3 Career Education Clubs of Florida and Florida Business Professional of America Joint State Leadership Conference 2014 State Leadership Conference February 14 16, 2014 Friday Sunday Attached is your copy of the State Leadership Conference Information Packet. This year s conference will be a joint conference with Florida BPA. We will be competing alongside the BPA members. CECF members will be scored separately. We are NOT competing against BPA, although they may be in the same competitive events. CECF tabulations and BPA tabulations will be separate and we will have our own awards ceremony and BPA will have their own awards session. We are just pooling our resources to create a better conference and competitive experience for our members. Please read this packet thoroughly. The forms for SLC as will be in a separate Excel file like last year. Housing registration forms are available at (click on the DECA link which is located on the top of the page, on the right, under the banner) and in this packet. There is no on site registration. If you need to cancel a participant, you must do so before February 3. After this date, there will be no refunds regardless of the reason. Refunds/cancellations should be faxed using the form in this packet. Please FAX to The conference registration fee is: $ and includes a box lunch on Saturday. There will be no banquet dinner at this conference. Everyone will get a boxed lunch on Saturday as part of their registration. On Saturday evening, CECF will have their awards and entertainment session. PLEASE NOTE: The state officers do not pay registration. In addition, state officers will have a room provided for them. However, please be sure to include their name on your registration form along with any competitive events in which they are competing. Conference delegates should wear their name badges to all functions. There will be a charge of $1.00 to replace the name badge. CECF members may participate in a total of two events at the State Leadership Conference, only one of which may be a team event. All students may compete in an unlimited number of Open events within the time constraints of the conference program. An Open Events Passport will be included in the conference packet for each student registered for the conference. There is no pre registration for Open Events. Students are not allowed to use any reference materials during Open Event testing. For events that require a calculator, one will be provided. Students may not use their own. Refer to the recently revised 2014 Workplace Skills Assessment Program Guidelines for detailed information regarding the use of published and/or unpublished reference materials during testing. Cell phones will not be allowed in any competitive event room. If a cell phone is seen or heard, the contestant s event will be over, and said device can be picked up by the advisor. Contestants in the non judged events listed below will complete the computer application component of their event at a site in their region prior to the conference. Eligible contestants will receive information about the date for the computer application testing from their Region Advisor. Some events, indicated with an *, do not include an objective test. However, an objective test will be administered at the Conference. The objective test for all events listed below will be administered on site at the SLC. Students must participate in BOTH components (computer application and objective test) in order to be recognized as a winner in these events. SLC Packet

6 Instructions for submission 1. Attach a cover sheet to your admission. Make sure you list all participants. 2. If submitting a pin/jump drive, please put your cover sheet and the drive in a page protector. Members and Advisors/Chaperones are expected to participate in ALL scheduled activities. Advisors will register all chapter voting delegates at check in at the Conference Registration Desk at the Hilton in the WDW Resort this year. Information about voting delegates can be found in this packet. Florida CECF BPA needs the assistance of all advisors with the competitive events on Saturday. Duties will be assigned by the state office. Florida CECF BPA also needs student conference assistants. Please fill out and mail or the Conference Assistants Volunteer Form to register students as conference assistants. Parking is free this year. Once you have checked in with Travel Ventures, take your parking ticket to the registration desk and exchange for one to use for the weekend. All activities of the Career Education Clubs of Florida Florida Business Professionals of America State Leadership Conference will be held at the Hilton in the WDW Resort in Orlando. Room rates are $189 per night for single, double, triple, or quad occupancy. Schools should submit a copy of their school s Tax Exempt Certificate when paying Travel Ventures. Any delegate staying at a property other than the official conference hotel will be disqualified from all competition. A TENTATIVE conference agenda is included in this packet. Competition times may need to be adjusted after all contestants are registered in competitive events. Advisors will be notified when schedules are available for viewing. Election of State Officers The CECF/BPA State Officer Application is available on the Florida CECF ( website. Encourage your best student to run for office. We are looking for professional, career oriented students to fill the officer positions and move our organization forward. The packet will also be sent via from your District advisors. The following state officers will be elected at the State Leadership Conference: State President, State Vice President, State Secretary, and State Treasurer. National Officer Candidates The Florida Board of Directors must approve Florida members interested in running for a national office. The application is on the Florida BPA website. If your school has a student who is interested in running for a national office, please contact Patrick Grady by January 17 at or via e mail at bpacecf@yahoo.com for the procedure to obtain approval of the Florida CECF BPA Board of Directors. Approval will be provided via confirmation. SLC Packet

7 SPECIAL NOTES: 1. Florida CECF BPA will not provide any equipment (e.g., laptop/notebook computers, printers, computer projection devices, etc.) for any event. Electrical outlets will be provided in all preparation and performance rooms as needed. 2. The sliding scale below is used to determine the number of high school contestants per region in judged and non judged competitive events. The number of contestants per region is based on the total regional membership. Check with your Region Advisor to determine the number of contestants eligible to compete from your region. High school level members may compete in an unlimited number of Open Events. The number of contestants per school is based on the total school membership. There is no restriction on the number of middle level contestants in non judged events for the Florida BPA 2013 State Leadership Conference. However, both middle level and high school members are allowed to compete in only two events, only one of which may be a team event. Middle level members may compete in an unlimited number of Open events. 8 CONFERENCE REGISTRATION Each chapter is required to register all student delegates and all adults (Advisors, chaperones, and guests) who will be attending any conference activities (e.g., sessions, workshops, competitive events). The Florida CECF BPA Board of Directors recommends one adult chaperone for every five student delegates. Chaperones are considered to be the chapter advisors. For example, the advisor and five students; or the advisor, a parent (or other adult) and 10 students. All registrations for the Florida 2014 State Leadership Conference must be entered using CECF s Excel registration file. Registration will close January 10, 2014; therefore, competitive event changes will not be accepted after January 17. On site registrations will NOT be accepted. No refunds will be issued. The conference registration fee includes the cost of the boxed lunch on Saturday afternoon plus an additional registration fee to pay the expenses of conducting the conference; e.g., online registration fee, keynote speaker, leadership activities, competitive event materials and awards, entertainment, convention facility rental fees, audio visual services, etc. Conference registration fee for CECF BPA members, advisors, chaperones and guests is: $ Please remember State officers do not pay registration. In addition, state officers will have rooms provided for them. However, please be sure to include their name on your online registration invoice along with any competitive events in which they are competing. Registration fees must be paid by school check. 9 SLC COMPETITIVE EVENTS The top six district winners in all written competitive events are eligible to compete at the State Leadership Conference. One judge volunteer and DCT Coordinator is required for a chapter to be eligible to compete at the conference. This information is required to complete the registration. 10 CECF/BPA COMPETITIONS During SLC 2014 students can compete in Written competitions, Performance competitions, Display Competitions and Chapter Events. Students can participate in Written Events which include Fundamental Accounting, Automotive Technician, Banking & Finance, Business Communications, Business Law, Career Skills, Child Care, Civics/Government, Criminal Justice, Customer Service, Economics, Financial Math & Analysis, Food and Nutrition, Hospitality, Human Resources, Information Technology Concepts, Legal Office Procedures, Medical Office Procedures, and Parliamentary Procedure Concepts. Students can also compete in Performance Events which include Administrative Support Team, Administrative Support Research Project, Desktop Publishing, Entrepreneurship, Extemporaneous Speech, Interview Skills, Prepared Speech, Presentation Management Team, Sales Demonstration, and Word Processing. The Display Events are Affiliation Pin, Career Research Project, Chapter Brochure, Digital Media Production, Digital Portfolio, Graphic Design Promotion, Photography Black & White, Photography Color, Recruiting Poster, Video Production Team, and Web Site Design Team. The Chapter Events include Chapter Media and Chapter Album. The Performance Contest Registration will take place on Friday, February 14 beginning at 4:00 pm. Participants in Performance Events must register in person to receive appointment times. Top finishers in each event will be recognized and receive awards during the Awards Ceremony and Banquet. OFFICER CANDIDATES Congratulations to our officer candidates! Please be sure that we have your State Officer Notice of Intent to Run form postmarked to us by January 10, The Intent to Run form is located in the Excel Registration Packet. You have worked hard to reach this point. The challenge is still yet to come, as personal responsibility and self discipline are needed to surpass opposing candidates and exceed basic expectations. Consult the tentative agenda for candidate meeting times. It is your responsibility to adhere to the times outlined in the final agenda. An Officer Candidate Confirmation Form will be included in the packet. Please return the required information by January 10. Congratulations! You have chosen to go where few have gone before! PROGRAM GREETINGS Send special greetings, shout outs, or dedications to your favorite Class of 2014 graduate, friend, family, student, alumnus, advisor or supervisor. Members can also advertise local business. Submit your orders to the CECF state office at CECF, P.O. Box 1806, Bushnell, FL 33513, soon, as space is limited. Form can be found in the registration packet. EXHIBITS/VENDORS The exhibits/vendors will be open on Friday from 5:00 pm until 9:00 pm. They will be open Saturday from 9:00 am until 5:00 pm. 11 NAME BADGES/WRIST BANDS Name badges and wrist bands will be provided and must be worn at all times for security and identification for ALL conference functions. You must have your name badge and wrist band to be admitted to all sessions. ALL students must have photo ID at all times. DELEGATES WITH DISABILITIES CECF will make reasonable accommodation for our members with disabilities. The Delegates with Disabilities Request Form is provided to ensure this occurs. Please use the request form to note special needs so that accommodations may be provided. If you have special needs at the hotel, please be sure to include that with your hotel reservation form. CONDUCT The very nature of the SLC demands that all delegates conduct themselves as "leaders." The state office has established guidelines that contribute to the learning experience of the delegates. Please ensure that these guidelines are followed. Please make sure that all students understand the conduct code prior to signing it. Infractions will not be tolerated. SUPERVISION You must provide one registered adult for each ten (10) students you register. Please be sure that every adult you are bringing to assist you with the supervision of your delegates understands that they must be in the sessions, at the dances, checking rooms periodically during the day, checking all rooms at curfew, walking the halls for a period after curfew, and are subject to the same conduct code and dress as are the teachers and students. HOTEL CHECK IN Hotel check in time is 4:00 pm on Friday, February 14. Rooms will not be available before that time, so chapters should plan their arrival with this in mind. There will be a holding room for early arrivals near the bus drop off. Coordinators are responsible for checking student rooms for any damages prior to student occupancy. Please report any questions or concerns on the rooms to Patrick Grady. HOTEL CHECK OUT Hotel check out time is 11:00 am. All participants must check out prior to this time on the day of their departure. Each coordinator must assume responsibility for settling such accounts before departure from the hotel on Sunday, February 16, CECF will not assume or be responsible for any additional charges to rooms, checks not clearing, other hotel charges, or credit problems. The hotel will be instructed to block any and all charges to rooms unless provided with a credit card by the coordinator to secure such incidental charges. While the majority of students will likely have cell phones, please remind those that do not that using lobby pay phones, a prepaid phone card, or a calling card saves money and problems later as calls from hotel rooms SLC Packet

12 to outside lines are very expensive. All incidental charges must be paid upon departure. No incidentals will be allowed to the master bill. PERSONAL CHARGES ARE THE RESPONSIBILITY OF THE INDIVIDUALS WITHIN EACH ROOM. Coordinators are required to inspect all guest rooms prior to checking out with the hotel. Chapters will be liable for any damage done to rooms or excessive cleaning charges from the hotel for rooms left in an out of the ordinary condition. Prior to leaving the conference, each coordinator should pick up all hotel receipts needed for reimbursement by their district from the hotel desk. MESSAGES Should a parent or guardian need to reach a student during the workshop he/she should: A. Call the Hilton at , and B. Provide name, school, city, CECF District, and coordinator of the student to be located. TIPPING When students or coordinators use the services of a bellman or other services of the hotel, it is expected that they will give him/her an appropriate gratuity, traditionally $1.00 per item. Additionally, it is customary to leave $1.00 per night per person for the housekeeping staff. This gratuity must be left on the pillow; hotel employees are forbidden from taking money from any place else in the room. MEDICAL EMERGENCIES Coordinators must have a notarized Medical Release Form signed by a parent or guardian for each student in attendance at the SLC. The coordinator must also have telephone numbers where a parent or guardian can be reached and copies of hospitalization/accident insurance cards. Admittance to a hospital for treatment requires authorization of parents. A Medical Release Form is included in the Excel Registration Packet. Please copy this form for each student and have it completed, signed by the parent or guardian, and notarized. THIS FORM, PROPERLY COMPLETED, SIGNED, AND NOTARIZED FOR EACH STUDENT MUST BE BROUGHT TO THE SLC BY THE COORDINATOR. SPECIAL GUESTS If you are aware of any special guests (county superintendents, directors, etc.) who plan to attend the workshop, please notify Patrick Grady prior to the workshop or during the workshop registration so that they will be recognized at an appropriate time. 13 COMPETITIVE EVENT COORDINATORS, PROCTORS AND GRADERS, AND CONFERENCE ASSISTANTS Florida CECF BPA needs the assistance of ALL local chapter advisors attending the conference to ensure a successful competitive events program. Advisors will be hand scheduled by the state advisor and will be notified of specific assignments late January. Florida CECF BPA also needs the assistance of students to serve as conference assistants during the conference. Conference assistants may be used as follows: Assist proctors and judges in conducting judged events on Saturday, February 14, 2014 (e.g., greet and escort judges to preparation/performance rooms, escort contestants to and from preparation/ performance rooms and assist in any other way as requested). NOTE: Since most students will be participating as a contestant on Saturday, please indicate the time(s) the student is available to serve as a conference assistant. Serve as a runner and any other task as needed. Please indicate the date(s) and time(s) the student is available to serve as a runner. 15 HOTEL RESERVATIONS Room rates at the Hilton in the WDW Resort are $189 per night per room. There shall be no more than four people staying in any room. PER NIGHT Single, Double, Triple, or Quad $189 Any delegate staying at a property other than the official conference hotel will be disqualified from all competition. This year reservations for rooms are being made through Travel Ventures. You SHOULD NOT contact the hotel. Travel Ventures will take care of all reservations and room assignments. Please use the form on the next page. Complete it and fax or it to Travel Ventures (number is on the form). Payment should follow within two weeks. You are to be paid in full WELL BEFORE you come to the conference. When you arrive on Friday, Travel Ventures will have a table in the lobby where you will pick up your keys. DO NOT go through the front desk. Travel Ventures will handle any problems that arise on Friday regarding your housing. The Travel Ventures form is also on their site, travelvent.com. At the moment it is under DECA and easily accessible. Remember that parking is free this year. Once you have checked in through Travel Ventures, take your parking pass to the front desk and they will give you one good for the whole weekend. SLC Packet

20 DELEGATE CONDUCT PROCEDURES 1. The term "delegate" shall mean any CECF BPA member, including advisors, attending the conference. 2. There shall be no defacing of public property. The individual delegate or chapter advisor responsible must pay for any damages to any property or furnishings in the resort rooms or conference center. 3. Delegates shall keep their adult advisors/chaperones informed of their activities and whereabouts at all times. 4. Be prompt and prepared for all activities. Be financially prepared for all possibilities. 5. Delegates who are not staying at the Hilton in the WDW Resort shall be off the hotel property by the designated curfew. 6. No visitors will be permitted to attend the conference or visit delegates while at the conference without express written permission from the delegate s parents. 7. No alcoholic beverages or narcotics in any form shall be possessed by delegates at any time, under any circumstances. 8. Resort rooms are bedrooms. Under no circumstances or at any time should students of the opposite sex be in the same room unless appropriately chaperoned. 9. No delegates shall leave the hotel unless permission has been received from the chapter advisor. 10. Delegates shall attend all sessions, activities, meetings, etc., for which they are registered. Officer candidates who do not participate in all scheduled activities will be asked to voluntarily withdraw their application for state office. 11. Identification badges shall be worn at all times. 12. Delegates violating or ignoring any of the conduct rules will subject their entire delegation to being unseated and their candidates for state office to being disqualified. Individual delegates may be sent home immediately at their own expense. Curfew will be enforced. (Curfew means delegates will be in their assigned rooms.) 13. Only those CECF BPA members properly registered may attend the conference. 14. Grievance procedure: Any protest brought before the Board of Directors must be presented in writing and the person(s) bringing the charge must present the charge in person. Students involved must be accompanied by their advisors. SLC Packet
