Background According to the statistics from WWEA, as of the end of 2011, an accumulative total of at least small wind turbines were installed all over the world, of which were newly erected that year. During 2011, the number of installed small wind turbines grew by 11%. Figure 1. Total cumulative installed units in recent years (unit: set)
3 I. Background According to WWEA s statistics, in 2011 there were 334 small wind turbine manufacturers, of which 176 were based in Asia (including manufacturers, distributors and systems integrators), more than half of those distributed in 19 countries, including China and India (see Table 1).
4 I. Background Although the world market potential is tremendous with many small wind turbine manufactures and wide application fields, there are still some restricting factors in quality control, which cause uneven quality of small wind turbine products, and affect the overall image of small wind turbines. Therefore, there is an urgent need to establish a well organized certification system, as well as a test and training center with international standards to ensure the quality of products, to improve the level of the technology and to ensure that the small wind power industry can develop healthily.
5 I. Background At present, there is no international authoritative test organization and standard test site for small wind turbine in Asia yet. Wind turbines bigger than 100kW are usually tested in Europe or the United States, which increases the cost and brings difficulties to the small wind turbines certification. Therefore, it is very necessary to establish an world small wind turbine test and training center in Asia. On the one hand, it can provide small wind turbine performance tests for certification bodies, and on the other hand, it can provide workforce training in the small wind power field.

Favorable Conditions for Establishing the Center in China (1) Most of the world's small wind turbine manufacturers are based in China where the small wind industrial production scale has been basically formed. There are 35 main manufacturers, the total production capacity of them has reached sets per year. China has accumulated ability and suitable experience on the promotion of small wind generators. (2) The variety of wind turbines manufactured in China is big and wind turbines sized from 300W to 30kW have been manufactured in mass scale, while wind turbines of 50kW and 100kW have been manufactured and sold in small batch.

Favorable Conditions for Establishing the Center in China (3) The Chinese small wind turbine export volume has increased year by year which has covered 46 countries and regions, and the international market is broad. In resent years, China exported sets of small wind generators (about 30MW ) per year to other countries. (4) China has initially established a wind energy education and training system. The current Chinese wind power talent training system includes vocational education, undergraduate education, postgraduate education and on job continuing education.

Favorable Conditions for Establishing the Center in China With the rise of the wind power industry in China, there are a number of middle vocational schools and high vocational colleges began to train wind energy technology workers. In 2006, China began to set up the specific subject of Wind Energy and Power Engineering in undergraduate education to educate wind power undergraduates. Till 2012, more than 10 universities have set major programmes in wind power.
11 II. Favorable Conditions for Establishing the Center in China On-job continuing education is an important element of wind power education. There are two kinds of education in the wind industry: job training for wind power technology worker, and job training for wind power engineers.

Favorable Conditions for Establishing the Center in China With the support for a number of years, the technical assistance projects in renewable energy field (Sino- Danish Wind Energy Development Program (WED)), as well as the Chinese and German government cooperation project China Wind Power Research and Training Program(CWPP) had helped to create the technology capacity in the field of China's wind power, and promoted the development of the Chinese wind power industry. In Jiangsu province of China, the Suzhou Longyuan Bailu Wind Power Vocational Training Center was established. As the first domestic wind power vocational technical training center, it has carried out the trainings for more than 2000 professional technicians and management staff since August 2006.

Favorable Conditions for Establishing the Center in China In order to strengthen the combination of theory and practice, to enhance the training effect (in accordance with the requirements of international wind power vocational skill training), currently the center is equipped with a hydraulic, pneumatic experiment laboratory, an electrical laboratory, a wind turbine laboratory, as well as with wind turbine towers for rescue training and supporting facilities. And have special training and practice base, focusing on the student s operation and practical ability.
14 II. Favorable Conditions for Establishing the Center in China (5)China has vast experience with the wind turbine test and certification business. By the end of 2012, China's two qualified wind turbine certification authorities (China Classification Society Quality Assurance Ltd, short as CCS and China General Certification Center, short as CGC) have completed nearly one hundred types of large-scale wind turbine and component certifications (including design evaluation and type test). While the services have not been comprehensively carried out for small wind turbine certification, this represents a good foundation of test work for small wind generators; some high ranking universities & institutes, as well as science & technology organizations have established their testing laboratories and testing field.

Favorable Conditions for Establishing the Center in China At present, the domestic main small wind turbine testing agencies include Quality Supervision and Inspection Center for Mechanical Industrial Wind Power Machinery Products and Inner Mongolia Agriculture & Animal Husbandry Machinery Test & Identification Station. Inner Mongolia Agriculture & Animal Husbandry Machinery Test & Identification Station was established in 1976, it carried out small wind turbine testing work since the early 1980's. It has corresponding testing facilities, the corresponding detection equipment and a group of professional testing technicians.

Favorable Conditions for Establishing the Center in China The station has also an independently developed small-scale wind generator load characteristic test platform for 5 kw to 20kW wind generators, and actively carried out the construction of a large-scale wind turbine test center. In 2007, a test base of wind turbines was built in the Baotou Baiyun District Damao wind farm. Besides the current testing laboratories and experimental bases, within the 12th Five-Year Plan, the establishment of two standardized small wind turbine testing fields in China has been put into plan, specifically in order to carry out small and medium size wind turbine testing and certification as well as relevant R & D projects.
17 III. Function of the Center 1. Product Test Test of small wind turbines will be one of the main tasks of the Asian Small Wind Turbine Test and Training Center. After the center has been established, it will have the capacities of testing and certificating small wind turbines independently. On the one hand, the center will provide the type test and related test service for the certification bodies that carry out product certification according to IEC and other international standards. On the other hand, in order to meet the concrete requirements on product R & D and scientific research, the center will provide relevant advisory services for equipment manufactures and research institutions.
18 III. Function of the Center 2. Technology Training The center will undertake training of professionals on small wind power for users, and provide training for enterprise technicians and administrative staff on wind power standards, testing and certification, etc. 3. Technology Exchange The center will provide an international small wind technology exchange platform for small wind turbine manufactures and related research bodies by holding regular seminars and providing a joint research platform for related scientific related projects, etc. This will help to achieve technological breakthrough and transform research achievements into industrial activities.
19 III. Function of the Center 3. Technology Research The center will make full use of international resources and rely on its technical superiority to carry out research with the related institutions on testing standards, testing technology and certification technology, etc.
20 IV. Construction Scheme of the Center 1. Operation Model of the Center The center will be jointly authorized and organized by the International Renewable Energy Agency (IRENA) and the World Wind Energy Association (WWEA) who entrust the Chinese Wind Energy Association (CWEA) and the Chinese Wind Energy Equipment Association (CWEEA) to set it up together. The center will establish a Board of Directors responsible for decision-making and management under the guidance of IRENA and WWEA, and set up a technical committee responsible for technical support, comprising international experts. The operating funds are mainly from product testing and personnel training, with some financial support coming from enterprises and international special scientific research funds.
21 IV. Construction Scheme of the Center 2. Organization Structure The center will be managed by a director who works under the leadership of a Board of Directors; at the same time a technology committee will be established comprising international experts. In its final stage, the center will have one director, two vice directors as well as a Technology Training Department, a Project Research Department, a Product Test Department and a Comprehensive Administration Department, a total of 18 compilations, see Figure 3.

23 IV. Construction Scheme of the Center 3. Capacity Building (1) Existing institutions The National Energy Laboratory for Wind and Solar Simulation, Testing and Certification has been approved by the China National Energy Administration, and the China General Certification Center is responsible for its establishment. The laboratory has carried out the detailed research work for domestically and internationally relevant standards and testing technology, according to the development situation of the industry. China General Certification Center, as the important third party certification body in the wind power industry, has a specialized technical team for test and certification, and has already carried out a lot of testing and certification work, and hence accumulated a major amount of experiences. In recent years, China General Certification Center formulated the Small Wind Turbine Certification Implementation Rules based on international standards, jointly formulated the Small Vertical Axis Wind Turbine Standard with Taiwan Small & Medium Wind Turbine Association and embarked on the work for small wind turbine certification.

Construction Scheme of the Center (2) Equipment deployment After the establishment, the center will fully use the existing test and training conditions, to cooperate with relevant units, jointly to carry out training and certification business. The task of the first phase of the center construction is to build the outdoor test field station. The field station will achieve a testing capacity for 15 small wind turbine test sites operating at the same time, power is from 300W to 100kW, equipped with necessary equipment which can test wind turbine performance, noise, functional and safety, according to IEC standards. (3) Staff level In the first phrase, according to the needs of the work, 2 administrative staff and 4 professional technical staff will be needed.

Construction Plan of the Center 1 January to March 2013 Project feasibility study. 2 July to September 2013 Establish the organization and select test field. 3 April to May, 2014 Obtain the authorization from IRENA and WWEA, establish the Board of Directors and Technology Committee. 4 October 2013 to November 2014 Test site and training center construction. 5 December, 2014 Complete test site and training center construction with initial test and training capability.

It is suitable for construction of small WTGS testing field station which can meet the international test certification standard.

Occupied 100,000m² (150mu),the land is a flat terrain, there are not obstacles within 3 kilometers around. 2)wind resources of the field Yearly average wind speed is 5.2m/s(at 10 meter's head),the main wind direction is ESS, the main wind energy direction is ESS and NE.
