The project Implementation of ECVET for qualification design in sanitation and water loss management (EC-AQUA) is executed within the Lifelong Learning Programme Leonardo da Vinci, measure Transfer of Innovation. EC-AQUA approach is developed by a consortium of partners from four countries: NIS-SU (Bulgaria), Intellect Foundation (Bulgaria), South East Europe Media Organization/SEEMO (Austria), Prof. Balan Interuniversity Research Center (Bulgaria), Institut National des Sciences Appliquées/INSA (France), and ERBIL Project Consulting Engineering (Turkey).They have wide experience in the EU programming development and capacity, expertise and competence for the success of the EC-AQUA measures. EC-AQUA addresses the apparent problem of insufficient transparency of qualifications at both national and international level. In the context of ever increased complexity of modern education, EC-AQUA aims to promote the EU Workspace concept through an approach supporting transparency of certificates and qualifications for transferability of competence. EC-AQUA activities are focused on the application of the ECVET specifications in Sanitation and Water Loss Management sector to develop a working scheme for transparency, transfer and recognition of learning outcomes as building blocks of competence development. This is achieved on the basis of PROWAT TR/06/B/F/PP/ project, upgraded, innovated in content and widespread in new sectoral and geographic areas. Description: Thèmes: The EC-AQUA project develops an ECVET based educational strategy and training content in Sanitation & Water Loss Management sector, through: 1. Introduction of innovative approach in structuring the learning programme, based on EQF/NQF principles; 2. Administrative/managerial guidance materials which represent a core stone for successful project development and are used for planning, coordinating and monitoring the project activities. 2. EC-AQUA e-learning portal representing an accessible and inclusive Blended Learning Environment (BLE) comprising training model for qualification development in EC-AQUA sector based on Learning Outcomes (LOs), EQF/NQF and ECVET technical tools. The BLE is designed to match the individual learning approach for specialized education, constructed by 13 LOs (Units of LOs) evaluated with ECVET tool and described at 5, 6, 7 EQF/NQF qualification levels. 3. EC-AQUA competence map comprising: - the core scheme for description of vocational qualification of VET professionals in Sanitation & Water Loss Management. It determines the personal capacity of a chosen target beneficiaries and are based on competence description of 22 typical for the sector professional qualification. - development of new accessible tutorials for the target groups for using of competence map from trainees and trainers. These guidelines contain description for attainment of specific training opportunities and creation of define Learning pathway (LP) and Competence description. - creation of specific for the target beneficiaries training packages: The training pack for trainees and The training pack for trainers. This project benefit is created by the way and aligned to the project purpose with practical needs of the targets is achieved. 4. EC-AQUA Qualification Ranking Record enabling learners for self-advocacy and easy communication with possible employers. 5. EC-AQUA testing and evaluation encompassing the project testing phase with all its activities designated for investigating and exterminating progress and to provide stakeholders with information about actual levels of performance and quality of the products. 6. EC-AQUA quality management comprising guidelines/documents for anticipation of project components integrity, flexibility and efficiency. 7. EC-AQUA exploitation and dissemination activities designed to ensure that the project results will be used sustainable and can contribute for the future development and implementation of good practices in the field of Water Supply and Sanitation. 11 Produit 'Administrative/managerial guidance materials' Titre: Administrative/managerial guidance materials Type de Produit: Autres Texte marketing: The administrative/managerial guidance materials ensure smooth administrative/financial project operation and low risk of each phase/stage of development. The rational approach for project coordination on the basis of elaborated guidance material and application of relevant standards for quality management was a guarantee for success. Description: The result R1 comprises guidance materials prepared by project administrative/managerial bodies for smooth project development and completion. It is planned and realized by specific project management structure - Project Management Board (PMB) and its supporting infrastructures: National Partner Offices (NPOs), Quality Management Unit (QMU) and Project Valorisation Unit (PVU). The structure was responsible for planning, coordinating and monitoring the project activities in terms of: identification of project needs and analysis; formation of the working network of target groups, sectors and users; creation of training strategy based on blended learning organized in respect to the EQF, NQF and ECVET; performance of testing and valorization of project activities to the end users. Cible: The short term beneficiaries are members of the project consortium consisting from representatives of different establishments: NIS-SU, "Intellect" Foundation; SEEMO - IPI; IUC "Prof. Balan"; INSA - Touluse; ERBIL Ltd. Long term beneficiaries are representatives of the target EC-AQUA groups and end-users. These part of the R1, concerning the valorization actions and all related products were used and presented at different project initiatives. Résultat: The set of procedures and tools, issued in accordance with the good project management practice, were elaborated and implemented: - Configuration management plan designed for management and control of project progress. This plan is flexible managerial tool that undergoes continuous upgrading during project lifespan; - Communication and action plans designed for detailed scheduling of project activities. These plans are recurrently elaborated and commonly cover 6-months time intervals; they are delivered to NPOs at each transnational coordination meeting. - Guidelines for monitoring and assessment of project results. These include checklists for internal evaluation of project results development. The documents and supplied to NPOs at project interim stage and upon completion. - Issue of documents for arrangement of partnership agreements in respect to qualification description. Copyright agreement document is elaborated and discussed by project partners. - Manual for financial management of project activities. This manual comprises rules for monitoring, eligible costs, financial operations in different budget headings (direct and indirect). - Dissemination and exploitation strategy and preparation describing in details the measures for popularization of project ideas and outcomes. 12 Produit 'EC-AQUA b-learning portal' Mise en œuvre de l ECVET dans la conception de qualifications en assainissement et Titre: EC-AQUA b-learning portal Type de Produit: Site Internet Texte marketing: The EC-AQUA e-portal provides comprehensive information about EC-AQUA project as well as effective blended learning environment for development of skills and competences of VET teachers/trainers through improving the effective acquisition, sharing, and use of information materials dedicated on sanitation and water loss issues. It provides new type of b-learning, based on ECVET crediting plan and arranged in LPs corresponding to different EQF levels (5, 6, 7). It is planned also as learning support resource database and means for sharing of ideas and experience. Thus the e-portal contributes to the development of learning outcomes based e-training system and facilitates the transparency and recognition of qualifications and competences, making sustainable the competence-based learning in sanitation and water loss management. Description: This result comprises the establishment of Blended Learning Environment (BLE) dedicated to perform the overall project activities and includes: - General project information - Design of innovative BLE for vocational training of teachers/trainer settled at an e-portal built upon a state of the art content management system (CMS) and consisting of specialized tools for training provision: guides, videos, e-training modules, etc. The learning content is build up interactively in all partners languages. It is organized in hierarchical structure of links that facilitate the selection of and the navigation to specific Learning pathways (LPs) and Short Intensive Courses (SICs). The completion of each part of the training panel leads to adoption of particular knowledge, skills and wider competences. They are evaluated through an interactive final test consisting of dynamically prepared Multiple Choice and True/False Questions. Thus, three evaluation parameters have been chosen: memory, knowledge, logic. In accordance with them a set of 10 random questions is offered from the question pool of the corresponding SIC/LP content. Each test can be held unlimited number of times, but the testing module of the CMS randomizes the order of appearance of questions, as well as the position of their answers thus encouraging the knowledge and understanding of the material. The trainee can monitor his/hers answers through the interactive result panel during or after the test. The process of evaluation finishes with the term passed, when 60% or more of the maximal score is achieved. When less than 60 % is achieved a term failed is appeared. - The blended learning machinery is designed through implementation of a variety of on/offline tools (i.e. videos, ppt, pdf). They empower the trainee to select the most appropriate form of learning according to the available learning time and other criteria. - Multimedia DVDs. The blended learning program is also presented by off-line multimedia and self-learning modules covering the functionality of the online BLE. On the basis of the designed competence profiles, separate DVDs providing off-line training are elaborated. - A customized administrative interface ( allows all partners to update and modernize the learning resources. The use of the popular open source CMS Joomla as a basis ensures sustainable and independent future development of the resource. 13 Produit 'EC-AQUA b-learning portal' Mise en œuvre de l ECVET dans la conception de qualifications en assainissement et Résultat: - The part How to gain competence offers the multilanguage e-learning programme and is divided in five sub-menus: Qualification (description of LOs at levels 5, 6 and 7 according to the EQF/NQF); Qualification Descriptions (statements about the theoretical and practical achievements of selected qualification profiles in the project target area); Learning outcomes (interactive blended learning programme organised in LPs and SICs and designed for defined qualification description and EQF reference level); Qualification Ranking Record" (an assemblage of documents that evidences mastery of skills, knowledge and attitudes) and Good practices (collection of useful links, legislation documents, VET information, studies and reports, etc.). - Our achievements part comprises the EC-AQUA training package (detailed guidelines on how to use the EC-AQUA Blended Learning Environment) and Project resources (information regarding results developed by the project). - The additionally developed Quick links right menu allows the end-user to quickly access the EC-AQUA blended learning part, thus ensuring easier and user-friendly navigation through the training material. 14 Produit 'EC-AQUA competence map' Mise en œuvre de l ECVET dans la conception de qualifications en assainissement et Titre: EC-AQUA competence map Type de Produit: Enseignement à distance Texte marketing: EC-AQUA competence map represent a core project element offering multilanguage model for international transfer of acquired qualification in the field of Sanitation and Water Loss Management. It is grounded of the recent EU tools for EQF/ECVET implementation in VET process and promotes competence-based training approaches. The EC-AQUA competence map model is designed as a tool contributing to achievement of transparency and mutual recognition of qualifications in defined economic area (sanitation and water loss management, including 'green' abilities) and increase the volume of mobility of work-power throughout Europe. Description: The EC-AQUA Competence Map creates and promoted vocational qualifications of VET professionals in Water supply sector. It is organized in accordance to the training needs identified through competence development in respect to the levels 5, 6, 7 of EQF/NQF. The Competence Map scheme consists of 3 parts: knowledge, skills and wider competence, forming Learning Outcomes (Los) and Units of Los. The knowledge part was build up through writing a new one and rearranging the content of PROWAT project under transfer. All issues were available in 5 languages and arranged in interactively accessible learning modules, previously mentioned in R2. Innovation of the content was done through preparation of new training module Water Sanitation and Quality Management and translated in all partners languages. Following the LO algorithm, the Competence Map includes also description of part skills and wider competence. In this way a clear scheme in accordance to the mentioned above EQF/NQF principles is elaborated. It gives trainee access to the needed competence level. In this way, following the proposed map a necessary set of knowledge, bringing together related skills and wider competence is proposed to the target groups. The process of exploitation of the Competence Map is ended through gaining access to the Certification Units a basic component of a given qualification. Then a certificate for adopted new competence, measured in ECVET credits is issued. The latter is giving an opportunity for receiving a new EQF/NQF level of qualification. Translation of PROWAT e-book Basic Water Loss (BWL) in all partners' languages; 2. Upgrading of e-book with new knowledge content in the field of water sanitation with main topics focused on water quality management, contamination risk assessment and public health effects; 3. Design of a scheme for description of vocational qualifications for VET professionals in sanitation and water loss sector comprising: - an algorithm for presentation of Certification Units of Learning Outcomes (LOs) as basic components of a qualification, representing sets of knowledge, skills and wider competence; - creation of 22 Learning Pathways (LPs) and 4 Short Intensive Courses (SICs) corresponding to particular vocational qualification with knowledge element designed to match EQF levels 5, 6 and 7 (overachivement of 12 LPs was made); - application of ECVET based concept for evaluation and assessment of project training materials and learning methodology; - elaboration of Tutorials for trainers and trainees (web portal menu: Our achievements/ec- AQUA training package/how to learn - -to-learn) facilitating the learning process; - provision of prospects for certification process. 16 Produit 'EC-AQUA Qualification Ranking Record (EC-AQUA QRR)' Titre: EC-AQUA Qualification Ranking Record (EC-AQUA QRR) Type de Produit: Transparence et certification Texte marketing: The result EC-AQUA Qualification Ranking Record (EC-AQUA QRR) comprises an assemblage of documents that evidences mastery of a set of skills, applied knowledge, and attitudes of an individual who have completed training and acquired competence / qualification. Description: This project result offers general directions how to develop and maintain a set of documents certifying the academic, professional and service accomplishments a trainee has achieved during defined study/training period. It is foreseen as a place to store as well as a visual representation of official papers related to individual "assets" in the form of training, work experience, contributions, and special accomplishments. Cible: Teachers, Trainers, Learning facilitators, Guidance professionals; School/Institutions Managers, Political decision makers Résultat: The EC-AQUA QRR is set up following the accepted common criteria, procedures and standard quality indicators. It includes the following main elements: 1. EC-AQUA QRR establishment approach: describes the concept for creation of the product combining the process- and product-oriented methods; 2. EC-AQUA QRR documents: - Competence Certificate: issued by the training organization and indicating the stage of competence development the trainee has reached at a certain point in the training process; - European CV: EUROPASS standard; - EU mobility competence document: EUROPASS standard; - EU language certificate EUROPASS standard; - All other relevant internationally recognized certificates: Records of professional activities, of self-directed learning activities, of learning activities outside work and in house, certificates/evidence of special training, Records of Publications. Domaine d'application: This result contributes to the improvement of transparency and recognition of qualifications and competences, thus supporting the improvements in quality and innovation in VET systems, institutions and practices. It also facilitates and expands the mobility process, which is one of the activities of ERASMUS programme In this way the EC-AQUA project performance make a bridge with the new programme period. It is an attempt to get an independent view on the project and to allow stakeholders to evaluate and understand potential risks of project failure or mismatch. Description: This result includes performance of evaluation events with short-term project targets at all partners institutions, checking the map s mode of operation and applicability, and evaluation of its capacity. The performed approbation process facilitated the project development through exploiting the e-portal as a common medium for easy comparison and processing of the obtained results. The result includes folder of documents regarding project evaluation/certification procedure, which comprised: - Information package of the testing session performance - ppt presentation - Info-sheet - Reply card - Checklist for assessment of EC-AQUA Competence Map elaboration and implementation. Cible: Teachers, Trainers, Learning facilitators, Guidance professionals; School/Institutions Managers, Political decision makers Résultat: The EC-AQUA testing phase resulted in evaluation and testing of the declared requirements, features and expectations regarding the project. This measure ensured the project matches initial requirements stated in application documents. The following common activities of the phase to test the EC-AQUA project against performance and quality levels are realized: - Analysis stakeholders (the team) analyze the project specifications to determine testable requirements and define expected levels of quality and performance; - Planning - the team makes a plan of key procedures and steps of testing; - Implementation it starts implementing test scenarios; - Reporting when test scenarios are done, the team summarizes results produced and creates a report stating whether the project matches the expected quality and performance levels. The EC-AQUA quality objectives were to set quality measures, to provide support to the partnership to achieve them and to monitor adherence to the Quality Plan through the project lifecycle. Description: The EC-AQUA Quality management encompasses development of clear guidance on the preparation of documents and implementation of a quality management review cycle for all deliverables, activities and services. These actions were performed throughout the project life cycle and include: 1. Maintenance of the project resources as follows: 2. Risk management 3. Document management It comprises standard rules and procedures related to the document production that all the partners keep during the project life. This documentation procedure is applicable to all partners; for both project internal and European issue of documents. Cible: The short term beneficiaries are members of the project consortium consisting from representatives of different establishments: NIS-SU, "Intellect" Foundation; SEEMO - IPI; IUC "Prof. Balan"; INSA - Touluse; ERBIL Ltd. Long term beneficiaries are representatives of the target EC-AQUA groups and end-users. These part of the R1, concerning the valorization actions and all related products were used and presented at different project initiatives. Résultat: The EC-AQUA Quality management plan is designed to provide and to ensure qualitative performance according to the main EC-AQUA project characteristics as follows: - Instructions and template for creation and maintenance of NPO s project file - Quality process indicators - set of indicators derived in respect to the performance of different work phases and results - EC-AQUA time schedule plans distributing project tasks and activities by time and work packages - EC-AQUA audit plan: time schedule of activities for arrangement and performance of internal project evaluation/assessment of its advancement. Description: This result represents the valorisation strategy of EC-AQUA project, which was based on the following key elements: 1. Quality of the project deliverables achievement of a high quality of produced valorisation deliverables. 2. Adaptability of EC-AQUA deliverables to country and organization specific peculiarities. 3. Clear definition of advantages for users. 4. Early identification of stakeholders and potential users in order to ensure the sustainable use of results after the project end. Formation of dissemination network responsible for implementation and exploitation the EC-AQUA Project Competence map, as well as for provision of consultancy to local institutions dealing with issues related to IC technology of education; b. Selection of best micro and meso dissemination channels for distribution of targeted information to project target groups/end-users. c. Production and spread out of different electronic and printed dissemination materials. 3. Performance of exploitation activities: a. Initiatives/events in the partner organizations for application of project results in their own educational/training practice; b. Events/consultations with canvassing partnership to study the reflection capacity for use the EC-AQUA deliverables. 4. Organization and performance of 6 workshops with participants belonging to different target groups and stakeholders and preparation of accompanying deliverables for dissemination and exploitation of project achievements.
