The enlargement of the European Union imposes specific demands on people s language skills directly related to employability, free movement of people on the labour market and the new emphasis in certain industries that are at a peak. The construction industry and energy efficiency and renewable energy resources, incl. certain related topics, have been on the agenda recently. To meet the new challenges in the identified areas the project will develop and implement useful tools that would fill in the gap in language training within the system of VET and match these skills to industries demands. BEST project aims to develop a picture glossary of terms in Bulgarian, English, Spanish, Turkish and Romanian languages covering the following six key topics: construction, construction management, energy efficiency and renewable energy resources, environment and environmental protection, electricity, ICT. The project partnership that will include two organization that have participated in the previous LdV project, which will be now transferred and further developed, incl. the previous project promoter. However, the BEST project will also rely on the contribution of partner organisations representing the focus language groups, experienced in VET issues as well as in delivering EU funded projects. The BEST Project will develop the following tools: a multilingual (5 languages) picture glossary, a student s book containing sample lessons from all topics covered by the glossary, teaching notes and a test-book. The hard copy of the glossary will be accompanied by an installation CD that would make it possible for any end-user to have the multilingual picture glossary installed on his/her PC. The outcomes of the project will be applicable both in vocational schools and in any shortterm or long-term vocational training of company staff as well used as reference for individuals employed in the related sectors. Furthermore, the outcomes of the project would be made available to self-learners of foreign languages or as a distance-learning tool since all project materials and products will be loaded on a website, specially designed for the purposes of the BEST Project. Description: The ability to understand and communicate in more than one language enables people to take advantage of the freedom to work or study in another Member State, as it is stated in the Communication from the Commission to the Council, the European Parliament and the European Economic and Social Committee and the Committee of Regions. The Member States agreed in Lisbon in 2000 to establish an effective internal market, to boost research and innovation and to improve education to make the European Union the most dynamic and competitive knowledge-based economy in the world by This was further underlined in the Commission Communication Working together for Growth and Jobs a new start for the Lisbon strategy and the Integrated Guidelines for Growth and Jobs ( ). Through the Education and Training 2010 process, Member States agree common objectives towards which they work by setting indicators and benchmarks, sharing good practice and undertaking peer reviews. Improvement of language skills is identified as a priority. 2

3 Information sur le projet Language Support to Vocational Education and Training in Bulgarian, English, For the Single Market to be effective, the European Union needs a more mobile workforce. Skills in several languages increase opportunities on the labour market. In Bulgarian perspective, the specific national factors together with the European and world trends for a continuous growth of the demands towards employability define the necessity for continuous vocational training for various age groups. The strategic objective of the Bulgarian National Strategy for Continuous Vocational Training is to establish and improve the conditions for acquiring, expanding and developing professional skills of labour force as to improve the employability, career and selfdevelopment. However, vocational education and training from high schools through universities to the continuous and lifelong learning is strongly dependent on the industrial development and the consequent demands of the labour market. However, the migration of work force identifies priority areas of adequate training, where the acquiring of proper language skills is a key issue. According to the Spanish government at the beginning of 2007 some Romanians and Bulgarians already live and work in Spain mainly in the construction, services and agriculture sectors. Moreover, over 1,300 self-employed Bulgarians are registered in Spain, and most of them operate in the area of construction and reconstruction services. However, if we look at the investment statistics in terms of type of industry and country of origin, we will find out the Turkish investments in the construction sector in Bulgaria have rapidly increased in last few years. For example, Turkish companies will build water purifying stations in Lovech, Gorna Oryahovitza and Montana as well as roads and highways. Turkish companies are interested in the construction of social houses in Bulgaria, as discussed between the Bulgarian Deputy Minister of Regional Development and Public Works and the delegates of the Bulgarian-Turkish Business Council. Also, the Istanbul Chamber of Commerce and Industry announced that some of their member companies are interested in participating in projects in Bulgaria related to construction of houses, sports infrastructure and rehabilitation of cultural monuments. On the grounds of the market trends described above, we have concluded that the market demands for professional skills are towards construction and the related sectors and subsectors like energy efficiency, electricity, environment, construction management and ICT, while the market demands for language skills would make a perfect combination of Bulgarian, Romanian, Spanish, Turkish and English. Out of these, only the English language has been widely learned in all partner countries and would provide the perfect cohesion in the language trainting set of tools. Project aim: To support developments related to the quality and innovations in vocational education and training by matching the languages skills with contemporary industrial development and labour market demands. Project objectives: - To promote the development and implementation of innovative practices related to acquiring adequate language skills in the field of vocational education and training that could be implemented in vocational high schools, universities as well as for lifelong learning and selflearning and to support the transfer of these skills among participating countries; - To improve employability and competitiveness on the labour market by encouraging the learning of modern foreign languages. The project will achieve the above set aims and objectives by developing set of language support tools which will match the identified language skills needed by the contemporary labour market. The set of tools is planned to contain various forms of materials in order to make their application accessible for a wider audience of end-users. In this respect, the set of tools will contain hard copies of the multilingual 3

The glossary will also be developed and produced on an installation CD. Also, the training materials will be loaded on the project website. This would make it possible for the language training materials to be used according target groups personal skills and preferences. Further more, the project addresses the situation identified in the needs analysis by making it possible for the language support tools to be used by people who speak only one foreign language or even by users who do not speak any foreign language but their mother tongue only. BEST project tackles directly two of the priorities of this Call for proposals as marked under section 4.3, i.e. Skills development of adults in the labour market and Developing learning environment. The project target groups addressed in the short-term are: - students at vocational high schools and universities; - language teachers and tutors; - migrant workers employed in the targeted sectors and countries; - self-learners; - foreign investors in Bulgaria. In the long term the target groups include: continuous and lifelong learning trainees; teachers at vocational schools or those delivering extracurricular language training; self-learners. As the labour market trends related to the language skills and the industrial development tend to keep and expand the situation explained above, the tools to be developed by BEST project will be of immediate implementation in practice. BEST project will measure its progress and success by the following: - A multilingual picture glossary developed in five languages and covering 6 topics and subtopics hard copies and 500 CDs; - Student s book with 19 sample lessons developed English 150 hard copies; - Teaching notes on the 19 sample lessons 50 hard copies; - A Test book 500 copies; - Project website with info on the project and the whole set of language support tools for download; - Project activities delivered accurately and on time within the set timetable; - Project reported successfully against both activities and budget. The least but not last BEST project will contribute to enhancement of diversity of languages by developing a multilingual tool in five languages including English as the most popular one, Spanish Turkish and Bulgarian as identified by the market needs and yet emphasising on all of them separately as mother tongues of the project partners.
