FUNCTIONAL DUTIES Serves as the Safety Program Manager (Aviation Enterprise) in the Risk Management Department (Department) of the Office of Human Resources and Administrative Services, Metropolitan Washington Airports Authority (Airports Authority). Administers the Airports Authority's Airports Safety Program for its Aviation Enterprise, Ronald Reagan Washington National Airport and Washington Dulles International Airport. Develops, coordinates and interprets safety directives and procedures for the Airports, inspects airport facilities for compliance with safety requirements, and provides safety training and guidance to employees and managers. Performs related functions. --Through subordinate organization, staff and consultants, or personally: --Develops and implements safety and loss control directives and procedures to prevent injuries, occupational diseases or illness, vehicular collisions, liabilities and damage to equipment and materials. Researches safety, occupational health and fire protection laws and regulations to provide employees with current regulatory requirements and develops new methods and procedures. Prepares comprehensive safety policy manuals and directives such as Safety and Loss Control Manual, Hazard Communication Directive, Confined Space Entry Directive, etc. Coordinates with Federal, state, and local governments and other organizations, as necessary, to implement and maintain the safety program. --Advises Airports Authority managers and employees on safety matters and provides guidance to sustain effective administration of safety programs. Meets with employees and union groups to provide information about safety and encourage employee interest in safety issues. Works with managers to develop solutions to safety problems and issues. Recommends standards or designs for personal protective equipment for employees. Serves as an advisor on Airports Authority safety committees. --Oversees the development of safety education and training programs by consulting firms. Tailors each training course to meet Airports Authority needs. Conducts employee safety training in conjunction with Department personnel. Assists Airports Authority managers in the development of divisional safety meetings and supervisory safety training. Reviews incident/accident reports to determine the need for new training programs and oversees the inhouse development of additional training courses, as needed. --Conducts and coordinates inspections of facilities, equipment, and property owned or operated by the Airports Authority, construction sites and other operations entering into or conducting business at the airports to observe and report whether safety regulations are adhered to by all users. Communicates the results of inspections through written reports and/or meetings with responsible parties. Recommends corrective actions and preventive measures to address unsafe practices or conditions. Conducts follow-up visits to confirm correction of identified deficiencies.

2 S24900B, page 2 --Monitors and evaluates the quality of safety activities performed by the Airports Authority, vendors, designers, and contractors with an emphasis on daily operations, construction, and construction management activities to assure work is in conformance with the contract documents and industry safety standards. --Coordinates, escorts, and participates in site visits from insurance related representatives (e.g., Builder's Risk, General Liability, Environmental, Worker's Compensation, etc.) and other allied insurance professionals. --Reviews, and coordinates reviews by outside parties, of project specifications and plans for new facilities or site construction to ensure safety considerations have been addressed. Reviews, and coordinates reviews by outside parties, of construction diagrams and blueprints at 30, 90 and 100 percent completion and provides comments on safety systems and considerations. Coordinates with architects and engineers concerning safety issues and recommends enhancements, as needed. --Conducts and coordinates investigations of incidents as necessary or required. Prepares summaries of investigations for submission to senior- and executive-level management. Serves as technical advisor to senior- and executive-level management and presents recommendations, as necessary for review and action. As requested, testifies at court proceedings concerning investigation findings. --Monitors and suggests improvements to Airports Authority plans and procedures to protect the public, Airports Authority and other personnel at the airports during daily work assignments. In the event of emergencies such as civil disturbance, chemical, biological or radiological incidents, explosions, fires, etc., assists the Airports Authority to return the airports to normal operations. --Gathers and analyzes data for the purpose of incepting or renewing insurance programs necessary for the operation and development of Ronald Reagan Washington National Airport and Washington Dulles International Airport. --Reviews leases, contracts, and agreements for potential liability exposure(s) and provides recommendations to mitigate or reduce those exposures to Airports Authority contracting officers, tenants and contractors. Drafts appropriate contract language where necessary. May be called upon to review Certificates of Insurance to verify insurance requirements are adequate and remain in effect during dates of issuance. --Assists and provides support to the Safety Program Manager (Dulles Corridor Enterprise), in developing, implementing, and exercising relevant provisions of the Business Continuity plans and Office Evacuation Standards for the organizational units. --Works with other Department personnel in developing and conducting safety training, safety inspections, developing policy directives, and other safety program activities.

3 S24900B, page 3 --Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as officials, executives, managers, supervisors, professionals, and support staff), vendors/suppliers/ tenants, airport users, and the general public to encourage interest in maintaining a safe work environment, gain cooperation when implementing new or revised safety policies and procedures, and when investigating accidents and losses. --Uses a computer and (a) modern office suite software (such as MS Office) to communicate ( ), plan, schedule, word process, prepare presentations and graphics, manipulate data (spreadsheets and databases), and research (includes Internet use to perform and keep up with technology); (b) enterprise system/software for time and attendance reporting and other functions, and (c) special systems/software used in the office for tracking risk. --Operates a motor vehicle or other motorized piece of equipment, airside and landside, on and off the airport complex, to attend meetings, conduct on-site safety inspections, and perform related functions. --*Performs other duties as assigned or as determined on own initiative.* MANAGERIAL AND SUPERVISORY DUTIES In the context of program operations, provides: Organizational Planning Establishes goals. Delegates and assigns work. Evaluates employee performance and administers human resource management programs established by the Airports Authority. Ensures the application of EEO principles and adheres to EEO requirements. Program Evaluation Reviews program quality and progress toward achieving goals and program results on a periodic basis. Takes corrective actions to maintain work progress on schedule, improve employee performance or modify program goals or operations, as appropriate. A bachelor s degree in any field providing a strong foundation for successful performance of the DUTIES in this job description, or an equivalent combination of education, experience, and training that totals four years. 2. Six years of progressively responsible experience in safety and risk management that includes substantive work in the range of DUTIES in this job description such as, but not limited to, (a) identifying and minimizing workplace safety issues by conducting safety inspections of facilities and construction sites and implementing safety measures; (b) advising management and staff regarding safety practices and procedures; (c) developing and delivering safety training programs; (d) evaluating and assessing insurance risks and claims and implementing loss control techniques; (e) evaluating and developing safety and loss control policies and procedures; and (f) preparing and presenting written reports. Education and training beyond what is needed to satisfy MQ 1 above may be substituted for up to two of these six years of experience (MQ 2) provided the education and training provide evidence of the knowledge, skills and abilities required by MQ Education, experience or training indicating the ability to perform successfully as a first level supervisor such as the ability to plan/assign/review work, deploy personnel, monitor work operations, obtain effective results and perform a full array of supervisory personnel functions. PREFERRED QUALIFICATIONS The qualifications listed below (if any) are preferred and may be considered in selection process, but they are not required to be rated qualified for this job. 1. Bachelor s Degree in Occupational Safety & Health. 2. Certification as a Certified Safety Manager from the National Association of Safety Professionals (NASP) or equivalent certification. 3. Experience in risk management for a busy commercial airport or a similar environment. KNOWLEDGE, SKILLS, ABILITIES, AND OTHER FACTORS (KSAOs) The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. Local, Federal, airport industry or Airports Authority specific bodies of knowledge listed below may be acquired on the job, typically; ability to rapidly acquire them is required at the time of vacancy announcement closure.

Knowledge of Federal and Virginia Occupational Safety and Health (OSHA) and Environmental Protection Agency (EPA) regulations, National Fire Protection Association (NFPA) standards, American National Standards Institute (ANSI) standards, National Institute for Occupational Safety and Health (NIOSH) information and recommendations, and Airports Authority safety programs and procedures to recommend or develop safety program policies, programs and procedures, identify training needs, conduct safety training and inspections, and provide advice and guidance concerning safety requirements. 3. Knowledge of legal precedent decisions applicable to aviation, airport, and industrial workplace environment; and investigative requirements concerning tort and personal property claims to develop and recommend safety and loss control directives, conduct safety inspections and accident investigations, and provide guidance to managers and employees on safety issues. 4. Knowledge of industrial, environmental, engineering, and construction safety programs and the practical identification and control techniques used in the occupational safety field to review construction plans and consult with engineers and other technical personnel concerning safety issues. 5. Skill in problem solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem. This includes the ability to recognize subtle aspects of problems, identify relevant information, and make balanced recommendations and decisions. Examples include analysis of construction drawings for life safety issues and accidents for causality, development or review of training modules, reviewing insurance policies for adequacy, and developing trend lines from quantitative data on accidents and losses. 6. Skill in oral communication to understand verbal information (including facts, assertions and arguments) and to express such information verbally so that others will understand and, at times, be convinced or persuaded. This includes the ability to encourage oral communication by others. Examples include explaining safety program guidelines or accident reporting procedures, providing guidance and training to others, and encouraging effective communication by others, such as those involved in accidents. 7. Skill in written communication to understand written information (including instructions, descriptions, and ideas) and to express such information in writing so that others will understand. This includes skill in the review of the written work of others, such as developing correspondence and management reports and preparation of guidelines, policies, and procedures.

RESPONSIBILITY Is responsible for administering the Airports Authority's safety program for the Aviation Enterprise by developing and administering plans, providing technical advice and assistance to Airports Authority managers and employees on safety, occupational health and emergency management issues. Work impacts the Airports Authority's degree of risk/loss exposure by seeking safety compliance that includes implementation of safe (or 'best') work practices and avoidance or remediation of unsafe working conditions. Reports to the Manager, Risk Management Department (Supervisor). Most work flows directly to the incumbent based on assigned functions. The Supervisor provides overall program objectives and policy guidance, and brief instructions and timeframes for special projects. The incumbent manages programmatic operations independently, keeping the Supervisor informed of the overall status of projects and significant issues and problems. Consults with the Supervisor on unusual problems or developments by defining the problems and offering options for resolution, typically presenting them with thorough analysis, advice and recommendations. Work is expected to be accurate, adequate and adhere to guidelines. The work is subject to review for quantity, quality, timeliness, customer service, teamwork, specified performance management goals and measures, and other factors Guidelines include Federal and state laws, regulations, and reporting requirements of the Occupational Safety and Health Act (OSHA) and the Virginia Occupational Safety and Health Act (VOSHA), the National Environmental Policy Act, the Virginia Workers Compensation Act, Virginia Occupational Safety and Health standards, standards of the National Fire Protection Association (NFPA) and the American National Standards Institute (ANSI), National Institute for Occupational Safety and Health (NIOSH) information and recommendations, Federal and state workplace, insurance, and financial laws and regulations, the terms of the Airports Authority s insurance policies and other contracts, Departmental manuals and directives, published safety and occupational health and tort claim standards, professional journals and findings of legal counsel and engineering research organizations, the Airport Use and Lease Agreement and Premises Lease, EEO principles and requirements, and risk management best practices and principles. The incumbent uses initiative and expert judgment in interpreting, selecting, and applying specific/appropriate guidelines to situations presented and to assess existing safety conditions and procedures in relation to applicable laws, guidelines or Airports Authority initiatives as well as to develop new or revise risk/safety management policies and procedures, and directives.

7 S24900B, page 7 EFFORT The work is primarily sedentary; incumbent may sit for extended periods while performing deskwork. Typically exerts light physical effort in lifting and carrying files, pushing/pulling file drawers. Regularly moves about the airport complexes (terminals, auxiliary buildings, areas under construction) to conduct safety inspections and visually observe conditions and objects during site visits to obtain photographic evidence. Regularly ascends/descends finished and unfinished stairs and supports self on ladders and in somewhat awkward positions to inspect hard-to-access places. Identifies color-coded markings on signs, gas cylinders, etc. to determine compliance with safety requirements. Often stoops, bends, grasps, and lifts or otherwise positions self or items (for close inspection) weighing up to 25 pounds when conducting inspections. Regularly reviews construction or financial/insurance documents containing small print. Uses a computer and other office machines. Frequently exchanges information by telephone and in person with a diverse spectrum of people, some of whom may not speak clearly or may have limited proficiency in English. Uses two-way radio on/off Airports Authority owned or operated property and during emergencies. In driving, operates vehicle using judgment in consideration of weather, traffic, and other factors. WORKING CONDITIONS Works mainly in adequately lighted, adequately ventilated and temperature controlled offices and conference rooms. Is sometimes exposed to dust, dirt, and excessive noise and adverse weather conditions when conducting construction and on-site inspections. Wears personal protective equipment (such as hard hat, safety shoes, gloves, eye protection, etc.) as appropriate during inspections.
