works in conjunction with management and employees that develop safety and security as a core value that carries out to all work practices at VEC. This includes assisting personnel in developing safety and security goals and activities that support VEC s strategic plan and VPP initiatives. 3) Supervises, provides guidance and evaluates personnel in the assigned areas to ensure that specific duties and responsibilities are being fulfilled in a prudent and professional manner. 4) Reviews, interprets and assures compliance with state and federal standards and regulations related to safety, security, environmental compliance and hazardous materials and hazardous wastes applicable to VEC (i.e. VOSHA, DOT regulations, EPA requirements, State hazardous waste management regulations, etc.) 5) Advises and educates all employees, including VEC s management team, on all relevant safety, security, and compliance topics. Ensures that VEC s safety, security, and compliance information is updated as necessary (including posted hard copy and intranet notices). 6) Responsible for implementation, execution, monitoring and reporting for The Vermont

3 Voluntary Protection Program (VPP) initiatives. The VPP safety management programs go beyond OSHA standards which can protect employees more effectively than simple compliance. 7) Responsible for all Personal Protective Equipment (PPE) Programs and advises and assists departments in selecting/obtaining required PPE and in the maintenance and testing of all PPE and related equipment. 8) Recommends and initiates incentives for safety performances, and encourages reports of unsafe conditions and submission of ideas and suggestions to improve VEC s Safety and Security Program. 9) Conducts safety and security orientations of all new employees in safety and security policies, procedures and regulations and provides regular reviews to all employees. 10) Ensures periodic inspections of all buildings, warehouses, storage yards and substations to determine that they are maintained in a safe and orderly manner. 11) Oversees the improvement, maintenance and repair of VEC s buildings and grounds, and develops annual facilities budget. 12) Tracks, responds and completes all Intranet generated safety and facilities requests. 13) Prepares, evaluates, and directs requests for facilities maintenance, including issuing requests for proposals, obtaining competitive quotation, and issuing purchase requests/orders 14) Manages external facility contractors ensuring proper insurance coverage and adherence to VEC Safety Rules and Regulations; insures that facility repairs meet required specifications and delivery dates; and communicates with VEC personnel and departments regarding status of the improvements. 15) Oversees, develops and/or conducts training programs for all VEC employees to meet regulatory requirements and to enhance safety and security practices and awareness; may request the assistance of outside personnel to assure that all personnel are thoroughly trained according to safety and security requirements and safe and secure working practices. 16) Coordinates VEC s Safety Audit Program and conducts periodic on-site inspection of crews, contractors and field personnel to monitor compliance with safety procedures and ensure safe work practices, including planned and emergency field work. Completes and reviews audit results with managers, supervisors and employees. 17) Reports all eminent danger situations and safety violations immediately to appropriate manager. Conducts thorough investigation, reporting and communication efforts following such events. 18) Ensures the operations area follows rubber protective equipment testing programs, as well as ensures compliance with related equipment inspection and testing requirements, first-aid kit supplies program, fire extinguisher inspections, and other programs that are initiated. Performs annual audit of these programs. 19) Represents VEC during all safety, security and environmental compliance inspections. 20) Oversees activity of VEC s Safety Committee and maintains timely updates to the VEC Safety Manual as necessary. Ensures that the safety manual, and safety committee recommendations are communicated, understood, and followed throughout the organization in a timely manner. 21) Oversees company-wide emergency response planning and organizes emergency evacuation plans, procedures, training and drills. 22) Directs the hazardous communication standards, maintains material safety data sheets (MSDS) on hazardous materials used in the normal course of business, makes appropriate distribution of MSDS information, and provides training to all employees. 23) Oversees the maintenance of all necessary compliance, security, and safety records, documentation and files. 24) Prepares monthly safety and security activity and status reports and other related reports for the CEO, Board of Directors and other parties as required or requested. 25) Provides and presents safety and security programs to members, contractors and the general

4 public. 26) Ensures that all contractors working on VEC systems have current and valid certifications. 27) Represents VEC in various capacities and serves on committees, agencies and groups as may be directed. 28) Provides oversight and ensures that the strategic plan supports a safety climate that supports VEC s direction. 29) Monitors the Sharepoint safety line to ensure one working day response to all issues, including assignment, with commitment dates and follow-through. 30) Leads the implementation of the cyber security plan. OTHER DUTIES AND RESPONSIBILITIES 1) Promotes and demonstrates safe and secure working habits and uses all protective equipment as prescribed by the Cooperative s policies and procedures. 2) Maintains contacts within the industry and keeps abreast of current technologies and all applicable laws and regulations. 3) Must consistently meet the performance expectations for VEC s senior safety and security leader. 4) Will assist VEC wherever necessary during storm situations. 5) May work with employees on an individual or group basis to reach safety, security and compliance objectives. 6) Other duties as assigned. SUPERVISORY RESPONSIBILITIES This manager is responsible for supervising employees for purposes of carrying out responsibilities as outlined above. EDUCATION and/or EXPERIENCE Bachelor s degree in an environmental, safety, electrical or related field and four years of experience in an electric utility safety management or related field or an equivalent combination of education and experience is required. Experience and/or in-depth knowledge related to the field operations and maintenance of a distribution electric system is highly desirable. Should have the ability to interpret and follow a wide variety of laws, rules, codes and regulations. Must have, or be able to acquire, sufficient technical knowledge to understand and relate government regulations and safety issues to achieve the requirements of the positions. Excellent written and oral communication skills are required. A proven ability to deliver training programs is preferred. Working knowledge of current Microsoft Office programs is required. Must have, or be able to acquire, an effective knowledge of safety rules and regulations, federal and state regulations, EPA regulations, OSHA regulations and standards, Department of Energy, White House and Cooperative Research Network cyber security templates, VEC policies and VEC s Safety Manual. OSHA certified trainer or the ability to become an OSHA certified trainer preferred.

5 LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and/or governmental regulations. Ability to maintain records and to write reports and business correspondence. Ability to communicate well both in writing and orally. Must be able to effectively engage in public speaking and listen effectively. Must be a visible and approachable safety leader. Must be able to communicate and interact with all personnel at all levels of the organization. Ability to effectively present information, give presentations, explain/demonstrate techniques and listen and respond to questions from employees, customers, and the general public. Should be skilled in effectively dealing with people under adverse conditions. MATHEMATICAL SKILLS Ability to perform mathematical functions such as addition, subtraction, multiplication, division, algebra and geometry. Ability to calculate decimals/percentages. Must possess ability to utilize basic bookkeeping principles. LEADERSHIP SKILLS Must possess demonstrated leadership and communication skills and have an established record of motivating and empowering employees, coordinating self-managed teams and leading a customer focused organization in formulating innovative solutions to problems. Should be skilled in areas of planning, controlling, and scheduling functions and have the ability to project a favorable image for the Cooperative. REASONING ABILITY Ability to interpret instructions furnished in written, oral, diagram, or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to exercise independent judgment and make decisions. CERTIFICATES, LICENSES, REGISTRATIONS First aid and CPR certification are required. Must possess a valid Vermont driver's license. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
