2 Eastfield College Student Government Association Executive Board Information The Student Government Association serves as the representative body for Eastfield College students. Students wishing to serve as an elected official of SGA should read this information document carefully. The Office of Student Life is the official office for SGA business. SGA elected members will have access to a campus phone, computer, printer, fax machine, and individual mailboxes to assist them in fulfilling their duties as SGA members. If you have any questions, contact the SGA Advisor. Judy Schwartz, Director, Office of Student Life or Room C-141 judyschwartz@dcccd.edu Eligibility Requirements: To be eligible to run for a position in SGA, students must meet the following criteria: Must be enrolled in a minimum of six (6) credit hours per semester during the Academic Year (Fall and Spring) Currently possess and maintain a minimum GPA of 2.50 for Senators & House of Representatives; 2.75 for members of the Executive Board. Commit to serving the entire Academic Year Important Dates and Information: Applications are due in the Office of Student Life no later than 5:00 p.m. on Wednesday, Sept. 17, Campaigning and elections will start on Thursday, Sept. 18 and run until Tuesday, Sept. 23 at midnight. Election Results and Oath of Office Ceremony will be held in the Pit on Wednesday, Sept. 24, at 12:30 p.m. All candidates are required to attend this event. Dress is Business Casual. A Mandatory Training Retreat will be held Friday, Sept. 26 Sunday, Sept. 28. Fall 2014 SGA Meeting & Events Calendar: All meetings are on Fridays begin promptly at 12:30 p.m. Room Assignments have not been made. Oct. 3 First Meeting Oct. 17 General Meeting Oct. 31 Halloween Costume Contest Annual event sponsored by SGA (12:30 p.m. Pit) Nov. 7 General Meeting Nov. 12 Open Forum This is a Wednesday event. 3 Expectations Character and Conduct: As the elected leaders and official representatives of the Eastfield College Student Body, it is imperative that you set the standard for conduct and behavior for all students and agree to abide by the DCCCD Student Code of Conduct, the Eastfield College SGA Bylaws, and all federal, state, local and campus policies and procedures. The Code of Conduct and Bylaws are posted on the Student Life webpage.) Time Commitment: o SGA Executive Board Meetings and Regular SGA Meetings are mandatory for all elected officials. Regular Meetings are currently being held every other Friday during the Fall/Spring semesters from 12:30 to 2:00. (You may be asked to occasionally serve on a Funding Committee that will meet from 2:30 to 4:00 p.m.) The Executive Board meets the week before the regular SGA meeting to prepare the agenda for the regular meeting. o SGA responsibilities must take priority over other commitments such as serving as an officer in other organizations, work schedules, or other commitments. Please be sure you can devote the time necessary to meeting the required obligations. Knowledge: o Elected members are expected to learn and use Parliamentary Procedure. (Training will be provided.) o Elected members are expected to be familiar with the programs and services Eastfield College offers to students. (Training will be provided.) Term of Service: o Elected members serve one complete academic year from fall through the spring semester. The current Student Government Association Bylaws serve as the living document for term limits and membership qualifications. (This document can be found on the Student Life/Student Government Association webpage.) Additional duties: o Members of the Executive Board serve as the overall leadership for the SGA. They represent Eastfield College at college and community functions, serve on campus committees, and work directly with campus administration in meeting the needs of students. o Current SGA Standing Rules require elected members be dressed Business Casual at all meetings and official functions of SGA. The Executive Board determines exceptions to this rule. Men: Slacks, Shirt with tie, Jacket (optional), dress shoes. Women: Business style pantsuit, skirt/jacket or nice blouse and skirt, dress shoes. Election Information Elections will be conducted on-line using SurveyMonkey. The Office of Student Life will send an elections to all currently enrolled students. There will also be a link to the ballot on the SGA webpage. Voting will require students to enter their Student ID number to cast their ballot. Votes cast with multiple identical ID numbers will be voided. Students voting with an incorrect Student ID number will be voided. The students with the highest number of votes cast for each Executive Board position will be considered the winner. The remaining candidates become Senators, if they choose. The number of Senate and House positions available in any given year is limited in relationship to the number of candidates participating in the elections.
4 Position Descriptions A. Vice-President a. The Vice-President shall assist the president in the performance of his/her duties and to carry out all duties assigned to him/her by the President. b. The Vice-President shall assume presidential duties upon the President s absence. c. If the President shall relinquish his/her office, the Vice-President shall become President. d. The Vice-President shall co-chair any or all committees as deemed necessary. B. Secretary a. The Secretary shall assist the President and the Vice-President in the performance of their duties. b. The Secretary shall record, maintain, and distribute all minutes of the Executive Board meetings and the general SGA meetings. Minutes must be distributed within 72 hours of each meeting in a Word document. c. The Secretary shall maintain an accurate and official record of all SGA activities, communications, actions, and correspondence including collecting minutes taken from SGA committees. d. The Secretary shall take attendance at all meetings and maintain attendance records. e. Should there be a succession in the President s position leaving the Vice-President s position vacant, the Secretary may choose to assume the Vice-President s position or remain as Secretary. C. Treasurer a. The Treasurer shall assist the president in the performance of his/her duties. b. The Treasurer shall be responsible for all SGA account funds and to keep accurate records of all money matters. c. The Treasurer shall sign all financial paperwork. d. The Treasurer shall be an ex-officio member of the Fundraising Committee. e. The Treasurer shall give a financial report at all SGA meetings. D. Parliamentarian a. The Parliamentarian shall assist the president in the performance of his/her duties. b. The Parliamentarian shall be knowledgeable of proper parliamentarian procedures. c. The Parliamentarian shall ensure business is being conducted according to Robert s Rules of Order and serve as the official time keeper for SGA. d. The Parliamentarian shall chair the Constitution Revision Committee and the Jurisprudent Committee. E. Public Relations Officer a. The Public Relations Officer shall assist the president with his/her duties. b. The Public Relations Officer shall chair the Marketing and Historian Committees. c. The Public Relations Officer is responsible for updating the SGA Bulletin Board(s) and social networking sites. d. The Public Relations Officer shall be accountable for the creation of the scrapbook. e. The Public Relations Officer shall be responsible for effectively promoting all SGA events.
5 Campaign Rules 1. Candidates will be allowed to campaign for their respective positions no earlier than 8:00 a.m. on Thursday, Sept Candidates are required to design their own flyers, table-tents, and handouts. The Office of Student Life will make 100 copies for each candidate free of charge. (Black ink on colored paper.) 3. Candidates agree not to spend or accept donations of cash or goods totaling more than $25 for printing, publicity, novelties, etc. in order to maintain a fair/balanced campaign for all candidates. Keep receipts of purchases and or donations should you be asked to submit them. (Student Life will not reimburse you.) 4. Candidates are encouraged to run a positive, fair campaign. 6. Campaign materials deemed derogatory, vulgar or in poor taste will be removed. (Advisors discretion) 7. Materials may not be taped to walls or bathroom stall doors. The Office of Student Life will designate specific areas for materials to be posted. Candidates found defacing campus property or posting materials in unauthorized places or in an unauthorized manner will be removed from the election ballot or disqualified. 8. Campaign suggestions: a. Ask professors if you can make a short campaign presentation before or after class. b. Select a friend to be your campaign manager to assist you in getting students to cast their vote for you. c. Come up with a clever campaign slogan or logo that students can associate with your name. d. Student Life will have tables in the Pit you can use for campaigning. You may have to share space with your opponent. Be professional. e. Make a display board that can be left on the table in the Pit during the campaign period. 9. Elections will be conducted via internet access. It is unethical to use another student s ID number to cast a vote. Ask your constituents to cast their votes on their own using their own computers, laptops, iphones, ipads or any campus computer. Do NOT allow students to vote on your personal devices. Do NOT allow multiple votes cast on any one personal device. 10. As a candidate for election you are responsible for abiding by these rules, and you will be required to sign a statement on the application that states you have read and are familiar with these rules. Accusations of violations will be taken seriously. Candidates who violate campaign rules will have their names removed from the ballot or disqualified if elections are already in progress.
