3 1/Introduction Adopted by the Government on the 3rd February Ambitious program for the period (40% of the electricity production in 2030 was from renewable sources). Estimated investment cost for the electricity component over $100 billion. Based primarily on the use of solar energy given the important solar potential found in our country. Availability of land, particularly at the southern Algeria. Program supported by an appropriate regulatory framework and incentives.

6 4/Implementation of the program (PGM) The National Program for Development of Renewable Energies (PGM) for the period , achieving 22,000 MW. 12,000 MW to the national market. 10,000 MW for export This program will be implemented in three phases: (+ 60 projects) -Step 1: Test phase chains and launch studies Steps 2: Early phase of deployment of PGM Steps 3: Phase of large-scale deployment 6
7 Program dedicated to the domestic market ENR installed by sector 7 A RE project plan has been established over the period 2012/2030 which is the strategy of implementation of projects within the scope of the Program 2012/2015 Period For this period a total of 241 MW is planned for solar PV (236 MW from PV plants and 5 MW in solar kits). 50MW from wind, 5 MW for geothermal 300 MW for CSP.

Project to build a photovoltaic pilot plant in Ghardaïa : Consistency Realisation of a photovoltaic pilot plant of 1100 kwc in Ghardaïa The following 4 technologies have been choosen: 452 KWc in Mono Technology choosen crystalin silicon, 452 KWc in Polycrystalin Silicon, 100 kwc in amorphous silicon (a-si), 100 KWc in thin film CdTe technology. Production capacity Project Owner SPE - Production Company of Electricity - Sonelgaz subsidiary Stakeholders Algerian company for the civil Engineering, ETTERKIB for the mounting. Signature and entry into force of the contract February 12, 2012 with the group ABB Italy / ABB ALGERIA Completion Time 12 Months Land Area 10 hectares Commissioning Expected in February 2013 Progress 18 %
17 4/PV power plant projects 17 Five photovoltaic plants with a total capacity of 19 MW through the provinces of Illizi, Tindouf and Tamanrasset Land plates were obtained Studies are initiated Technical assistance contract with the company Fenosa Gas Natural was signed in December 2012.

Project to build a wind farm of 10 MW in kaberten (Adrar) Description Technology choosen Production capacity Project Owner Stakeholders Signature and entry into force of the contract Completion Time Land Area Partly commissioned Acquisition, supervision of civil works, erection and commissioning of a wind farm in Kaberten, Adrar, with a total capacity of ten (10) MW. GAMESA G52 type turbine (850 kw), (twelve 12 units) 10,2 MW SPE - Production Company of Electricity - Sonelgaz subsidiary INERGA for civil works, ETTERKIB for assembly TRANSMEX for transport May 17, 2011 with CEGELEC 18 months 33 Hectares for the wind farm (12 turbines) 2500 m² for the sub station (building maintenance, building electrical control room) November 2012 (delay in the work of GC due to lack of qualified personnel)

20 6/Wind farm project in Khenchela 20 Capacity: 20 MW. Identification study of wind power given to the CREDEG. 7 sites were surveyed and are eligible for the implementation of the Central TOR is being established.

Geothermal project in Guelma: 22 The realization of the 5 MW geothermal plant in Guelma will be launched through a call of tender in two phases, namely: Phase 1: Tender for site identification, evaluation and realization of the potential of a geothermal production well with determining its technical characteristics (temperature, pressure, flow, density, chemical composition... etc). Phase 2: Dimensioning, design and construction of the power plant taking into account the technical characteristics of the geothermal production well. 4 offers were retained
23 III. Suite 9. CSP projects : Prequalification companies with references in the realization of CSP plants. Launched on , Bid Opening on 27/09/2011 Description The engineering, procurement, design, supervision of civil engineering, supervision of erection and commissioning of equipment for the construction of two solar power plants (CSP) in El Oued and Beni Abbes of 150 MW each. Technologie choosen Production capacity Project Owner Land area Solar Tower 150 MW each SPE 450 Hectares planned for each plant
24 10/Certification center for Renewable Energy equipments 24 initiation of the study for the establishment of a certification laboratory for renewable energy equipment Localisation: the new city of sidi Abdellah Project leader: CREDEG TOR for the acquisition of equipment are finalized and will be launched by international and national call of tender later this year
25 Studies carried out by the CREG: Studies 1/Study on the pricing of ENR. (The study is already underway and will be completed with the assistance of GIZ). 25 Studies carried out by the SONELGAZ: 1/ feasibility study of solar grade silicon manufacturing. 2/technological choice for the development of mass ENR. 3/Behavior of wind and solar equipment in the environment.. Sahara. 4 / ENR Impact on networks and integration capabilities
26 Study carried out by the Ministry of Energy and Mines 1 / Updating the national wind atlas 2 / Identification of sites with high wind potential and eligible for the establishment of wind farms in the area Touggourt, and Ghardaia - Hassi Messaoud / Realization of the Algerian solar radiation atlas 4 / Identification of sites with high solar potential and eligible for the establishment of solar power plants.
27 Support of the program in terms of training The program will be accompanied by a training 27 ENR Development requires quality training in human resources. In this framework the government creates the IAER which plays a fundamental role in training efforts thus ensuring a qualitative development of ENR in Algeria. Agreements with universities and research organizations (CREDEG, CDER, UDES) are the first procedures to implement in addition to adaptation programs of training centers and universities.
28 Management program in terms of manufacturing The program of renewable energy development will come with an industrial strategy that will increase the rate of integration of ENR sectors for more than 80% by It will promote the participation of the national tool in the process of implementation of the program,
29 Management program in terms of production For PV (integration rate of the Algerian industry 60%) This should be achieved through the implementation of a manufacturing PV modules with a capacity of 116 MWC / year, from the group SONELGAZ and whose commissioning is scheduled for late (integration rate of the Algerian industry 80%) This should be achieved by building a silicon manufacturing plant, the capacity would be between 2,500 and 3,000 tons / year. Manufacturing inverters, batteries, transformers, cables and other equipment used in the construction of power.
30 Management program in terms of production For the CSP : (a prediction rate of 50% integration through the implementation of (03) projects: 1/construction d une usine de fabrication :de miroirs, d équipements de fluide caloporteur et de stockage d énergie et d équipements du bloc de puissance These projects will be carried out in parallel with actions to strengthen the capacity of engineering, design, procurement and implementation : providing an integration rate higher than 80%. 31 Management program in terms of production For wind By 2013: Launch of studies for the development of the wind industry : a forecast integration rate of 50%, thanks to the implementation of the following actions: 31 1 / Construction of a plant for the manufacture of mats and rotors of wind turbines. 2 / Creation of a network of national subcontracting for the manufacture of equipment for the nacelle. 3 / Development of the activity of engineering and design capabilities, procurement and realization : integration rate should be above 80%, thanks to the expansion of production capacities.
32 Management program in terms of research and development 32 Algeria promotes research to make of the PGM a catalyst for the development of a national industry that add value to different Algerian potentialities (human, material, scientific as research centers affiliated companies as GREDEG, other organizations, like APRUE cooperate with research centers attached to MESRS (CDER / UDES / URAER / URERMS / URMER / UDTS
33 Expected results 33 Savings of 600 billion dinars m3 of natural gas. - Half of this volume will be maintained for the next decades - The other half exported generate additional revenue for the country. Creation of more than 200,000 direct and indirect jobs, including 100,000 jobs in the export. Emission reductions of greenhouse gas emissions.
