1 City of Bandon CITY COUNCIL AGENDA DOCUMENTATION DATE: June 1, 2015 SUBJECT: Staff Report - City Planner Recruitment ITEM NO: BACKGROUND: At the March 30, 2015 Special Meeting, the City Council approved the recruitment to fill a Planning Director position, given the existing vacancy of a City Planner position. Staff conducted the recruitment, but the City Manager has been unable to fill the position with a qualified applicant who would be a good fit for the organization. Today the City Manager asks for the authority to do three things: -Recruit and hire for the vacant City Planner position -Potentially use a planning consulting firm on a case-by-case basis -Potentially hire a part-time Code Enforcement Officer Adding a second City Plmmer will give the City the chance to catch up on the existing backlog of cases, and will relieve the existing City Planner of the weight of the entire department. With the failure of the recruiting process for the Plmming Director, the City Manager feels we may be more successful seeking a City Planner. The qualifications for City Planner include a bachelor's degree in Urban Planning, Geography, or related field, m1d at least two years related experience in public or private-sector land use planning; or an equivalent combination of education and experience that would enable satisfactory performance of the essential duties and responsibilities of the position. The job description is attached. With two City Planner positions filled, the City may still need the higher level of education and experience of an outside consultant from time to time. The City Manager would like to use the salary savings in the Planning Department for this purpose, on a case-by-case basis. The daily business of the Plmming Department will be met using staff, but if a large development is proposed, or a particularly complicated or controversial proposal comes along, an external consultant could be very helpful. In addition, the City Manager would like to be able to hire a part-time Code Enforcement Officer. This would relieve the City Planner positions of these extra responsibilities and would provide the residents with better code enforcement service. The Code Enforcement Officer job description is also attached. FISCAL IMP ACT: The City Planner position will cost approximately $55,000 per year, including benefits. The Code Enforcement Officer will earn a wage of $13.02 per hour. These, and the cost of an outside consultal1t can be absorbed with the salary savings over time in the Planning Department. This Cal1 be done with the money budgeted for Fiscal Year 2015/16.

3 City of Bandon JOB DESCRIPTION Job Title: CITY PLANNER Department: Planning Shift: Full time, with occasional night meetings Reports To: City Manager FLSA Stat11s: Non-Exempt Revised: 06/05/06 SUMMARY: This position is responsible for undertaking a large variety of current and long range planning, code enforcement, and parks and recreation activities, which may be before the Planning Commission, Hearings Officer, Development Review Board, Parks & Recreation Commission, Committee for Citizen Involvement, Beautification Committee, or City Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Worlcs closely with other Planning Department staff regarding all matters related to the planning and zoning activities of the City of Bandon. Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data. Confers with other agencies, civic leaders, engineers, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, public, and other uses. Recommends governmental measures affecting land use, public utilities, community facilities, housing, and transportation to control and guide community development and renewal. Reviews and reports on a large variety of planning projects, and reviews land use applications for conformance with the Municipal Code and other planning criteria. Interacts with developers and the public as necessary to carry out all duties and responsibilities of the position. Provides public information on planning and zoning questions, assists applicants in the preparation of applications, and determines the completeness of applications submitted for planning and zoning approvals, conditional use permits, rezoning, subdivisions, zoning compliance, annexations and a wide variety of other planning and land use actions.

4 Prepares and presents staff reports to the Planning Commission, Parks & Recreation Commission, Committee for Citizen Involvement, Beautification Committee, and occasionally the City Council and other City committees, regarding a wide variety of planning projects and activities. Interacts with other City departments to ensure compliance with land use laws and regulations. May serve as the primary planning staff to the Planning Commission, Parks and Recreation Commission, Committee on Citizen Involvement, Beautification Committee, and other committees and commissions, as assigned by the City Manager. Undertakes the preparation, publishing, and distribution of public notices for public meetings of the Planning Commission, Parks and Recreation Commission, Committee on Citizen Involvement (CCI), Beautification Committee, and other committees and commissions, to which the City Planner is assigned. Undertakes the preparation ofagenda materials for the Planning Commission, Parks and Recreation Commission, Committee on Citizen Involvement, Beautification Committee, and other committees and commissions, to which the City Planner is assigned. Prepares Final Orders for Planning Commission and ministerial land use decisions. Prepare progress reports, grant applications, and other relevant correspondence with county, state, and federal agencies. Assists the City Manager in the preparation of the Planning Department, Parks & Recreation Commission, and Community Beautification annual budgets. Conducts research, prepares planning reports or summaries, and assists the City Manger as directed. SUPERVISORY RESPONSIBILITIES In cooperation with the other City Planner, supervises the activities of the Planning Secretary, in accordance witb the City's policies and applicable laws. Responsibilities include assisting with the interviewing and hiring process; planning, assigning, and directing work; appraising performance; ensuring adequate employee training opportunities; and addressing complaints and resolving problems. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Ability to effectively present information to management, public groups, and appointed and elected governing bodies. MATHEMATICAL SKILLS Ability to work with and apply mathematical concepts such as statistics, algebra, and geometry. Ability to calculate and apply concepts, figures, and amounts such as fractions, percentages, ratios, proportions, discounts, interest, commissions, proportions, percentages, area, circumference, and volume to practical situations. REASONING ABILITY Ability to define and solve problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical, written, oral, diagram, or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS Certification by the American Institute of Certified Planners is desirable, but not mandatory. OTHER SKILLS AND ABILITIES Computer literacy is mandatory including, at a minimum, word processing, spreadsheet, communication, plus knowledge ofgis, or the ability to be trained in GIS. 7 City of Ba11drnr1 Job Description Job Title: Code Compliance Officer Department: Shift: Reports to: Exempt: Revised: Planning/ Administration Part time-20 hours/week City Manager No 05/21115 SUMMARY The Code Compliance Officer (CCO) is responsible for enforcement of the Bandon Municipal Code as designated by the City Manager. These codes include, but are not limited to: health, safety, zoning, parking, and nuisances. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Conducting zoning compliance inspections on building sites and filling ont all appropriate paperwork. Tbe position requires driving to and from job sites on a daily basis. Coordinating with all affected departments with interests and issues in the zoning compliance inspection process. Responding to complaints regarding violations of the Bandon Municipal Code, including investigation and documentation of violations. Issuing citations for violations of the Bandon Municipal Code. Appearing in Bandon Municipal Court as a witness and/or a prosecutor of the violation. The ability to work with people in all situations, including hostile situations. Other duties as assigned by the City Manager. Ability to read and interpret building plans. Coordinate with the Bandon Police Department as necessary. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
